Abstract

Increasing the quality of professionalism, an attitude of dedication and loyalty to the State and the development of insight into governance for Prospective Civil Servants to support the realization of good governance, namely through education and training guidance. Basic Training for 2019 Metro City Government Civil Servant Candidates was held by BKPSDM Metro City through the Human Resources Development Sector. The goal is to determine the role of the Metro City Personnel and Human Resources Development Agency for the implementation of the Class III CPNS Basic Training Class I Year 2019. With this research, it is hoped that the implementation of Basic Training Training can run better. This study uses a qualitative method. The data sources used were primary and secondary data from interviews, observation and documentation. The data will be analyzed using descriptive analysis method. Based on the data analysis carried out, it was concluded that the Human Resources and Human Resources Development Agency of Metro City as the organizing committee has made every effort to smooth and successful the implementation of Basic Training Class III Class I Year 2019. This can be seen from the implementation of group dynamics activities to make participants become more comfortable during the Basic Training Training; providing modules and stationery to support learning activities during training; The provision of facilities and infrastructure is carried out in accordance with the budget constraints set by the Metro City Government; The determination of competent widyaiswara by submitting the results of the widyaiswara evaluation to the Lampung Province Education and Training Agency.

Abstract

The study with the title: Perceptions of Family Harmony Against Juvenile Delinquency Tendencies in Tanjung Raman Village, Pendopo District, Empat Lawang Regency. Social problems that are categorized as deviant behavior include juvenile delinquency. To find out about the background of juvenile delinquency, it can be done through two approaches, namely an individual approach and a systems approach. In the individual approach, the individual is the unit of observation as well as the source of the problem. For the systems approach, the individual is the unit of observation while the system is the source of the problem. Based on the research conducted, it was found that there was a negative relationship between juvenile delinquency and family functioning. This means that the increasing social functioning of a family in carrying out life's tasks, roles and functions, the lower the children's level of delinquency or the lower the quality of the delinquency. In addition, the use of free time that is not directed is a very dominant cause for adolescents to perform deviant behavior.

Abstract

Transparency is one of the principles that can guarantee access or freedom for all people to obtain information about the administration and management carried out by the government. With the principle of transparency, it is hoped that the Melilian Village government, Gelumbang District, will manage the Village Fund transparently and involve the Village community. This study aims to describe the management of Village Funds and the mechanisms for managing Village Funds carried out by the Melilian Village Government, Gelumbang District, Muara Enim Regency. The method used in this research is descriptive qualitative method. Data collection techniques in this study include, observation, interviews and documentation. The results showed that the management of the Village Fund carried out by the Melilian Village government, Gelumbang District, was in accordance with the applicable laws and regulations and involved the community from the planning, implementation, administration, reporting and accountability stages to the delivery of development results. Based on the transparency indicator, it shows that there is availability of document accessibility as well as completeness, clarity and convenience for the public to access information as a whole with the installation of billboards and information boards at several points. This study concludes that Melilian Village, Gelumbang Subdistrict, has carried out the process of the Village Fund management mechanism in stages by involving several related elements including the people of Melilian Village, Gelumbang District.

Abstract

This study aims to determine the relationship between the effectiveness of interpersonal communication between lecturers and students and student academic achievement. This research is based on the five aspects proposed by Kumar (2002). This study used 83 respondents, namely students of Psychology at Sriwijaya University, Jakarta. The measuring instrument used in this is the scale of the effectiveness of interpersonal communication and documentation of academic achievement in the form of a GPA. The results showed that there was a significant relationship between interpersonal communication and academic achievement with a correlation (r) = 0.883 with a significance of 0.001 where is the Spearman correlation rule, namely (rp>0). A good achievement result is not only due to the effectiveness of interpersonal communication but there are also other supporting factors, such as student motivation and good academic ability.

