Abstract

Public complaints service today’s has become part of  the efforts to improve public services in Indonesia. Government,both central and local levels is appropriate to give special attention to the improvement of  service quality of  publiccomplaints. The government’s attention can be achieved either by continuously innovate to create public complaintsservice that is not only easily accessible by the public, but  also can be received and responded  to effectively by localgovernment. Yogyakarta City’s Government innovates by providing the services of  public complaints were based oninformation technology and communication (e-government). Innovations made by the government of  Yogyakar ta isexpected to provide ease of  access for the public and can be input which should be followed up effectively by thegovernment of  the city of  Yogyakarta so as to create improved quality of  public services in general in the future.

Abstract

This community service program is based on the fact that RT 14, Brajan, mostly consists of housing areas whose residents rent the houses. This situation creates difficulties in coordination and participants among the residents in various activities. That condition affects the comfort, discipline, cleanliness, and harmony among them. The method applied in this community service program is in the forms of coordination and deliberation towards the residents of RT 14. There are four activities conducted in this program: 1) strengthening organization by formulating job description to the boards of RT; 2) formulating rules and regulations in RT to motivate the residents’ active participations; 3) formulating resident database of RT 14; 4) creating empowering program for the residents. Hopefully, this community service program affects positive feedback to RT. 14 to be actively included in the development of Brajan, Tamantirto, Kasihan, Bantul.

Abstract

This study focuses on modeling community empowerment programs for MSMEs affected by Covid-19 in DIY. Pandemic Covid-19 that has occurred since the end of 2019 has impacted the cessation of activity of MSMEs in DIY. The absence of activity in the tourist area, the implementation of online learn- ing has a slight influence on this condition. The research method used in this research is the descriptive exploratory qualitative research method. The purpose of this research is to determine the appropriate empowerment model for MSMEs during the Covid-19 pandemic and to contribute in the form of an academic policy paper for relevant stakeholders. This study uses a desk study and interview technique. Desk studies are carried out through secondary data tracking. Interviews were conducted with regional apparatus organizations (OPD) which handle MSMEs and MSMEs’ actors. From the research conducted, it is known that the efforts made by the Provincial / Regency / City Governments within the scope of DIY or CSO in order to help MSMEs actors to survive in this pandemic situation if they are framed by using the empowerment models are used the second and third models. The second model seeks to strengthen the potential or power possessed by the community by implementing concrete steps, accommodating various inputs, providing good infrastructure and facilities. The third model seeks to empower the community in the sense of protecting and defending the interests of the weak community. From the research, it concludes that the model of empowering MSMEs affected by Covid-19 in DIY, both carried out by the local government and by CSO such as Muhammadiyah / ‘Aisyiyah is done to strengthen the potential or power possessed by MSMEs by implementing real steps, accommodating various inputs, providing infrastructure and facilities good and empowering the community in the sense of protecting and defending the interests of MSMEs.

Abstract

ABSTRACT : The high number of HIV AIDS cases in the city of Yogyakarta requires the authorities to take appropriate action so that the spread of this virus can be minimized. KPAD has important duties and positions to provide maximum services for vulnerable community groups infected with the virus. based on the results of research, public service management applied in KPA Kota Yogyakarta is more coordinative and indirect service. They focus on maximizing the role of OPDs, NGOs, and communities in order to reach out to vulnerable communities who are infected with the HIV AIDS virus. This measure is effectively marked by the multitude of coordination activities between institutions so as to identify HIV sufferers from the early stages and provide the right follow-up.Keywords : Public Service, National AIDS Commission, HIV AIDS ABSTRAK : Tingginya kasus HIV AIDS di Kota Yogyakarta menuntut pihak berwenang melakukan tindakan yang tepat agar penyebaran virus ini dapat diminimalisir. KPAD memiliki tugas dan posisi penting guna memberikan pelayanan maksimal bagi kelompok masyarakat rentan terinfeksi virus tersebut. berdasarkan hasil penelitian, manajemen pelayanan publik yang diterapkan di KPA Kota Yogyakarta lebih bersifat koordinatif dan pelayanan tidak langsung. Mereka fokus pada memaksimalkan peran OPD, LSM, dan masyarakat guna menjangkau kelompok masyarakat yang rentan terinfeksi virus HIV AIDS. Langkah ini dinilai efektif ditandai dengan banyaknya kegiatan koordinatif antar lembaga sehingga mampu mengidentifikasi penderita HIV dari tahap awal dan memberikan pelayaan lanjutan yang tepat.Kata Kunci : Pelayanan Publik, Komisi Penanggulangan AIDS, HIV AIDS

Abstract

Improvement and quality assurance of public services is very needed, therefore the Government through Law Number 25 of 2009 concerning Public Services and Minister of Administrative Reform and Bureaucratic Reform Number 15 of 2014 concerning Guidelines for Service Standards requires that every public service provider be obliged to establish and apply Public Service Standards for each type of service that it provides. One of them is the Yogyakarta Education and Training Agency as a public service provider in the form of education, training, and competency development for the State Civil Apparatus. Public service standard documents that have been prepared by the Yogyakarta Education and Training Agency in 2017 need to be evaluated because they allegedly did not meet the method in the preparation process. The research conducted is a literature review with data mining techniques using observation techniques, interviews, mini focus group discussions and public hearings. Based on the research results it is known that the public service standard documents that have been owned by the Yogyakarta Education and Training Agency are still not comprehensive, but this solution is then obtained after an analysis and discussion with stakeholders at the Yogyakarta Education and Training Agency has also successfully identified various types of services that need to be it is prioritized to develop public service standards.

Abstract

This paper intends to This study focuses on independent tourism village institutions during pandemic era in Sleman Regency, Special Region of Yogyakarta. The research method used in this research is qualitative research methods. This research was conducted in 10 Independent Tourism Villages in Sleman Regency, between August - December 2020. In this study, three data collection techniques were used, including: literature study, interviews and documentation. Of the 10 tourist villages, 5 of them have sufficiently good institutions and are able to adapt to a pandemic situation. Meanwhile, the other 5 are not sufficiently well-institutionalized and capable of adapting to the pandemic situation. Tourist villages that are able to adapt are able to innovate in realizing quality tourism that pays attention to safety and health aspects through Cleanliness, Health, Safety and Environmental Sustainability (CHSE)

Abstract

Cases of violence against women and children in Daerah Istimewa Yogyakarta (DIY) in 2019 has reached 1,469 cases. This condition requires a special attention from the Government. The implementation of protection services for women and children victims of violence in DIY is carried out by P2TPAKK "Rekso Dyah Utami". This institution has been established and served the community since 2004. However, the existence of P2TPAKK "Rekso Dyah Utami" began to be interrupted by the Regulation of the Minister of Women Empowerment and Child Protection of the Republic of Indonesia No. 9 of 2016 on Guidelines for the Nomenclature of Regional Apparatus in the Field of Women Empowerment and Child Protection which mandates that service providers for the protection of women and children victims of violence must take the form of Technical Service Unit (UPTD). This raises a dilemma for the DIY government. Then, what is the suitable institutional format for the implementation of the service for DIY government? This study employed a qualitative approach with data collection techniques using a desk study and a FGD. The parties involved in this FGD were the Office of Women Empowerment of DIY, P2TPAKK "Rekso Dyah Utami", and other stakeholders. The data were analyzed through descriptive qualitative and SWOT analysis. The study revealed that the service delivery was well established. However, the SWOT analysis found that there were still a number of problems that were not recognized by the central government as an institution. Therefore, to keep the services to the community, the DIY government is recommended to form an UPTD structure and organizational’s resources engineering.
