Abstract

ABSTRACTThis study aimed to describe the type of vegetation and soil fertility status in the protected forest areas of Tarakan Island (HLPT). The results showed that: (1) the dominant vegetation types in HLPT belong to a group of Dipterocarpaceae, such as meranti (Shorea sp), keruing (Dipterocarpus), Resak (Vatica sp), Merawan (Hopea sangal) and Tengkawang (Shorea pinanga); (2) The soil types in the HLPT area are dominated by Podsolic, with a very acid soil category to sour, having a low ability in holding and exchanging kation, total nitrogen levels from very low to low, levels of C-Organic from very low to high, the phosphorus (P) content available classified as very low to very high and the potassium (K) content available relatively moderate to very high, and (3) the soil fertility status of HLPT is very low to low with HLPT soil texture in form of clay, sandy loam and loamy sand.

Abstract

State hegemony over forest areas in practice is indeed more favorable to forestry corporations and eliminates a village community access. Data analyzed using Antonio Gramsci's hegemony theory and Laclau and Mouffe's hegemony to understand the movements of villagers to regain access to the forests. The results of this study indicate the emergence of antagonism between rural communities and companies was the impact of the abandonment of villagers from the forestry development. NGOs, as an organic intellectual has succeeded strengthen the village institutions to fight for remaining forests through permit of village forest, even though they have to compete with the biggest forestry company. The Permit of Village Forest in Kampar Peninsula has become the first social forestry permit in Riau Province. This condition is a fact the slow return of forest access to rural communities through social forestry programs. The Program of Social Forestry that was recently introduced by the state was not a counter-hegemony (victory of the villagers against state hegemony), but it is reinforcing hegemony of state over forest areas.

Abstract

The concept of social capital has gained attention as a source of support in implementing Payment for Environmental Services (PES). Environmental services, in the context of better water yields in watersheds, is affected by good land cover conditions of forests including small-scale private owned forests. Although some research results indicate that private owned forests are more economic oriented than environmental functions, but its existing social capital can be harnessed to implement PES in small-scale forests. The aim of this study was to analyze the potential of social capital as a source of support in the implementation of PES. The research was conducted by survey method. This research revealeds that the level of trust in local community leaders is very high. This role models can be an key entry point for realizing the PES scheme by strengthening the common knowledge of environmental benefits of small-scale forests and strengthen community norms related to the protection of water resources. Leadership and networking capabilities of the community institution leader give a real influence in collaboration between groups.

Abstract

The purpose of this study was to formulate effective and efficient institutions of Revolving Fund Loans for Community Forest Plantation development (RFL CFP) in accordance with variation of field conditions. Benchmarking techniques were used to formulate the institution of RFL CFP. For that purpose, Independent of Direct Assistance Rural Agribusiness Development (IDA RAD) from the Ministry of Agriculture was selected as a benchmark as it was good in performance. The study was conducted in three provinces, i.e. Riau, South Kalimantan (November 2008 to April 2009) and West Java (May 2009 to February 2011). Comparative study was used to analyze the institutions based on the agency theory. The results showed that the institutional of RFL CFP have not accomodated the differences in characteristics, perceptions and capacities of the parties. As a result, the institutions have not been able to overcome the risk of moral hazard, adverse selection and high transaction costs. On the other hand, the institution of IDA RADhas a positive impact on agency relationship. High repayments by IDA RADagent and the increasing number of agents each year have proved the impact.

Abstract

Hasil hutan bukan kayu (HHBK) memiliki nilai sosial dan ekonomi yang penting bagi masyarakat di negara-negara berkembang yang menggantungkan hidup mereka pada HHBK yang merupakan mata pencaharian mereka. Tujuan dari penelitian ini adalah untuk merumuskan strategi kebijakan pemasaran HHBK. Penelitian ini dilakukan di Kabupaten Seram Bagian Barat, Provinsi Maluku. Data primer dan data sekunder dikumpulkan dengan metode eksplorasi dan observasi. Hasil penelitian menunjukkan bahwa strategi pemasaran dari HHBK mengutamakan pengembangan pemasaran dan pengembangan produk HHBK, dengan melaksanakan kebijakan: 1) Peningkatan kuantitas dan kualitas produksi HHBK; 2) Penguatan informasi pemasaran; 3) Peningkatan kualitas SDM petani melalui kegiatan pembinaan dan penyuluhan; 4) Peningkatan pemberian bantuan modal usaha, khususnya kepada petani minyak kayu putih; 5) Peningkatan kegiatan promosi pada tingkat provinsi dan nasional; 6) dan Penciptaan suatu mekanisme pengurusan izin yang mudah dan cepat.

