Abstract

ABSTRACT This research entitled "Planning of Cibuntu Village Tourism Development by Dinas Pemuda Olahraga dan Pariwisata Kabupaten Kuningan in Increasing Tourist Visit (Case Study of Tourism Destination)" This research objectives to find out the Village Tourism Development Planning Cibuntu by Dinas Pemuda Olahraga dan Pariwisata Kabupaten Kuningan in increasing visit tourism, to know the supporting factors and obstacles factor in the development planning of cibuntu tourism village by the Dinas Pemuda Olahraga dan Pariwisata Kabupaten Kuningan in improving the Visit of Tourism, and to know what efforts have been done by Dinas Pemuda Olahraga dan Pariwisata Kabupaten Kuningan in overcoming the obstacles factors.The research method used is qualitative method through descriptive approach by taking the research location in Dinas Pemuda Olahraga dan Pariwisata Kabupaten Kuningan and Cibuntu Tourism Village as supporting location. While the key informant is the Sector Head of Tourism Destination Dinas Pemuda Olahraga dan Pariwisata Kabupaten Kuningan and supporting informant is Movement Group Cibuntu Tourism Village and tour manager Cibuntu Tourism Village. Data collection techniques used are literature studies, observation, interviews and documentation as well as techniques testing the validity of data using triangulation techniques.The results of the Cibuntu Village Tourism Dinas Pemuda Olahraga dan Pariwisata Kabupaten Kuningan in increasing the Tourism Visit (Case Study of Tourism Destination) are viewed from dimensions according to Stoner James, AF (in Yayat Herujito 2006: 89) that is 1. Setting objectives (preserving the source the existing natural resources, increasing the number of tourist visits, improving the welfare of the community, empowering the community, creating creative industries in the community and increasing the original income of the district of Kuningan Regency 2. Determining the present situation (arrangement, clean up, develop rapidly), 3. Define the supporting and obstacles (supporting factors, natural beauty, adequate human resources, unique art and culture, and high community spirit while obstacles factors; Inadequate road infrastructure and Budget); 4. Develop a set of actions (cibuntu tourism village development based on Detail Engineering Design)

Abstract

AbstrakPermasalahan Pokok dalam penelitian ini adalah Peranan Reformasi Birokrasi dan Budaya Organisasi Terhadap Kinerja Organisasi Pada Sekretariat Daerah Kota Cirebon belum optimal. Hal tersebut diduga implementasi Peranan Reformasi Birokrasi dan Budaya Organisasi Terhadap Kinerja Organisasi belum berjalan dengan efektif.Pada penelitian ini penulis menggunakan metode penelitian kualitatif, metode kualitatif adalah metode naturalistik, metode naturalistik merupakan ciri khas metode penelitian kualitatif. Metode nuturalistik adalah penelitian yang dilakukan pada latar alamiah yaitu pada situasi sosial yang sedang berlangsung. Pendekatan yang digunakan dalam metode naturalistik adalah pendekatan deskriptif yaitu menggambarkan fenomena yang sedang diteliti kemudian menganalisisnya secara mendalam.Kesimpulan hasil penelitian ini memperlihatkan bahwa peranan reformasi birokrasi dan budaya organisasi secara empirik memberikan kontribusi terhadap kinerja organisasi Sekretariat Daerah Kota Cirebon, baik secara simultan maupun parsial. Dengan demikian peranan reformasi birokrasi dan budaya organisasi diharapkan dapat dijadikan sebagai parameter yang dapat memperbaiki kinerja organisasi secara keseluruhan.

