Abstract

ABSTRAKProgram wajib belajar sembilan tahun merupakan upaya pemerintah dalam meningkatkan kualitas sumber daya manusia dan mendorong terwujudnya akses pendidikan yang bermutu di daerah. Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan program wajib belajar sembilan tahun di kecamatan Dedai, kabupaten Sintang. Metode penelitian yang digunakan adalah penelitian kualitatif. Area penelitian adalah sekolah negeri dan swasta jenjang sekolah menengah pertama di kecamatan Dedai. Teknik pengumpulan data menggunakan teknik wawancara, observasi dan studi dokumentasi. Analisis data menggunakan pola analisis interaktif, sementara penarikan kesimpulan secara induktif melalui proses triangulasi teknik dan sumber. Hasil penelitian ini menunjukan bahwa ada beberapa faktor yang menentukan keberhasilan dan kegagalan pelaksanaan program wajib belajar sembilan tahun di kecamatan Dedai yakni (1) faktor sosial, ekonomi dan tingkat pendidikan orangtua siswa yang rendah sehingga menghambat siswa untuk mengakses pendidikan secara lebih berkualitas, (2) faktor geografis, jarak tempuh dari rumah ke sekolah yang memakan waktu 3-4 jam di musim hujan dan kemarau sehingga mempersulit siswa mengikuti pelajara, (3) akses teknologi internet dan listrik yang masih belum memadai sehingga berdampak pada kemampuan teknologi guru dan siswa dalam mengakses pembelajaran (4) kebijakan pendidikan yang belum sinkron dan berpihak pada pengembangan dan pemenuhan akses pendidikan secara merata bagi siswa di sekolah pedalaman dan pedesaan. Agar program wajib belajar sembilan tahun dapat berhasil maka diperlukan evaluasi dan perbaikan kebijakan secara utuh sesuai dengan permasalahan pendidikan di daerah.Kata Kunci: Wajib belajar sembilan  tahunABSTRACTThe nine-year compulsory education program is the government's effort to improve the quality of human resources and encourage access to quality education in the regions. This research aims to describe the implementation of the nine-year compulsory education program in Dedai sub-district, Sintang district. The research method used is qualitative research. The research area is public and private schools at junior high school level in Dedai sub-district. Data collection techniques use interview techniques, observation and documentation studies. Data analysis uses interactive analysis patterns, while conclusions are drawn inductively through a process of triangulation of techniques and sources. The results of this research show that there are several factors that determine the success and failure of implementing the nine-year compulsory education program in Dedai sub-district, namely (1) social, economic factors and the low level of education of students' parents, which prevents students from accessing higher quality education, (2) geographical factors, the distance from home to school which takes 3-4 hours in the rainy and dry seasons, making it difficult for students to attend lessons, (3) access to internet technology and electricity which is still inadequate, which has an impact on the technological capabilities of teachers and students in accessing learning (4) education policies that are not yet synchronized and support the development and fulfillment of equal access to education for students in remote and rural schools.In order for the nine-year compulsory education program to be successful, it is necessary to fully evaluate and improve policies in accordance with regional education problems.Keywords: nine years of compulsory education

Abstract

This research aims to analyze the influence of Intellectual Capital on company value with financial performance as an intervening variable. The population in this study includes companies registered in LQ45 consecutively during the 2018-2022 period. The analysis technique applied is multiple linear regression and the Sobel test using financial performance as an intervening variable. The research results show that Intellectual Capital has a positive effect on Financial Performance, Financial Performance has a positive effect on Company Value, and Intellectual has no effect on Company Value. It is concluded that the results of this research prove that Intellectual Capital has a positive effect on Company Value and mediates Financial Performance. Abstract

The widespread use of Information and Communication Technology (ICT) has transformed social, economic, and everyday interactions, creating challenges in data security and individual privacy. This study explores aspects of data security and privacy within public administration in Indonesia, highlighting existing challenges, policies, and initiatives. The research methodology is a qualitative literature review encompassing journal articles, books, and research reports on data security and privacy. The findings indicate that cyber threats such as hacking, phishing, ransomware, and data breaches have led to financial losses, reputational damage, and privacy violations in Indonesia. The discussion of this research suggests that data security strategies, including security policies, encryption technology, firewalls, access controls, and risk management, are crucial for protecting sensitive information. Legislative measures, public awareness, and technological protection are necessary to balance technological benefits and the safety of individual rights, ensuring compliance with regulatory standards and enhancing public trust in government and organizations.

Abstract

This study aims to analyze the financial capacity of Indonesian Schools (SIKK) and Community Learning Centers (CLC) in Kota Kinabalu, focusing on the comparison of resources and financial management strategies. The research was motivated by the fundamental differences in access to and management of funds between these two types of educational institutions, which potentially impact the quality of education provided. A qualitative research approach was employed, with data collected through in-depth interviews, observations, and analysis of financial documents from SIKK and CLC. The data were analyzed using thematic analysis techniques to identify key patterns and differences in financial capacity between the two institutions. The findings reveal that SIKK has a more stable and structured financial capacity compared to CLC, which often faces uncertainties in funding. This instability is attributed to CLC's reliance on inconsistent funding sources, while SIKK benefits from greater government support. These findings highlight the need for a more sustainable and equitable funding model for CLCs to ensure their ability to provide quality education. The implications of this study suggest that improving financial capacity and better management in educational institutions can significantly impact the delivery of more equitable and high-quality education. Stakeholders, including the government and non-governmental organizations, should consider these recommendations in future educational policy planning.
