Abstract

The title of the study is: "Analysis of the Implementation Coordination Sub NationalCommunity Empowerment Program (PNPM) Mandiri Urban District Kedawung In CirebonRegency Village Kalikoa case study". This study reports the results of the background by thelack of support and guarantee the smooth implementation of PNPM Urban Village DistrictKalikoa Kedawung Cirebon regency. This study aimed to determine the extent of coordinationis done by the Head Kedawung and constraints. The research method used is descriptivequalitative approach to the research took place in the Village District Kalikoa KedawungCirebon regency. Meanwhile, the key informants (key informants) in this study is the VillageFacilitators (FASKEL). Data collection techniques used are literature studies, andobservation. The results showed that the coordination of the implementation of PNPM UrbanKedawung district level, the coordination of the 4 principles are 3 principles of coordinationthat have done well that coordination should be done from the very beginning stages, allpossibilities should be coordination meetings together, the differences in view should beexpressed openly and investigated in relation to the overall situation. While the principle hasnot been properly implemented the coordination is done continuously. This is due to lack ofcommunication and developmental factors Human Resources (HR) is still low.

Abstract

ABSTRACT Problems experienced by the community towards the services provided by the government often make people disappointed. So that people often feel lazy in dealing with service personnel. So it has become a habit of the people not to take care of their service needs directly. Communities often tell others to take care of their needs with government agencies both in the District and other technical services. Of course, this makes a common concern and must be able to tap the awareness of the trustees who work in public service agencies to improve the service to the community as well as possible.The identification of the problems raised in this study are as follows: What is the quality of service for making birth certificates at the Indramayu Regency Population and Civil Registration Service, what obstacles are faced in providing services for the birth certificate at the Indramayu Regency Population and Civil Registration Service? what efforts have been made in overcoming barriers to service in making birth certificates at the Indramayu Regency Population and Civil Registration Service?Based on the background and identification of the problem above, the writer takes the title in this study, namely the Quality of Service for Making Birth Certificate in Realizing Excellent Service in the Department of Population and Civil Registration, Indramayu Regency. The research method that I use is a qualitative method with a descriptive approach in analyzing the data can obtain real information and be able to study the research more deeply so that the data and information obtained are expected to be accurate.The quality of service for making birth certificates at the Department of Population and Civil Registry is still not maximal. This is because there are still many problems in the service process as well as the time in completing the creation of a birth certificate and limited human resources (HR), this limited human resource causes less than optimal service. Technical and non-technical problems faced in providing services for making birth certificates to the community such as the number of applicants for birth certificates that will make birth certificates but employees who do them or handle them inadequately, often jammed computers that are used for typing and operating data such as viruses or other things that inevitably have to be serviced first before being reused. Efforts are made in an effort to improve the quality of service for making birth certificates such as adding the number of computer units, conducting socializations to communities in the regions (Village and District) both directly and indirectly.

