Jurnal Transformative is published by the Department of Government Study, the Faculty of Social and Political Science, Universitas Brawijaya. The writing is published after undergoing a peer-review process by providing an exclusive analysis on social, political and government issues from various perspectives. Jurnal Transformative provides high-quality studies outcomes and new thoughts for academic practitioners, researchers, and the public to break down the complexity and dynamics of contemporary socio-political changes. Published twice a year, in March and September. Jurnal Transformative invites researcher, academician, practitioners, and publics to submit their critical writings and to contribute to the development of social and political sciences.

Abstract

This study explains about bureaucracy, corruption, and power. Bureaucracy is an institution that has huge power in governance. Such power deals with public interest, and potentially it can also be abused. One of power abuses in bureaucracy is corruption. Both bureaucracy and corruption are huge problem that needs to be solved. If bureaucracy corrupts, it will impacts to bad public service, bad government performance, and disadvantaged people. In reducing of power abuse in bureaucracy, political and civil society controls are needed. The control is very needed for guiding bureaucrat behavior in doing job and function.

Abstract

This paper discusses about political process of alienation by bureaucrat in Central Lombok region. Political policy of alienation is conducted by government in purpose to punish several bureaucrats that politically oppose in local election. Alienation policy is political punishment towards bureaucrats in purpose to cut off surely their career. If it is not, the bureaucrat will be non-job. Because of that, the political policy of alienation is very frightening for local bureaucrats who dissent with head of local government.

Abstract

This study attempts to explain dilemmas in bureaucracy after the decline of New Order regime. Attempting bureaucracy reform is one of important agendas to find new format of better bureaucracy as well as to support democratic transition process in Indonesia. For that, specifically this study highlights relation between implementation of bureaucracy reform and development of democracy in purpose to create professional and effective bureaucracy. This study concludes that implementation of bureaucracy reform has yet been implemented effectively in creating professional bureaucracy. It is caused by some factors such as; the first is low of bureaucracy management quality and bureaucrat professionalism relating with integrity and technical ability. The some factors are implication of continuing of patrimonial legacy from New Order regime. The second, the presence of democracy in other side becomes a new mechanism for making bureaucracy as power machine by a group of people, politicians as well as bureaucrats.

Abstract

Governance today is no longer solely the responsibility of government, but of all the actors in a country. Why this is so, the role of government is certainly still needs related to the provision of public services. The problems that exist in Jombang is difficult licensing services, too complicated, time-consuming, expensive cost plus the community was thinking radically. They still do not understand the meaning of taking care of a license for what and what's in it for them, especially people in remote villages that are unreachable information. Given this reality, Jombang Jombang Regent, H. Suyanto, initiates in licensing by making services with procedure "Pick up Ball". With reference to the Minister Regulation No.24 of 2006 on One Stop Services and decree No. 11 Year 2008 on Main Duties and Functions of Licensing Service Agency. The mechanism of this program is to go to 22 sub-districts in Jombang to give services to the community as well as socialization. This activity is carried out since the second week until the next 22 days starting one day be filled in one sub-district. Making this program has great benefits for society because it does not need to take a long time also does not charge in the permits, in addition to the public confidence has also been quite high.

Abstract

Strategy of bureaucracy reform in local government is an effort and a step to strengthen locality and to solve many challenges in globalization era. Bureaucracy reform is not only to simplify bureaucracy structure but also to change mind set and work culture in bureaucracy, particularly in administrative management of local government. Bureaucracy reform had launched since reformation era, but it has faced impediment and challenge such as bad bureaucrat behavior, many corrupt bureaucrats, bad public service even though decentralization has been objectified. Performance problem has not been better yet even performance indicator has been available. Therefore, bureaucracy reform conceptual model as guideline in structure improvement, work culture of local bureaucracy, and strategy of bureaucracy reform consisting steps of bureaucracy improvement are important thing. As a result, there are general direction or strategy of bureaucracy reform as guideline for improvement of structure, performance, and culture in local bureaucracy, particularly local government, Cimahi city.

Abstract

The low quality of public services in the field of licensing causes the community and businesses reluctant to take care licensing. The low quality of licensing service is demonstrated by the absence of a mechanism or procedure clearly regulating the licensing, long processing time, costs and conditions of licensing. Ponorogo Regency government respond to central government policies that aim to improve and simplify system of licensing services with the establishment of the Integrated Licensing services Office (KPPT) in 2009. This is a manifestation of a serious commitment under the leadership of the Regent of Ponorogo, Muhadi Suyono, to improve continuously the image of public services in order to be better in the future. Ponorogo KPPT continues to make improvements in terms of improved public services, opens to the public comments and suggestions regarding the performance KPPT, and accesses clear information to the applicant to take care of all licensing. The main change resulted with improvement in field of licensing in Ponorogo is the openness of the clear procedures to manage licensing, range time to take care every kinds of licensing respectively, the requirement to be met, the costs and reduce the practice of widespread extortion by officers.

Abstract

This paper explains about huge bureaucracy phenomenon in SBY government era. The huge bureaucracy can be understood as an ineffective government. SBY policy with huge bureaucracy is a form of his political choice in purpose to accommodate his supporters. Parkinson model is usually used in U.S government system. Because of that, when SBY adopted huge bureaucracy model, many critics was pointed to him. Why? Because it is not suitable with spirit of thin structure and rich function.

Abstract

Bureaucracy reform is an important thing. The aim is to actualize good governance, particularly in Bandung city. The research is started with continuing previous program, program socialization, recommended evaluation or progress of bureaucracy reform, arrangement of reformation agenda in 2015-2019, implementation of regulation, gradual report related with progress of bureaucracy reform program in Bandung city. Bureaucracy reform is implemented in purpose to actualize increasing of public service quality towards society. The government has issued many regulations as legal and operational directions in implementation of bureaucracy reform in period 2015-2019. The research has special target for helping local government, Bandung City in arranging road map of bureaucracy reform in Bandung City in second period, based on National Medium-Term Development Plan (RPJMN). With this special target, increasing of public service quality by Bandung bureaucracy will be reached.
