Abstract

This article discusses about the level of women's participation in the 2019 general elections in Bekasi City. The participation of women in general elections can be seen from the participation of women as voters, an election organizers, and election participants. Based on the final voter list, there are 50.24% women voters in Bekasi, which is more than men voters. However, this large number is not correlated with women representation in legislative institutions or election organizers.The affirmative action that was fought for since the 2004 election regarding the quota of 30% for women in the parliament until the 2019 election has never been reached. The number of women's votes acquired in the 2019 elections in Bekasi City was 16% or 8 elected candidates of 50 total elected candidates. The legislative candidates with the top serial number still occupy votes. On the other hand, women candidates who have first serial number are only 24%. The representation of women in the election management as regulated in the Law on Election Organizer uses the word "pay attention to" for at least 30% (thirty percent) of women representation. The word "pay attention" implies the sense that there is no obligation or necessity for the composition of women as much as 30 percent both in the General Election Commission and in the Election Supervisory Agency. So that the number of women in election organizer is still very low, starting from the national level to the lowest level.

Abstract

Street Level Bereucrats who usually handle disaster management received additional mandates as the task force for handling Covid 19 in accordance with policy of Bengkulu Mayor No. 167/2020. Having no experience in disasters pandemic and limited skills can cause problem in emergency services. This condition has caused street-level bureaucrats to do "coping behavioral". The locus of this research is Street Level Bereucrats of BPBD Bengkulu. This is a case study research in which Street Level Bereucrats as the population, and snowball sampling. The data used are primary and secondary data with interview techniques, observation and documentation study. The results showed that coping mechanism was done by Street Level Bereucrats in two ways: routines and simplification. The Routines mechanism are rationalizing services, client registration, and resources by placing personnel according to their skills and educational background, controlling risks, namely by improving disaster public service skills. The simplification mechanism is also carried out by simplifying work procedures, especially in emergency situations and preparing action plans that may have to be carried out.

Abstract

Elections are a way of implementing a democratic system. The availability of legal instruments that guarantee an honest and fair election process is an absolute demand for the democratization process. Everything that destroys the democratic order in order to maintain power is a disease and a challenge that must be faced by the Election Organizer. The legitimacy of democracy must be maintained by enforcing the general election law which is regulated in detail by adopting societal conditions and international standards in order to produce the best product. This is because the most important factor is the implementation of democratic elections through supervision and law enforcement.

Abstract

The development of information technology has entered various fields, one of which is the use of information technology and telecommunications in public services in the field of education. Based on the Ministry of Education and Culture No. 51 of 2018 concerning the improvement of online New Student Admission which makes it easier to register, and minimizes queues, effective time without queuing which can improve the quality of New Student registration. This study aims to analyze the Implementation of New Student Admission and the factors that influence New Student Admission. The research paradigm uses constructivism paradigm, case study research design, qualitative research methods with data acquisition techniques by observation and interviews. The results of the study concluded that the implementation of Online New Student Admission greatly facilitates the registration of prospective students in terms of time, data that is accurate, effective and efficient. Even so, there are several shortcomings in the Implementation of New Student Admissions, namely an inadequate internet network, the high cost of the internet network, the number of parents who do not understand Information Technology Science, the lack of maximum socialization regarding New Student Admission such as coordinate points or zoning systems.

Abstract

Imam al-Ghazali (1058-1111) was a classical Muslim scholar and the author of the Ihya' Ulumiddin books which contains both naqli and aqli branches of science, and an explanation of the maintenance of government power including the sultan's properties, his entry and granting of halal and haram; as well as amar-ma'ruf and nahi munkar against him. So it can be assumed, the Ihya’ Ulumiddin also contains concepts and categories that are relevant to the public administration contemporary. Therefore, a study was conducted with a problem formulation, how did Imam al-Ghazali’s thoughts on public administration science? The research objective was to identify the concepts of Imam al-Gazali’s thoughts on public administration science in Ihya' Ulumiddin. Research methods using library research with a qualitative descriptive approach. The source of data is Ihya' Ulumiddin, as for the focus of research is the public administration. Data collection using a deductive-inductive technique. Next, the data are discussed using a synthesis analysis technique for making conclusions. The research was conducted in 2020. The results are shown, that the concept of Imam al-Ghazali's thought on public administration science in the discussion of government administration, covering halal and haram income and expenditure, organizational of government officials, personnel and salary, leadership and managing, as well as the concept of good governance is determined by dynamics among sultan, judges, ulemas and the people through the enforcement of amar ma'ruf and nahi munkar. The concept was relevant to contemporary public administration, then it needs to be applied to realize good governance.

