Abstract

Kampar Regency is one of the areas that are included in six areas prone to smog in Riau Province. Moreover, of the six smog-prone areas in Riau Province, Kampar Regency is also the district with the largest population of the other five regions. Thus, inevitably resulting in more and more people being affected by the emergence of smog. Thus, of course the Kampar Regency Government has coordinated with relevant agencies in overcoming this haze disaster. The purpose of this study was to determine and analyze the implementation of the coordination of the Kampar Regency Government in Haze Disaster Management. The research method used is qualitative descriptive through in-depth interviews with competent parties stating that in measuring coordination there are four main variables, namely unity of action, division of labor, communication and discipline. Based on the results of the study it can be concluded that the coordination of the Kampar Regency government in dealing the haze disaster has been running quite well.

Abstract

This study aims to analyze the role of the West Sumatra Provincial Government in Control of Rock Mining in Sikabu village, Lubuk Alung sub-district, District of Padang Pariaman. As a background of this research is founded that the high level of rock mining exploitation activities in the form of landfill and sirtukil excavation had an impact on road and bridge infrastructure causing damage and disconnection of transportation routes around the mining area, while there was no improvement to the infrastructure. The focus of this research is how to control rock mining in the site. The role of the provincial government in controlling rock mining, and the factors that influence the role of the provincial government in controlling rock mining. The research is a qualitative research with a descriptive method. Data obtained through observation, interviews, and documentation study. The data validity test was done by using source triangulation technique. Data processing techniques with data reduction, data presentation and drawing conclusions. The results of this study indicate that the role of the West Sumatra provincial government which is part of an integrated regional law enforcement team (in accordance with the Decree of the Governor of West Sumatra Province Number 332-107-2019), is not running effectively because the role of the government as information is not well implemented. The lack of mining raids carried out by the government has an impact on the low level of community awareness. Many communities deliberately avoid mining raids which are only occasionally carried out by the government. In fact, this mining raid aims to provide socialization to the community about the importance of environmental balance in exploiting rock mines. Several factors that influence the role of the provincial government in controlling rock mining in the village of Sikabu are among others: a) Disparity of vision and mission among agencies that are members of the integrated regional law enforcement team. b) Limitation of provincial government budget for mining raids.

Abstract

The background of this research is based on the phenomenon that the function of the Regional Representative Council (DPD-RI) tends to be limited to issues related to regional autonomy policies. As a result, the involvement of DPD-RI in carrying out its functions as part of a representative institution is less than optimal. The purpose of research of The Regional Representative Council of the Republic of Indonesia (DPD-RI) was conducted to evaluate the functions of DPD-RI and was focused on the effort to answer how DPD implements its legislation, representation, deliberation, scrutinize, recruitment and training functions. The research method used qualitative method to build explanations about the functions implemented by DPD. The result of the research shows that DPD has yet optimize its functions because of the problem of original power, legislation limitation, and its deliberation was not binding. Therefore, it is necessary to amend The UUD 1945 to strengthening DPD authority and to establish a convention which makes DPD deliberations bind the other state institutions.

Abstract

Symptoms of increasing poverty are in line with the multidimensional crisis that occurred in Indonesia. One of the efforts to reduce the poverty rate that can continue to increase is by empowering the community. Community empowerment is one alternative in alleviating poverty. The purpose of this research is that the private sector or company has an obligation to contribute to the environment through the Corporate Social Responsibility Program. This research was conducted using a descriptive qualitative approach. The data used in this study are primary data and secondary data with data analysis techniques proposed by Miles and Hubberman, namely by data reduction, data analysis and drawing conclusions. The results of the study indicate that the implementation of the Corporate Social Responsibility Program in Increasing Community Empowerment at PT Bank Pembangunan Daerah Lampung Metro Branch Office shows that it has had basic steps and clear policy objectives as outlined in the decision of the board of directors No: 153. X/2018 concerning the Management of the Social and Environmental Insurance Fund of PT BPD Lampung, has the main policy source in the form of funds originating from net profit in 2019 with a percentage of 3.1% and 59.5% of funds for community empowerment programs. Communication between organizations has been carried out clearly and consistently. Characteristics The Implementing Body has a clear structure, attitude and tendency for implementers who are very responsive and understand program implementation as well as a very supportive economic and social environment.

Abstract

This paper aims to describe the Integrated Interdiction System's implementation in the National Narcotics Board to eradicate narcotics smuggling and illegal trafficking. Integrated Interdiction System is one of the actions included in government regulation called Instruksi Presiden Republik Indonesia Nomor 2 Tahun 2020 about national action plan to prevent and eradicate narcotics abuse and illegal trafficking (P4GN) 2020-2024. The theory used is the public policy analysis theory from William N. Dunn. At the phase of policy monitoring, used the social auditing approach. This paper used qualitative descriptive methods—primary data collected from interviews with the Integrated Interdiction System's implementor in National Narcotics Board. The secondary data collected from the literature study. This study's findings are the implementation of the Integrated Interdiction System fulfills three of four policy monitoring functions. Furthermore, concerned with the social auditing approach, Integrated Interdiction System fulfills the policy process of relations among input, process, output, and outcome.

