Abstract

This study aims to determine the accountability of Village Fund management in village development carried out by the village government and also the village community based on huyula local cultural values in Lemito District, Pohuwato Regency. The method used in this research is to use a qualitative approach where there are several stages carried out both from the observation stage, interviews and also came to the documentation stage in order to obtain information to support research on the accountability of village funds itself. The results of the study indicate that the form of village government accountability in Lemito District, Pohuwato Regency has implemented the local cultural values of Huyula (Ambu) and has been implemented well by the village government, where in village fund management activities always involve the community and community leaders. There is also the involvement of the BPD (Village Consultative Body), village assistants at the sub-district level and the sub-district government itself. The local cultural values of Huyula (Ambu) have several values, namely the value of unity, the value of deliberation, the value of cooperation, the value of responsibility, and the value of unity.. Huyula or Ambu is carried out with the aim of preserving the values of local wisdom of Gorontalo culture in village development.

Abstract

The grouping of existing tourism potential in the Pusuk Buhit area must be carried out in several stages of assessment or measurement as described in the Regional Long-Term Medium-Term Plan (RPJMD) of Samosir Regency for 2016-2021. the need for tourist facilities and tourist attractions of interest. The development of tourism potential carried out in the Pusuk Buhit area has not been realized optimally due to the incompatibility of grouping and planning in the development of tourism areas. The purpose of this study is to identify and analyze the tourism potential that can be developed in the Pusuk Buhit area through tourism planning. The analysis used in this research is qualitative analysis. The result of this research is the existence of tourism potential in the Pusuk Buhit area that can be mapped so that it can be developed according to the planning perspective and can realize superior and competitive tourism. The development of tourism potential is also a follow-up to policies that regulate the overall tourism potential in Samosir Regency, namely Samosir Regent Decree Number 474 of 2017 concerning Determination of Criteria and Classification of Tourism Objects in Samosir Regency. This policy aims to make it easier to classify tourism potential in Samosir Regency, including those in the Pusuk Buhit Area

Abstract

This study aims to analyze the implementation of the Sambimadu BUMDes Policy in supporting village economic independence through the development of Tourism Villages. This research method is descriptive qualitative. The type of data used in this research is qualitative data, which is divided into primary data and secondary data. Implementing BUMDes policies in the development of Tourism Villages is the focus of this research. Sources of data obtained through Library Research are available online and offline, such as scientific journals, books, and news from trusted sources. The results showed that the implementation of the BUMDes policy in supporting the village's economic independence through the development of the Sambibulu Tourism Village had not been fully successful, this was due to the incompetent Human Resources of the Sambimadu BUMDes. The characteristics shown by BUMDes staff are that they only prioritize their interests so that they underestimate their duties and responsibilities. And they do not fully understand the BUMDes policy in developing tourist villages regarding their cognitive abilities. On the one hand, there is good communication support between the Village Government and BUMDes Sambimadu because every week, it evaluates activities to correct deficiencies in the BUMDes Policy Implementation process.

Abstract

Managing compensation is an interesting and sensitive issue in organizations, including public organizations.This study examines the effect of each aspect of compensation on satisfaction among public officers. Based on the equity theory and the expectancy theory, this research focuses on the central concept observed about compensation, with a total of 122 public officials who work in two government agencies in Medan, North Sumatra, participating as respondents. The results showed that among the four aspects of compensation observed and tested in this study, the findings show that only the incentive aspect had an essential effect on employee satisfaction with compensation. The three other aspects of compensation were found to have no significant effect on employee satisfaction with compensation. The practical implication for public officers who work in the public sector, the organizational incentive pattern is very attractive to them. This study also argues that these same challenges can also serve as drivers shaping the future of public compensation as a theory and practice. While conclusion also offers a new perspective in favor of the argument advanced here.

Abstract

This article aims to analyze the challenges and potential of the village economy towards competitive village development. This topic is important and interesting, because with a well-managed village economy, related to it will create maximum village development later, because the village economy is the main foundation in relation to village development. The research method used is a qualitative method of data analysis, where the source and data are obtained through the results of data coding using Nvivo 12 Plus software. In this method, the researcher uses a qualitative approach to data analysis, where this method utilizes qualitative data and is described according to the analysis obtained. The data collection technique uses data analysis techniques through Nvivo 12 Plus software which is carried out by researchers to collect valid, complete, and relevant data related to the topic of the problem that is the object of research. The data analysis technique used analysis techniques based on data from Nvivo 12 Plus, where this technique was carried out by researchers to obtain the required data. The author finds that the government and the community must take part in making a positive impact on the progress of the village, because the challenges in developing the village are still often found whether it is from the bureaucracy that is still convoluted, the level of community participation is still minimal, funding is lacking, and so on. and so on, then the participation of the government and the community will certainly find efforts to overcome each of these problems.

Abstract

This research attempts to ascertain how service rules for the purchase and sale of land ownership rights are implemented and to explain the difficulties encountered while enforcing legislation. The implementation model theoretical reference from van Metter & van Horn is utilized to tackle this issue. Data collecting methods included observation, document analysis, and interviewing. Using interactive model analysis procedures that include data reduction, data display, and conclusions, the data was examined. Interviews, observation, and document analysis are all employed in the data collecting process. This analysis demonstrates that while the adoption of the rule has followed the proper procedures, the timeliness of service is still far behind expectations. This is because there are many application files, which means that the workload is more than the capacity of the available human resources, the application files are incomplete, the applicant's ID has not been verified, and there are no supervising or executor officials in place.
