Abstract

The purpose of this study is to find out the initial cause of the conflict between the Amungme Papuan indigenous peoples and PT Freeport Indonesia. nd to study legal theory as an academic effort to mediate the resolution of the conflict between the Amungme Papuan indigenous peoples and PT Freeport. Indonesia. The research method is a normative research through library research. The issue of the use of land rights between the Amungme and PT Freeport Indonesia is due to the different basic reasons used by each party to claim the disputed land ownership rights. The Amungme Indigenous tribe adheres to the legal theory of justice which is based on the inheritance of disputed lands which are considered as ancestral lands which automatically belong to the Indigenous Amungme tribe. Meanwhile, from the perspective of PT Freeport Indonesia, they rely on the Contract of Work and Agreement as a solid basis for claiming ownership rights over the disputed land based on the teachings of positivistic legal theory. The philosophical dilemma that occurs between the Amungme Indigenous People and PT Freeport Indonesia, in the author's opinion, can occur because of the basis for using the legal theory used. Through the analysis of the conceptual approach, it is hoped that it can provide answers to disputes by consolidation to find a middle way in the form of joint evidence from each party, then agree on the percentage of land that can be controlled by each party.

Abstract

This study was conducted with the aim of analyzing the comparison of the amount of production, costs, revenue, income and R/C Ratio of the cut chrysanthemum farmers in Samigaluh before and during the Covid-19. The research method is a case study method with a sampling technique by census with the total sample of farmes is 30 before the Covid-19 and during Covid-19 only 12 farmers were trying to plant crysanthemums. Data analysis methode that used is descriptive and quantitative methods. Data comparison analysis was carried out using paired sample t test. The results of the study show that the cost before the Covid -19 was Rp. 8.843.295 while at the time of the Covid-19 was Rp.5.092.551. This shows a decrease in costs during the Covid-19 by 42,41%. The average production before the Covid-19 was 10.533 stalks while at the time of the Covid-19, it was 7.190 stalks. This shows that there is a decrease in average production during the Covid-19 by 31,74%. The average income of farmers before the Covid-19 was Rp. 15.120.000 while at the time of the Covid-19 it was Rp. 1.220.333. This shows a decrease in farmer income by 91,93%. The R/C ratio before the Covid-19 was 1,73 while at the time of the Covid-19 it was -0,77. This indicates a decrease in the R/C ratio by 144,5%. The income received by farmers before the Covid-19 was Rp. 6.376.706 while during the Covid-19 it was -Rp. 4.166.033. This indicates a decrease the level of income by 166%.

Abstract

Article 203 of Government Regulation 17 of 2020 concerning Amendments to Government Regulation Number 11 of 2017 concerning the Management of civil servant/Pegawai Negeri Sipil (PNS) stipulates that employee competency development is carried out through an integrated learning system approach or Corporate University. Provincial Government of Central Java already has Central Java Corpu, but the number of employees who have attended training is only 3%, because the training is carried out classically at BPSDM, even though every employee has the right to take part in competency development for a minimum of twenty hours of training, so it is necessary to develop an appropriate design with the benchmark of the Ministry of Finance Corpu. This study used a descriptive approach by means of library research and analyzed logically-inductively. The results of the study indicate that it is advisable to make a Governor's Regulation concerning Central Java Corpu which regulates that its characteristics are: relevant, applicable, impactful, and accessible; using the 70-20-10 model of learning; developed using the ADDIE model; and built knowledge management.

Abstract

Focus this research is to describe the process of public sector reform in a country, by finding the sectrets success in carrying out transformation and reform in Singapura. Descriptive qualitative analysis by study literature and examining secondary data as a data collection method use in this research. The results show that there are four secrets success of public sector reform in Singapore: (1) zero tolerance for corruption; (2) meritocracy in appointing and promoting someone in public sector or political office and making meritocracy the national identity and ideology. (3) Providing decent and competitive salaries to attract "the best and the brightest" citizens to join the government to become civil services. (4) the rule of law to solve social and political problems in the country's.

