Abstract

In July 2004, the Seoul Metropolitan Government introduced a wide range of reforms to its public transport system: The most significant change Seoul considered while restructuring the bus system in 2004 was the implementation of a joint public management system. The partnership that formed between the Seoul government and private bus companies resulted in many benefits for everyone involved. The implementation of transportation reform helped Seoul establish a human-oriented transportation system as shown in the modal split of its public transport reaching 64.3% (2010), stepping up the city’s transportation and global competitiveness. Inspired by the success story of the bus reform policy in Seoul, Jakarta Capital Government initiated the bus reform in 2017. The implementation of the policy is challenging, the progress is very slow and the actors are blaming each other in causing the slowness. However, an early evaluation of the current progress of the bus reform policy in Jakarta is satisfying both users and operators. This paper will describe the public transport reforms in Seoul using a qualitative case study method, assess their impacts on Public Transport services based on the guidebook in evaluating the public transportation by Litman (2010), indicate the key success of the reform by deepening observations and to what extent Jakarta can adopt it. The research will also examine the bus reform policy in Jakarta using the stages of the policymaking process. The writer expected a result of finding significant steps of Seoul experience in public transport reform, describe the current policy in Jakarta’s bus reform and construct a package policy recommendation for DKI Jakarta’s government in public transport reform to optimize the impact of the policy.

Abstract

Village development socially changes social values by discovering the value of technological development in the village of community development that leads to the development of new villages. This of course requires a partnership with the community component. This research aims to explain the relationship between the Village Head, Village Consultative Body and customary institutions in the development of the Village. This research is a field research, namely research on incentives about the background of the present situation and the interaction between social, individuals, groups, institutions and communities in the development of the Village. The study was conducted in Kayeli Subdistrict, Buru Regency. Data in this study were obtained from primary data sources and secondary data, with data collection techniques used through observation, interviews, questionnaires and literature/purposive sampling. The results of the study show the partnership relationship between village heads, village consultative institutions and traditional institutions in Kayeli village demonstrating effectiveness in communication.

Abstract

On May 2019 the Government of Indonesia imposed an internet censorship following Jakarta riot in response to general elections result. The government restricted some of the largest social media platforms which impacted almost all social media users across the country. The government believed that the policy was necessary to block the circulation of provocative contents which presumably escalate the riot. On the other hand, without valid justification, internet censorship is considered as human right violation. This paper aims to discuss the debate on whether the internet censorship policy on May 2019 was necessary and justified to impose. By employing qualitative approach through interviews with the government representatives, social media experts, and analysts, as well as utilizing resourceful data from Drone Emprit Academy (DEA), this paper presents the analysis of policy making process behind the implementation of internet censorship policy on May 2019 and brief evaluation on its effectiveness and consequences. The findings reveal that internet censorship policy on May 2019 was legally defective and improperly formulated. Even though it was effective to block the hoax circulation and prevented riot’s escalation, the policy was not supposed to impose at the first place due to lack of justification to derogate the internet freedom as part of human right. In the future, more specific regulations are needed as guideline for the government not to take sporadic internet censorship.

Abstract

Sustainability and competitive advantage of an organization are very dependent on human resources that can compete with changes that are all digitizing. The Industrial Revolution 4.0 has changed the Direction of Talent Management in creating ASN in the future to facilitate complex digital-based public services. The purpose of this study is to discuss the substance of talent management and competency-related issues using concepts related to Industry 4.0. Talent management has an interest in the organization, because it gives an opportunity to recruit, support and develop the talent that is need and then developed as a future player which is a combination of cyber-physical systems. This new technology will affect all cross-disciplines and even oppose human resources, how Industry 4.0 will change the land-scape for talent development. The research method used is a qualitative method. Data collection done through the collection, interview and documentation of informants who are directly involved in carrying out these activities. The process of data analysis adds data reduction, data presentation, and completes conclusions. The results showed that (1) the abilities needed in talent management in the 4.0 era were positive abilities, technical abilities and complex problem solving skills; (2) Basic ICT skills are need to be move to the digitalisation era.

Abstract

In many developing countries, namely in South East Asia, political leaderships are marked by numerous hereditary systems, also include Indonesia. Banten is the writers selected region as a research subject in this writing. The former Governor of Banten, Ratu Atut Chosiyah, has relatives in seven regencies and cities all across Banten, including national scale, in such creates her own political dynasty. This paper are about to answer two questions and reveal some close facts to discuss in Indonesia related to political dynasty. Does this hereditary systems works well in serving the people’s need? Does political dynasty close other people opportunity to run for public offices as well? If this so, political dynasty will be a threat for ongoing Indonesian democratic practices, especially bureaucratic reform efforts. Research metdhod is done through qualitative descriptive with literature study to gain data and information required. The conclusion of this writing is that political dynasty do more harm than give benefit and it would definitely endanger the lives of local democracy. In terms of public service, little advantages received from this sort of practices.

