The Population Data Utilization System (Sidampak) in Wukirsari Village, Sleman Regency is a population administration service program that has provided many benefits. The background lacks clear planning in developing services to the community and a low level of community participation in the administration of population documents which then becomes the basis for creating a population administration service system that can provide complete, accurate, fast, easy and integrated results. This then led to a commitment for the village government of Wukirsari in making public service innovations. This innovation is not only the value of fast, easy, inexpensive, but more on the value of services that can be adapted to the culture of the Wukirsari community. Related, this study found that there are public services that consist of the Population Data Utilization System (Sidampak) program in Wukirsari Village which can then change service policies to better suit the social conditions of the community. Meanwhile, the research method used by researchers is a qualitative descriptive research method

State civil apparatus has mobilized by a pair of the candidate, Ichsan Yasin Limpo and Andi Mudzakkar (IYL-Cakka) on the 2018 South Sulawesi Local Election in Gowa was very structured and massive. That case is proved by the victory of Them in Gowa around 68.38 percent. The support from Gowa's society for the nominating process is 260 650 IYL-Cakka identity. Based on the result of administrative verification showed that 0.5 percent are civil state apparatus's identity and the result of factual verification is 1.53 percent. Meanwhile, the state civil Also apparatus supported them with symbols of the candidate. It’s proved by a report of 37 cases of neutrality violation to the South Sulawesi Provincial of the General Election Supervisory. This research method used a descriptive case study approach. The Data on this research used primary and secondary data. The data were collected from several methods: observation, interviews, and documentary. The result of this study indicated resources that supported instruction to them have consisted of two categories: 1) the instruction to the collected identity cards and 2) the instruction to used symbols. The identity cards were collected by three elements: the winning team for IYL-Cakka, the Headman and their staffs, and the other elements (agricultural extension workers and educators). The instruction to used symbols created has been done with the group in social media for all of the government head offices and created the formal regular meetings outside the Gowa (like as benchmarking).

This study describes the process of accountability of DIY special funds in realizing the prosperity of DIY society 2013-2017. Special Region of Yogyakarta is one of the regions that get the special policy in the form of asymmetric decentralization. This policy is effective since the enactment of Law Number 13 the Year 2012 on the Specialties of DIY. In particular, this regulation regulates 5 privileged affairs: the procedures for filling the positions, positions, duties and authorities of the Governor and Vice Governor, the regional government of DIY, the affairs of culture, the land affairs and spatial affairs. The hope that decentralization policy in Indonesia can improve the people's welfare significantly has not been fulfilled. This is like what happened in Yogyakarta Special Region which has special authority to manage its government affairs. However, these expectations still cannot be met well. This study aims to analyze the accountability model for the utilization of DIY privileged funds so as to provide policy recommendations to be taken. This research uses the qualitative method with data collection method with in-depth interview technique, elite interview, and documentation. The results showed that the poverty rate in DIY until March 2017 about 488.53 thousand people or about 13.02% and Ratio Gini DIY by 0.425%. This is not worth the number of privileged funds that increase each year. It is, therefore, necessary in the determination of success indicators of achievement and output in accordance with the output and outcome to be achieved. In addition, the accountability process also includes not only technical in report submission but also ensuring that process and involving the community in the planning process until accountability.

The purpose of the research was to investigate the myths and local wisdom that were developing in Widodomartanii Yogyakarta as well as the continuity effect upon the positive image of the village, and empowered sector to preserve the tourism object. The research subject determined by the information based on the assigned criterion related to potential tourism and its development. The data found considered as ethnographic. Descriptive research conducted on this paper that aims to picture the state of the object of research recent based on the factual data found objectively in the village through field survey. The data collection gathered through three steps. The first was an observation which divided into two. The first was a direct observation in use to gather information about Blue Lagoon. The second was recording observation including recording narrative method; The second was through the interview with MR.Suhadi as the successor of the water management of Blue Lagoon and the others with structured an unstructured interview method; And the third was to filter from related literature. Furthermore, the technique analysis from the gathered information data. The research result found that the myth and the local wisdom in a village organized locally and fully supported can transform an ordinary village turn to be a tourist village so the village can change the image of the previous as ordinary village to tourism village in Widodomartani Village. It also can generally open wider opportunities for the resident to have new beneficial activities.