Abstract

Penelitian ini bertujuan untuk menganalisis saluran distribusi gabah, margin dan efisiensi pemasaran, serta faktor-faktor yang mempengaruhi efisiensi pemasaran gabah di Kecamatan Tersono, Kabupaten Batang. Penelitian dilakukan pada bulan November – Desember 2021. Pemilihan lokasi dengan pertimbangan Kecamatan Tersono sebagai daerah penghasil beras terbesar di Kabupaten Batang. Metode penelitian yang digunakan adalah metode survei. Pengambilan sampel petani dilakukan dengan kuota sampling sebanyak 60 sampel petani. Sampel lembaga pemasaran dilakukan dengan metode snowball sampling sebanyak 20 sampel lembaga pemasaran. Metode pengumpulan data primer dilakukan dengan teknik wawancara dengan responden dan data sekunder dari instansi terkait seperti BPS, Dinas Pertanian, dan Kantor Kecamatan. Metode analisis digunakan adalah metode deskriptif dan statistik dengan regresi linear berganda. Berdasarkan hasil penelitian, terdapat 3 pola saluran pemasaran gabah, yaitu (1) petani – penggilingan padi, (2) petani – penebas – penggilingan padi, dan (3) petani – penebas – pedagang pengumpul – penggilingan padi. Nilai margin pemasaran pada tiap pola I, II, dan III masing-masing sebesar Rp. 0/kg, Rp 454,-/kg, dan Rp 667,-/kg. Sedangkan efisiensi pemasaran pada masing-masing pola I, II, dan III adalah 100%, 90,4%, dan 86,6% sehingga semua pola distribusi gabah tergolong efisien. Faktor harga jual di tingkat produsen (X1), harga beli di tingkat konsumen (X2), jumlah lembaga pemasaran yang dilalui (X3), dan biaya pemasaran (X4) berpengaruh sangat nyata (p<0,01) terhadap efisiensi pemasaran (Y).

Abstract

Corporate Social Responsibility (CSR/ TJSLP) is not entirely new, Central Java Province only on January 26 2017 with the enactment of Regional Regulation No. 2 of 2017 concerning Corporate Social Responsibility (CSR/ TJSLP) stretches to optimize this potential. The Covid-19 pandemic that hit Indonesia in early 2020, also triggered the Central Java Provincial Government in particular to start introducing alternative sources of financing. Writing this material aims to contribute positively to provide enlightenment and alternative sources of financing through more optimal management of CSR funds. The method used in writing this material is a qualitative analysis method, with data sourced from the Central Java Province TJSLP Forum and other accurate sources. The literature review referred to in writing is a traditional review with the paper used as a reference still on the same topic of discussion as the research being carried out regarding the implementation and implications of the allocation and implementation of the TJSLP/ CSR program. The results of the study have shown that the use of TJSLP funds in Central Java Province has officially accommodated starting from the annual planning document since 2020, and will consistently be implemented in subsequent years by further improving the planning and allocation mechanisms. The conclusion of this study is that the management of TJSLP/CSR allocation funds in its implementation provides an alternative for development financing in Central Java.

Abstract

Kedelai merupakan bahan pangan utama di Indonesia, namun produksi kedelai dalam negeri mengalami penurunan dari tahun ke tahunsehingga ketergantungan terhadap kedelai impor terus meningkat. Pemerintah telah melakukan sejumlah program untuk meningkatkan produksi kedelai meskipun masih jauh dari harapan. Oleh karena itu penelitian ini bertujuan untuk mengidentifikasi dampak program dan kegiatan peningkatan produksi kedelai terhadap pemenuhan kebutuhan kedelai dan partisipasi petani. Penelitian ini menggunakan metode kualitatif dan bersifat evaluatif dengan mengambil lokasi di Jawa Tengah. Evaluasi program bertujuan untuk meningkatkan produksi kedelai. Data yang digunakan adalah data sekunder dan data primer yang diperoleh dari hasil wawancara, selanjutnya data dianalisis dengan model interaktif yaitu: pengumpulan data, reduksi data, penyajian data dan kesimpulan yang saling terkait. Hasil penelitian menunjukkan bahwa: 1) Luas tanam kedelai mengalami fluktuasi, penurunan terjadi mulai tahun 2019 sebesar 158%, sedangkan capaian luas panen tidak sesuai dengan luas tanam dikarenakan ada puso dan waktu panen yang bergeser ke tahun berikutnya; 2) Ketersediaan kedelai mengalami penurunan sedangkan kebutuhan meningkat terus sepanjang tahun walaupun terjadi penurunan konsumsi kedelai pada tahun 2020 dan 2021; 3) Capaian luas tanam kedelai Jawa Tengah terbesar diperoleh dari program pemerintah dengan partisipasi terbesar pada tahun 2020 sebesar 27%; 4) Partisipasi petani untuk memenuhi kebutuhan kedelai masih rendah (4,21%). Dapat disimpulkan bahwa ketergantungan capaian produksi pada program pemerintah mencapai 87,48% per tahun dengan pemenuhan kebutuhan sebesar 26,32% per tahun. Partisipasi petani secara swadaya menyumbang 4,21%.