Abstract

Research by the author is the influence of communication on building permit (IMB) by unifiedlicensing offices (KPPT) for community participation in the management of the manufactureof building permit (IMB) in the city of Cirebon. The problem is that the writer suggestedparticipation in the manufacture of building permit (IMB) in the city of Cirebon less thanoptimal, the problem is suspected in non optimal result from the implementation of thecommunication by the unified licensing offices (KPPT) Cirebon. The research questionajuakan writer is, is there any influence by the office of the communication servicesintegrated permitting (KPPT) for community participation in the management ofmanufacturing IMB The method I used is quantitative (survey) The hypothesis that theauthors propose is as follows. "There is a positive and significant correlation betweencommunication by KPPT Cirebon terhapat community participation in the management of themanufacture of building permit (IMB) in the city of Cirebon". From the hypothesis can beformulated statistical hypothesis as follows:Ho (Null Hypothesis): rs count <of rs table, then the formulation of the problem is:"There is no positive and significant impact on the communication between the effect ofbuilding permit (IMB) by unified licensing offices (KPPT) on public participation in themanagement of the manufacture of building permit (IMB) in the city of Cirebon. Ha(Alternative Hypothesis): count rs> rs of the table, then the formulation of the problem is:"There is a positive and significant correlation between the influence of communication onbuilding permit (IMB) by unified licensing offices (KPPT) for community participation in themanagement of the manufacture of building permit (IMB) in the city of Cirebon.". In thisstudy obtained results that the communication made by KPPT good enough sufficient, but notoptimal segaimana seen from the successful implementation of the communication reached62.0% with a total score of 3019, while the participation of the community has been prettygood but not optimal, as the percentage is 60.9 % with a total score of 3702 Implementationof the communication by the close KPPT have an influence on public participation in themanagement of the manufacture of building permit (IMB) in the city of Cirebon. calculate thevalue of rs rs tables 0.220 0.642 sedangakan. Since rs rs count is greater than the table, thenthere is a positive and significant correlation between communication by KPPT influencepeople's participation in the management of the manufacture of building permit (IMB) in thecity of Cirebon. Thus, the authors propose a hypothesis that can be tested and accepted

Abstract

ABSTRACT Title of writing in research Optimization of Staff Enhancement Secretariat DPRD Cirebon. This research is a descriptive research type using qualitative research method. This research is based on the existence of a phenomenon where still found some obstacles in the Optimization of Staff Enhancement Secretariat DPRD Kabupaten Cirebon  Mangkunegara states that in general the performance is divided into two, namely individual performance and organizational performance, individual performance is the work of employees both in terms of quality and quantity based on work standards that have been determined, while organizational performance is a combination of individual performance with group performance (Mangkunegara , 2005).  Problems in research in Performance of staff Secretariat DPRD Kab. Cirebon is an element of service to the Regional House of Representatives. The DPRD Secretariat is headed directly by a Secretary of the DPRD who is technically operational under and directly responsible to the Chairman or Speaker of the DPRD, and is Administratively accountable to the Regent through the Regional Secretary. As stated in Article 20 Paragraph (1) of the 1945 Constitution, the Regional People's Legislative Assembly has duties consisting of the functions of legislation, supervisory function and budget function, therefore the service must be able to accommodate all the basic functions of the Regional People's Legislative Assembly of Kab. Cirebon with a way of achieving good performance by the Secretariat DPRD Kab. Cirebon so that the services provided can give a significant impact on the fulfillment of the people's mandate through the implementation of duties and functions of the DPRD of Cirebon But at the Secretariat of Parliament Cirebon Regency we found some problems that cause not yet Optimal Employee Performance are: Job Performance: Work Achievement is defined as the work achieved by an employee in performing his duties in accordance with the responsibilities given to him in quality of work, Expertise: Expertise is the level of technical ability possessed by employees in carrying out tasks assigned to him, Behavior: Behavior is an attitude and employee behavior attached to him and carried in carrying out his duties

