Penelitian ini bertujuan untuk mengetahui dan menganalisis Inovasi Pelayanan Publik Berbasis Electronic Government Melalui Aplikasi Permohonan Paspor Online (M-Paspor) Di Kantor Imigrasi Kelas I TPI Tanjung Priok Penelitian yang digunakan adalah metode deskriptif kualitatif dengan metode pengumpulan data berupa observasi, wawawancara terstruktur, dan dokumentasi. Informan Penelitian ini yaitu Kepala Seksi Lalu Lintas Keimigrasian, customer Service Kantor Imigrasi Kelas I TPI Tanjung Priok dan Masyarakat pengguna M-Paspor. Indikator dalam penelitian ini adalah dari teori menggunakan teori best practice United Nation yaitu: Dampak (Impact), Kemitraan (Partnership) dan Keberlanjutan (Sustainable). Data tersebut diolah menggunakan analisis data kualitatif dan teknik analisis data yang digunakan adalah model interaktif yang dikembangkan oleh Miles dan Huberman. Dari hasil penelitian ini dapat disimpulkan bahwa pada indikator Dampak (Impact) dan Kemitraan (Partnership) secara umum dapat dikatakan sudah optimal, hal ini dapat dilihat dari perubahan yang baik dari adanya inovasi layanan M-Paspor memberikan kepastian waktu, kepastian biaya dan kepastian layanan yang diberikan kepada setiap pemohon dan terselenggaranya kemitraan dengan baik yaitu kejelasan biaya dan keterbukaan publik dalam pembuatan paspor sehingga unsur good governance sudah ada dalam kemitraan ini, sedangkan keberlanjutan (sustainable) belum berjalan optimal, hal ini dapat dilihat kendala – kendala yang masih sering muncul dari pelaksanaan pelayanan M-Paspor ini yaitu kendala jaringan dan sistem yang suka error dikarenakan banyak yang akses secara bersamaan. This research aims to identify and analyze the innovation in public service through Electronic Government (E-Government) by utilizing the online passport application (M-Passport) at Class I Immigration Office, TPI Tanjung Priok. The research employs a qualitative descriptive method, utilizing data collection techniques such as observation, structured interviews, and documentation. Key informants include the Head of Immigration Traffic Section and customer service at Class I Immigration Office, TPI Tanjung Priok and as well as users of the M-Passport service. The research is guided by the "best practice" theory proposed by the United Nations with indicators focusing on Impact, Partnership, and Sustainability. The findings reveal that, in general, the M-Passport service has achieved positive impacts and successful partnerships. The implementation of M-Passport has led to improved certainty in processing time, cost, and service provided to passport applicants. Additionally, a transparent and effective partnership has been established, incorporating the principles of good governance, between the Immigration Office and the public. However, the sustainability of the M-Passport service has not been fully optimized due to recurring challenges. These challenges primarily arise from network and system constraints caused by a high volume of simultaneous accesses. As a result, the sustainability of the service has not reached the desired level. In conclusion, continuous efforts are required to enhance and develop the M-Passport service, particularly in addressing technical challenges that hinder sustainability. Improving network infrastructure and system capabilities is crucial to ensure the seamless and sustainable operation of the M-Passport service. Furthermore, involving relevant stakeholders in the evaluation and improvement process will aid in maximizing the positive impact of this innovation in public service.