This research was conducted by looking at the condition of public service in South Halmahera Regency which always expands various problems both public services, public goods and public administration, besides that the role of the ombudsman as an oversight agency for public services is also still weak. Therefore, the task and authority of the Ombudsman in South Halmahera Regency is a study in order to address the existing maladministration issues. This study aims to determine the North Maluku Ombudsman in carrying out its role as a public service supervision institution in South Halmahera Regency, then to examine what are the determinant factors of the North Maluku Ombudsman in carrying out its role as a supervisor in South Halmahera Regency. This research uses a qualitative approach to the type of case study (case study). Data used through observation, interviews and documentation. The results showed that the role of ombudsmna in South Halmahera Regency was not maximal, as seen from the process and stages of receiving reports, clarification, infestigation, mediation and recommendations, then the low level of innovation carried out, both socialization, cooperation, then its human resources, supporting facilities, budget and knowledge Public.

After successfully proclaiming the proclamation of independence, the Indonesian people made an agreement to ratify the Pancasila as the basis of the Indonesian nation. The Pancasila values were explored directly from the noble values possessed by the Indonesian people before Indonesian independence. This paper through library research concludes that the Pancasila historically underwent its dynamics since the Old Order government until the Reform Era, especially in its ideological process among plural Indonesian society. The ideology of Pancasila has been confronted with other ideologies, such as communist ideology and Islamic ideology which seeks to create an Indonesian nation in accordance with each ideology. Although the teachings of Islam are not contrast to the Pancasila, but the political movement of some Indonesian Muslims to establish an Islamic state or Khilafah in Indonesia clearly contradicts the spirit of Pancasila because Indonesia is a nation achieved by agreement of all Indonesian people with their various religions. Therefore, the Indonesian Muslims (as well as other non-Muslims) must prove their main role in maintaining the continuity of Pancasila and the unity of Indonesia with its Bhinneka Tunggal Ika. Besides, the Government leaders of Indonesia together with all Indonesian society must practice the holy values of Pancasila, maintain the unitary of the Indonesian nation, and realize a prosperous Indonesia based on the Pancasila.

Konstruksi Sosial Masyarakat Desa Terhadap Peran Imam Masjid Dalam Merekonsiliasi Konflik Sosial Antara Kepala Desa Dan Masyarakat Di Desa Tabalema. secara normatif hukum adat masyarakat Desa Tabalema bermakna Imam Masjid tidak sekedar di dalam masjid namun mempunyai peran dan fungsi untuk membina masyarakat. Imam masjid juga berfungsi dalam mengatur dan atau mengambil alih kepemimpinan Desa apabila kepala desa tidak mampuh memimpin. Imam masjid tentu merupakan penguasa sosial di Desa yakni di Tabalema. Padahal secara normatif tersebut tidak selalu berbanding lurus dengan Realitas sosial yang terjadi. Kebanyakan yang menjabat sebagai Imam Masjid tidak selalu linca dalam memberikan solusi pada setiap permasalahan sosial desa, dibandingkan dengan tokoh masyarakat yang lain. Namun masyarakat Desa Tabalema selalu mengangap Imam Masjid sebagai Penentu dalam menyelesaikan masalah. Masyarakat Desa Tabalema juga tetap patuh serta sangat percaya terhadap perkataan dan arahan Imam Masjid Tersebut. Dalam konflik sosial antara kepala Desa dan Masyarakat di Desa Tabalema pada tahun 2012 hingga 2013 tersebut. Imam Masjid juga dijadikan sebagai jembatan untuk merekonsiliasi kedua belah pihak (antara kepala Desa dan Masyarakat).Penelitian ini bertujuan untuk mengetahui kontruksi sosial masyarakat Desa Tabalema terhadap peran Imam Masjid dalam merekonsiliasi konflik antara kepala desa dan masyarakat. Metode digunakan yaitu kualitatif dengan pendekatan studi kasus deskriptif. Dapat disimpulkan berdasarkan hasil penelitian adalah dalam konteks Substansi Imam Masjid bagi Masyarakat Desa Tabalema. Pertama, Imam Masjid adalah pemuka agama, tokoh sentral masyarakat desa dan sebagai tokoh adat. Bahkan terlepas dari tugas pokoknya, imam masjid harus lebih fokus mengurusi situasi dan kondisi desa. Kedua, Imam masjid merupakan Ayah dan Ibu Desa, namun seorang imam masjid tidak harus tua ataupun Mudah yang terpenting adalah hatinya yang tua dan bijaksana. Oleh karena itu, terdapat suatu sistem sosial bahwa jika dalam Desa mengalami kondisi darurat maka imam masjid juga bisa mengambil alih kepemimpin desa. Dalam konteks Peran Imam Masjid Dalam Konflik Desa. pertama, Peran Imam Masjid Dalam mendamaikan Konflik pada saat itu cukup penting. Dipandang sebagai tokoh yang netral pada masyarakat desa tersebut. Sehingga apapun gerakan bapak imam masjid tersebut, tetap dipercaya oleh masyarakat tersebut. Bapak Imam masjid tersebut selalu dipandang sebagai orang yang memiliki prinsip yang selalu kokoh dalam proses penyelesaian konflik. Kedua, Imam masjid selalu membangun hubungan emosional terhadap kepala Desa. Terlepas dari itu juga membangun hubungan komunikasi dengan pemerintah kabupaten dengan dengan menggunakan pendekatan adat dan budaya bahkan secara emosional. Ketiga, Menyeruhkan kepada masyarakat untuk tidak selalu bertindak anarkis atau kekerasan, dengan pendekatan menggunakan pendekatan simbol Budaya seperti makna simbol bahasa “Mode Tapso”. Keempat, Dengan berpatokan pada ketokohan dan atau kepercayaan sosial seorang imam masjid, maka terdapat konstruksi sosial masyarakat Desa terhadap peran Imam Masjid dalam merekonsiliasi konflik pada saat itu tentu belum maksimal.