Abstract

Tujuan penelitian ini adalah untuk mendeskripsikan implementasi kebijakan pembinaan anak jalanan dan faktor-faktor yang mempengaruhi pengimplementasian kebijakan ini. Landasan dari pengimplementasian kebijakan program pembinaan anak jalanan di UPT PPK Dinas Sosial Kabupaten Cirebon adalah Undang-Undang Nomor 23 Tahun 2002. Dalam penelitian ini terdapat empat identifikasi masalah yaitu: (1) Bagaimana implementasi kebijakan program pembinaan anak jalanan di UPT PPKS Dinas Sosial Kabupaten Cirebon? (2) Faktor-faktor apa saja yang mempengaruhi belum efektifnya implementasi kebijakan program pembinaan anak jalanan di UPT PPKS Dinas Sosial Kabupaten Cirebon? (3) Hambatan-hambatan apa saja yang dihadapi dalam imolementasi kebijakan program pembinaan anak jalanan di UPT PPKS Dinas Sosial Kabupaten Cirebon? (4) Upaya-upaa apa saja yang dilakukan dalam implementasi kebijakan program pembinaan anak jalanan di UPT PPKS Dinas Sosial Kabupaten Cirebon? Adapun pendekatan penelitian yang digunakan kualitatif yang bersifat deskriptif. Teknik pengumpulan data adalah dengan wawancara, observasi dan studi dokumen sedangkan sumber data yang digunakan berasal dari data primer dan sekunder. Hasil penelitian ini menunjukkan bahwa Implementasi kebijakan pembinaan anak jalanan yang diatur dalam Peraturan Daerah No. 9 Tahun 2014 belum mampu diterapkan secara efektif karena tujuan kebijakan ini belum bisa tercapai, terbukti dari data hasil patrol PMKS (Penyandang Masalah Kesejahteraan Sosial) Dinas Sosial bahwa beberapa tahun terakhir ini jumlah anak jalanan justru semakin meningkat. Kedua dari segi sumber daya manusia dan finansialnya. Dinas sosial masih mengalami kekurangan sehingga pelaksanaan pembinaan anak jalanan ini belum maksimal. Ketiga, komunikasi dan koordinasi antara Dinas Sosial dengan pihak lain yang terlibat masih sangat kurang. Terbukti yang masih berperan aktif untuk membantu pembinaan anak jalanan hanya dari Satuan Polisi Pamong Praja (Pol PP) padahal masih sangat banyak LSM yang sebetulnya bisa diajak berkoordinasi supaya pembinaan anak jalanan bisa terimplementasikan dengan sebaik-baiknya.Katakunci: Implementasi Kebijakan, program pembinaan anak jalanan.

Abstract

 Penelitian ini bertujuan untuk menganalisis : 1). Pengaruh perencanaan terhadap efektivitas pengelolaan air minum, 2). Pengaruh pengawasan terhadap efektivitas pengelolaan air minum, 3) Pengaruh perencanaan dan pengawasan secara bersama-sama terhadap efektivitas pengelolaan air minum.Subyek penelitian ini adalah Karyawan PD. Air Minum Kota Cirebon, Instrumen penelitian adalah angket. Pengujian validitas instrumen pengawasan dilakukan dengan analisis Korelasi Product Moment. Reliabilitas instrumen menggunakan metode uji belah dua (Split Half) yang dilanjutkan dengan metode Rank Spearman. Hasil uji coba menunjukkan bahwa instrumen untuk mengukur perencanaan, pengawasan dan efektivitas pengelolaan air minum seluruhnya dinyatakan valid dan reliabel. Penelitian ini dilakukan dengan menggunakan metoda kuantitatif untuk mendiskripsikan korelasi antara kedua variable yaitu variable terikat (X dan Y) dan variable bebas (Z). Teknik analisis data yang digunakan adalah statistik deskriptif, korelasi product moment, korelasi parsial dan ganda.Dari hasil penelitian diperoleh kesimpulan bahwa : 1). Terdapat pengaruh positif perencanaan di PD. Air Minum terhadap efektivitas pengelolaan air minum, Pengaruh sendiri-sendiri dari perencanaan adalah sebesar 38,3 % sedangkan pengaruh totalnya sebesar 47,3 %. ; 2). Terdapat pengaruh positif pengawasan di PD. Air Minum terhadap efektivitas pengelolaan air minum, Pengaruh sendiri-sendiri dari pengawasan adalah sebesar 5 % sedangkan pengaruh totalnya sebesar 14 %.; 3). Terdapat pengaruh positif perencanaan dan pengawasan di PD. Air Minum secara bersama-sama terhadap efektivitas pengelolaan air minum Pengaruh bersama-sama dari perencanaan dan pengawasan sebesar 61,3 % , sedangkan pengaruh variabel lain hanya sebesar 25,9 %. Dengan demikian hipotesis ketiga yang diajukan teruji dan dapat diterima.

