Jurnal Ilmiah Administrasi Publik dan Pembangunan adalah terbitan berkala nasional yang memuat artikel penelitian (research article) di bidang administrasi publik. Jurnal Ilmiah Administrasi Publik dan Pembangunan diharapkan dapat menjadi media untuk menyampaikan temuan dan inovasi ilmiah di bidang administrasi publik kepada para ilmuan dan praktisi di bidang administrasi publik.
Jurnal Ilmiah Administrasi Publik dan Pembangunan diterbitkan 2 kali dalam setahun (bulan Januari-Juni, dan Juli-Desember) oleh Jurusan Administrasi Negara FISIP Universitas Lampung, bekerjasama dengan Persatuan Sarjana Adminstrasi Negara (PERSADI) Provinsi Lampung.

<![CDATA[Kepemimpinan merupakan faktor yang sangat penting dalam mempengaruhi partisipasi masyarakat. Kepemimpinan sangat penting dan amat menentukan dalam kehidupan setiap bangsa, karena maju mundurnya masyarakat ditentukan oleh pimpinannya. Penelitian ini bertujuan untuk membuktikan adanya pengaruh dan menghasilkan gambaran tentang besarnya pengaruh kepemimpinan Kepala Desa terhadap tingkat partisipasi masyarakat dalam Program Rehabilitasi Sosial Rumah Tidak Layak Huni (RS RTLH) di Desa Mumbang Jaya. Jenis penelitian ini adalah penelitian deskriptif dengan menggunakan metode kuantitatif. Sampel dalam penelitian ini yaitu sebanyak 60 responden dari populasi survey yaitu 70 KK dengan menggunakan teknik simple random sampling. Teknik pengumpulan data yang digunakan dalam penelitian ini berupa kuesioner. Adapun teknik analisis data yang digunakan adalah uji regresi sederhana. Hasil penelitian ini menunjukkan bahwa kepemimpinan kepala desa mempunyai pengaruh yang signifikan terhadap tingkat partisipasi masyarakat. Kontribusi pengaruh kepemimpinan kepala desa terhadap tingkat partisipasi masyarakat yaitu 0,545 atau 54,5% sedangkan sisanya yaitu 45,5% dipengaruhi oleh faktor lain yang tidak diteliti dalam penelitian ini seperti usia, pendidikan, jenis pekerjaan, tingkat penghasilan, lamanya tinggal di desa tersebut dan tingkat komunikasi. Dengan demikian untuk meningkatkan partisipasi masyarakat dalam RS-RTLH maka pemerintah desa dan para stakeholder program ini harus meningkatkan keterlibatannya dalam pelaksanaan program di Desa Mumbang Jaya.]]>

<![CDATA[One of the tourist attraction locations in Palangka Raya City that can be seeded is the Kereng Bangkirai pier which is the entrance to the Sebangau National Park in the Village of Kereng Bangkirai, Sabangau District, Palangka Raya City. However, tourism activities need to involve many parties in order to improve people's welfare and sustainable development goals can be achieved.Thus, this study aims to find out the collaboration carried out by the government, the private sector and the community in developing tourism in the Kereng Bangkirai jetty in Palangka Raya City and proposes a government and private collaboration model suitable for tourism development in these locations. In addition, this study also identifies inhibiting factors and supports collaboration in the development of tourism in the Kereng Bangkirai jetty in Palangka Raya City.This research was conducted using descriptive qualitative research methods with data collection techniques through observation, interviews and documentation studies in the Tourism Region of the Kereng Bangkirai Pier Palangkaraya City. The data analysis technique used in this study is an analysis using an interactive model. The target and output of this research is a picture of collaboration carried out by the government, private sector and the community which can later be used as a basis for the city government to develop a tripartite collaboration model for tourism development in the Kereng Bangkirai pier area in Palangka Raya City. In addition, this research will also identify inhibiting factors and support collaboration and tourism management in tourism deals carried out in the development of tourism in the region.]]>

