Abstract

ABSTRACT. The Slum-Housing Upgrading Program is an effort to accelerate poverty alleviation in Bandar Lampung. The aim of the program is to support poor families in order to have decent houses so that they are able to fulfil their basic needs. The purpose of this study was to examine the implementation of the slum upgrading policy in Bandar Lampung in 2014, and to investigatethe factors that hindered the implementation. The method used in the study was a descriptive qualitative approach. The data wereobtained through interviews, observation and documentation. The results showed that (1) socialization process or information delivery has been conducted at the program executive level, however, the information dissemination to the targeted groups have not beenproperly implemented. (2) There are a limited number of human resources as the executor of the program and limited funding resources. (3) The tendency to implement the policy by the stakeholders in supporting the slum-upgrading program has been perceived as sufficient (4) Inthepolicy implementation, the basic work procedures or the standard operating procedures of the slum-upgrading program have been available as a standard or reference used by the policy implementers during the slum-upgrading policy implementation, the tasks division among organizationunits have been well conducted and coordinated. Furthermore, there exist somethreats that trigger problems in the program implementation which are house/land ownership status, data accuracy and objectivity of targeting, the limited budget, and lack ofstaff for field work. The research recommends that: (1) the information dissemination needs to be further boosted(2) the recruitment of staff needs to fit the requirement of the organization (3) the commitment to the slum-upgrading policy needs to be enhanced (4) the coordination needs to be further improved. Abstract

This study aims to determine the direct effect between (1) organizational support with job performance, (2) organizational commitments with job performance, (3) organizational support with organizational commitment. The method used is a survey method with a correlation approach. In this study serve as a sample of 81 employees were selected based on random techniques (simple random samplinng). Data were obtained by spreading questioner. This study was conducted in Dinas Kesehatan Kota Metro. Based on hypothesis testing that has been done, it can be described as the following research findings: (1) there is a positive direct influence of organizational support with job performance, (2) there is a positive direct influence of organizational commitmen on job performance, (3) there is a positive direct influence between organizational support on organizational commitment. The implication of this research is an attempt to improve employee’s job performance can be done by improving organizational support and commitment.

Abstract

The purpose of this study are analysis of the performance of Waste in Metro City Sanitation Unit, and the application of the principles of Good Governance in UPT Cleanliness Metro City. The results showed Performance Of sewage treatment UPT Cleanliness Metro City quite well, evidenced by the hygiene conditions of the main road, and achievement, able to earn trophies Verse, a Clean City, increasing the results of revenue (PAD) from the levy cleanliness of Metro City, although it has not been thorough City area Metro accessible because of his lack of the number of worker / clerk pengakut garbage and facilities are inadequate, for the adoption of the principles of Good Governance, UPT Cleanliness Metro apply the principle of participation that the increased awareness and public confidence in the UPT Cleanliness Metro City with the volume of waste generated Metro city is quite high, it terihat of incoming data to Landfill Waste (TPAS) in Karangrejo Metro Tinur reached 210-225 cubic, public participation in the separation of household waste organic and inorganic, and physical activity / work devotion.

Abstract

This study was to describe (1) the component context: Destination Program Employee Get Member (2) input components: human resources, financial resources / budget and the means (3) components of the process: dissemination and implementation of the process of making a new account and (4) components product: the achievement of the number of products: fee-based income, funding structure and customer base. This study aims to identify and analyze the Evaluation of Program Implementation Employee Get Member in State Owned Enterprises studies PT Bank Rakyat Indonesia (Persero), Tbk Branch Metro 2014. The research method used is descriptive research type with qualitative approach. Data collection techniques in this study by observation, interview and documentation. The results of the evaluation study showed a context of close relevance between background issuance program with the objective to be achieved by stakeholder. However, in terms of quality or the readiness of the participants are still lacking, resources have not been adequate funding provided and the infrastructure provided is quite adequate.

Abstract

A program called "Malu Menganggur" is an independent workforce program aims to empower communities from local government of East Lampung regency by providing specialized training to create products and its market home-based products by forming industry groups. The purpose of this study is to analyze the implementation of "Malu Menganggur" program and to analyze the obstacles in the implementation of "Malu Menganggur" program by the Department of Cooperatives of Small and Medium Enterprises and Manpower of East Lampung regency in Jabung and Purbolinggo sub-districts. The method used in this research was qualitative approach. The data collection techniques were conducted through interviews, observation and documentation. The results showed that the implementation of "Malu Menganggur" program has not been well implemented, especially in the sub-district of Jabung. The limited implementation of the program was due to the uneven accomplishment of the program. The implementation of Malu Menganggur program, in Jabung sub-district did not develop because people merely focused on the funds and not being independent. While in Purbolinggo sub-district, the community was very enthusiastic although with circumstances of limited facilities and limited knowledge about the concept of self-employment. The inhibiting factors in the implementation of Malu Menganggur program was devided into internal and external factors. The internal factors was the limited funding from Local Government, there was no special fund allocated for Malu Menganggur program. While the external factors included: the lack of public awareness and community participation in the implementation of the program, the less awareness of the community to be open minded about the concept of self-employment. There are several suggestions for this research: it is neecessary to hold socialization of advanced self-employment, to build a good coordination among the Activity Unit Management, and the local government must allocate special fund for Malu Menganggur program.