Abstract

ABSTRACT The study entitled "Study of Education Policy and Training Studies in an Effort to Improve Employee Performance in the Civil Service Agency and Training Education in Cirebon City (Case Study of Technical Training)". The title was raised because the employee's performance was caused by the lack of optimal implementation of education and training program policies, therefore it was suspected that the implementation of education and training program had an impact on employee performance which was still not optimal in accordance with the targets achieved. The implementation of Education and Training Policies that are still not optimal is felt to affect the performance of employees, because it can hamper the interests of the implementation of duties, the implementation of cooperative relationships, and the interests of the results achieved in the organization. This study aims to find out directly in the implementation of education and training programs in improving employee performance, to determine the inhibiting factors of employee performance at the Cirebon City Personnel Training and Education Agency. The study was conducted using qualitative research methods, this method uses data collection techniques: library studies, interviews, observation, documentation. The study was conducted at the Cirebon City Personnel and Education Training Agency, with Secretary informants and other employee. The results of the study: 1) the implementation of education and training programs is not optimal with the existing policies that cause adverse impacts on employee performance, 2) The inhibiting factors of the implementation of education and training policies are due to the quality of human resources that are not optimal, and 3) supporting factors the implementation of education and training policies has the capability of the implementing apparatus and the Civil Service Standard Operating Procedure as a guide in working.

Abstract

Dalam menjalankan fungsi dan tugas di desa dengan baik, perlu adanya sumber daya yang berkualitas. Sumber daya tersebut yang terlibat dalam mengimplementasikan salah satu tugas di desa, yaitu memberikan pembangunan fisik kepada masyarakat. Penelitian ini bertujuan untuk mengetahui kinerja Aparatur Desa dalam Pembangunan Fisik Desa Sindangpanji Kecamatan Cikijing Kabupaten Majalengka apakah sudah optimal atau belum. Metode digunakan yaitu kualitatif melalui desktritif, teknik pengumpulan data dengan menggunakan studi kepustakaan, wawancara, observasi, dan dokumentasi. Yang menjadi informan kunci dalam penelitian ini adalah Kepala Desa Sindangpanji, dan informan pendukung nya adalah warga masyarakat dan pegawai kantor Desa Sindangpanji Kecamatan Cikijing Kabupaten Majalengka. Berdasarkan hasil observasi terdapat faktor penghambat dalam kinerja Aparatur Desa dalam Pembangunan Fisik Desa Sindangpanji Kecamatan Cikijing Kabupaten Majalengka diantaranya kurangnya kinerja aparatur desa dalam mengamati pembangunan fisik di setiap blok di desa, sehingga hanya beberapa blok di desa yang mendapatkan pembangunan fisik, belum lengkapnya alat atau sarana dalam kinerja pegawai, dan juga aparat Desa Sindangpanji belum mempunyai keterampilan khusus.Kata Kunci: Kinerja, Aparatur Desa, Pembangunan Fisik Desa