<![CDATA[The article aimed to analyze and identify the readiness of the Palangka Raya city to be the Administrative Capital City of the Republic of Indonesia. An indicator is from the aspect of Youth readiness in the City of Palangka Raya in welcoming the transfer of the administrative capital city. As an important aspect in preparing the Palangka Raya city as the Capital of the future Government is the readiness of youth in the Palangka Raya itself in welcoming the transfer of the administrative capital city from Jakarta to Palangka Raya. Youth, in reality, is a pioneer of any changes occurring throughout the history of the Indonesian. The roles of youth always start from the National Awakening on 1908, the Youth Oath on 1928, the Independence Revolution on 1945, the Proclamation of Independence on 1945, and the Reformation Movement on 1998. Based on history on behalf of the Youth has sensitivity to the problems faced by the nation. Currently, there is a positive trend related to Youth activities in Palangka Raya. Today, there are a lot of youth communities in the Palangka Raya that are formed by young people on the basis of social awareness, voluntary and non-profit oriented aiming to improve competence. There needs a collaboration between the local government and the youth community aiming to invite more youth in Palangka Raya who are creative in an effort in welcoming the transfer of the administrative capital city of Republic of Indonesia, from Jakarta to Palangka Raya city.]]>

<![CDATA[Business licenses, especially in the industrial area, are an obligation for every entrepreneur who has assets in the area. So the focus of this research is on the implementation of licensing services trying to be integrated electronically to the acceleration of business licensing in Bekasi Regency in 2018. Based on the identification results obtained by researchers, OSS is a new government policy that utilizes internet technology. Bekasi Regency DPM-PTSP became the government's pilot project in implementing the Online Single Submission (OSS). Then an in-depth study is needed on how the Bekasi Regency DPM-PTSP will carry out the Online Single Submission (OSS). The research method chosen was a descriptive qualitative approach. This study uses the Edward III theory which measures the success variables of policy implementation with 4 things namely communication, resources, disposition, and bureaucratic structure. Based on the results of the study, licensing services are trying to integrate electronically to the acceleration of business licensing in Bekasi Regency, but the efforts are not yet running optimally, obstacles are still often faced by DPM-PTSP, especially about supporting facilities.]]>

<![CDATA[This paper discusses the problems between the State Policy and the State Policy Outlines (GBHN), which also explain the differences between the 1945 Constitution before and after the amendment. The development of the reality of politics and democracy in Indonesia in the reform era, with the direct election of the Presidential Election ended the Presidential Election through the MPR, while providing the President's vision and mission opportunities during the campaign as a reference in running the government, this constitutional change also has a spirit of constitutional democracy in Indonesia . After the 1945 Amendment the principle of supremacy of the constitution has replaced the supremacy of the parliament. But the polemic that was present in the community, regarding the absence of the State Policy that the country's development plans were considered inconsistent and sustainable because only based on the vision and mission of the presidential candidates during the campaign. While the desire to bring back the GBHN because it considers that with the GBHN, the country's strategic development is no longer determined by the tastes and interests of the regime itself.]]>

<![CDATA[The Faculty of Social and Political Science is the oldest faculty at Mulawarman University which is the first university as well as the highest number of students in Kalimantan. Then to maintain its existence, the Faculty of Social and Political Science of Mulawarman University needs to emphasize its superiority in the context of increasing competitiveness against the Faculty of Social and Political Science in other tertiery institutions. Therefore, management of the study program needs to be led by keaders who have the appropriate leadership style for institutional development. Transformational leadership patterns refer to it with a number of characteristics: charismatic, can affect idealism, inspirational and able to encourage the intellectuality of organizational members. The object of this survey is the four Coordinators in the Study Program with the highest number of students in the Faculty of Social and Political Science of Mulawarman University, with respondents from the academic community which include lecturers, education staff and students. The survey results show that the current Study Program Coordinator of the Study of Government and the Public Administration has the ame weakness in the ability of individual consideration. However, they experienced a better increase in their ability to provide intellectual stimulation compared to the previous Study Program Coordinator as seen from the increase in academic and non-academic achievement. Other findings from this survey are that currently the Study Program Coordinator of the International Relations actually has a weak ability to have an ideal influence and the Coordinator of Communication Studies has actually decreased the ability to provide intellectual stimulation compared to the leadership of the previous Coordinator, so that the Communication Studies Study Program requires efforts to increase innovation more focused on the implementation of scientific activities and the production of academic works better.]]>