Abstract

Without archives, it is impossible for an archivist to remember all records and documents completely. The data analysis technique in this study uses inductive logic. The analysis will move from something specific or specific, namely those obtained in the field, towards a finding that is general in nature and can draw a conclusion. The results show that the implementation of the Republic of Indonesia Government Regulation Number 28 of 2012 concerning Archives at the Region II Higher Education Service Institution has not been carried out properly, the archives are still partially stored, this is due to insufficient human resources and a special archive room is not yet available

Abstract

Housing and settlements are basic human needs. Therefore, the government is trying to meet the community's need for housing. This study aims to see how the housing development program is implemented in Palembang City, monitor this program and also monitor the extent of the housing development program. This research uses descriptive qualitative techniques with interviews. Key information is the Head of the Palembang City Housing and Settlement Area Office, the Head of the Housing and Settlements Section, the Head of the Palembang City Development Planning Agency, and Housing Developers in Palembang City, as well as people living in housing in Palembang City. Then the data obtained from the study were analyzed using qualitative descriptive analysis methods. The results showed that the implementation of the housing development program in Palembang City has not been carried out properly in accordance with what has been planned by the Palembang City Government.

Abstract

This study analyzes and describes the implementation of Government Regulation Number 23 of 2018 (PP23) concerning Income Tax on Income from Businesses Received or Obtained by Taxpayers Who Have Certain Gross Circulation at the Pratama Kayu Agung Tax Service Office. PP23 is a Government policy that regulates taxpayers' income which is subject to a 0.5% rate with a turnover criterion that does not exceed Rp. 4.8 billion in 1 (one) tax year. The expected results in the implementation of PP23 are the expansion of taxpayer participants, increased compliance, and increased income tax revenues from taxpayers who have a certain gross turnover (MSMEs) so that the opportunity for the welfare of the community increases. The research method used is a qualitative method. The researcher himself is directly involved in the object of this research, namely as participant observation. Data collection techniques are through interviews, observations (observations), and documentation, both on direct (primary) and indirect (secondary) data. Interviews were conducted with the implementors who are employees/officials at KPP Pratama Kayu Agung and to taxpayers as the implementation target group. The results showed that the implementation of PP23 at KPP Pratama Kayu Agung was quite good but not optimal. The communication dimension shows that the transmission of communication in the form of socialization has not been evenly distributed and the resource dimension indicates that it is necessary to add human resources. The number of PP23 tax revenues has grown, but the growth in the number of taxpayers and SPT reporting compliance has decreased. This shows that the implementation of PP23 in KPP Pratama Kayu Agung has produced a fairly good output, but still needs to be improved so that it can produce optimal outcomes.

Abstract

The title of this research is "Strategy for Increasing Employee Work Motivation at the Pratama Palembang Ilir Barat Tax Service Office", aims 1) How is the strategy to increase employee work motivation at the Palembang Ilir Barat Pratama Tax Service Office 2) What factors support and hinder the increase in work motivation employee at the West Palembang Ilir Tax Service Office?The type of research used is descriptive qualitative method, that descriptive method is a method in examining the status of a group of people, an object, a set of conditions, a system of thought or a class of events in the present. The data analysis techniques used are: a) Data reduction; retrieve data for analysis purposes. b) Data Display; so that the data is easier to understand then the data is collected in the form of matrices, drawings or schematics so that the analysis carried out will be more accurate c) Conclusion and verification is the stage of drawing conclusions, after reducing and displaying the data. The results of the analysis are: 1). The strategy used to increase the motivation of employees of the Pratama Palembang Ilir Barat Tax Service Office by using the SO strategy is to use the power to take advantage of opportunities by utilizing trained employees with educational backgrounds in the field of taxation with government regulations that require certified implementing staff (staff). 2) Internal factors in the implementation of improving employee performance in the Primary Tax Office, namely a) strength consisting of (a). Number of human resources; (b). Better payroll/remuneration system; (3). Educational background, expertise and skills of reliable employees; (4). Implementation of In house Training for certain cases. b) weaknesses consisting of: (a). Lots of employees, but cramped office space; (b). Inadequate facilities and infrastructure; (c). Old computer, slow, not always updated; (d). The average boss is already dusk, less credible. And external factors, namely (a) opportunities consisting of . Opportunities in career development ; promotion etc; (b). Compete to get an S, A, B, C rating; (c). Opportunities to continue education (many scholarships etc.); (d). Opportunity to work as well as possible to return to homebase. b) threats consisting of: (a). Uncooperative taxpayers; (b). Less democratic leaders; (c). The work area is wide, making it difficult to supervise to achieve the acceptance target; (d). Often interacts with taxpayers so that bribery is possible.