Abstract

Industri mebel umumnya termasuk dalam industri kecil dan menengah. Selain berperan dalam penerimaan devisa, bisnis di bidang mebel ini juga menciptakan lapangan kerja bagi masyarakat terutama di Kabupaten Jepara. Adanya hubungan (pemberi kepercayaan) - (penerima kepercayaan) yang terjadi antar aktor atau pelaku di dalam rantai berpengaruh terhadap besarnya distribusi nilai tambah yang diperoleh oleh masingmasing pelaku di sepanjang rantai nilai Tujuan dari penelitian ini adalah mengidentifikasi kelembagaan (aturan) yang terjadi antar pelaku di sepanjang rantai nilai mebel mahoni Jepara dan menentukan skenario kebijakan yang dapat mendukung bagi kelestarian industri mebel Jepara. Data yang digunakan meliputi data primer dan data sekunder. Analisis data meliputi identifikasi aktor dan kelembagaan (aturan) yang terjadi antar pelaku serta analisis manfaat biaya yang terdiri dari NVP, BCR dan IRR. Hasil penelitian menunjukkan bahwa (1) para pengrajin ( ) memproduksi mebelnya lebih didasarkan pada pesanan pembeli ( ). agent principal Asymetic information yang terjadi antara pedagang kayu dan petani juga telah mengakibatkan posisi petani sebagai (2) Nilai NPV, BCRdan IRR untuk tiap pelaku berbeda-beda tetapi nilai-nilai tersebut mengindikasikan bahwa pola kemitraan yang terjadi antar pelaku dalam rantai nilai mebel mahoni saat ini sudah efektif. Skenario kebijakan yang dapat diterapkan adalah kebijakan yang bersifat insentif bagi petani hutan rakyat, peningkatan kemampuan pengrajin di bidang pemasaran; dan membangun aksi kolektif diantara pengrajin. price taker;

Abstract

ABSTRACTMangrove forests in Tongke-tongke is an example of success story of natural resources self governing. The research aims to describe the dynamic of local institution development and its effectiveness in mangrove management growing on accretion land in Tongke-tongke village, East Sinjai, South Sulawesi. This is a qualitative research by using case study method. The results showed that even without government support, collective action in mangrove management can be realized through various rules and agreements formulated collectively by local institution. Achievement of its management was evaluated by using design principles of Ostrom. Norms and rules agreed by the community has functioned as guideline in mangrove management following enforcement of sanctions for noncompliance. Accretion land under Act No. 16 of 2004 is state property but due to late support and government attendance has caused state property status becomes illegitimate. Ambiguity in tenurial status causing property typology of mangrove forests in East Sinjai can not be classified strictly. This then instigate multilayer property status for different types of products and services produced impying changes in access right to mangrove forest. The success of communities to manage mangrove sustainably in Eastern Sinjai should be supported with the provision of legal access to the public.Keywords: acccess right, accreting land, institution, mangrove, property status,ABSTRAKHutan mangrove di Tongke-tongke merupakan success story kemandirian masyarakat dalam melakukan pengelolaan sumberdaya alam secara lestari. Tujuan penelitian adalah untuk mendeskripsikan dinamika perkembangan serta efektivitas kelembagaan lokal dalam pengelolaan mangrove yang tumbuh pada tanah timbul di Desa Tongke-tongke, Sinjai Timur, Sulawesi Selatan. Penelitian ini merupakan penelitian kualitatif dengan metode studi kasus. Hasil penelitian menunjukkan bahwa walaupun tanpa dukungan pemerintah, aksi kolektif untuk menanam mangrove dapat diwujudkan melalui berbagai aturan dan kesepakatan yang dirumuskan secara kolektif melalui kelembagaan lokal yang dievaluasi menggunakan desain prinsip Ostrom. Norma dan aturan yang disepakati telah berperan menjadi patokan tindak masyarakat dalam menjaga tegakan mangrove berikut upaya penegakan sangsi bagi yang melanggar. Meskipun tanah timbul secara de jure menurut Undang-undang No 16 Tahun 2004 berstatus lahan negara (state property), namun negara yang terlambat hadir menyebabkan status state property menjadi tidak legitimate. Ambiguitas dalam status property menyebabkan tipologi property hutan mangrove di Sinjai Timur tidak dapat diklasifikasikan secara tegas sehingga menghasilkan status property yang berlapis (multilayer property) untuk berbagai jenis produk dan jasa yang dihasilkan yang kemudian berimplikasi pada perubahan hak akses masyarakat terhadap hutan mangrove. Keberhasilan masyarakat dalam mengelola mangrove secara lestari di Sinjai Timur perlu didukung dengan pemberian akses secara legal kepada masyarakat..Kata kunci: hak akses, kelembagaan, mangrove, status property, tanah timbul

