Abstract

This paper aims to find out the implementation of the provisions of Article 8 paragraph (4) letter d of the Minister of Administrative Reform and Bureaucratic Reform No. 22 of 2014 concerning Widyaiswara's Functional Position and Credit Numbers. The writing method uses normative-empirical legal research with a synchronization approach to several laws and regulations. Primary data were obtained from interviews with widyaiswara, while secondary data came from laws, government regulations and ministerial empowerment ministerial regulations. The research results obtained that the provisions of Widyaiswara's professional development through the discovery of patented innovations and who have been included in the list of patents in accordance with their specialized fields of expertise, cannot be implemented by Widyaiswara.

Abstract

Legal metrology is a very large and complex field to be implemented. In realizing orderly measurement for all of Indonesia, very large human resources are needed. A total of 1900 Metrology Human Resources currently available cannot meet the needs of the community, which includes at least 14.230 traditional markets and hundreds of modern markets spread throughout Indonesia. Adding large numbers of Metrologi personnel from ASN is very difficult, the most likely choice is to recruit personnel outside metrology such as market managers of traditional and modern market. This situation encouraging idea to recruit weighers whose task is to check the scales in traditional and modern markets. Through the ADDIE method which include analize, design, develop, implementation and evaluation a training model for weighers is designed. As a result, two days of training (20 JP) with classroom learning methods and laboratory practices is held . Furthermore, the weigher conducts trials in the market where each of them is on duty. The evaluation results with an average value of 4.43 of 5 Likert Scale indicate that the training is satisfying and meets the needs of the knowledge and skills of the weighers before duty.

Abstract

Coffee is one of the Indonesia's leading products. It contributed to 2.7% of the world's exports and ranked number fourth as the world coffee producers in 2018. Indonesian coffee export has declined during the 2014-2018 at 5%. Similarly, production capacity has decreased too by 5.6% from 2017-2018. The global value chain for coffee is dominated by a relatively small number companies, mostly comes from foreign companies. As the result, the stakeholders involved in the coffee industry are not is not performing in the maximum result for expanding the overall value produced. This study aims to understand the competitiveness of Indonesian coffee in global market using the Revealed Comparative Advantage (RCA) and the Diamond Porter’s theory. This study utilized secondary data to calculate the RCA index and descriptive data from government report to explain the Diamond Porters theory. The results show that Indonesian RCA index is about 2,8 in 2018. The RCA value index is above the value of 1, means that Indonesia has good competitiveness in the global market. Based on this qualitative analysis, internal factor shows that Indonesia has a lower productivity as compared to the other top four exporting countries. Total demand of Indonesian coffee export is fluctuated but domestic demand shows an increase trend. There are only six big local company that processed additional values to the coffee. The Indonesia export destination country is also shown as the competitive market.

Abstract

Statistics have an important role in planning, implementing, monitoring, and evaluating the implementation of various activities in all aspects of community, national and state life in national development. The increasing need and variety of information that develops along with the advancement of national life, science and technology, and the increasing demand for data by government agencies both at the center and in the regions, private institutions, and the public make statistics as indispensable information. Therefore, the Central Bureau of Statistics, which is the organizer of basic statistics, must implement national policies in the field of statistics by paying attention to the aspirations, needs, and participation of statistical users so that the statistical results are expected to be utilized to the benefit of the government and society. Abstract

E-commerce has changed the ways of doing business in many business sectors, including Small Medium Enterprises (SMEs) sector. However, SMEs encountered varied challenges in adopting e-commerce to their business. This research analyzed organizational support and technology competence in e-commerce adoption on SMEs performance in Indonesia, specifically in Jabodetabek region. A quantitative approach was applied in this study, with a Likert-scale questionnaire as a tool to determine the impact of internal factor regarding e-commerce adoption on the SMEs performance. An ordinary linear regression analysis was conducted to test the hypothesis. The results showed that the variables of organizational support and technology competence simultaneously affect the performance improvement on e-Commerce adoption by SMEs in Jabodetabek region

Abstract

This research is an evaluation post-training of anti-corruption subject, that aims to maintain the internalization of integrity values consisting of honest, empaty, independent, disciplined, responsible, hardworking, simple, brave, and fair. evaluation post training is done by various methods including coaching methods, methods of providing motivation both written and audio, and reward method. The method is evaluated using a self-assessment questionnaire. The conclusion of the study states that the method with coaching by mentors and facilitators post-training is more effective to maintain the value of anti-corruption / integrity in the workplace.

Abstract

This research was conducted to evaluate the implementation of Level III Leadership Training (Diklatpim) in 2018. This study used a quantitative method with a descriptive approach. The purpose of this study is to evaluate aspects Diklatpim III. The education and training components being evaluated are the improvement of alumni performance, organization, behavior change, curriculum and the constraints to completing the change project (final project). This research shows that Diklatpim level III in 2018 has been running well and in accordance with specified criteria although there are still some obstacles in the follow-up to the medium to long term output, one of which is the problem of promotion and mutation.

Abstract

Industry 4.0 is the main challenge in business environment resulted from disruption technology. It has been affected many sectors in development country including SME in Indonesia. This paper provides a literature review on big data and block chain implementation opportunity to increase trading performance for indonesian SME sector in industry 4.0 era. A systematic literature review (SLR) was implemented to review the literature analysis, provide gap and recommendation to future research and managerial implementation on Indonesian SME. We found a system development on Big Data and how Indonesian government implements the system is the main challenge in this research area.

Abstract

This study aims to explore the vertical alignments between HR department activities and the company's HR strategy. The goal of this study is to ensure how HR activities can be aligned with HR strategies to enhance the HR department works in the context of achieving company goals. The study was conducted by depth discussion of scientific journals that have been written with interactive group brainstorming approach, consisting of 21 students into three groups to discuss and generate ideas about HR activities and their strategic relationships while researchers guide and provide the materialsneeded. The group identified and agreed on seven HR activities including job design; mobilization; selection; retention and separation; performance management; employee training; and compensation, and aligned with each of the four HR strategies identified including the Bargain Laborer; Free Agent; Loyal Soldier; and Committed Expert. The results of the study revealed the relevance of the activities of the HR department with the company's HR strategy. Total organizational performance also be positively influenced by HR activities through the company's HR strategy

Abstract

As an organization's strategic tool for developing Human Resources competencies, the initiation of the formation of the Ministry of Trade Corporate University requires a blueprint. Therefore, the purpose of writing this paper is to create an initial thinking framework for the development of the Ministry of Trade's Corporate University. The analytical method used in this research is to study relevant scientific literature. The results of the study show that the Ministry of Trade's Corporate University Initiation should start with a paradigm shift about learning from all relevant stakeholders. The foundation of this paradigm shift is the existence of a good learning strategy and leadership with a change initiative initiated by the top leadership of the organization. There are five pillars of the Ministry of Trade, Corporate University, namely Integrated Career Path and Human Capital Development, Knowledge Management, Learning Innovation, Network and Partnership, and Backbone Infrastructure.