Abstract

The representation of women in politics is a must in a democratic country. Since it was rolled out through several electoral regulations after the Reformation, Affirmative action quota of 30% for women, has not yet reached the expected target. Although at the nomination stage, 30% of women were required to be represented, in the end the candidates who were elected had never reached 30%. Nationally, the highest is only 20.5%. In Bekasi City, the same thing happened. Of the 50 seats in the Bekasi City DPRD, only 8 seats were successfully occupied by women. That is, only 16% of the total number of seats. This low income is influenced by many factors. First, the internal factor of political parties. For example, ideology, the lack of female members occupying strategic positions and the lack of party collective awareness to prioritize increasing the quantity and quality of female cadres; second, external factors. Among other things, regulations that do not explicitly guarantee women's representation; the open proportional system makes the affirmative action policy paralyzed. In addition, there is still a high level of patriarchal culture in society

Abstract

The 2019 General Election is an important event in the history of democracy, the design of the simultaneous election in which there are 5 (five) elections including the Presidential and Vice-Presidential Election, the Election of Members of the People's Representative Council (DPR), Members of the Regional Representatives Council (DPD), Members of the Regional People's Representative Council Province (Provincial DPRD) and Members of Regency/City Regional People's Representative Council (Regency/City DPRD). Disputes over election results are closely related to the process of voting and counting and recapitulation of vote counting because the output is the result of votes, Bawaslu as the party giving information at the Court session Constitution on several cases of dispute over election results as an effort and role of Bawaslu as election supervisor which conveys the results of supervision, handling of violations, both as stated in the main arguments of the petition and outside the main petition, as one of the considerations of the judges of the Constitutional Court in deciding dispute cases. the election results. The construction of Bawaslu's authority as a supervisory agency in it is related to the resolution of election disputes and is an integral part in handling violations. In this case, Bawaslu's prevention efforts (preventiom of electoral disputes) can accommodate election participants in conveying their dissatisfaction and interests with the election organizers, in this case the General Election Commission.

Abstract

The Apparatus Information System, abbreviated as SIAP, is a system that manages data and serves employees in the Bekasi City Government on an online basis of the Bekasi City Regional Training Education Personnel Board (BKPPD) to make it easier for employees to get information. Once the importance of employee data management in an organization, improving the quality of personnel management through employee information systems is one of the priorities of e-government. In implementing the development of the human resources information system in Indonesia, a Regulation of the Head of the State Personnel Agency Number 20 of 2008 concerning Guidelines for Utilizing the Personnel Service Application System has been stipulated. Then proceed through the decision of Bekasi Mayor Regulation Number 20 of 2017 concerning Apparatus Information Systems in the Bekasi City Government. This study aims to determine how the implementation of the information system apparatus in the Bekasi City Government and how the obstacles faced in the implementation of the apparatus information system managed by the Bekasi City Regional Civil Service Agency. This research uses qualitative methods and constructivism paradigm by applying data collection techniques through in-depth interviews, observation, and literature study, data analysis techniques using coding, and informant retrieval through purposive sampling. The results of the research show that: (1) The implementation of SIAP in Bekasi City Government is in accordance with the legal basis and SOP (Standard Operational Procedure), (2) the factors that hinder the implementation of SIAP in Bekasi City Government include: unstable internet connection used in managing SIAP, there are restrictions on the use of SIAP access.

Abstract

Electronic Government in Indonesia has been introduced and started through Presidential Instruction No. 3 of 2003 concerning the National Policy and Strategy for Electronic Government Development which states that the development of electronic government is an effort to develop governance based on using electronics in order to improve the quality of public services effectively and efficiently. Besides that, e-government also aims to support good governance (good governance). The purpose of this research is to analyze the implementation of Mayor Regulation Number 32 of 2019 concerning the Dissemination of Information on Government Administration in the Bekasi City Government Environment in the Bekasi Iconic Application, identify the inhibiting factors for implementing the Bekasi Iconic Application, analyze any efforts to overcome obstacles in implementation, and find out the perceptions of the community concerned the application. Researchers examined this matter using a constructivism paradigm with qualitative research methods accompanied by a case study research approach. Based on the results of the research, the implementation of Mayor Regulation Number 32 of 2019 concerning Dissemination of Government Information in the Bekasi City Government Environment through the Bekasi Iconic Application which was launched in 2018 did not run optimally due to several obstacles in its implementation, the main of these obstacles is the lack of coordination between organizations Regional Apparatus (OPD) related to updating existing systems in each OPD, how to overcome obstacles by coordinating and monitoring between Regional Apparatus regarding updating application data of each Regional apparatus collected in Bekasi Iconic, the community hopes for continuous quality improvement towards The Bekasi Iconic application is a collaboration of information between OPDs around the Bekasi City government to maximize the implementation of public information services for the people of Bekasi City.

Abstract

The economy has been one of the hardest hit sectors during the COVID-19 pandemic. This condition is also felt by the Micro, Small and Medium Enterprises (UMKM) group in the Special Region of Yogyakarta (DIY). In the Special Region of Yogyakarta (DIY), 59 percent of MSMEs experienced the direct impact of the Corona virus pandemic. Responding to this condition, the DIY Cooperatives and SMEs Service through the SiBakul Jogja (e-gov) program wants to help SMEs due to the impact of the pandemic. In SiBakul Jogja, for the Markethub service (marketplace) and also for the free shipping program. This research has two objectives. The first objective is to find out the role of E-Government in raising SMEs in DIY during the Covid-19 pandemic. And second, knowing the inhibiting factors for the implementation of SiBakul Jogja in improving the performance of MSEs in DIY. While the research method used is descriptive qualitative research method. The results of this study conclude, the role of E-Government through SiBakul Jogja which includes markethub services and free postage programs has helped SMEs. Through markethub, SMEs can market their products online. The free shipping program is also a magnet for shoppers selling or shopping through SiBakul Jogja. The free shipping budget which always increases every year shows that the program has received a positive response both for consumers and SMEs who are members of the SiBakul Jogja markethub.