Abstract Title of writing in the research Optimization of Employee Performance in Increasing Public Participation E-Ktp Program In Population and Cirebon Regental Civil Registry. This research is a descriptive research type using qualitative research method. This research is based on the existence of phenomenon where still found some obstacles in Optimizing Performance of Cirebon Regency Staff. This research was carried out in the Department of Population and Civil Registration of Cirebon Regency, the obstacles in the performance of employees to increase community participation are: Still found employees who are late to accomplish their tasks, for example coming late home early, Still lack of socialization to the public about the importance of having E-KTP due Employee performance is not optimal, and mobile car service is not optimal due to this service during working hours.Mangkunegara (2013: 63) suggests that Performance is the result of work both in quality and quantity achieved by a person in performing tasks according to the responsibilities given to him. While Mathis and Jackson (2006: 65) states that performance is basically what employees do or do not do. Luthans (2005: 165) suggests that performance is the quantity or quality of something produced or services provided by someone who does the work.Cirebon District Office of Population and Civil Registration has made several alternatives in overcoming the problems such as: Already supervision by Head of Department and Secretary for the performance of employees increased, has done socialization in every district of the importance of E-KTP but still not optimal, With mobile car service in every village but still not optimal, socialization has been done Regional Regulation No. 3 of 2014 on the Implementation of Population Administration, especially E-ID program so that public awareness has E-KTP was increased.The results have been achieved such as the performance of employees both in quality and quantity, the Community is more orderly Administration, the Community is more aware of the importance of E-KTP and It is expected that people no longer use the services of third persons for the management of E-KTP.The conclusion of the results of this study as a whole is Employee Performance In Improving Public Participation E-Ktp Program At Population and Civil Registration Office Cirebon Regency has not been achieved optimally. Penelitian ini di laksanakan di Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Cirebon, kendala dalam kinerja pegawai untuk meningkatkan partisipasi masyarakat adalah: Masih ditemukan pegawai yang terlambat menyelesaikan tugasnya, contohnya datang terlambat pulang lebih cepat, Masih kurangnya sosialisasi kepada masyarakat tentang pentingnya memiliki E-KTP dikarenakan kinerja pegawai belum optimal, dan pelayanan mobil keliling belum optimal dikarenakan pelayanan ini saat jam kerja.Mangkunegara (2013:63) mengemukakan bahwa Kinerja adalah hasil kerja baik secara kualitas maupun kuantitas yang dicapai oleh seseorang dalam melaksanakan tugas sesuai tanggung jawab yang diberikan kepadanya. Sedangkan Mathis dan Jackson (2006:65) menyatakan bahwa kinerja pada dasarnya adalah apa yang dilakukan atau tidak dilakukan pegawai.  Luthans (2005:165) mengemukakan bahwa kinerja adalah kuantitas atau kualitas sesuatu yang dihasilkan atau jasa yang diberikan oleh seseorang yang melakukan pekerjaan.Dinas Kependudukan dan Pencatatan Sipil Kabupaten Cirebon sudah melakukan beberapa alternative dalam mengatasi masalah tersebut diantaranya: Sudah dilakukan pengawasan oleh Kepala Dinas dan Sekertaris agar kinerja pegawai meningkat, sudah dilakukannya sosialisasi disetiap kecamatan akan pentingnya E-KTP  namun masih belum optimal, sudah dilakukannya upaya jemput bola dengan pelayanan mobil keliling disetiap desa namun masih belum optimal, sudah dilakukan sosialisasi Peraturan Daerah Nomor 3 Tahun 2014 tentang Penyelenggaraan Administrasi Kependudukan khususnya program E-KTP agar kesadaran masyarakat memiliki E-KTP itu meningkat.Hasil yang telah dicapai diantaranya kinerja pegawai baik secara kualitas maupun kuantitas, Masyarakat jadi lebih tertib Administrasi, Masyarakat jadi lebih mengetahui akan pentingnya E-KTP dan Diharapkan masyarakat tidak lagi menggunakan jasa orang ketiga untuk pembuatan kepengurusan E-KTP.Kesimpulan hasil penelitian ini secara keseluruhan adalah Kinerja Pegawai Dalam Meningkatkan Partisipasi Masyarakat Program E-Ktp Di Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Cirebon belum tercapai secara optimal. Hal ini dapat dilihat dari masih banyaknya masyarakat belum paham tentang pembuatan E-KTP.
