Terbit pertama kali tahun 2001, terakreditasi tahun 2006 dengan nomor 60/Akred-LIPI/P2MBI/12/2006. Jurnal Penelitian Sosial dan Ekonomi Kehutanan terbit dengan frekuensi tiga kali dalam setahun (April, Agustus, Desember). Jurnal ini diterbitkan oleh Pusat Penelitian dan Pengembangan Sosial, Ekonomi, Kebijakan dan Perubahan Iklim, Badan Penelitian, Pengembangan dan Inovasi, Kementerian Lingkungan Hidup dan Kehutanan. Nama penerbit telah berubah karena penggabungan dari Kementerian Kehutanan dengan Kementerian Lingkungan Hidup, menjadi Kementerian Lingkungan Hidup dan Kehutanan, Republik Indonesia (Perpres No. 16/2015). Logo penerbit juga mengalami perubahan menyesuaikan Logo Kementerian Lingkungan Hidup dan Kehutanan.

Abstract

Small-scale forest as private property has implications on autonomous management decisions, including whether it will be preserved or converted. Changes in land management at the water catchment area of Jatigede reservoir will impact on the dam condition. The purposes of this study are to determine the financial feasibility level of the small-scale forest business compare to other forms of land management, to identify factors influencing farmer’s decisions, and to evaluate implication of property rights to the conversion of small-scale forest. The results show that small-scale forest management in Jatigede catchment area is generally found in the form of woodlands and agroforestry. Other forms of land management are rice fields and crops. Financial analysis shows that all land management patterns are feasible. The economic factors in the form of profits, savings, and selffulfillment are the dominant motivations for timber planting. The financial benefit difference between agroforestry and crops management is not very large, but the potential for conversion is still exists due to daily need fulfillment. One approach that can be applied to prevent small-scale forest conversion is through policy interventions on payment for environmental services, where the target is more intended for empowerment activities to meet the needs of daily living.

Abstract

Loan for delaying timber harvesting known as Pinjaman Tunda Tebang (PTT) launched by the government to help forest farmer in order to fulfill their needs. This program is designed to delay the harvesting of young trees till can reach the cycle age for optimum sustainability and economic value. The study aims to determine farmer’s understanding and loan implementation based on PTT principle in Blora and Wonosobo Regencies by using quantitative approach and descriptive statistics analysis. Data collection was carried out through interviews and questionnaires to 222 respondents. The results showed that understanding of the debtor farmers are among others: the loan process is complicated and time-consuming, lack of commitment to the contract, useful loan, and satisfy with loan mechanism compared to middlemen. Implementation of PTT related to the “appropriate subject” and “appropriate location” is in accordance with the provisions. However, there is still disobedience to some commitments, such as “appropriate activity” commitment by harvesting the collateral tree before the contract ended, non-smooth repayment of loans by some farmers on the “appropriate disbursement and repayment” commitment. The study recommends: a) bureaucratic and procedural mechanisms improvement to accelerate the process, precise, and useful; b) improvement of rules or procedures related the harvesting due to force majeure such as pest and disease attack and its protection, field assistants, as well as  field technical guidance, especially  the resilience of tree label.

Abstract

Aek Nauli Special Purpose Forest (KHDTK) that is located around Lake Toba is currently being developed to conserve Sumatran elephants through ecotourism. This study aimed to examine stakeholders’ perception on the development of elephant ecotourism, analyze the correlation of respondents’ socio-economic characteristic toward perception, and recommend the development of Elephant Conservation Center at KHDTK Aek Nauli. The study was conducted by using quantitative deductive approach through survey data collection method.  Data were analyzed using frequency analysis and Spearman’s rank correlation. Overall, the results showed that stakeholders gave a high perception on the development of the Elephant Centre (2.44 out of a maximum score of 3.00) with the highest perception as follows: tourism, education, economics, and conservation aspects respectively. The entrepreneurs group gave the highest perception since the elephant conservation center potentially to attract tourist to visit Lake Toba, on the other hand, communities and visitors gave the lower perceptions because the area is still new and community involvement is still limited. Spearman rank analysis between respondents’ socioeconomic characteristic and level of perception showed that education and income levels influenced the perception with a moderate coefficient. However, for the level of age, the coefficient was very low. This research is important to increase the synergy and participation of  stakeholders to the project.

Abstract

Mangrove is a unique ecosystem in coastal areas that plays an important role in protecting environment and  can improve human welfare. Mangrove rehabilitation is carried out to restore the declining mangrove ecosystem  and active community involvements are needed to ensure the success of rehabilitation. This study aims to analyze  community participation and formulate strategies to increase community participation in mangrove rehabilitation  activities, which were carried out in three villages in Cantigi Sub-District, Indramayu District, namely Cemara, Cangkring, and Lamaran Tarung. Data on community participation was collected through structured interviews  and analyzed using a Likert Scale. The analytic hierarchy process (AHP) method through in-depth interviews  with eight key informants was conducted to formulate strategy on increasing community participation. The result shows that the level of community participation in mangrove rehabilitation activities in all the study locations is very low. The community is only participates in the activities of collecting mangrove seeds, making planting media, and implementing mangrove planting. The typology of participation is at the manipulative stage, which means  that community participation is only carried out by community representatives, such as members of the mangrove forests farmer group in each village. We recommend that by increasing the intensity of rehabilitation activities as well as providing financial support for mangrove rehabilitation facilities and its infrastructures can improve  community participation

Abstract

Regional potential and economic level are closely related. The abundance of natural resources will support rapid economic growth. However, in reality, there are still many areas that have abundant natural resources potential but the economic level is low and even classified as an underdeveloped village, such as Gajahrejo Village – Genangan District, Malang Regency. The purpose of this study was to identify the characteristics of village and to formulate poverty alleviation strategies in Gajahrejo Village by using the Sustainable Livelihood Approach (SLA). The study used Partial Least Square (PLS) analysis. The study showed that, based on SLA and in accordance with the characteristics of Gajahrejo Village the best indicator for shaping human capital was skills, natural capital was tourism potential, financial capital was asset owned, social capital was organization, and physical capital was transportation. Based on the path diagram, the dominant variable in shaping SLA was natural capital, and the most dominant indicators in measuring the construction of natural capital was tourism potential. The poverty alleviation strategy for the Gajahrejo Village which consists of 4 hamlets as a tourist village is by developing the role of each hamlet in according respecting to each characters, for instance, Krajan hamlet as a tourism market, Sumber Lele hamlet as an education tourism, Ardimulyo hamlet as a natural tourism, and Bajulmati hamlet as a beach tourism.