<![CDATA[Penelitian ini menganalisa penyediaan pelayanan transportasi public yang ramah untuk penyandang disabilitas di DKI Jakarta. Diketahui bersama Kota Jakarta adalah ibu kota negara yang maju setra modern sehingga sudah selayaknya menyediakan transportasi public yang ramah bagi penyandang disabilitas. Sebgaimana diketahui bahwa penydang dsiabilitas adalah masyarakat yang memiliki keterbatasan secara fisik sehingga harus ada model transportasi khusus. Hal tersebut juga sudah terjamin dalam Undang-undang Nomor 08 Tahun 2016 tentang penyandang disabilitas atas hak dan kedudukan sebagai warga negara. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dan dipadukan dengan teori Pelayanan Publik inklusif, teori aksesibilitas ramah disabilitas. Hasil penelitian menunjukkan bahwa saat ini Pemerintah DKI Jakarta Badan Usaha Milik Daerah PT TransJakarta telah menyediakan model transportasi yang ramah untuk penyandang disabilitas berupa minibus. Model Transportasi tersebut dapat diakses oleh seluruh penduduk DKI Jakarta yang mengalami disabilitas. Selain mudah diakses transpotasi ini juga tidak dipungut biaya alias gratis. Transportasi tersebut bisa dipesan melalui telepon seluler biasa atau aplikasi melalui smartphone. Adanya inovasi pelayanan transportasi public ramah penyandang disabilitas di DKI Jakarta ini diharapkan menjadi role model untuk daerah-daerah lainya dalam pemenuhan kebutuhan fasilitas public untuk para penyandang disabilitas.]]>

<![CDATA[This study aims to determine how the Neutrality Of The State Civil Apparatus In The 2019 General Election In Banten Province and to find out what are the supporting factors and inhibiting factors. The research method used in the research is a qualitative descriptive method using purposive sampling technique then the data collection technique is by interview and documentation. The result of this study indicate that the Neutrality Of The State Civil Apparatus In The 2019 General Election In Banten Province has not gone well, because there are still Civil Apparatus Of The Banten Provincial goverment that are not neutral by supporting one of the candidates for the Regional Representative Council and one of the candidates for Presiden/Vice President. The inhibiting factor of the neutrality of the State Civil Apparatus in the 2019 general election in Banten Province is caused by the mindset that has not yet been formed, the existence of kindship relations and sanctions that are still weak. Therefore, the Banten Provincial government needs to incrase supervision, guidance, and provide strict sanctions for state Civil Apparatus that are not Neutral In The 2019 General Election.]]>

<![CDATA[Tahapan penting proses kebijakan publik adalah implementasi kebijakan yang akan menetukan suatu proses, dimana tujuan dan dampak kebijakan akan dihasilkan. Beberapa faktor yang penting bagi keberhasilan implementasi yaitu komunikasi, sumberdaya, disposisi serta struktur birokrasi. Tujuan dari penelitian ini adalah untuk mengetahui besarnya pengaruh komunikasi, sumberdaya, disposisi, dan struktur birokrasi baik secara mandiri maupun bersama sama terhadap keberhasilan implementasi program P2K2 Dinas Sosial Kabupaten Cilacap. Metode penelitian yang digunakan bersifat analisis kuantitatif, data yang diperoleh berdasarkan jawaban kuesioner dianalisis dengan statistik regresi regresi linier berganda. Hasil penelitian menunjukkan bahwa secara mandiri hanya variable Komunikasi (X1) dan Struktur Birokrasi (X4) yang mampu berpengaruh signifikan terhadap implementasi program P2K2. Namun secara bersama-sama Komunikasi (X1), Sumberdaya (X2), Disposisi (X3) dan Struktur Birokrasi (X4) mampu mempengaruhi keberhasilan implementasi program P2K2 Dinas Sosial Kabupaten Cilacap sebesar 76,5%, sedangkan 23,5 % dipengaruhi oleh variabel lain yang belum kami teliti.]]>

<![CDATA[This research explained about open data implementation in Jakarta Provincial Government which is analyzed through a dynamic governance perspective. Open data is a part of government information disclosure to encourage the transparency, accountability, public participation, and also to make a policy right on the target. Jakarta Provincial Government as The Capital City of Indonesia has been implemented of open data through Data Jakarta Portal. The presence of valid and accurate data, it will certainly encourage regional development and produce policies that are right on the target. In practice, government has to be more dynamic and adaptive towards the global changing, so the government can be well prepared. The results of this study indicate that collaboration between Bappeda and Diskominfotik which is reviewed from the perspective of thinking again is not optimal. The conditions of coordination between the two institutions are still weak and the communication that exists between them is less effective. Whereas from the perspective of thinking across, Jakarta Provincial Government runs the process of thinking across by inviting open data experts from partner institutions to add capabilities, both conceptual, managerial, technical, and social capabilities. However, strengthening organizational capacity is not optimal because there is still bureaucratic fragmentation which is an obstacle. Furthermore, in the aspect of thinking ahead, even though Open Data has been included in the RPJMD, it has not specifically explained the direction and future of Open Data in Jakarta Provincial Government. Therefore it is necessary to explain explicitly and imperatively about the development of Data Jakarta Portal for the future.]]>
