Abstract

PREPARATION PRICING MODEL OF OWN ESTIMATION IN PROCUREMENT OF GOODS AND SERVICES IN PROVINCE GOVERNMENT BALIABSTRACT Own Estimate (OE) is the price of goods and or services calculated and determined by expertise and based on reliable data. Government, especially Bali Province in the procurement of goods / services in the planning process must set the value of HPS. This study aims to find out how the model calculates HPS on the procurement of goods / services government, especially in Bali Province. HPS preparation model in this study is reviewed on the object of procurement of Goods, Construction and Consulting Services. Data collection was conducted through survey by spreading questionnaires to government agencies that were deemed to be representative to answer the questionnaire in order to describe the model of HPS preparation. The questionnaire was prepared based on Presidential Decree 54 of 2010 and its amendment and Presidential Regulation No. 16 of 2018 concerning Government Procurement of Goods / Services especially regarding Own Estimate (OE) and interview to government officials related to the preparation of HPS. The research instrument uses Guttman scale for clear and consistent answers which then tested the validity and reliability using SPSS 20 program. The result of the Modus analysis on each procurement object variable shows the value that can be used for the HPS preparation model. The procurement model of procurement HPS through E-Purchasing generally shows Price HPS = lowest justification price (X1) + Postal fee (X2) + installation fee (X3) +risk of price increase (X4), procurement through Non E-Purchasing shows Price HPS = lowest justification price (X1) + Postal fee (X2) + installation fee (X3) + benefit provider (X4) + risk of price increase (X5), Procurement Construction Price HPS = lowest justification price (X1) + Provider profit (X2) + risk of price increase (X3), and Consultancy Service Provision Price HPS = Average justification price (X1) + general cost (X2) + social cost (X3) + company profit (X4) + risk of price increase (X5).

Abstract

Desa Adat Tegallalang, Kabupaten Gianyar, Bali, memiliki beberapa tempat yang menjadi wadah kegiatan adat bagi masyarakat yang hingga kini senantiasa menjaga budaya warisan leluhur. Seiring meningkatnya kesadaran warga dalam menjalankan tugas dan kewajiban di desa adat, dibutuhkan pula peningkatan pelayanan dan kenyamanan bagi masyarakat adat. Dalam upaya meningkatkan pelayanan terhadap masyarakat, maka dilakukan penataan dan penambahan fasilitas di Pura Puseh lan Desa, Desa Adat Tegallalang. Untuk mendukung rencana penataan pura, harus disertai dengan perencanaan yang baik berupa gambar masterplan dan kelengkapannya. Kolaborasi tim Pengabdian Kepada Masyarakat dengan pihak mitra menjadi kunci dari keberhasilan kegiatan ini, sehingga permasalahan yang ada di lapangan dapat dicarikan solusi secara bersama-sama. Keberhasilan memenuhi target capaian berupa gambar masterplan, diharapkan bermanfaat sebagai pedoman bagi desa adat dalam proses penataan, pembuatan Rencana Anggaran Biaya, serta dapat digunakan sebagai kelengkapan pengajuan proposal penggalian dana penataan pura.

Abstract

Process of a construction project is knowing how much a building will cost. Like the main building, the project site facilities also require costs that are not included in the direct financing of the project. The goal is to provide detailed information on the cost of building site facilities and to serve as reference material for the preparation of RAB site facilities. Implemented in the Revetment dan Retaining Wall Harbor Benoa project, the survey it was found that this project had built a number of temporary facilities but did not clearly detail the cost requirements. The research used descriptive quantitative methods and data collection in the form of surveys, observations and interviews. Survey to measure temporary buildings at the project site and find unit prices of tools, materials and labor at shops or foremen around the project area. Observation observes the layout of the building which will be outlined in the field layout drawing.An interview with the project manager was conducted to find out the total cost of the project and the costs incurred by the contractor for construction. Data analysis using Microsoft Excel by entering all components to be analyzed. Based on the results, it is concluded that the site facilities that are built are the contractor's office, health room, motorcycle and car parking, workers' toilets, directors' and consultants' offices, LAB rooms, cement and plywood warehouses, mechanical warehouses, security and K3 posts, workers' beds, trash bins, and water reservoirs. The comparison of site facilities cost to contract is 0.253%.

Abstract

Desa Adat Pejaten terletak di Desa Pejaten, Kecamatan Kediri Kabupaten Tabanan. Setra Tunon yaitu tempat pemakaman sementara bagi masyarakat Hindu untuk menunggu waktu yang tepat dalam melaksanakan upacara Ngaben. Saat ini kondisi dinding penahan tanah yang ada telah mengalami kerusakan. Oleh karena itu Desa Adat Pejaten berencana melakukan rekonstruksi secara bertahap untuk mencegah keruntuhan tanah yang lebih parah. Sebelum dilakukannya rekonstruksi/pembangunan perlu dilakukan pengujian tanah untuk mendapatkan informasi mengenai kondisi lapisan tanah dan parameter tanah. Hasil penyelidikan tanah akan digunakan untuk keperluan desain dan perencanaan dinding penahan tanah. Metode pelaksanaan yang dilakukan pada pengabdian masyarakan ini adalah dengan mengumpulkan data primer dan data yang diperoleh dilakukan dengan melakukan pengujian baik dilapangan maupun di laboratorium. Hasil pengujian tanah berupa Bor dan SPT menunjukkan Elevasi tanah keras berada pada kedalaman -9 meter diukur dari dudukan mesin bor (muka tanah di permukaan setra). Hasil pengujian laboratorium dengan kedalaman setiap 3 meter menunjukkan nilai kohesi sebesar 0,039, nilai sudut geser sebesar 35,47 derajat, Berat Satuan tanah sebesar 1,68 gr/cm3, Nilai kelembaban sebesar 14.04 % dan Nilai Spesific Gravity (Gs) sebesar 2, 47 .hasil dari pengabdian ini dapat dimanfaatkan selanjutnya untuk gambar perencanaan dan menyusun rencana anggaran biaya (RAB) pada kegiatan pengabdian selanjutnya sehingga permasalahan yang dihadapi oleh mitra dapat terselesaikan dengan tuntas.
