Abstract

The AIDAS promotion model (Attention, Interest, Desire, Action, Satisfaction) is a strategy carried out by the Mandiri Pemalang Open University (UT) Study Group (POKJAR) to attract new students. The purpose of this study was to analyze the promotion strategy carried out by the POKJAR Mandiri Pemalang management in recruiting new students to increase the number of UT students and what obstacles were faced by the POKJAR Mandiri Pemalang management in carrying out their promotion strategy. The research was carried out using a qualitative descriptive approach, with data collection techniques through surveys, observations, interviews, and study documentation related to the research. The data analysis technique uses interactive analysis which starts with data collection, reduction, presentation, and conclusion. The results of the research analysis showed that the Managers of the POKJAR Mandiri Pemalang Promotion Strategy who used the AIDAS model in general could be implemented it well. Aspects of attention, creating digital platforms for Instagram, Facebook, and websites as promotional media. Aspects of interest, opening a stand at Car Free Day (CFD) activities and working with schools in Pemalang Regency to carry out promotions. Aspects of desire, utilizing alumni or students to carry out socialization and promotion. The action aspect, assisting students who have limited learning tools or others. Satisfaction aspect, feeling happy and grateful to prospective students who have successfully registered at UT. The obstacles faced are the vast area of ​​Pemalang Regency so that social prom activities in schools are less accessible, limited budgets for conducting social prom, the existence of hoax news from individuals who spread skewed information about UT, there is a feeling of being underappreciated or there is no shade as a representative from UT by the management of POKJAR and SALUT.

Abstract

Climate and environmental policy issues are increasingly pressing in the global context. This requires policies that mitigate and adapt to climate change, which is influenced by factors such as rising global temperatures, extreme rainfall and severe natural disasters. The purpose of writing this article is to review various theoretical foundations relevant to climate policy, including the impact of climate change on various sectors, the role of greenhouse gases in global warming, the concept of climate justice, and the importance of adaptation and mitigation strategies. Apart from that, this article also aims to discuss the importance of international regulations such as the Kyoto Protocol and the Paris Agreement, the role of environmental economics in policy making, and political dynamics that influence climate policy. This research uses a literature review method to evaluate previous research on climate and environmental policy by utilizing sources such as Publish or Perish. From the results of a search on Scopus with the keywords "climate and environmental policy," 297 articles were found, and after filtering, ten articles exploring various aspects of climate and environmental policy were identified. Qualitative data processing is carried out in three stages: data reduction, data presentation, and conclusion. Data reduction involves selecting data that needs to be coded, sharpening the data, and eliminating unnecessary data. Data presentation is carried out through narrative text to facilitate understanding, while inference uses deductive techniques, drawing conclusions from general to specific data. The results of this literature review emphasize the need for a holistic approach that integrates mitigation and adaptation efforts, addresses economic and social impacts, monitors the implementation of international policies, actively involves stakeholders, and focuses on sustainable development. This report highlights the importance of public education and awareness in supporting sustainable policy implementation and behavior change.

Abstract

The development of e-Government has been a government commitment, as outlined in Presidential Instruction Number 3 of 2003 regarding the Policy and National Strategy for e-Government Development. However, the implementation of this policy has not been entirely smooth at the local government level, causing obstacles to e-Government as a primary tool of governance. One factor hindering the development of e-Government is resistance to change. Law Number 6 of 2014 concerning Villages states that governance at the village level can be modernized through the implementation of Information Technology via Village e-Government. Nevertheless, in-depth research on the application of e-Government in Village Governance is required. The aim of this research is to examine the implementation of e-Government in Citalem Village, Cipongkor District, West Bandung Regency. The research is qualitative with a descriptive approach, utilizing both primary and secondary data obtained through surveys, observations, and literature reviews. The informants were selected using purposive sampling. The research revealed a four-stage model based on the complexity of technology and organization, as well as the level of data and information integration. The planned development of this model involves McFarlan’s Analyst Grid to provide a detailed explanation of strategic modules, high potential areas, supporting elements, and key operational aspects. E-Government in Citalem Village faces challenges due to human resource limitations. Village leaders need to coordinate with the Regency government, provide IT training, and foster motivation to enhance public services through e-Government, aiming for good governance.

Abstract

Public service is at the core of government administration, and providing quality service is key to assessing the performance of an institution. Village governments, as direct service providers, are expected to deliver professional and efficient services by law number 6 of 2014 to improve the welfare of the community. However, several obstacles such as the lack of effectiveness and efficiency in service delivery have led to dissatisfaction among the public. This research aims to analyze the supporting and inhibiting factors for the role of the Village Government in Providing Public Services to the Community in Galangpengampon Village, Wonopringgo District, Pekalongan Regency. The method used is descriptive qualitative with analysis tools, uses an interactive analysis model through a selection or reduction model, namely summarizing data obtained through direct contact with informants, events and situations at the research location. The real implication of this research is to find out what factors support and hinder the role of the Village Government in Providing Public Services to the Community in Galangpengampon Village, Wonopringgo District, Pekalongan Regency. So that way it can provide input for the village to improve services to the community. The results indicate that village governments play a role as mobilizers, facilitators, and regulators in improving public services, with cooperation among officials and community participation as supporting factors, while working conditions, infrastructure limitations, and the quality of human resources serve as inhibiting factors.

Abstract

Whether a student is successful or not in undergoing lectures really depends on the role of the tutor in guiding the student. In this regard, the role of the tutor is very important because the tutor is a facilitator of learning for students. The problem currently occurring at the Universitas Terbuka is that there are many tutors who teach not in accordance with student expectations, such as not assessing discussions and assignments, not responding quickly to obstacles faced by students, not opening up discussion space and so on. For this reason, there needs to be a perception from students as a form of evaluation of the role of tutors in providing academic services to students so that they become quality graduates and can compete internationally. The aim of this research is to analyze student perceptions of the role of tutors in office administration courses as an effort to improve the quality of tutors' academic services to students. The research method used is quantitative. Research data was obtained directly from the field through a survey, namely by filling in a Google form. The selection of informants was based on purposive sampling. As for data analysis, researchers used interactive analysis. The research results show that students' perceptions of the role of tutors in Office Administration courses at the Universitas Terbuka are generally positive. The students assessed that the tutor was able to clearly convey the objectives and plans for learning activities, explain important concepts, and provide initiation materials equipped with supporting media such as video, audio or relevant articles. This shows that tutors play an important role in helping students understand the material and improving the quality of academic services, which ultimately supports students in competing on the international stage.

Abstract

The widespread use of Information and Communication Technology (ICT) has transformed social, economic, and everyday interactions, creating challenges in data security and individual privacy. This study explores aspects of data security and privacy within public administration in Indonesia, highlighting existing challenges, policies, and initiatives. The research methodology is a qualitative literature review encompassing journal articles, books, and research reports on data security and privacy. The findings indicate that cyber threats such as hacking, phishing, ransomware, and data breaches have led to financial losses, reputational damage, and privacy violations in Indonesia. The discussion of this research suggests that data security strategies, including security policies, encryption technology, firewalls, access controls, and risk management, are crucial for protecting sensitive information. Legislative measures, public awareness, and technological protection are necessary to balance technological benefits and the safety of individual rights, ensuring compliance with regulatory standards and enhancing public trust in government and organizations.