Abstract

The background of the research with the title "Strategy for Development of Government Apparatus Resources in the Regional Public Service Agency (BLUD) of South Sumatra Province", so far the South Sumatra Province BPSDMD in carrying out education and training for the State Civil Apparatus is only supported by APBD funds, so the volume of education and training is very large. limited. In the midst of the minimal budget allocation for the implementation of education and training in 2016 and 2017 budget efficiency. so that some of the planned activities could not be carried out, even in 2018 there was absolutely no allocation of funds for the training of the State Civil Apparatus in South Sumatra Province. The implementation of PPK-BLUD is effective since it was stipulated by Governor Decree Number 201/KPTS/BPKAD/2017 dated March 17, 2017 with Full BLUD status.The purpose of the application of the PPK-BLUD is to implement the Financial Management Pattern of the Regional Public Service Agency (PPK-BLUD) at the Regional Human Resources Development Agency of South Sumatra Province. As well as the Implementation of the Financial Management Pattern of Regional Public Service Agencies (PPK-BLUD) to increase the volume of performance of the Regional Human Resources Development Agency of South Sumatra Province. As well as making efforts or steps that need to be taken/recommended in an effort to improve and develop the Implementation of the Financial Management Pattern of Service Agencies Regional General Affairs (PPK-BLUD). The result of this research is that the implementation of PPK BLUD has been running in accordance with the applicable rules. so that the existing systematics must be consistent and clear (to be implemented or executed), because if the orders given change frequently, it can cause confusion for the implementers in the field. The implementation of PPK-BLUD has encouraged the improvement of service performance for BPSDMD of South Sumatra Province, namely the implementation of Tk II, Level III and Level IV Leadership Training, Basic Training Education and Training, Principal Training and Education and Training for Principal Strengthening. 2017Rp. 7,851,340,000 with the realization of 7,908,549,874 means that the target is achieved 100.73%. 2018 is the second year of the implementation of KDP-BLUD at the BPSDMD of South Sumatra Province, with a revenue target of Rp. 12,271,744,000 with a realization of Rp. 12,764,116.446,- While the revenue target for the 2019 implementation of the PPK-BLUD is Rp. 14,867,404,000 with a realization of Rp. 14,320,1442,500 as of December 27, 2019.. With the ease/flexibility of implementing PPK-BLUD not only pursuing remuneration, flexibility, avoiding laws and regulations in the procurement of goods/services, the application of PPK-BLUD is to improve the quality of public services, financial performance, and performance benefits for the community in a sustainable manner that is managed based on sound business practices.

Abstract

Community Empowerment is an effort to develop the independence and welfare of the community by increasing knowledge, attitudes, skills, behavior, abilities, awareness, and utilizing resources through the establishment of policies, programs, activities and assistance in accordance with the essence of the problem and priority needs of the community. This study aims to analyze the Community Empowerment of Ilir Timur I Subdistrict, Palembang City in Supporting the Vision of Golden Palembang. Data collection techniques used are observation, interviews and documentation. While the analysis technique used in this study is a qualitative data analysis technique. From the results of the study, it can be seen that the Lurah Success Assessment Program has not yet been realized, which is due to the unprepared instrument for disclosing data and the value of village development. The Village Community Empowerment Program has not yet been realized because the Kelurahan competition was only attended by 3 Kelurahan, and the number of participants who attended was 197 people.