The purpose of this study was to find out the role of leader in fostering government administration in the Hila Village, Leihitu Subdistrict, Central Maluku Regency. This has an important connection with public service where he role according to Katz and Kahn, Role is a dynamic aspect of status. If someone carries out their rights and obligations according to their position, he / she carries out a role. The method used in this research is descriptive qualitative. Data collection techniques in this study were observation and interview techniques. The informants in this study were 8 people consisting of sub-district office staff and village officials. This research data was analyzed by using the stages of data collection, data reduction, data presentation, and conclusions drawing or data verification. The results of this study indicated that the role of Leader in fostering village government administration in the Hila village, Leihitu District, Central Maluku Regency had not been yet maximal based on Government Regulations No. 17 of 2018 concerning the Subdistrict, namely: Through Guidance, Supervision, Consultation and Facilitation. The conclusion, the Leader was less aware of his responsibilities in fostering village government administration. For this reason, it is expected that the Leader of Leihitu must carry out his functions and roles to the maximum extent possible in fostering Village Government Administration in the village Hila village, Leihitu District, Central Maluku Regency.

Beauty is a social construction, no exception on how beautiful concepts are raised in a beauty contest which is aired in media. Describing the image of women is inseparable from the social construction of concept of beauty. This research is to describe the perceptions of members of the Solo Hijabers community in interpreting the construction of women's images through beauty contest shows. By using a qualitative descriptive method, data collection is mainly carried out through in-depth interviews with research subjects of Solo Hijabers community. In order to obtain the data validity, this research uses source triangulation and interactive data analysis. Results of this research explained that the meaning of Solo Hijabers on women's image was stated differently. However, the beauty image of women interpreted is basically complex—both physical and personality—so that a beauty contest cannot be used as the main standard. The media can describe a number of images of women, but in its construction, media actually presents women as objects of commodities that appear to be obscured.

Improvement and quality assurance of public services is very needed, therefore the Government through Law Number 25 of 2009 concerning Public Services and Minister of Administrative Reform and Bureaucratic Reform Number 15 of 2014 concerning Guidelines for Service Standards requires that every public service provider be obliged to establish and apply Public Service Standards for each type of service that it provides. One of them is the Yogyakarta Education and Training Agency as a public service provider in the form of education, training, and competency development for the State Civil Apparatus. Public service standard documents that have been prepared by the Yogyakarta Education and Training Agency in 2017 need to be evaluated because they allegedly did not meet the method in the preparation process. The research conducted is a literature review with data mining techniques using observation techniques, interviews, mini focus group discussions and public hearings. Based on the research results it is known that the public service standard documents that have been owned by the Yogyakarta Education and Training Agency are still not comprehensive, but this solution is then obtained after an analysis and discussion with stakeholders at the Yogyakarta Education and Training Agency has also successfully identified various types of services that need to be it is prioritized to develop public service standards.
