As students of distance education institutions, the interest of Universitas Terbuka’s students in following the online tutorials showed an increasing number from year to year. However, the number of students who actively following the online tutorial apparently not as big as the number of students who activated the tutorial. This showed that there were certain factors that caused students did not participate actively. A quantitative approach was used to explain the effect of online tutorial service quality on students’ satisfaction and loyalty. Data collected through an online survey to all participants in the Faculty of Law, Social and Political Sciences (FISIP) which selected using accidental sampling technique. Furthermore, the data was analyzed by using the regression analysis and the univariate analysis. These analyses showed that the SERVQUAL model could be used to measure the learning services quality from multidimensional. Learning support services via the Internet (online tutorial) provided by UT stated in the good and satisfactory category. However, there were aspects of learning support services that still needed to be fixed by Universitas Terbuka, especially the accuracy of tutorial services provided by tutors, the speed of time to respond, giving feedback, and answering student questions.

The advanced development of information and communication technologybrings a significant impact on the way of how human learn. The e-learning orInternet-based and online learning has been widely used in a variety of learning activities as a suplement to the conventional in-class learning, flipped classroom etc. The term e-learning refers to learning activities conducted by the use ofInternet. Universitas Terbuka (UT) utilizes e-learning program in the form of online tutorial. The online tutorial is basically a form of learning support provided by UT to facilitate student to learn. The online tutorial consists of three major learning activities including reading, discussion and assignment. During online tutorial student must complete the assigned activities and interaction with peers, tutor and digital learning resources. Online tutorial can be seen as an instrumental tool that provide an opportunity for students to expandhis/her knowledge and skills beyond the provided printed and digital module. Tutors should be able to design online learning programs that can be used to facilitate students in expanding their knowledge and skills. The purpose of this study is to elaborate conceptually the use of constructivism learning theory in online tutorial of the open and distance learning higher institution.

KEHADIRAN SOSIAL DALAM PEMBELAJARAN DARING BERDASARKAN SUDUT PANDANG PEMBELAJAR PENDIDIKAN TERBUKA DAN JARAK JAUH Niki Raga Tantri

This research describes whether the social presence can be obtained from online learning of distance education setting. Data in this study employed questionnaire adapted from Rovai (2002) which identified 3 aspects of social presence, namely connectedness aspect, learning aspect, and socio-emotional aspect. Data was taken from 60 students who participated in an 8-weeks online learning. The results showed that all aspects have positive attitudes from students’ point of views. The students experienced connectedness aspect, learning aspect, and socio-emotional aspect in online learning regardless the learning situation which was mostly text-based setting.

THE AFFORDANCES OF TECHNOLOGY IN BUILDING THE ASEAN COMMUNITY THROUGH GRADUATE EDUCATION Jean A Saludadez

This paper highlights the affordances of technology in building the ASEAN community through graduate education. Specifically, the paper shall focus on the development and the delivery of the ASEAN Studies Graduate Program being offered online by the University of the Philippines Open University (UPOU). The program hopes to develop graduates who can contribute to an enhanced and heightened ASEAN community’s consciousness and awareness of its ties of history, culture and bound by a common regional identity but celebrating diversity. The paper shall share the development of the program structure and of the course materials that was accomplished through the collaboration of five open universities in the ASEAN region bound by a philosophy that the commonly shared ASEAN aspiration and dynamics could only be well understood by the ASEAN peoples themselves through a system of knowledge and body of research and repository of data and information on the region in its individual member nations and in its collective character as a regional entity. Further the paper shall share the delivery of the program that is framed by the Open and Distance eLearning or ODeL philosophy characterized by openness, inclusion, resource sharing, access and equity of open learning and learner-centeredness, flexibility, active learning, interactivity, ubiquity, connectivity and constructivism view of e-learning. The paper shall conclude with the challenges of a graduate program within an ODeL framework.

This study aims at investigating gender based students’ stress pattern at Regional office of Ternate. The respondents of this study were 160 students of Faculty of Economy in At regional office Ternate consisting 40 male respondents and 40 female respondents of Management study program, and 40 male respondents and 40 female respondents of Accounting study program. To gather the data, a survey method was employed. Data was analyzed by using Importance Performance Analysis. The results showed that nothing was recommended for improvement atthe Regional office of Ternate economic faculty.

The issuance of the Law No. 20 of 2003 concerning the National Educational System further strengthened the existence of the Distance Education System which was regulated further through Ministry of Education and Culture Regulation No. 24 of 2012 and Ministry of Education and Culture Regulation No. 109 of 2013. The issuance of both regulations also provided opportunities for public and private higher education institutions to administer distance higher education platform, so that universities in Indonesia had many opportunities to provide their learning services through distance learning. Accompanied by technological advancements, the distance learning process got the opportunity to meet the community’s expectations for the reach of higher education. Serious management was needed in managing the teaching and learning process in distance education. Each media had its own characteristics and capabilities in reaching its audience. Therefore, it was necessary to observe what media that should be used in the teaching and learning process. To answer this problem, through ethnomethodology methods based on constructivist thinking, and based on the theory of diffusion-innovation, media interpersonal communication, and decontextualisation of messages, the results of this study provided an overview of how media selection and media utilization in the teaching and learning process in the distance education method.
