Abstract

ABSTRACT The information system of employee affair management is an aplication by using a web basic to manage all process to employee affair when consist of planning, development, management by using the technology information in process the employee data become an information. SIMPEG itself provides all information that related to the employee in PEMKAB Sanggau and gives information that related to the employee placement. The main problems in this research is what does the BKD of Sanggau region do related to the implementation of the information of system of employee affair management in employee placement and the inhibiting factor and efforts that is done to make the SIMPEG effectivelly in employee placement. Therefore, the purpose of this researchis to know, elaborate placement in BKD of Sanggau region. SIMPEG gets input such as employees data, which next will be process become on information that is done to the employee placemen.This research is done in BKD of Sanggau region especially in the scope of information and employee data. This researchis a descritive qualitative research by data taking through interview, documentation and observation. The technique of data taking is by using the purpose sampling technique. From this research, that effectiveness of SIMPEG in employee placement in BKD of Sanggau region is not effetive,is not optimal yet in the implementation which caused by inhibiting factor that is a lack of technology resources which is a main supporting to materialize SIMPEG and employee lack a close relation in coordination and communication in gining data and employee information. Abstract

ABSTRAK Penelitian ini berusaha menggali nilai-nilai historis yang masih relevan dalam era globalisasi dan era otonomi daerah menuju pencapaian visi dan misi bersama, yaitu masyarakat adil dan makmur. Kajian birokrasi dari aspek historis berdimensi: politik, sosial, ekonomi dan pembangunan sebagai cerminan dalam menapak kedepan meraih citacita berbangsa dan bernegara. Tujuan penelitian ini adalah untuk mengetahui perkembangan birokrasi di Kabupaten Lombok Tengah ditinjau dari aspek historisnya dan untuk mengetahui penyebab jatuh bangunnya suatu pemerintahan dalam periode tertentu. Metode Penelitian ini bersifat deskriptif-analitis dengan pendekatan kualitatif serta melakukan pendekatan-pendekatan secara historis dan normatif. Hasilnya menunjukkan bahwa Pemerintahan di Kabupaten Lombok Tengah merupakan kelanjutan dari pemerintahan lokal dimasa lampau, dengan konsep-konsep modern dan mengalami pasang surut dengan masuknya dominasi dan penaklukan oleh bangsa dan kelompok lainnya. Kurangnya rasa persatuan dan kesatuan serta timbulnya berbagai intrik yang berkembang menjadi suatu fitnah apabila tidak disikapi dengan bijaksana akan membawa kehancuran bersama. Nilai-nilai persatuan, kesatuan dan pluralism yang perlu diaktualisasikan serta ketahanan lokal menuju ketahanan nasional perlu diperkuat. Peran birokrasi sebagai agen pemersatu dan dan agen pembangunan, pembaharuan untuk menyejahterakan rakyat sangat menentukan dalam sepanjang sejarah. Peran tersebut tidak boleh diabaikan, karena akan menyebabkan timbulnya perlawanan rakyat dan memberi peluang kepada pihak luar untuk campur tangan serta mengambil keuntungan dari kondisi tersebut. Abstract

ABSTRACT In the country of law, the law is one form of legal norms formulation in the life of the state. The existence of laws in a country has a strategic and important position, regardless of the conception of the law, hierarchy of legal norms, as well as from the function of law in general. People’s welfare is one of the goals of the state. In the realization of the necessary mechanisms are reflected in the public policy that is made. This study aims to examine and examine the public participation in the formation of legislation to create the welfare state of Indonesia. The research of this scientific work, the type of normative legal research. The understanding of the welfare state can be applied in the formulation of legislation. Welfare is the dream of every society, and laws and regulations function as regulators and means of achievement. To realize the formation of responsive legislation in Indonesia, the formation of legislation in Indonesia must be subject to Article 5 and Article 6 of Law Number 12 Year 2011 on the Establishment of Legislation, And this is related to the formation of Legislation and adheres to the principles of the establishment of good legislation. Abstract

ABSTRACT The purpose of this study was to determine how much influence the credibility of communicators/informant on Knowledge Level Government Apparatus Village/Sub, how much influence Logic Design Links to the Knowledge Level Government Apparatus Village/ Sub, and how much influence the credibility of the communicator/Informant and Logic Design Book the level of Government Personnel Knowledge Village/Sub. This type of research used in this research is quantitative research eksplanatif which depict or describe a problem that the results are generalizable. Quantitative eksplanatif. The result of this research is that there is a direct influence simultaneously between variables Credibility Communicators and Design Links to the Knowledge Level of 0,260 or 26%, which implies that the influence of independent variables (credibility and message design) on the dependent variable (the level of knowledge) is approximately 26%. With high credibility communicator/resource will be easily trusted by the communicant. Keywords: credibility; communicators/speaker; knowledge

