Jurnal Resolusi adalah sebuah jurnal ilmiah dalam bidang Ilmu Sosial dan Politik. Jurnal ini diterbitkan oleh Program Studi Ilmu Politik Universitas Sains Al-Qur’an Jawa Tengah di Wonosobo. Jurnal Resolusi diterbitkan setahun dua kali yaitu pada bulan Juni dan Desember. Jurnal ini terbuka untuk berbagi kajian ilmiah tentang isu-isu sosial politik dan perkembangannya di Indonesia maupun skala yang lebih luas. Jurnal ini juga terbuka untuk penulis dari berbagai pendekatan ilmu agar dapat memperkaya perspektif. Harapannya adalah agar jurnal Resolusi dapat memberikan kontribusi atas berbagai persoalan sosial, kebijakan, dan isu-isu strategis lainnya.

Abstract

In a state with democratic system, political campaign tremendously becomes essential for introducing a candidate to the society. Political campaign is understood as an organised attempt trying to influence the decision making process in a particular group. Aiming at winning an election, every candidate has to consider some adequate strategies and plans. The strategies and plans are important because they determine the winning of the candidate in the election process. This paper examines the concept of campaign as a part of political communications. By explaining the concept of messages and strategies, this paper concludes that the success of a political campaign requires the planning and formation of a sufficient team to maximize the strategies.

Abstract

The news about e-KTP corruption has attracted public attention thaks to the role of media that continually publish the case. This paper tries to explain the news of alleged corruption cases involving Setyanovanto, especially in Kompas media, using framing analysis. By analising several articles in Kompas media, this study concludes that news framing can construct public perception. The inappropriate process of framing the news on detailed content descriptions can further confuse the public. Thus according to the framing analysis, which is derived from the theory of social construction, the reality of news has not fulfilled the three aspects namely aspect of social, aspects of construction, aspects of reality.

Abstract

Poverty, legal injustice, discrimination, non-fulfillment of human rights and so on are the world's problems arising from development and modernity. But modernity as a result of the innovative nature of human beings is inherent in the world community and can not be abandoned. If we drag it even further, this shift depends on how the policies of the state overcome it. The existing political problems are the point of accumulation of the details of human affairs. Thus, where is the role of Al-Quran in this dynamic world? Islam as the world's largest religion with a very significant growth must be able to contribute to the problems of the world at hand, and should not be the problem trigger. Al-Quran is intended as an Islamic religion, capable of being used for all aspects of human life (sholihun fi kulli zaman wal makan). In fact, Islam today is believed as a world problem correlated to terrorism, civil war and the rise of Muslim refugees. In light of these things, intensiving the interpretation of contemporary political verses in accordance with the present age is a must. Interpretation methods must also be critical so that Islam can be used in various parts of the world. This paper will examine how to seek contemporary interpretation with various divisions and by combining classical interpretation methods that are expected to emerge strong interpretations. Contextualization of the political verses became the focus of the method which was then connected with the spirit of the verse to be applied in the present. In addition, the interpretation is also supported by the analysis of language, analysis of the verses and hadiths that has similar topics, and contextualization with the current conditions. With this new method of interpretation, it is expected that the Qur'an can be a solution for Muslims and the world community in general. Furthermore, Islam is able to initiate the civilization of a just world.

Abstract

The change of civilization to another civilization is not always through a "peace" path. Even history has proved the changes of civilization often occured through collective movements or better known as social movements. The emergence of reform and modernization (change) in the Islamic world in the beginning of the 20th century stemed from a reaction to European expansion and glory. Modernism (modernist) carried in the Islamic movement is usually interpreted as a way of thinking with Western civilization, referring to the pursuit of backwardness through a fundamental search of ethics to Islam for political and cultural awakening. The Islamic Movement calls on Muslims to overcome the shackled state of stagnation and backwardness. A number of movements such as Muhammadiyah and Nahdlatul Ulama in Indonesia have attempted to realize the purification of Islam from all aspects by returning it to the Qur'an and As-Sunnah. These two patterns of struggle or renewal are pioneered by the Salafi movement which is affirmed by Jamaluddin al-Afghany and Muhammad Abduh, with emphasis on the political aspect of statehood or social society. The struggle of the movement is more emphasized to seize and control the various state institutions, especially the legislature. Religious movement to master over various state institutions is believed to bring the glory of Islam. Islam will be able to determine the laws, rules, decisions and policies of a truly Islam.