Abstract

The implementation of quality health services is one of the matters submitted to the regional government. This study aims to describe the quality of care for Emergency Room Installation (IGD) of the Regional Public Hospital of Pesawaran District with a focus on the variables of satisfaction, responsiveness, responsibility, transparency, accountability, and fairness. Through a descriptive qualitative approach the results of the study show that the quality of service in the IGD of RSUD Pesawaran District is quite good. It is necessary to procure a suggestion box for the absorption of aspirations from the people placed in a place that is easily seen as a form of input from the community in an effort to improve services. Pesawaran District Hospital also needs to improve the completeness and availability of medical devices, the feasibility of the room, the cleanliness of the action room and the patient's bathroom, and to improve the safety and comfort of the environment of the emergency room.

Abstract

This paper attempts to discuss employment and unemployment issues. The problem of unemployment needs to be reduced and create jobs in order to increase and accelerate the country's economic growth. Creating a labor market is the key to ease in doing business. The implementation of policies in Indonesia so far does not provide convenience for the private sector and the world in carrying out their business. A number of things are constraints, namely long licensing, expensive costs and long processing times because it can interfere with the creation of quality work field work. The institutional aspect is a key element that needs to be improved in an effort to reduce unemployment. Beside that, the importance of institutional aspects in solving development problems by creating and expanding employment opportunities. Institutional legal aspects need to be made arrangements for public goods in formal and non-formal rules. Keywords: Employment, Unemployment and Institutional

Abstract

Indonesian Migrant Workers (PMI) who have ended their employment contracts, are called purna PMI. Full PMI who have returned from working abroad bring enormous remittances. Remittances that are not managed properly will run out for consumptive purposes, so that it can cause purna PMI who have returned from working abroad to depart again as PMI. Therefore, purna PMI needs to be fostered and empowered with the aim of having sustainable income, thus having the opportunity to be able to create jobs for the surrounding communities This research uses descriptive research with a qualitative approach. Based on the results of the study, there is currently a purna PMI empowerment program, namely the Program (1) Productive Migrant Village by the Ministry of Manpower, (2) Empowerment program for PMI Gold by the National Agency for Placement and Protection of Indonesian Workers (BNP2TKI). This program is actually relatively good, but the program in East Lampung Regency has not run optimally. This is because there are still obstacles such as human PMI resources that are still lack of knowledge, difficult access to capital, marketing of entrepreneurial products that have not been maximized and lack of local partners who are involved in the empowerment process. This has led to the need for synergies in creating and implementing an empowerment model, which can be a reference model for empowerment of regions with full PMI follicle to encourage the achievement of sustainable development in East Lampung Regency. Abstract

Agricultural-tourism development is one of alternatives that can encourage economic potential. Utilization potential of natural resources often not performed optimally. Development of agriculture-tourism in the Sungai Langka Village will done by prioritizing the empowerment of women by forming a group of women farmers as one of the strategic activities in realizing the participatory development as well as join in creating the condition of women that defenseless. This research aims to analyze the agro tourism-based development of tourism through strengthening the role of the farmer women’s group in the village of Sungai Langka. The type of research is qualitative based on gender perspective. Data collection had done by interviews, documentations, and observations. Based on the research that had been done can be concluded that the development of agroculture-tourism in Sungai Langka including Community Based Tourism and the implementation has already been optimal. In the development of agro-tourism, there are some factors like age, gender, education, occupation, and length of stay, but not education can’t besupporting factor. As consideration, Department of Agriculture and Department of Tourism in Pesawaran Regency provide training to process agricultural products to farmer women’s group and communities, subdistrictand full fil facilities and infrastructure as well as the promotion aspect and women farmers in Sungai Langka Village dare to use funds from the Government in developing the agricultural-tourism. Abstract

Sustainable tourism is promoting empowerment which makes the community as the main actor in the business tourism as well as enjoys the larger benefits of tourism by minimizing the negative impact of the development of tourism. The development of tourism in the Kelawi village, sub-district Bakauheni, South Lampung Regency is done with the establishment of Pokdarwis Minang Rua Bahari in an effort to enhance the role of the community in the tourism industry. This research aims to analyze the community empowerment and measuring the effectiveness of pokdarwis empowering communities in developing sustainable tourism. A descriptive type of research with a qualitative approach. The results showed community empowerment phases has not been conducted optimally if viewed from the community involvement in the development of tourism. However, in the organizational aspect, Pokdarwis Minang Rua Bahari been able to shape the initiative and creating innovation in the management of tourism. The level of community empowerment shows the economic and political aspects have been well established, whereas the psychological and social aspects of it are still a constraint. The effectiveness of pokdarwis empowering communities in sustainable tourism development is quite good, but there are still constraints in increasing community involvement in the development of tourism. Department of Tourism and Culture of South Lampung Regency should perform empowerment through coaching and training in accordance with the potential of natural resources or cultural belonging to the village of Kelawi, the Kelawi Village Government can make use of the website and for the promotion of village tourism service, Pokdarwis Minang Rua Bahari must dare to establish cooperation with various parties, and the villagers of Kelawi should create an environment that reflects as a tourist village.
