Abstract

The purpose of this study was to find out how the APB-Village management in LiwutungVillage, Pasan District, North Minahasa Regency. This study uses a descriptive-qualitative approach. Thefocus of the research is planning the APB-Desa, organizing the implementation of the APB-Desa,mobilizing resources for the implementation of the APB-Desa, and overseeing the APB-Desa. The researchinformants were the Village Head, BPD Chair, Village LPMetaris Chair as PTKD coordinator, head offinancial affairs / village treasurer, community leaders. Data collection uses interview guidelines, while theanalysis technique used is the analysis of interactive models from Miles and Hubernann. The results of thestudy provide conclusions: (1) Planning of the APB-Desa is done quite well in accordance with theapplicable laws and regulations. Discussion and Determination of the APB-Village is carried out throughvillage head meetings with BPD, and also involves LPMD and community group representatives. Theallocation of APB Desa is appropriate. (2) Organizing the implementation of the APB-Desa was carried outquite well, where an APB-Village drafting team was formed and the Village Financial ManagementTechnical Implementation Team (PTKD). (3) The mobilizer for the implementation of the APB-Desa iscarried out by the village head reasonably well where the village officials are functioned according to theirrespective positions / authorities in the implementation of the APB-Village. (4) Supervision of theimplementation of the APB-Desa goes quite well. The Camat on behalf of the Bupati evaluates the draftAPB-Desa before it is determined to be a Village Regulation. The BPD has also functioned quite well insupervising the implementation of the APB-Desa in accordance with the functions and authorities possessedas supervisory institutions in the village.Keywords: Management, Revenue and Expenditure Budget, Village

Abstract

The Hope Family Program is a program approved to develop a system of social protectionfor the poor in Indonesia. One final goal of PKH is to increase school enrollment rates for RTSM childrenspecifically at the elementary, middle and high school levels, and to reduce the number of underageworkers in Indonesia. PKH in this education sector asks RTSM motivation to be able to immediatelyaccept children to school and encourage them to fulfill commitments in the learning process, at least85% of effective days of schooling in one month during the teaching year. The purpose of this study is todescribe the implementation of the Family Hope Program in the education sector in the Molas Sub-District, Bunaken District, Manado City. This research uses descriptive-qualitative method, datacollection techniques carried out by interviews, documentation, and data collection with documents.Randall Ripley and Grace Franklin. This theory looks at the level of approval variable in the applicableregulations, the smooth variable performs the routine and the absence of discussion, the variablerealization of the performance and the desired change. The results of his research showed that theimplementation of PKH in Molas Sub-District, Bunaken District, Manado City was still in theimplementation stage. Dissemination and assistance have not been carried out in full, there have beendelays in disbursing PKH funds and the utilization of PKH funds in the education sector that are not welltargeted. Abstract

ABSTRACT : This study aims to describe the quality of service of transport, especially transport Damri pioneers in North Sulawesi in the development of the science of public administration. The Ministry is exercised by the public company Damri based on Government Regulation No. 31 of 2002 on the establishment of the public company damri, was founded to help problems in terms of transportation. However, in practice as well as the fact that there is a phenomenon of issues management and service, like many vehicles that are not worthy of wearing, not precise time in his Ministry, operational system procedures are unclear and the fare price. The research methods used in this research is a descriptive study of qualitative methods, with the techniques of primary and secondary data collection is done with the interview, observation and documentation study. As for the informant, among others: 1head of the station, 2 drivers, 2 conductor, and 7 people pioneering service user community. In the discussion of the quality of service of transport damri in North Sulawesi is related to aspects of the Tangibles, Reliability, Responsiveness, assurance and empathy can be said to have not been fullest. It is proven by the provision of the facilities, such as a waiting room, and the toilet is not yet available. In addition the complaint room service complaints also have not provided by damri public company said. Based on the discussion and conclusions on the above then suggest Damri Public Company manado station must provide to the passenger waiting room, and make a toilet in each existing fleet. In addition the need for improvements on the seat because it was not appropriate. The Damri Public Company will also have to provide media services complaints such as hot-line service. Abstract

This study is about the administration of the service of issuing permits for fishing in themarine and fisheries service of North Sulawesi Province. Public service regulations that are stillscattered in the number of regulation that are sectoral, making public services in Indonesia are ina conditional that is not yet manageable. In other words the community has not received theexcellent service that was their hope. In order to know the quality of service that is felt significantlyby consumers, there are indicators of consumer satisfaction measures that lie in the fivedimensions of service quality. 1). Tangibles : Service quality in the from of physical facilities,offices, computerized administration, waiting room, information places. 2). Reliability : The abilityand reliability to provide trusted service. 3). Responsivess : The ability to help and provideservices quickly and accurately, as well as being responsive to consumer desires. 4). Assurance :The ability and friendliness as well as the courtesy of employees in convincing consumer trust. 5).Emphaty : Firm but attentive attitude of employees toward consumers. In this study the authorsused a qualitative approach with descriptive analysis techniques, in this study primary data wereobtained from interview and could also be from the result of questionnaires, while secondary datawere obtained from documents from either the relevant agencies or other relevant agencies. Theresult have not been able to optimally meet the needs of the service user community. Researchersprovide advice on this is about these five aspects : 1). Tangibles aspects : updating both the qualityand quantity of facilities or infrastructure available at the maritime and fisheries service office inNorth Sulawesi Province. 2). Reliability aspects : Strive for the ability and reliability of officers tothe provide services by attending training, both internal and external. 3). Responsiveness aspects :Every service officer or apparatus at the North Sulawesi Province’s Office of maritime affairs andfisheries must try to increase understanding quickly and precisely on what is the problem ofservice needs desired by the community. 4). Assurance aspects : each service officer must improveattitudes towards all citizens who need service. 5). Emphaty aspects : every officer is required tohave firmness in carrying out their duties and responsibilities.Keywords : Administration, Service, Fishing License.

