Abstract

Abstract : Economic growth in the emerging market is often followed by rent-seeking activities and corruption. Rent-seeking practice actually can happen everywhere; in advanced countries as well as in developing ones. However, rent-seeking activities in developing countries can be found in every activities. Korean experience is remarkably different. Abstract

Election, either local or national sometimes can be assessed to mark success story of democracy in a community. However, people might not understand that election is only subsystem within democracy. There are many other subsystems that support democracy, such as policy, leadership, procedures and mechanisme, transparancy and accountability. In order to mark succesful democracy, people must consider any other factors that creates democratic system as a whole.

Abstract

Learning Organisation is an organisation aim for capacity building, self adjusment and continuosly changing to keep up with enviroment dynamic change and guarantee organisation longetivity learning model can be conducted within group or team or units within organisation and individual is a process achieved by person throuh learning to improve human resource capacity. To create learning organisation it takes five elements, the are : individual skill, vision, metal model, learning team and thinking sytem. Therefor organisation will be able to accept future  challenge.

Abstract

Corruption was being the most popular issue in Indonesia, because corruption was broken not only law order, but even social value. Corruption in Indonesia have been recognized as the main source of poverty. For this reason, Susilo Bambang Yudhoyono should proved his political agreement to wipe out of corruption. The winning SBY on Pemilu 2004 also because of his political agreement  for cleaning corruption as extra ordinary crime. As we realized that corruption in Indonesia have known as a systematic crime, so for handling corruption also need systematic efforts, not only law enforcement and bureaucracy reform, but the most important was how to create culture against corruption.

Abstract

Nowdays, crime has been part of daily life in Indonesian people. It is easy for us to find the news of criminal in newspaper, tabloid, magazine, television and other mass media, moreover, it is often become main topic even in infotainment. In other word violence is adhere to Indonesian people’s life, because it is not only appear in great moment like transition of power but also in daily live. We often watch in television when someone is not guilty but he has to lose his life. He has been attacked overwhelwirsly and beat just because people shout to him as a thief. Nevertheless, when we observe, the arresting process or reaction of a victim are incident that have been exposed frequently, so the effect of violence show give negative attitude for the public of media. As a nation that admit, hold in respect and bent on uphold to the Human Right, all violence have been proceed according to the law in order to accomplish justice and protect people’s rights including the victim and suspect.

Abstract

Abstract: Consumption has become one of the most significant matters in the modern life, that people can not live without consuming. This is the result of social construction to perceive consumption as a way of pursuing happiness, which means that everyone as the member of modern society is obliged to take a part of it. However, what people consumed is not as simple as fulfilling the needs, but more about the signs attached to what they are consumed. This writing is about the social logic of consumtion as explained by Jean Baudrillard. He described consumption as a process of social signification, communication,  classification and differentiation. People use consumption as a language. Abstract

Political campaign of Jawa Tengah will be an interesting place for each candidates to political image development. Many issues are expossed by political communication to persuade the specific audience, paid their attention to winning election. Planning and making the strategy of campaign need to the nature of voters, so the messages of campaign achieve them and make change to the voting of candidates.

Abstract

Abstract:The acceptance of remuneration allowance for civil servants or members of bureaucracy has disturbed people's sense of justice. It is due to services performances that still unwell managed, and many of our people still live in bad condition, such as malnutrition, unemployment, broken school buildings, and poverty. Therefore, civil bureaucrats should balance it with real actions. In particular they must be friendly, uncorrupt, and unpicky. While in general,  civil bureaucrats should improve their performances in each functions and duties, either as village or sub-dictrict apparatus, police, military, in legal, and so forth. Abstract

Aim of this research is to decribe the implementation process of Gerdu Kempling in Kota Semarang and to identify obstacles during the process. Gerdu Kempling is basically a top down program from Kota Semarang in order to curb poverty. It is a top down program in a sense that initiative to include community participation was coming from the Government. In order to discuss the process, this paper was conducting through implementation theories from Van Meter and Van Horn, Edward III, Mazmanian and Sabatier, and Grindle. Research approach of this paper is qualitative approach with its locus in Kelurahan Tembalang Kota Semarang. The research concludes that supports in the program are varied. For instance, support from BNI is related to economic program such as cows, goats, and money to support micro finance activities;  whereas support from government institution namely Disnakertrans is in a form of trainings. The main obstacles of the implementation process are community mindset of the program (that it is a grant) and the unclear formation of communication. Therefore, continuos intensive dialogs to program recipients are needed especially to clarify that the supports are not grants and that it has to be shared with other members. In order to develop better communication form, it needs coordination among stakeholders. Coordination can be started from planning process to monitoring and evaluation stage. Evaluation can be done through the help of the program recipients themselves.

Abstract

During the last two years, the price of food in global market increased significantly. Various factors, such as population growth, biofuels development, oil price rise, midlle class’ life style, urbanization, WTO’s stipulation, influenced the increase. Political protests, lauched by middle and lower classes, occured in many developing countries, especially in Africa and Asia. They demanded their governments decreasing the price soon. The US, as a rich country, introduces food and program for other countries under the PL 480. Yet, the program was criticized. In reality, it brought benefits for Americans mostly and did not contribute meaningfully decreasing the suffering of the poor in developing countries.
