Abstract

Sektor Pariwisata saat ini merupakan salah satu sektor yang memberikan kontribusi signifikan dalam peningkatan pendapatan, baik bagi Negara maupun Daerah dimana objek wisata tersebut berada. Pulau Sara yang terletak di Kabupaten Kepulauan Talaud adalah salah satu objek wisata yang memiliki potensi yang besar. Namun saat ini Pulau Sara masih belum dikembangkan secara optimal dan masih dihadapkan dengan berbagai masalah yang menghambat perkembangannya. Oleh karena itu, diperlukan kajian yang mendalam agar Pariwisata Pulau Sara dapat dikembangkan dengan baik dan berkontribusi dalam peningkatan pendapatan di Kabupaten Kepulauan Talaud. Penelitian ini bertujuan untuk memberikan gambaran yang komprehensif tentang pengelolaan Pariwisata Pulau Sara saat ini serta mencari soluis yang paling tepat untuk mengembangkan pariwisata tersebut dengan mempertimbangkan faktor-faktor penghambat pengembangan dan upaya yang dilakukan untuk mengatasinya. Metode yang digunakan dalam penelitian ini adalah metode Kualitatif dengan sumber data terbagi menjadi tiga yaitu: 1) Person, data yang diperoleh melalui wawancara dengan menggunakan teknik Puposive Sampling dan Accidental Sampling. 2) Place. Data yang diperoleh melalui pengamatan langsung di lokasi penelitian. 3) Paper. Data yang diperoleh melalui analisis dokumen-dokumen terkait. Hasil penelitian menunjukkan bahwa pelaksanaan Pengembangan Pariwisata Pulau Sara di Kabupaten Kepulauan Talaud belum optimal karena terdapat beberapa faktor penghambat yang diantaranya meliputi faktor perencanaan, faktor lingkungan, faktor regulasi, dan faktor daerah perbatasan. Dinas Pariwisata dan Kebudayaan Kabupaten Kepulauan telah berupaya mengatasi faktor-faktor penghambat tersebut namun belum mencapai hasil yang memuaskan. Akibatnya, pengembangan Pariwisata Pulau Sara belum dapat memberikan dampak yang signifikan terhadap peningkatan Pendapatan Asli Daerah (PAD) secara langsung di Kabupaten Kepulauan Talaud.

Abstract

The purpose of writing this research is to identify and analyze the implementation of policies for handling the Covid-19 pandemic in the DKI Jakarta Province, and to analyze the work structure to overcome the inhibiting factors rather than the implementation of DKI Jakarta Provincial Government policies in the context of funding. This study was designed using 4 indicator dimensions, namely: communication, resources, disposition and bureaucratic structure. The method used is qualitative-descriptive which produces descriptive data in the form of speech or writing and behavior that can be observed from people (subjects), the techniques used to collect data are: observation, interviews, documents, and audio-visual material by testing the validity data through triangulation methods based on sources, methods, and theories. The informants in this study were Deputy Chairperson of the DKI Jakarta Provincial DPRD H. Misan Samsuri, Heri Kurniawan Head of BPK RI Representative for DKI Jakarta Province, Maria Margaretha Head of DKI Jakarta Provincial Social Service, Sigit Wijatmoko Plt. Head of DKI Jakarta Provincial Communication and Information Service, H. Nuri Thahir Community Leader, H. Jamal Hasrin Community Leader, and Syarif Darmawan Jakarta Youth Leader. Based on the results of this study, it can be concluded that overcoming the Covid-19 pandemic is an effort that requires the cooperation and seriousness of the government to mobilize all available resources at all costs. In addition to improving management, human resources and coordination, it is also important to put aside political factors first. Efforts to adjust the law must be maximized simultaneously with law enforcement efforts.

Abstract

Competent human reof sources are the main asset for an organization to achieve its established development goals. Human reof source planning is a systematic process examining the condition of human reof sources to ensure that the right number of skilled reof sources will be available when needed. This study analyzes human reof source planning in the Civil Service Police Unit of Kuningan District (Pamong Police Unit Praja Regency Kuningan) to improve organizational performance effectiveness. However, the Civil Service Police Unit of Kuningan District still faces various challenges, including a lack of adequate personnel to carry out their tasks, especially in dealing with complex situations requiring more human reof sources. The existence of contract-based employees (honorary employees) in meeting needs has attracted the attention of researchers. This research utilizes a qualitative method with a descriptive approach. This study carries out four stages of human reof source planning: job analysis, needs and workload analysis, recruitment and selection, and capacity development as the final stage. Data is collected through interviews with relevant parties, observations, and analysis of administrative regulations and government policies. The study results indicate a mismatch between government policies and administrative regulations regarding appointing personnel in the Civil Service Police Unit of Kuningan District. Additionally, there are limitations in budget allocation for capacity development implementation. These factors affect the effectiveness of human reof source planning in the organization. Based on these findings, it is recommended that the Civil Service Police Unit of Kuningan District pay attention to factors influencing human reof source planning and align them with government policies and administrative regulations. Moreover, there is a need for adequate budget allocation for the implementation of human reof source development to enhance the organization's performance and effectiveness in carrying out its tasks.

Abstract

This study aims to analyze the factors of corruption and governance in determining the amount of Regional Government Revenue in all provinces in Indonesia. This research method uses quantitative approach by analyzing the number of corruption cases that have been taken in kracht in court as well as the results of evaluations of the regional government performance from 2010 to 2017. A total of 30 provinces from 34 provinces in Indonesia were taken as samples to avoid abnormal distribution. The model used is the Fixed Effect Model (FEM) showing that the factors of corruption and governance determine significantly in the opposite direction, where the corruption factor determines the negative direction while the governance factor determines the Regional Government Revenue positively. The two independent variables show that there is a close relationship between corruption and governance, this can occur with improved governance, which will reduce the level of corruption so that it can increase Regional Government Revenue. One way of governance to reduce the occurrence of corruption is to implement the application of one-stop service and e-system.