Abstract

ABSTRAK Penelitian ini mengangkat masalah implementasi kebijakan Keterbukaan Informasi Publik pada Badan Perpustakaan dan Kearsipan Daerah Provinsi Jawa Barat. Penelitian ini menggunakan pendekatan post positivist dengan metode kualitatif. Hasil penelitian ini menunjukkan bahwa (i) implementasi kebijakan KIP di Badan Perpustakaan dan Kearsipan Daerah Provinsi Jawa Barat belum berjalan efektif karena keterbatasan mempergunakan isi kebijakan dan konteks implementasi sehingga belum dapat terwujudnya keterbukaan informasi publik; (ii) untuk mendorong implementasi kebijakan KIP pada Badan Perpustakaan dan Kearsipan Daerah Provinsi Jawa Barat agar lebih efektif dapat mengacu tahapan pelaksanaan kebijakan informasi publik yang digagas oleh Open Government Partnership. Tindakan yang disarankan untuk memperbaiki implementasi kebijakan keterbukaan informasi publik adalah penyesuaian regulasi KIP di Kemendagri, penyusunan program yang jelas untuk implementasi kebijakan keterbukaan informasi publik, peningkatan kualitas pelayanan informasi publik, dan menciptakan sistem bank data dan informasi publik di Badan Perpustakaan dan Kearsipan Daerah Provinsi Jawa Barat. Kata kunci: implementasi kebijakan, kebijakan keterbukaan informasi publik.

Abstract

ABSTRAK Tujuan utama pengangkatan para sekretaris desa menjadi pegawai negeri sipil adalah untuk mempercepat terwujudnya tertib administrasi pemerintahan desa. Penelitian ini bertujuan untuk: (1). Mengetahui dan menganalisis prestasi kerja atau kinerja (performance) sekretaris desa setelah menjadi PNS dalam mewujudkan tertib administrasi desa. (2). Mengetahui dan menganalisis faktor-faktor yang menjadi penghambat dalam mempercepat terwujudnya tertib administrasi desa. Metode yang dipergunakan dalam penelitian ini adalah metode evaluasi dengan menggunakan 2 (dua) parameter: (1). Parameter kuantitas, yaitu dengan cara menilai dan sekaligus membandingkan antara hasil kerja Sekdes dengan beban kerja (tupoksi). (2). Parameter kualitas, yaitu dengan cara menilai hasil kerja Sekdes dengan keteraraturan, kerapian dan kesesuaian dengan aturan. Hasil menunjukkan Dari 10 (sepuluh) desa sampel pelaksanaan tugas dan fungsi Sekdes tersebut di atas baru hanya administrasi keuangan yang benar-benar telah berjalan sesuai yang diharapkan. Sedangkan administrasi desa yang lainnya belum tertangani seperti yang diharapkan oleh Permendagri Nomor 32 Tahun 2006 tentang Pedoman Administrasi Desa termasuk pengisian, pengadaan maupun penyimpanannya. Parameter kedua, yaitu kualitas yang dapat dilihat melalui keteraturan, kerapian dan kesesuaian dengan aturan. Semua desa yang menjadi sampel peneilitian belum memiliki buku administrasi seperti yang dimaksud dalam Permendagri Nomor 32 Tahun 2006 tentang Pedoman Administrasi Desa. Abstract

ABSTRACT The concept of government affairs generally evolved over time. Before the New Orde Government affairs generally simply point to the local government affairs in general and there is no clear boundary between central and local government affairs and handed over to representatives of the central government in the regions. New Orde government affairs generally is the whole affair the rest of the authority of the central government, whose implementation in decontration to the head region (up to the district level). Reform, the implementation of broad autonomy does not provide clear limits on the implementation of government affairs public, but in Act No. 23 of 2014 the nomenclature of government affairs public reappears in Article 225 paragraph (1) section (1) which states that the Head menyeleggarakan Government Affairs general delegated Regents/Mayors at district level. This research uses descriptive qualitative method with inductive approach. The data in this research analysis by Miles and Huberman method, stageconsisted of data reduction, data presentation, and verification conclusion. Based on the research field, the results are as follows: 1. Implementation of government affairs generally come from the president the authority delegated to regents and mayors will be forwarded to head with financing through the state budget process. 2. FORKOMPIMCA chaired by head of district. 3.Model implementation of government affairs generally run of head of district jatinangor is the third model is the residue government affairs in this public government affairs are handled by the respective levels of government. Abstract

ABSTRACT Depok is a city that is directly adjacent to the State Capital Jakarta. We know the city very narrow and very expensive housing land, the people’s choice is certainly suburb of the city that faced Depok. People in the sense of disappointment in the management of IMB, ranging from problems of slow and obscurity until the problem. convoluted procedure is coupled with process information that is not clear and always float, eventually the certainty of always not found. This research conducted with qualitative methods, collecting data through interviews, observation and in-depth discussions with informants who are directly related to the issuance of IMB service process, from the entire city of Depok regional organizations involved in the publishing process IMB. The results showed that the application of Electronic Government in the process of publishing Building Permit (IMB) in Depok in West Java has not applied thoroughly and with a system that has not integration. Implementation of Electronic Government in the work units involved in the process of IMB also yet thoroughly and also not maximized in the improvement of work processes (Business Process reengineer). Information Technology applications and infrastructure used in the process of issuing building permit was not optimal in helping the process of IMB. This study also shows the weakness of the role and functions of the organization which accountability in the application of information technology, lack of commitment in the implementation of electronic government, the difficulty of doing business systems integration services network IMB).