Abstract

ABSTRAK Penelitian yang penulis lakukan yaitu tentang Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes. Berdasarkan pengamatan yang penulis lakukan terdapat gejala-gejala permasalahan dalam Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes yaitu belum optimalnya Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes, kurangnya petugas Penyuluh Keluarga Berencana dan kurangnya sarana dan prasarana. Berdasarkan permasalahan tersebut terdapat identifikasi masalah yaitu Bagaimana Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes, hambatan-hambatan apa saja dalam Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes dan upaya-upaya apa saja untuk mengatasi hambatan dalam Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes.Tujuan penelitian yang penulis lakukan yaitu untuk mengetahui bagaimana Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes serta faktor-faktor apa saja yang mempengaruhi dalam Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes.Metode penelitian yang digunakan yaitu metode kualitatif yang bersifat deskriptif. Penelitian yang penulis lakukan adalah untuk menggali, menemukan dan menjelaskan tentang Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes.Teori yang digunakan dalam Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes yaitu menggunakan teori dari George C. Edward III yang terdapat empat variabel yang sangat menentukan keberhasilan implementasi suatu kebijakan yaitu komunikasi, sumberdaya, disposisi dan struktur birokrasi.Hasil dari penelitian Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes yaitu belum optimalnya komunikasi dalam Program Bina Keluarga Balita, kurangnya sumber daya manusia, kurangnya sarana dan prasarana serta kurangnya dana dalam Program Bina Keluarga Balita di Kecamatan Banjarharjo Kabupaten Brebes.    ABSTRACK Research that the authors do is about the implementation of the policy of under five family development program in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes. Based on observations that the authors do there are symptoms of symptoms of problems in the implementation of the policy of under five family development program in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes that is not optimally the program of developing family of children under five in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes, the lack of family planning extension officers and the lack of facilities and infrastructure. Based on the problems there is the identification of the problems that is how the implementation of the policy of the development of children under five years in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes, barriers to any abstacles in the implementation of the policy of the program development of children under five in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes and any effort to overcome obstacles in the implementation of the policy of the program development of children under five in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes.The purpose of research that the authors do is to find out how the implementation of the policy of the development of children under five years in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes as well as factors of any factors that influence in the implementation of the policy of the program development of children under five in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes.Research method used is descriptive qualitative method. Research that the authors do is to explore, find and explain about the implementation of the policy of the development of children under five years in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes.The theory used in the implementation of the policy of the development program of toddlers in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes using the theory of George C. Edward III there are four variables that determine the successful implementation of a policy of communication, resources, disposition and bureaucratic structure.The result of the research implementation of the policy of the development of chidren under five in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes is not yet optimal communication in the program of developing family of children under five, lack of human resources, the lack of facilities and infrastructure and rhe lack of funding in the program of developing children under five in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes.

Abstract

ABSTRACT Latar Belakang melakukan penelitian ini yaitu pelaksanaan implementasi kebijakan kewajiban angkutan kota oleh Dinas Perhubungan kota Cirebon Khususnya Angkutan Kota trayek D7, bahwa dari jumlah total angkutan kota cirebon yaitu 1.039 hanya 979 unit yang sudah memiliki izin, dan baru 40% terrealisasikan angkutan kota yang sudah berbadan hukum, kendaraan angkutan kota masih banyak yang belum berbadan hukum dan masih perorangan, salah satunya angkutan kota Cirebon trayek D7 dari 40 unit angkutan kota yang tergabung berbadan hukum diantaranya 4 pengusaha yang tergabung dalam Koperasi Warga Angkutan Cirebon (KOWATRON) yaitu koperasi yang didirikan oleh Dewan Pengurus Cabang Organisasi Angkutan Darat Kota Cirebon atau Dpc Organda Kota Cirebon.Metode penelitian yang digunakan adalah metode Kualitatif melalui pendekatan deskriptif, dengan mengambil lokasi penelitian di Dinas Perhubungan Kota Cirebon, sedangkan yang menjadi informan dalam penelitian ini adalah kepala Bidang Angkutan dan Moltimoda di Dinas Perhubungan Kota Cirebon, Kepala Bidang Pelayanan Perizinan di Dinas Penanaman Modal dan Pelayanan terpadu Satu Pintu Kota Cirebon, pengusaha angkutan kota rayek D7, dan supir angkutan kota trayek D7.Hasil penelitian menunjukan sesuai teori yang digunakan adalah teori George C Edward III terdapat empat faktor yang mempengaruhi kebijakan, yaitu komunikasi yang dilakukan belum optimal, sumberdaya yaitu staf (pegawai) yang memiliki keahlian dan kemampuan yang cukup, disposisi yaitu sikap pegawai Dinas Perhubungan sudah tegas dalam melaksanakan tugasnya, dan struktur birokrasi yaitu standar operasi prosedur (SOP) yang sudah optimal.