Abstract

This study aims to describe how the implementation of administrative governance in reporting village funds. This study uses descriptive qualitative methods, and data collection techniques used are observation, interview and documentation. The number of informants in this study were seven people. In this study using the theory of good governance principles. The results of this study indicate that in administrative governance of village fund reporting in rural areas, not all village administrations can be applied in accordance with applicable regulations that refer to PERMENDAGRI No. 47 of 2016. The lack of tools needed to manage village administration, and the lack of capacity and responsibility of the village government in carrying out its duties, and the implementation of work duties that are not in accordance with the basic tasks and functions of village officials, are obstacles to achieving good and appropriate administrative governance in the village fund accountability report. .Keywords: Governance, Village Administration, Responsibility Report, Village Fund

Abstract

The implementation of the SIMDA policy in the BPKAD regency of the Talaud islands has beenimplemented since 2007. But in the implementation of this policy it is still not work properly. There are stillobstacles in implementing this policy. Such as frequent occurrences of interference/damage to networkapplication system, facilities and supporting infrastructure such as computer which is inadequate, besidesthe limited ability of human resources possesed, and the placement of employees who are not yet inaccordance with their competencies and capabilities. Besides that, BPKAD regency of Talaud islands relieson the BPKP in the preparation of regional government financial reports. Thus the conclusion that can bedrawn from the results of this research is that communication in the implementation of the SIMDA policyin BPKAD Talaud islands regency has been carried out before this policy was implemented throughsocialization, meetings, and coaching activities at each meeting. The amount of human resources ownedare sufficient, but in their placement it is not in accordance with the competencies and capabilities as wellas facilities and infrastructure that are inadequate. The attitude of the implementer SIMDA in BPKADTalaud islands regency is very good, this can be seen from the value of professional intergrity, commitment,sincerity, and the synergy between the leadership and staff in carrying out their duties. Bureaucraticstructure, in carrying out its duties, employees have referred to the existing standard operating procedures,as well as the distribution of tasks and responsibilities to each field in accordance with their main tasks andfunctions.Key word: The Implementation of regional financial, management information system policies.

Abstract

Attitude and behavior in carrying out the duties as the village head shows a personality that is able to directand provide good wisdom for the community. It was then found that the ability of the village head in termsof understanding the duties and functions and responsibilities supported by the background of strata 1education in the field of law, competency in accordance with the responsibility of giving a large role for thevillage head in understanding the duties and functions held. Unpartiparative leadership is also an obstaclein the effectiveness of the village chief's leadership. Abstract

Tujuan dari penelitian ini adalah untuk mengetahui seberapa besar Implementasi KebijakanPemberian Bantuan Sosial Terhadap Kesejahteraan Masyarakat Miskin Yang Terdampak COVID-19di Kecamatan Kawangkoan Kabupaten Minahasa. Penelitian ini adalah penelitian deskriptif denganpendekatan kuantitatif. Berdasarkan observasi awal yang dilakukan peneliti pada masyarakat, bahwadalam proses pemberian bantuan sosial kepada masyarakat miskin yang terdampak COVID-19belumlah berjalan dengan semestinya yang diharapkan oleh banyak masyarakat. Sebab masih adapenyelewengan yang terjadi pada saat pemberian bantuan sosial kepada masyarakat miskin yangterdampak covid di kecamatan kawangkoan. Pada penelitian ini, Peneliti menggunakan populasi diKecamatan Kawangkoan sebesar 10.226 dengan mengambil sampel sebanyak 30 orang di dalampopulasi. Pada penelitian ini, peneliti memakai Teknik Analisis data dengan menggunakan teknikanalisis data Regresi Linear Sederhana.Kata Kunci: Implementasi, Kebijakan, Implementasi Kebijakan, Kesejahteraan Sosial

Abstract

The purpose of this study was to determine the ability of local assistants to manage village funds in NorthAmbia Village, South Essang District, Talaud Islands Regency. The research method used is descriptivequalitative. In this study the ability of village local assistants was measured by technical skills, human skills,conceptual skills and management skills. Research informants were village assistants, sub-district villagelocal assistants, village government and the community. The data collection techniques used wereobservation, interview and documentation. Based on the results of the study, it was found that the villageassistants were still not maximal in carrying out their duties. So the authors recommend that further improvetechnical skills, human skills, conceptual skills and management skills in carrying out their duties as villageassistants.Keywords: Ability, Village Facilitators, Village Fund Management

Abstract

Abstract: The purpose of this study was to determine the influence of the Social Environment on CommunityEducation in Biontong I Village, East Bolangitang District, North Bolaang Mongondow Regency. Thisresearch uses quantitative methods. The study consisted of two variables, namely the social environment(family environment, school environment, community environment) as the independent variable andcommunity education as the dependent variable. Respondents of the study were 40 residents of Biontong IVillage, East Bolangitang District, who were taken using a proportional random sampling technique.Instruments and data collection techniques using a questionnaire and assisted by interview quides, andobservation. The analysis technique for testing the hypothesis used statistical analysis of multiple regressionand multiple correlation. The results of the study concluded: (1) The social environment (family environment,school environment, community environment) has a positive and significant effect on community education.This means that the better the conditions of the social environment, the better the conditions of publiceducation; (2) The social environment (family environment, school environment, community environment) iscorrelated and has a strong and significant power of determination on the development of communityeducation. That is, the condition of public education at the dominant level is determined by the conditions ofthe social environment.Keywords: Social Environment, Community Education
