Abstract

Licensing is the main thing about broadcasting arrangements. In a series of broadcasting regulatory process stages, licensing becomes the decision stage of the state (through KPI and KPID) to provide an evaluation (evaluation) whether a broadcasting agency is eligible to be granted or eligible to continue lease rights over the frequency.Indonesia Regional Broadcasting Commission or KPID is an independent state institution in Indonesia established in each province functioning as a regulator of broadcasting in every province in Indonesia. KPID is an institution capable of controlling the media, especially concerning Broadcasting Permit.License of Broadcasting (IPP) is the right granted by KPID to broadcasters to conduct broadcasting. To date there are seven local private television broadcasters in Banten Province (1.Untirta TV; 2. Baraya TV; 3. CTV Banten; 4. TV3 Tangerang; 5. CCNC; 6. Carlita TV; 7. CTV Network) broadcasting to obtain broadcasting licenses. The results of the study said that in the level of requirements that must be met by local private television broadcasters to obtain IPP, KPID has performed its duties optimally. KPID is always proactive towards local private television broadcasting institutions especially in guiding to complete the necessary conditions so that local TV in Banten Province can meet the requirements needed to manage IPP.However, in the implementation of its role related to the phases of acquisition of IPP, KPID has not played an optimal role in performing its duties and functions. This is because in broadcasting there is still a violation by local private TV in broadcasting concerning the content of the broadcasting. In addition, in taking the policy, KPID is still intervened by the local government in the form of broadcast television broadcasting that is in accordance with local government requests, which KPID should not be interfered by any party considering KPID is an independent institution. So it can be concluded that KPID in general can not perform its duties and functions properly. Kata kunci: KPID, Licensing, and Broadcasting Operating License

Abstract

This article describes the process of recognition ofIndigenous people in Australia of theAboriginal and Torres Strait Islanders. The 1967 Referendum is a new chapter and an openroad for Aboriginal people to try to regain the rights of those whoin the past were snatchedaway by the arrival of white people. The Aboriginal people and Torres Strait Islanderresidents were the first and the first to settle in Australia, long before the arrival of theEuropeans. Unfortunately, because at the time ofthe arrival of Europeans, Aboriginal peopleare still formed in tribes so far from civilized and civilized, as well as sovereign governments.Since the arrival of Europeans who claimed Australia as their territory of power, Aboriginalcommunities continueto experience discrimination. Starting from not being considered anAustralian ruler, it is not counted in the census of the population to be part of Australia, untilthere are very cruel controls against them, such as Aboriginal abolition, the aboriginalgeneration away from Aboriginal influence, until Aboriginal people are not allowed to enterAustralia. In fact, Aborigines get discrimination against public services as well, whencompared to other official Australian citizens. With the Australian Referendum raising theAboriginal issue began to pave the way for Aboriginal people to achieve their rights. With the1967 Referendum, Aboriginal people are counted in the Australian population census as partof an Australian citizen. In subsequent years, gradualdiscrimination begins to be abolishedin relation to race, ethnicity, or color. And finally, in 2013 it is stated in the constitution thatAustralia recognizes Aboriginal and Torres Strait Islanders as Australia's first inhabitants. This research uses qualitative description research method. Secondary data were obtainedthrough documentary studies, ie through magazines, newspapers, books and other sourcesrelated to this research topic. Keywords:Indigenous People,Discrimination, Referendum

Abstract

Abstract This article describes the Role of "Eka Lak Thai" in the development of democracy in Thailand. The author uses qualitative research methods, where the author makes a description, description or painting systematically, factually, accurately about the facts, the properties and relationships between phenomena that are investigated through literature. Thais, Buddhists and Kings are an inseparable part of Thai society which is dictated in the constitution. This has caused democracy in Thailand to be carried out autonomously not absolutely because there is no separation between religion and state, making it difficult for the implementation of democracy. Thai democracy is only ceremonial because it does not open space for freedom of opinion, because the existing tradition is not just a social attribute that can be easily accepted, but the existence of state convictions in Thailand has hardened and become a political identity that fills all space, both political space and social space society. Abstract

This article describes the Capacity of the Village Government in the framework of implementing the 2014 Law Number 6 concerning Villages which is very important in determining its success. In this study aims to determine the extent of the capacity of the Village Government in implementing the Village Law. Looking at the current condition of the Village which is very heterogeneous, both quantity, quality or capacity and even the potential of natural resources and human resources are very varied, so in the context of implementing the Village Law it needs to be addressed or concern us, especially academics. The problems in this study are: "What is the capacity of the village government in the framework of implementing the Law Number 6 of 2014 concerning Villages?. Looking at the present condition of the village nationally, special steps are needed in the framework of implementing the Village Law. The parallel steps that must be considered and carried out in order to succeed the implementation of the Village Law include: First, the capacity level of the Village Government, namely the readiness of the Village Tools and Village Institutions (quantity and quality). Quantitatively, most villages currently do not have complete equipment as stipulated in PP 43/2014 article 61-article 64. Meanwhile, the available equipment capacity still needs to be improved. Second, the quality of the compilation of Village Development Planning documents (Village RPJM, Village RKP and Village APB). Based on PP 43/2014, paragraphs 114-115 and PP 60/2014 ps. 20, it is stated that the use of the Village Fund refers to the Village Medium Term Plan (RKPDes) and Village Government Work Plan (RKPDes). The implementation of the Village Law requires the capacity of the village government to master the technical and mechanism of managing trained and professional finance. With a number of issues, the current unprepared capacity makes feedback in efforts to improve the capacity of village financial management, together with all stakeholders (stakeholders), actors in the field, groups of care / volunteers and all village communities, because village funds must be able to promote the village and prosper villagers. Keywords: Village Government Capacity, Implementation of Village Law

Similarly, with limited explanation ofstatistical methods, can be offset by assessments or base react to these conditions, as explainedby the theory of Black Swan.