Abstract

Masalah utama yang dibahas dalam penelitian ini adalah kompetensi pegawai diKelurahan Jagasatru Kecamatan Pekalipan Kota Cirebon masih rendah. Hal ini ditunjukkanbahwa kecakapan pegawai masih rendah, hal ini terlihat masih kurang inisiatif dan kreativitaspegawai dalam melaksanakan tugas, mereka lebih sering menunggu perintah pimpinan,keterampilan pegawai masih rendah. Hal ini terlihat kurangnya tenaga aparatur yang memahamikomputer sehingga dapat menghambat kelancaran dalam pelayanan kepada masyarakat dankemampuan pegawai yang rendah, misalnya kurangnya tanggung jawab pegawai dalam bekerjasehingga saling mengandalkan satu sama lain dan masih adanya pegawai yang tidak menguasaibidang tugasnya. Berdasarkan hal tersebut, rumusan masalah dalam penelitian ini adalah“kompetensi pegawai di Kelurahan Jagasatru Kecamatan Pekalipan masih rendah.Identifikasi masalah dalam penelitian ini adalah sebagai berikut :1. Bagaimana kompetensi pegawai di Kelurahan Jagasatru Kecamatan Pekalipan Kota Cirebon?2. Hambatan-hambatan apa yang ditemukan dalam kompetensi pegawai di Kelurahan JagasatruKecamatan Pekalipan Kota Cirebon ?3. Upaya-upaya apa saja yang ditempuh dalam meningkatkan kompetensi pegawai di KelurahanJagasatru Kecamatan Pekalipan Kota Cirebon?Tujuan dari penelitian ini dilakukan dengan tujuan untuk mengetahui kompetensipegawai di Kelurahan Jagasatru Kecamatan Pekalipan Kota Cirebon, untuk mengetahuihambatan-hambatan apa yang ditemukan dalam kompetensi pegawai di Kelurahan JagasatruKecamatan Pekalipan Kota Cirebon dan untuk mengetahui upaya-upaya apa saja yang ditempuhdalam meningkatkan kompetensi pegawai di Kelurahan Jagasatru Kecamatan Pekalipan KotaCirebonAdapun metode penelitian yang penulis gunakan adalah metode kualitatif denganpendekatan deskriptif dalam menganalisa data dapat memperoleh informasi yang sebenarnya danmampu mengkaji penelitian lebih mendalam sehingga data dan informasi yang diperolehdiharapkan akurat. Selain itu melihat suatu gejala secara khusus dengan cara mengumpulkan datadan informasi yang diperoleh untuk menentukan kesimpulan yang bersifat umum dan dapatmengetahui secara mendalam tentang sejauh mana kompetensi pegawai di Kelurahan JagasatruKecamatan Pekalipan Kota Cirebon.Teknik pengumpulan data yang digunakan yaitu studi kepustakaan dan studi lapangan yangterdiri observasi dan wawancara. Analisa data dilakukan dengan tahapan-tahapan yaitu reduksi,Display Data / Penampilan Data, dan Mengambil Kesimpulan dan Verifikasi. Hasil penelitianmengenai analisis kompetensi pegawai di Kelurahan Jagasatru Kecamatan Pekalipan KotaCirebon menunjukkan bahwa tingkat kompetensi dilihat dari dimensi kecakapan, keterampilandan kemampuan masih belum optimal dan perlu ditingkatkan.

Abstract

The establishment of the Information Commission is based on Law number 14 of 2008 on Public Information Disclosure which mandates the establishment of the Central Information Commission and Provincial Information Commission as well as the Municipal or District Information Commission if necessary. This research was conducted at the Cirebon District Information Commission. The purpose of this research is to know how the performance of information commission of Cirebon district in encouraging public information disclosure and what factors that can push and hinder the performance of information commission in encouraging public information disclosure and efforts what have been done. This research uses descriptive qualitative research method. Data collection procedures used with interviews, observation, documentation. Data analysis is done by data reduction, data presentation, and conclusion. Data validity is done with a degree of trust (triangulation). The results of research and analysis on the Performance of Cirebon District Information Commission using some indicators of research focus that researchers use, the conclusion that researchers pull is the performance performed by Cirebon District Information Commission is still not well proven from the public there are still many who do not know the existence of Information Commission and in the settlement, information disputes are still not optimal. as well as the factors that can push and obstruct the information disclosure arises from the internal itself is the scope of the secretariat of information commissions that must be improved so that the expected performance can be maximal again. Suggestions that can be given authors that until now there are many people who do not know the existence of information commissions, with conditions like this should be more informed commission information in conveying the purpose of information disclosure by conducting socialization activities to the community directly. The process of dispute resolution of information also needs to be improved by providing more maximal service again and improve existing resources, such as complementing facilities that can support the activities of the Cirebon District Information Commission.Keywords: Performance and Public Information Disclosure

