Abstract

Abstract :The function of supervision is the authority of the House of Assembly (DPRD) especially when it must do supervision over the implementation of local regulation and other rules, the usage of APBD, the policy making and performance of local government in organizing local development, and the execution of international cooperation in locality. Being main stakeholder in local public service, DRPD is expected to stimulate the improvement of public service quality. In reality, the mechanism to implement the function and task of supervision of DPRD over the government of Situbondo Regency is not systematic. One reason is that there is no legal base for technical guide of supervision system. The committees in DPRD of Situbondo have undergone the supervision over local government but their supervision is not focusing upon their performance on task field of the committee. The supervision by the committee is a merely routine, not touching the core of problem, and still away from giving concrete solution. The implementation of task and function of supervision in DRPD of Situbondo Regency over the government (Local Leader), therefore, must be supported by strong legal base, adequate fund to facilitate task and function implementation, and reliable facility, structure and infrastructure, as well as the sufficient backup from the secretariat of DPRD. Research method is qualitative. Analysis technique is Miles & Huberman’s interactive analysis model.

Abstract

Policy Formulation the Government of Timor-Leste in the protection of the rights of children in conflict with the law, as efforts to implement the Convention on the Rights of the Child was ratified in 2003. The purpose of this study is to describe and analyze the formulation of government policy of Timor-Leste in the protection of the rights of children in trouble with the laws and the types of methods used in this research is descriptive with qualitative approach and interactive models as data analysis techniques. The study's findings indicate that the formulation of government policy Timor-Leste based strategic plan Government of Timor-Leste in the justice sector; human resources owned by the Ministry of Justice, particularly in the National Legislative Agency is very minimal and also public participation in policy formulation; cooperation built by the National Legislation Agency nice fellow public agencies and private organizations for this to be effective at all; National Legislation Agency is government agencies that fund is not an issue; In carrying out its duties and functions very not optimal because it has so far not been successful National Legislation Agency pouring a policy on the protection of children's rights into the format of a particular regulation.

Abstract

Corruption is a disease that disrupt and damage mechanisms of public administration. The phenomenon of corruption has made public service misdirected, wasteful, increasing poverty, thwarted welfare programs, making deforestation, courts without justice, and affect the relationship between the elite with the masses into gaps, leaders do not aspirational and not responsive to the public interest, as well as the social system becomes selfish individuals in society into mutual distrust and mutual suspicion, competition in the pursuit of economic values become unhealthy. And corruption in Indponesia already in the most acute stage, at least it has been shown by the data of Transparency International survey last few years Indonesia ranks as the most corrupt country in the world. Despite the Anti-Corruption Commission has been established and has managed to imprison corrupt officials, both at central and local levels, but corruption continues to increase. Diverse forms of corruption have, first, the daily petty corruption that became a habit in the environment of government employees, conducted when spending public money for purposes publk services, for example, a copy of the document, meubelair shopping, and so on which of the funds is not how. The second intermediate corruption, embezzled funds fairly dozens to tens of millions, occurs in mid-level officials. And are often carried out by private parties who carry out government projects, such as building rural roads or district. The impact on the quality of roads or buildings to be bad. The third high-level corruption involving officials of the minister or the governor doing my level of cooperation with the private sector in the implementation of the procurement of goods and services.

Abstract

The objective of research is to investigate the influence of budget management on work performance of government organization in the public sector organization. Research also attempts to examine whether budget management is influential to the performance of public sector. Data are collected through survey with questionnaire. The collected data are processed using SPSS Version 18 to attest whether there is direct and indirect influence of budget management on the performance of public sector organization.Research population is the staffs at The Office of Administration in Ainaro Regency. Questionnaire is given to 35 respondents. The analysis technique is simple regression analysis supported by the software of Statistical Product and Service Solution (SPSS Version 18) that is considered as helpful in data analysis. Independent variable is budget management (X) whereas dependent variable is organizational performance (Y). Before hypothesis testing, the testing instrument is examined through validity test and reliability test. Result of research indicates that there is a direct influence of budget management on organizational performance. The result of current research is supporting previous research and it has been considered as aligning with budget theory and public sector performance.

Abstract

Abstract: The Implementation plan of micro businesses or Micro Pequenas Empresas (MPEs) development in Timor Leste conducted by the Directorat Geral Industria e Cooperativas, Ministerio do Comercio, Industria e Ambiente. Implementation in Viqueque district based on Ministerial Decree No. 1/2013 article 18 about MPE development plan. The aim of this plan are for creating jobs, increasing economic growth, reduce unemployment and poverty. Research design in this article is qualitative descriptive study and using Edward Model III to analyse. Research Findings show that policy implementation of MPE development is not match with the targets.it is due to insufficient expert staff who implemented plan, the lack of effective communication between policy makers and implementers of strategic plans, and limited resources and infrastructures. The attitude of officials more inclined to political interests than the professionalism. Changing in the bureaucratic structure made lack of leader traction on taking decisions in the implementation of the plan.