Abstract

The purpose of this study is to analyze the management of personnel of SMA/ SMK teachers in East Nusa Tenggara Province. This study uses a qualitative description that will produce descriptive information about the management of high school / vocational teacher personnel in East Nusa Tenggara Province. Data collection techniques with in-depth interview focus discussion groups (FGD), documentary studies and online data search. This study uses management theory which include planning, organization, actuating and controlling. The results of the study showed that the planning had not recorded the distribution of teachers not evenly distributed, the Provincial Education Service Organization was too large and the existence of UPTs in NTT districts/cities had not carried out their duties and functions optimally, the motivation of teachers was quite high despite not having received incentives, especially honorary teachers/committees, functions supervision is still limited in both quantity and quality.

Abstract

This study aims to determine the consumptive actions practiced by the Hope Family Program beneficiaries. This study uses a qualitative approach with the perspective of Baudrillard's theory. Informants were selected using a purposive sampling technique. Data analysis and interpretation techniques were carried out with a deeper understanding. Consumptive behavior practiced by PKH recipient communities is demonstrated through consumption or shopping activities based on desire, not based on needs. These actions were found in activities, including: (1) Women beneficiaries of PKH assistance more often spend the funds received within two to three days, (2) the funds are used to shop for large amounts of consumption materials, ( 3) besides that it is also used to buy household furniture such as cooking utensils. To control the use of funds to PKH recipient communities, the village government held a socialization program which was held once a month. The conclusions of this study are: (1) The theory of consumptive society Jean Baudrillard is shown by the shopping practice of PKH members who buy on the basis of desires, not based on needs, (2) PKH members do not have knowledge of economic literacy so that they have consumptive behavior in using PKH funds Therefore, the village government needs to provide understanding related to economic literacy in the socialization program.

Abstract

This Study aims to determine the tourism Management Governance in Special Economic Zone of Tanjung Lesung. This Research method is descriptive qualitative. Data accumulation techniques used are: Interview, Documentation, and observation. The location of this research is around the Tanjung Lesung KEK tourism area. Based on the results of this study it can be concluded: First. Tourism Management in Pandeglang Regency, especially in the Tanjung Lesung Special Economic Zone Tourism area run accordance with several indicators of tourism managementOf all indicators on the road well but for public relations the private sector and the government has done its best but it is deniable that conflicts often occur, but it can be resolved well, because nothing is difficult as long as there is good intention; and second. Public Private Partnership is agreement or contract between the private and the government based, based on that the transfer of function is left to the private sector from the regional Government and determined based on existing regulations.

Abstract

This study aims to identify and analyze flood management carried by the Bekasi City Disaster Management Agency (BPBD). This study used qualitative research methods. Data collection techniques are carried out through interviews, observation and documentation. While the validity data used was source triangulation, and data analysis model was carried out through data reduction, data presentation, and conclusions. The results showed that the pre-disaster stage mitigation measures were carried out installing an early warning system in five locations of the Cikeas-Cileungsi River flow, then training task force members and finally disseminating early warning to the people of Bekasi City so far it has well. However socialization disaster response not been carried out thoroughly the flood victims in Bekasi City who have been affected by the floods. Then the time of disaster, BPBD could not evacuate flood victims maximally and thoroughly to flood victims in Bekasi City. Post-disaster phase, rehabilitation activities are carried out cleaning up garbage and mud at flooded points and carrying out psychological rehabilitation flood victims. Meanwhile, reconstruction activities were carried out calculating loss of damaged buildings and then reporting it to Public Works Office for follow-up. However, post-disaster coordination between BPBD and community has not well. So the rehabilitation and reconstruction process has not been evenly distributed to all flood victims in Bekasi City. Based on this explanation, can be concluded that, implementation of flood disaster management by Bekasi City BPBD has not well and various obstacles and problems are still being found.

Abstract

The phenomenon of natural disasters that has come and gone recently has jolted our minds and made us think backward to relate these incidents to the educational process that has been applied. Eco-school is a large program that accommodates the desire of schools to play a role in preserving the environment. Eco-school programs combine learning and action, making them an effective method for changing behavior and shaping character. Law Number 20 of 2003 concerning the National education system and Presidential Regulation Number 87 of 2017 concerning Strengthening Character Education emphasize the importance of carrying out a national character revolution. The Character Education Strengthening Program (PPK) is in line with the Nawacita agenda of strengthening the character of the nation through character and character building of students as part of the mental revolution. In the National Long-Term Development Plan Rencana Pembangunan Jangka Panjang Nasional (RPJPN) 2005-2025, the Government implicitly emphasized that character development is one of the priority programs of national development. To be able to achieve the maximum target from implementing eco-school, an appropriate and capable strategy is needed in executing all these programs. Prioritizing the process of deep communication interaction between the researcher and the phenomenon under study, the strategy model that will be formulated through this research is expected to contribute to shaping the character of students who care about the environment which then simultaneously supports the achievement of sustainable development goals through the character of caring for the environment.
