Abstract

The processing industry has become one of the supporters of the regional economy. This is shown from several studies and studies which states that the processing industry is the second largest passenger of GRDP after the primary sector. This study aims to influence the amount of labor, export value and investment value of wood processing industry and food processing industry in Lumajang regency with observation period from 2002 until 2016. This research model uses quantitative descriptive analysis with panel data regression research method. The estimation model used is fixed effect model for both processing industries. Sample data obtained by using purposive sampling method, where data retrieval is based on certain criteria.The result of research with t test shows that the amount of labor, export value and investment value in wood processing industry have positive and significant influence to economic growth. For the food processing industry, the amount of labor is negative and does not affect the economic growth, while the value of exports and investment value have a positive and significant impact on economic growth. Could be this is because the investment in food processing industry is intended to increase capital goods or equipment, thus affecting the reduction in the number of labor. Through the test f, all independent variables in the two processing industries simultaneously together influence the dependent variable. Keywords: Economic Growth, Processing Industry, Labor, Export, InvestmentJEL Classification: O1, O47

Abstract

The delegation of authority to manage the Land and Building Tax on Rural and Urban (PBB-P2) from the provincial government to the district / city government provides an opportunity for the district / city government to get additional Regional Original Revenue (PAD). But the fact that what happens is that the PAD revenues are sourced from UN-specific taxes which experience abnormal fluctuations. This is indicated by the interests of regional heads who want to maintain the stability of their territory through populist policies. To look deeper into this matter, the qualitative method is used by utilizing the literature study approach as an approach in completing this study. The findings obtained are proven to be a link between the increase in the UN-P2 revenue target and the periodization of regional heads (regents / mayors) in which the regional head who nominates again as regional head for the second period will loosen policy towards PBB-P2. But when it has been chosen definitively, the policy against PBB-P2 will return to strict. Abstract

Fiscal discipline is the key value to manage public finance. In term of local government, maintaining fiscal discipline can improve basic services and public confidence provision. The research purpose is to give an input for the government to determine regional expansion policy. The analysis applies fixed effect model to analyze the relationship between vertical fiscal balance and local fiscal discipline in 491 districts/cities in Indonesia for 2010 to 2020. This study found the indication that the lower vertical fiscal balance, the lower the fiscal discipline of the district/city governments to collect local taxes, so regional development highly depends on intergovernmental transfer. The results indicate that the increase of vertical fiscal balance will increase local fiscal discipline. In addition to be driven by a vertical fiscal balance, local fiscal discipline increase is also driven by population density increase, the tertiary sector share, and Gross Regional Domestic Product per capita. It is important for the governments to consider vertical fiscal balance, population density, the share of the tertiary sector, and GRDP per capita, as variables to approve proposed regional expansion so that each regional expansion results in optimal public services.Keywords: Vertical Fiscal Imbalance, Local Own-Source Revenue, Population Density, Tertiary Sector Share, Gross Domestic Regional Product.

Abstract

Infrastructure development is considered as a locomotive that accelerates the pace of the economy in a region. The success of the development process is generally measured by economic growth. This study aims to analyze the effect of road infrastructure development on the economic growth of districts/cities in East Java and identify differences in the economic growth of East Java districts/cities before and after road infrastructure development. To answer the first research objective, panel data regression was used in 38 districts/cities in East Java with the dependent variable being economic growth, and the independent variable measuring the availability of infrastructure. Furthermore, to answer the second research objective, paired t-test was used. Road infrastructure, as well as government spending on public services and capital were found affecting economic growth at a decreasing rate. Tax revenue found to boost economic growth, implying that tax still one of the main instrument driving growths. Lastly, during the development of infrastructure, no significant difference has been found in economic growth. Indicates that the development effect on growth is a long-term effect. The results contribute to the discussion regarding the determinants of regional economic growth and how development can affect the economic growth of one or more regions. Keywords: Economic Growth, Infrastructure, East Java.

Abstract

This study analyzes the relations between fiscal decentralization, economic growth, and regional development inequality in Eastern Indonesia using 2016-2019 panel data of thirteen Eastern Indonesia provinces obtained from Statistics Indonesia and the Directorate General for Fiscal Balance. Using simultaneous equations estimated through the Three-Stage Least Squares, this study finds that fiscal decentralization has not fully supported economic growth and correct the inequality in eastern Indonesia’s regional development. The mandate for managing the budget has not been optimally used by the local governments, indicated by poor allocation for productive expenditures and its decreasing proportion during the research period. It is caused by poor human resource quality in budget planning and management, which finally hinders the quality of public service and economic growth. Supports from physical and human capital are required to keep up with the occurring economic activities so that inequality in regional development in the area can be reduced.

Abstract

The development paradigm of development continues to evolve, not only focusing on growth, but also on equity. This study aims to analyze the spatial inequality of economic growth in the districts/ cities of East Java in 2016-2020 using convergence analysis. We use GDP per capita in the t-1 period, the industrial agglomeration index, regional investment, education index, health index, and capital expenditure to determine the magnitude of their influence on the creation of convergence or divergence on growth. economy in East Java. Based on the absolute and conditional convergence analysis that has been carried out, it can be seen if economic growth in 2016-2020 experiences spatial divergence or inequality. The industrial concentration index variable has a significant and negative effect on the formation of spatial inequality in East Java, this means that industrial concentration reduces the growth rate and contributes to the formation of spatial inequality in East Java. In addition, the variables of investment, education index, health index, and capital expenditure alone do not have a significant influence on the formation of spatial inequality in East Java.