Abstract

Generally, UKM in Indonesia have not been held and the maximum use of accounting information in the management of its business (Rochmat, 2003; Fansuri, 2006; Firdaus, 2010; Hubeis, 2012). As same as UKM Batik Malangan who has not been organized and use accounting information maximally. The purpose of this study was to determine whether UKM Batik Malangan Kelurahan Bandungrejosari Malang has implemented accrual basis accounting method or not.This type of research is a descriptive research. The location that used in this research are UKM Batik Malangan Kelurahan Bandungrejosari Malang. The technical of collecting data that used in this study was a questionnaire, observation, interview and documentation. Data analysis method that used in this study is distributing questionnaires to the respondents, the questionnaire process and conclude whether UKM Batik Malangan already implementing accrual accounting method or not. The results showed that UKM Batik Malangan did not apply accrual accounting method. All this time, UKM have not made a financial statement, and to determine the profit or loss obtained each year, UKM Batik Malangan only calculate the amount of income is reduced by the costs incurred. So as to obtain additional capital from bank loans, UKM Batik Malangan has hard problem, as all this time they have not implement accounting.

Abstract

The successful application of New Public Management (NPM) at some developed countries has cleared path for perpetual promotion of NPM doctrines into developing countries. Privatization is a doctrine in which the service delivered by the government shall be shifted to the hands of private agents. De-bureaucratization is considered as superior because it promises performance improvement if compared to classical public administration. The government of Indonesia starts to acquaint with Reinventing Government since the end of 1990s. The most obvious implementation is the application of decentralist governmental system based on Law No. 22 of 1999 about Local Government which is then amended into Law No. 32 of 2004. New Public Management (NPM) is an important concept and also a significant issue in the public sector reformation. This concept concerns with the problems found in the management of performance at public sector because performance measurement is one of main principles of NPM. The movement of NPM starts from developed countries in European and it has gone far into a global movement such that many developing countries are inspired by the global distribution of this concept. Research attempts to describe New Public Management (NPM), New Public Service (NPS), and Governance in public administration. What will happen with other paradigms after the emergence of New Public Management is also explained. The application of New Public Management and problems behind this application are elucidated. Few illustrations are also given about the difference between Old Public Administration, New Public Management, and New Public Service. The objective of this research is to explain the development and application of New Public Management in public administration / governmental organizations in order to create good governance in decentralization area or wide local autonomy.

Abstract

Policy Implementation to Monitoring Parliament Election, supervised by the National General Election Commission KNPU (Comissão Nacional da Eleiçoês CNE), based the law No.5/2006 on Election Supervisory Agency. Monitoring general election of parliament, was held on July 7, 2012, with of goal choosing the leaders of 21 political parties and coalitions of parties, above preconditions parliament election with the use D'Hondt method application, that is; each of the political parties and coalitions parties, must the meet criteria of 3% or (12000) the voting results obtained, to seize the amount of 65 seats of the national parliament. Research was method used is descriptive research with a qualitative approach. Data collection techniques of observation, interviews and documentation. Data analysis of, using interactive model of, Miles, Huberman and field Saldana 2014. Findings are indicate that the field of policy implementation monitoring election of parliament, including implementation mechanisms, human resources, the electoral system, the nature of elections and democracy, the actors involved in implementation of the Parliament election. There are factors supporting and Policy Implementation to monitoring Parliament election. Supporting factor: The existence of a strong commitment the president KNPU / CNE. System Operating Procedure (SOP), which is structured. The existence of education and citizenship program. The existence Actualization System Data Base. Inhibiting factor: The increasing violation by political parties in campaign. Lack of limited human resource. Lack of understanding the symbols by political parties and the coalition parties.

Abstract

The issue of overlapping duties and functions, overlapping workloads, and subjectivity redistribution employees are human resource management issues are complicated and difficult to solve especially in public sector organizations. Job analysis and workload analysis is a tool that can help to provide a relevant consideration employment policy formulation, management, institutional and supervision. This researc has the objective to describe and analyze the implementation of the results of job analysis and workload analysis on human resource management activities in the Office of the Public Library Malang to improve employee performance. This research uses descriptive method with qualitative approach. The findings in this study is the lack of utilization of the results of job analysis and the workload on the organization of the public sector, where the condition is affected by the limitations of the budget allocation, the commitment of top managers, the dominance of interests, and negative perceptions.

Abstract

This research is motivated by the need to foster the emergence of SMEs in Timor-Leste since the role of SMEs may be able to provide jobs and contribute to an increase in tax revenue. there are two problems in the study: (1) How CIPP model evaluation training program implemented by IADE, (2) the challenges of program implementation SIYB entrepreneurship training modules what are faced by IADE. Research on the evaluation of SME entrepreneurship training program aims to describe the extent to which the results of the evaluation of the CIPP model of entrepreneurship training programs (2) To know the challenges of entrepreneurship training programs. The method used is descriptive qualitative research focus is to use the model Context, Input, Process, and Product (CIPP) and data collection techniques are interviews, documentation and observation in depth. Analysis of the data used interactive model (Saldana Miles and Huberman, 2014). Its findings are (Input) assistance is still lacking. Lack of monitoring and evaluation. Process (process) Addition of experience and practical knowledge and suitable materials, the need for exercises (exercise) It should be good for TNA. (Product) the addition of knowledge and experience, expansion of business units, increased revenues, and increase the amount of labor.