Abstract

Lahan TPAS yang sangat terbatas mengakibatkan menumpuknya sampah-sampah di TPS salah satunya TPS Terminal Weru yang diperuntukkan untuk tempat pembuangan sampah pedagang pasar. Namun, selain pedagang banyak masyarakat Weru yang membuang sampah di TPS tersebut yang mengakibatkan menumpuknya sampah liar di sekitar TPS tersebut. Penelitian ini dilakukan dan bertujuan untuk mengetahui Implementasi Kebijakan dan mengetahui hambatan-hambatan apa saja yang ditemukan dalam pelaksanaan Implementasi Kebijakan Pengelolaan Sampah di Dinas Lingkungan Hidup Kabupaten Cirebon dan untuk mengetahui upaya-upaya apa yang dilakukan dalam mengatasi hambatan yang ada dalam pelaksanaan Implementasi Kebijakan Pengelolaan Sampah di Dinas Lingkungan Hidup Kabupaten Cirebon. Penelitian ini termasuk jenis penelitian kualitatif dengan wawancara mendalam, observasi langsung, dan studi kepustakaan. Studi lapangan dilakukan melalui wawancara dengan pegawai Dinas Lingkungan Hidup Kabupaten Cirebon yang berwenang menangani hal yang berkaitan dengan Implementasi Kebijakan Pengelolaan Sampah. Studi kepustakaan diperoleh dari referensi buku, peraturan perundang-undangan, dokumen-dokumen resmi, jurnal-jurnal, karya ilmiah, internet dan bahan kepustakaan lainnya yang berhubungan dengan masalah yang diteliti. Teknik analisis data kualitatif yang digunakan kualitatif deskriptif. Hasil penlitian mengenai Implementasi Kebijakan Pengelolaan Sampah di Dinas Lingkungan Hidup Kabupaten Cirebon (studi kasus Tempat Penampungan Sampah Terminal Weru) menunjukkan bahwa dalam pelaksanaannya dimensi komunikasi, sumberdaya, dan struktur birokrasi belum optimal dan perlu ditingkatkan lagi.Kata Kunci: Implementasi, Kebijakan, Pengelolaan Sampah

Abstract

Title research is “Plenning Relationships By Head to the effectiveness of AchievementTargets Land and Building Tax in the District Brass Brass District”.The problem that the author found is the effectiveness of the achievement of the land andbuilding tax in the district brass brass district allegedly not been achieved due to non optimalplanning. The research question the authors ask is there a relationship between planning and theeffectiveness of the UN tax target target in sub District Brass Brass.The hypothesis that the author propose is “There is significant relationship betweenplanning and effectiveness in the achievement of the UN Sub District Brass Brass. Methods usedby the writer is a survey method with the quantitative analysis techniques, the study analyzes thevariables supported by the data using statistical formulas. The research proves that the Head ofplanning variables in achieving the UN target of optimal yet reached the stage where enoegh newsuccess with a total score of 859 or 59.7%. In quality it is visible from less optimalimplementation planning steps. Then variabeel effectiveness in the achievement of the UN SubDistrict Brass Brass is also still at levels sufficient or not optimal with a total score of 471 or69.9%.The relationship between the effectiveness of planning variables by Head to theeffectiveness of the effectiveness of the United Nations in the Distric of Guning Jati Cirebonregency high enough to count the value of rs for rs value of 0.532 compared 0.329 for the tablethen the value is significant. The implementation of the spatial planning of the head of the office part by having influence that tightly against labor productivity employees in part economic administration secretariat of the city of cirebon regions with a value of rs count 0,876 and if in rs compare with table worth 0,464.