Abstract

This study analyzed forms of local wisdom in Lamalera on whaling, the role of the Lamalera locals in whaling, factors influencing Lamalera locals in whaling and, the consequences and solutions to the factors that influence the Lamalera community in whaling. The researchers used the ethnographic approach and the Sustainable Levelihood Approach (SLA). The results showed that the form of local wisdom in whaling, namely the whaling tradition (Leva Nuang) became a life strategy for the Lamalera community in the form of local wisdom which was marked by the activities of the fishing process, traditional whaling management processes and markets barter. the whaling tradition is a customary tradition that is still maintained to this day. Factors triggering the Lamalera community to carry out whaling activities, namely social capital, namely building harmonious family relationships between fellow Lamalera communities, even with mountain communities, the role of traditional institutions and religious institutions. The Lamalera people also believe that there is land and sea relations and customary norms that become the basis for the life of the Lamalera people in the sea, namely: Prohibition to catch pregnant whales, prohibition to catch blue whales (Klaru), whales must be respected, not allowed to continue chasing whales when they find hills or land in the middle of the sea,  and in the sea the fishermen must look at the cardinal directions, if the sun sets the fish being chased must be released. (4) sometimes the Lamalera fishing community ignores this, such as when the community catches pregnant whales.

Abstract

Purpose The aims of this research are to measure the efficiency of electricity distribution in 33 Indonesian provinces from 2010 to 2019. Design/methodology/approach The efficiency was measured using a two-step bootstrap analysis, i.e. DEA BCC and DEA Bootstrap. Findings This study finds that the efficiency estimation uses DEA BCC overestimate and that the proximity between electrical sources and customers becomes one of the supporting factors for the electricity distribution process and reduces losses. Furthermore, workforce input, nameplate capacity, and network length will be adjusted to customers; electricity demand needs as a component of the electricity distribution process from plants to consumers. Research limitations/implications This study uses the output of the number of customers and the amount of electricity distributed while the input variables use the amount of labor, installed capacity, and length of the distribution network. Originality/value This study uses DEA Bootstrap and the variables used in the study is a combination of variables that have been proven to affect electricity distribution and have never been applied in Indonesia.

Abstract

In the year 2021, the launch of the Cultural Village was conducted in Kendalrejo Village because Kendalrejo is among the seven villages in Blitar Regency that has been bestowed with the title of Empowered Village. However, the current development of the Village-Owned Enterprises (BUMDesa) has not experienced a significant improvement, triggered by various factors. The understanding regarding the management of BUMDesa remains uneven, sustainability in the supply of goods, market expansion through increased production hindered by capital constraints that still become challenges for BUMDesa Sumber Rejeki. The Community Service Team observed institutional issues within BUMDesa Sumber Rejeki in Kendalrejo Village, Srengat Sub-district, Blitar Regency. This initiative aims to enhance the managerial capacity of BUMDesa. Employing the approach of sharing, exploring, analysis, and drafting methods, a comprehensive understanding among all stakeholders, especially village officials, regarding the importance of BUMDesa development and strengthening was achieved. This encompassed a profound comprehension of the potentials, obstacles, and development strategies of BUMDesa Sumber Rejeki. The resulting recommendation, denoted as ‘HARMONI DESA' is proposed to fortify the institutional framework of BUMDesa and enhance the welfare of the community.

Abstract

Telah banyak kajian mengenai tingkat pengangguran , namun penelitian ini memasukkan unsur spasial atau unsur lokasi dalam pemodelan tingkat pengangguran terbuka, dengan objek penelitian adalah seluruh wilayah di Indonesia dari tahun 2010 hingga tahun 2019 yang belum pernah dilakukan. Data yang digunakan adalah data sekunder terkait kasus pengangguran pada setiap provinsi di Indonesia. Untuk itu, penelitian ini akan mengkaji faktor-faktor yang mempengaruhi tingkat pengangguiran terbuka di Indonesia dengan memasukkan unsur spasial dalam pemodelannya. Variabel respon dalam penelitian ini adalah tingkat pengangguran terbuka (Y) dan peubah prediktor adalah variabel X1 yaitu Produk Daerah Regional Bersih (PDRB), X2 adalah Tingkat Upah Minimum, X3 adalah Tingkat Pendidikan SMA, X4 adalah Tingkat Pendidikan Universitas, X5 adalah Presentase Penduduk Usia 15-24 Tahun, X6 adalah Tenaga kerja sektor perkotaan (Urban), X7 adalah Tenaga Kerja Sektor Pertanian, X8 adalah Tenaga Kerja Sektor Informal. Metode yang digunakan adalah analisis deskriptif dan analisis Random Effect Spasial Autoregressi. Hasil analisis menunjukkan bahwa Model Random Effect Spasial Autoregression (SAR-RE) adalah pemodelan yang terbaik untuk permasalahan tingkat pengangguran terbuka di Indonesia berdasarkan nilai AIC. Nilai ρ pada model SAR yang merupakan koefisien spasial lag dan berpengaruh signifikan. Hasil yang diperoleh yakni: (1). Tingkat Pengangguran Terbuka suatu wilayah dipengaruhi oleh Tingkat Pengangguran Terbuka wilayah sekitarnya. (2). Variabel-variabel yang mempengaruhi Tingkat PengangguranTerbuka adalah tingkat Upah Minimum Provinsi (UMP), persentase tingkat pendidikan terakhir (SMA dan UNIV), persentase tenaga kerja sektor pertanian (AGRI) dan persentase tenaga kerja sektor informal (INFORMAL).