Abstract

This study was conducted to determine the effect of change management and competence on the performance of ASN at the Legal Bureau of the Ministry of Agriculture. Management of Change in Bureaucratic Reform is carried out to change the culture and mindset of ASN so that it can achieve the expected Bureaucratic Profile in 2025. The Ministry of Agriculture, especially the Legal Bureau is committed to implementing Bureaucratic Reform within the Ministry of Agriculture, especially in the area of changes in the arrangement of laws and regulations. To achieve this, the Legal Bureau continues to strive to improve the competence of ASN as a drafter of laws and regulations. The application of change management and competency improvement in the Legal Bureau has the aim of improving performance in the Legal Bureau, especially in producing legal products in the Agricultural Sector. This study uses quantitative methods by distributing questionnaires as primary data to 49 respondents, while secondary data is collected through interviews and literature reviews from various journals, books, laws and regulations, and other internet sources. The results of the t-count of Change Management are 5.371 > 2.013, then there is an influence between Change Management on performance, while the t-count of Competence is 5.462 > 2.013, it can be concluded that there is an influence between Competence on performance. Based on the results of the study, it shows that there is an influence between change management on performance and competence on performance.

Abstract

Being the only institution in Indonesia with supervisory, regulatory and audit functions in the financial services industry sector, human resources in the Indonesia Financial Services Authority (OJK) are expected to meet the quality that is in line with the dynamic development of information technology and financial innovation. Needs assessment process is required as one of the OJK's efforts to futher improve its human resources, in which there is no size or scale required for behavioral and technical competence at each role level. The purpose of this study is to analyze the needs assessment and the factors that affect the needs assessment at OJK. Current research employs a post positivism approach with qualitative methods and field study data collection techniques through in-depth interviews and literature studies. Research results reveal that the needs assessment process at OJK has not used technical and behavioral competency measures because there is no measurement referred to in the internal regulations regarding current job descriptions, therefore OJK does not yet have an accurate employee database profile.

Abstract

This research is motivated by the phenomenon of the number of underdeveloped villages in Keroncong District, even though the area is in the capital city of Pandeglang, not in an area far from the center of the capital city. As it is known that: Regulation of the Minister of Villages for Development of Disadvantaged Regions & Transmigration (Permendesia PDT Trans) Number 2 of 2016 concerning the Developing Village Index (IDM) classifies Village Status into 5 (five) Village statuses. Banten Province has 4 regencies which oversee the village administration. Of the four regencies, Pandeglang Regency has the most underdeveloped villages. Meanwhile, the closest sub-district to the Pandeglang Regency government and the most underdeveloped village is Keroncong District. The purpose of this study is to reveal the cause of the number of underdeveloped villages even though the area is in the center of the capital city. The locus of this research is all villages in Keroncong District. The data used is secondary data, namely from the Department of Community Empowerment of Pandeglang Regency and Banten Province and the Central Statistics Agency (BPS) of Pandeglang Regency, BPS of Banten Province. The analytical technique used in this research is descriptive qualitative analysis and content analysis. The results showed that the development of village status in Keroncong District was dominantly included in the category of underdeveloped villages. There are two villages that fall into the category of not being left behind, with the category of developing. The two villages are Bangkonol village and Pasir Karag village. Bangkonol Village has a developing status because of the easy access to the national road that crosses the Pandeglang and Lebak Regencies and has close access to the Pandeglang Regency government center. Meanwhile, Pasir Karag Village has the status of a Developing Village because of its location close to the government center of the Keroncong sub-district, the number of government public facilitiesand a high community work ethic in entrepreneurship.

Abstract

The main difficulties in post-disaster are the lack of clean water availability, the residents have difficulty getting clean water, both for residents who do not want to leave their settlements, or for those who fled to other places. For example, during a flood, dug wells and pump wells submerge floodwaters in a few days, besides that in the evacuation places there are no clean water or adequate sanitation facilities. Therefore, the provision of clean water is absolutely necessary in disaster-prone areas. Provision can be done with water filtration facilities around the area or it can be a clean water tanker that can be distributed to people in need. The purpose of this study is to describe the implementation of the distribution of clean water allocation to communities in disaster prone areas as well as the supporting and inhibiting factors of such implementation. The research method is qualitative with data collection techniques from interviews, observations and documents studies. Data obtained with an interactive model based on three research focus variables namely, communication and coordination, resource support and disposition. The results showed that communication and coordination as a connecting channel between actors can foster a good disposition. Resource support has a major influence on whether or not the objectives of the allocation of clean water are to be achieved. Whereas the allocation disposition shows the implementor’s ability to respond and represent. Does not rule out the possibility of the three variables that grow factors supporting and inhibiting that can be used as consideration for overcoming problems that arise.

Abstract

Inpatients at the Jasinga Health Center in Bogor Regency have not met expectations. The purpose of the study: to analyze the effect of competence and discipline of health workers on the satisfaction of inpatients at the Jasinga Health Center, Bogor Regency, West Java. The framework of this research uses Competency Theory from Spencer and Spencer (Priansa, 2014: 258), Discipline Theory from Rivai and Sagala (2011: 825), and Goal theory from Lovelock (Latunreng, 2012: 152). Methods: This research uses quantitative research with an explanatory approach. Data analysis used the IBM SPSS Statistics Version 24 Program. Research Population The population in this study were recipients of inpatient services at the Jasinga Health Center from January to December 2019 as many as 781 patients, with Slovin (5%) getting 265 respondents. The sampling technique used accidental sampling. The results of the study: First, the positive and significant effect on the activities of inpatients at the Jasinga Health Center, Bogor Regency, West Java, with a regression equation test the magnitude of the effect is 0.997. Second, there is a positive and significant effect of the discipline of health workers on inpatients at the Jasinga Health Center, Bogor Regency, West Java, with a regression equation test the magnitude of the effect is 0.253. Third, there is a positive and significant effect of Competence and Discipline of Health Workers together on Inpatients at the Jasinga Health Center, Bogor Regency, West Java, with the magnitude of the influence of Competence and Discipline of Health Workers together on Inpatients at the Jasinga Health Center, Bogor Regency, West Java, reaching 0,789.