Abstract

Mangroves forest ecosystem along the east coastal in Lampung Mangrove Center (LMC) Margasari Village is a renewable resources. It is a border between two ecosystem. Because of that situation, more than one stakeholders involved. There are department involues, Forestry Fisheries and Marine, and Agriculture Department in East Lampung District. Often, the policy of each department is not efficient and effective.  Based on that situation, on 2006, the mangroves management try to make an integrated model between the stakeholders.  In this research, It want to know the effectiveness of that model.  The samples in this research used Simple Random Sampling which they were 25 the people and the team of integrated management of University of Lampung and the East Lampung Regency government. The datas will be described and analysis with SWOT Analizing (Strength, Weakness, Opportunities, and Threats). The strategy of the integrated management will be defined after that.  Integrated management of mangroves ecosystem in Margasari Village have in good management of sustainability approach and increase the welfare of the people.  The position of the analzing of the integrated management is on the aggressive curve.  It is indicated that the integrated management has been done since 2006 have progressive development, between the people, government, and  University of Lampung. The strategies of management plan are education for the people on mangroves ecosystem functions and benefits, human resources development, law enforcement in break the rule in mangroves management (illegal loging and wild harvesting), development in international and national net working,  science and technology development, and  community empowerment and economyc increase.

Abstract

Management of National Parks cause interdependence of many parties so that required appropriate institutional arrangements. However, the rules which have been designed in an institution often not implemented by stakeholders sustainably. This phenomenon occurs in Lore Lindu National Park (LLNP), in which property rights and the rules of Community Conservation Agreement (CCA) designed since the early 2000s is not implemented by stakeholders in LLNP. This problem situation suspected closely related to the interests, capacity, rights, responsibilities, revenues and relationship between stakeholders in the management of national parks. This research aimed to understand how the interests, capacity, rights, responsibilities, revenues and relationship of the stakeholders affected the performance of CCA. To achieve these objectives, this study was using a stakeholder analysis with 4RS framework (rights, responsibility, revenues and relationship) and analysis of access. This study used qualitative research methods with conduct interviews with key informants to obtain deeply explanation about the role the stakeholders in the agreement. The study found that the high interests of stakeholders to resources of LLNP were land, timber for local need, biodiversity, water and tourism. Local community have high capacity to access gain of resources in LLNP, while the high control access capacity in LLNP were LLNP officer, Village Chiefs, Customary Institutions in homogenous villages and Village Conservation Council/LKD in Rimba zone. However, they did not have high capacity of access maintenance for the use of forest resources. Imbalance of rights, responsibilities and revenues of stakeholders became one the constraints for the sustainability CCA. The relationship between local communities, local institutions to BBTNLL was categorized as poor, even though it has constructed efforts of conservation agreements

Abstract