Abstract

In the political system in Indonesia, political parties are one of the pillars of democracy. As the only institutional framework for the process of representation and governance, political parties are required to be more proactive in creating conditions and possibilities for fundamental change in the political, economic and cultural nations of the nation. So the great task for the elite of political parties is to show the existence of political parties as the institution most responsible for the nation's moral upholding. The problem that often arises is the moral degradation shown by the rampant cases of corruption and other cases. This paper dictates the importance of oversight by political parties over the political power of the executive, legislative and judiciary. This assumption is built on the premise that leaders in a country are a product of recruitment and regeneration by political parties.

Abstract

Pancasila as the basis of the state of Indonesia has the values of the balance of law, namely the value of divinity, human values, and value. By understanding Pancasila through historical understanding, this paper concludes that Pancasila becomes a universal and comprehensive state ideology that contains hablumminallah, hablumminannas, and hablum minal alam to reach the goal of rahmatan lil alamin. As a foundation of philosophy, Pancasila obtains a source of value in the context of the dynamic journey of cultural history of the nation. The establishment of the source of value embodied in the national philosophy system has been going on in a long history. The existence of Pancasila in law is a milestone of achievement in a circle of the state of law. Conversely, the absence of Pancasila will give birth to legal problems and the creation of unstructured legal construction.

Abstract

With its potential wealth in the sea and its position in the international business sea-line, Indonesia should display the maritime strength. Jokowi’s vision to make Indonesia one of the maritime axis in the world has been embodied clearly by the Ministry of Maritime Affairs and Fisheries. Yet, the challenge and opportunities to become international maritime axis should be handled appropriately. Located in international business transit between Pacific and Indian Ocean, Indonesia is prone to criminals of drugs smuggling from/to Indonesia as well as the asylum seekers. This research attempts to analyze the Indonesia’s challenges and opportunities in Jokowi’s era with his vision to become the international maritime axis.

Abstract

In converting the ballots achieved by political parties to legislative seats, the General Election Commission (KPU) in Indonesia uses different Voter Divider Numbers (BPP) in each electoral district. Determination of the amount of BPP is done by dividing the number of valid ballots for all political parties with the number of seats available in the electoral district in one region. Using the 2009 election case study in Tegal district, this study explained that the conversion model resulted in a large gap between the percentage of ballots achieved in the election and the percentage of seats gained in the legislature. This is due to the large number of party ballots lost in each electoral district in one region. Thus, there is a need for regulations that regulate the determination of the BPP which can minimize the ballots’ lost. Thus, the percentage of ballots obtained by political parties tends to be the same as the percentage of seats gained in the legislature.

Abstract

The purpose of this study is to determine the accountability in terms of planning, management, and accountability of village funds in Panggungharjo Village, Sewon District, Bantul Regency. In addition, it is also to find out the development and empowerment of potential communities in Panggungharjo Village. This research is a qualitative descriptive study through methods of data collection, data reduction and data presentation. Village fund planning is carried out together with the APBDes report and submission of the RAPDes from the village to the district. Management is carried out through meetings between the village head, village secretary, financial division, and development division. The accountability of village fund management is submitted with the APBDes report by the Village Head to the District Head. It then is forwarded from the District Head to the Head Regency of Bantul based on the existed regulation. Developing the potency of the community in Panggungharjo Village includes the establishment of activity units such as BUMDes Panggung Lestari, Bapel JSM, SADEPA, Bumi Panggung and Pakarti.

Abstract

The complex interests of humanity have been increasing both in the quality and quantity. An environment with all its resources becomes the main source for humans to fulfill their needs. The basic need to continue living with nature becomes a global problem that should not have happened. The Quran as guidance in Islam has given a warning for all humanity to maintain the environment properly since it will have a good impact on humans themselves. The Quran with all the concepts and terminology about nature and environment shows that Islam is a friendly religion and even obliges its believers to live side by side and recognize natural behaviors properly because humans themselves will get the benefits. Islam as a religion carrying the message rahmatan lil alamin certainly does not exclude or specialize in spreading mercy to humans. It also includes all things in the universe. This paper tries to explain how the views of the Quran on the environment, which indeed provide space or special discussion about environmental safeguards. Thus humans, generally followers of religions and more specifically Muslim, can make religion not only the foundation of worship in the context of getting closer to God. Moreover, religion, in general, must also be able to provide a basic environmental view for its followers.