Abstract

The utilization of national health insurance in the public house service of Nene Mallomo, Sidenreng Rappang Regency has greatly increased with the number of daily visits increasing, but the coverage of BPJS membership is still very low compared to all districts in South Sulawesi Province. The type of this research is quantitative with a Cross-Sectional Study approach. The population in this study were all participants of BPJS Kesehatan Mandiri, Sidenreng Rappang Regency who used health services at the Nene Mallomo Hospital, as many as 48,033 people. The sampling technique in this study is a purposive sampling technique with a sample size of 100 respondents. The data analysis performed was univariate and bivariate using the chi-square test. The results of the chi-square test indicate that there is an influence between knowledge (p = 0.000) and income (p = 0.000) on the national health insurance (JKN) for independent BPJS Health participants in services at the Nene Mallomo general hospital, Sidenreng Rappang Regency. It is concluded that knowledge and income affect the use of national health insurance, and it is hoped that the community will register to become BPJS Health participants and take advantage of the national health insurance in health services, both at puskesmas and hospitals, especially at the Nene Mallomo general hospital, Sidenreng Rappang Regency.

Abstract

This research has the aim of analyzing the influence of compensation, personality, and work environment on employee performance with Organizational Citizenship Behaviour as an Intervening Variable (study on Health Department Employees at Pati Regency). This research is a study using quantitative approaches. Population 1461 officers. A sample of 145 respondents. Sampling techniques use proportional sampling types and data sources. Primary data sources and secondary data. Test instruments using convergence validity, Average Variance Extracted (AVE), Discriminant Validity, and Construct Reliability. Data analysis using SEM AMOS. The results of testing hypotheses contained in this study, it can be concluded that the study (1) There is a significant positive influence of compensation and personality on employee performance at the Health Department Employee at Pati Regency; (2) There is nothing effect of work environment on employee performance at the Health Department Employee at Pati Regency; (3) There is a significant positive effect of the compensation, personality and work environment on Organizational Citizenship Behaviour at the Health Department Employee at Pati Regency. ; (4) There is a significant positive effect of the Organizational Citizenship Behaviour on employee performance at the Health Department Employee at Pati Regency; (5) Organizational Citizenship Behaviour is able to provide a mediating effect between compensation and personality on employee performance at the Health Department Employee at Pati Regency

Abstract

The Agricultural extension activities provides some agricultural extension services to farmers. The poor performance of the agricultural extension than the farmer’s expectations has an impact on the level of farmers satisfaction. The purpose of this study was to analyze the level of performance, satisfaction, and the level of interest of farmer groups towards extension services in Purwosari Village, Mijen District, Semarang City. This research used 70 samples of farmer respondents that were selected using simple random sampling. Data were collected using interviews, observation, and documentation. Results of the Importance Performance Analysis (IPA) defines five attributes in quadrant I (Main Priority), three attributes in quadrant II (Maintain Achievement), two attributes in quadrant III (Low Priority), and four attributes in quadrant IV (Excessive). The result of the Customer Satisfaction Index (CSI) describes that the performance attributes of agricultural extension is 65.6%. This value (in the range of 33.4% - 66.5%) identifies that overall farmers in Purwosari Village were quite satisfied with the performance of agricultural extension workers.
