Abstract

Abstrak This study aims to analyze the increasing social role of the community in the development of HWB attractions. This research uses a qualitative approach with descriptive methods. The informants of this study were determined by purposive sampling technique, including the general subdivision and staffing of the department of tourism and culture Kabupaten Solok Selatan, Wali Nagari , Youth Chairperson, Community Leaders in Nagari Pauh Duo Nan Batigo Pauh Duo District Kabupaten Solok Selatan, officers, visitors, and the community around HWB attractions. techniques collection techniques carried out by observation, interview and study documentation. To test the validity of the data using source triangulation techniques. The results of this study indicate that forms of social role in developing HWB attractions provide information to the government, increase people's willingness to accept decisions, and democratize decision making. During this time, the role of the government in involving the social role of the community in the development of HWB attractions is still limited. This shows that there is no government goodwill involving the social role of the community in the development of HWB attractions. Furthermore, the supporting factors for increasing the social role of the community in developing HWB attractions are the community involved in planning HWB attractions, the willingness of the community to support the implementation of regulations made in the framework of developing HWB attractions, the involvement of the community in supporting the potential of existing tourist attractions area. While the inhibiting factor is the lack of local community initiative in managing tourist facilities, there is no permanent work for the surrounding community in HWB tourism objects. This study concludes that increasing the social role of the community in developing HWB attractions needs to be done in actively involving the social role of the community. In addition, the role of the government in involving the social role of the community is still limited, because there is no seriousness from the government in involving the social role of the community as a whole in the development of HWB tourism objects. Abstract

This study aims to determine the contribution of emotional intelligence on the performance of employees in the District Device Organization of Tanah Datar Regency. The background of this study was the finding of problems in the emotional intelligence of employees that were not good in the District Device Organization of Tanah Datar Regency. This type of research is a quantitative research whose population is all civil servants in the area of the regional apparatus of Tanah Datar regency totaling 1.596 people. The sample in this study consisted of 320 respondents who were determined using the Slovin formula with an error rate of 5% and sampling was done through Multi Stage Random Sampling technique. Data collection in this study uses a questionnaire with Likert scale measurement.Data of this study were analyzed with linear regression test. The results showed that there was a contribution between emotional intelligence to employee performance by 22,9%. So it can be concluded that emotional intelligence contribute significantly to employee performance.

Abstract

This study aims to describe: 1) To describe the implementation of empowerment of farmer communities by the Padang City Agriculture Service. 2) To describe the inhibiting factors in the implementation of a community empowerment program by the Padang City Agriculture Service. 3) To describe solutions in overcoming the inhibiting factors in community empowerment by the Padang City Agriculture Service. This research method uses a qualitative approach with the determination of informants using purposive sampling technique. Data obtained using in-depth interviews, observation, and documentation. The results of the study show that the implementation of empowerment of farmer communities. The results of the study indicate that the form of empowerment organized by the Agriculture Service is in the form of assistance with agricultural machinery (alsintan), plant seeds, and irrigation. Assistance provided by this government in the context of self-sufficiency programs. Assistance is given to the community through farmer groups. The inhibiting factor of community empowerment consists of agricultural activities only limited to fulfilling their daily needs, still not oriented to the development of improving the welfare of farmers, farmers lack the capital and difficulties in marketing products and the difficulty of licensing. Based on the explanation above, it can be concluded that the empowerment of farming communities in the city of Padang still has several obstacles.

Abstract

Based on Law Number 10 of 2009 concerning Tourism, Article 24 Paragraph 1 Point (a) explains that one of the obligations of the government and regional governmenst is to provide tourism information, legal protection and the safety of tourist. To protect the safety of visitors who play on the coast the Padang City Government collaborates with Padang Baywatch, which is reflected in a responsive tourism-awere work culture. However, in reality there was a miss communication between the OPD involved with Padang Baywatch, the mean of safety whitch was minimal and not stand by the safety officer at the beach location. The purpose of study is to describe a work-aware tourism culture that was responsive to visitor safety (a collaborative study of the Padang City Government with Padang Baywatch in the Padang Beach Region, Padang City). This research is a qualitative research witch descriptive method. This study uses a model of work-aware tourism culture that is responsive to Aldri dan Khaidir, which was developed and modified by researchers into 3 indicators. The results of the study showed that a tourism-aware work culture that was responsive to the safety of vistors by the Padang City Government with Padang Baywatch was still not optimal, as evidence there were still many problems regarding tourism-awere work culture that was responsive to the Padang City Government’s OPD Officials concerned, as well as Padang Baywatch Volunteers.

Abstract

This study aimed to determine the effect of age and marital status on the performance of the village government apparatus in the village financial management in Tanah Datar District.The background of this study was that there were still a number of problems in village financial management that were influenced by factors of age and marital status.This research is a quantitative study with a population of 600 village government apparatus,. The sample of this study consisted of 248 determined by the Slovin formula, as well as the research sampling technique using the stage random sampling technique. Data in this study were collected through questionnaires. Data analysis in this study used descriptive analysis methods, t test, and ANOVA test. The results of this study indicate that there was no influence of age and marital status on the performance of the village government apparatus in the village financial management in Tanah Datar District.

Abstract

This study aims to determine how the role of the Village Consultative Board (Badan Permusyawaratan Desa) in development democracy in Sirambas Village, Panyabungan Barat District, Mandailing Natal Regency. This research was conducted due to BPD has not been maximized in carrying out its role and public awareness of the importance of the domocracy of each is lacking, lack of public activity because most people in Sirambas Village do not yet know what the functions and roles of BPD are. The analytical tool used is qualitative. Method this study uses interviews and documentation with research informants, Chairperson of the BPD, Deputy Chairperson of the BPD, Secretary of the BPD, Members of the BPD, Village Head, Village Secretary, community leaders, and the community. Implementation of BPD function did to discussing and designing village regulations, in Sirambas Village. Not working well BPD does not use an existing office to discuss village regulations, but rather conducts deliberations on village regulations an inappropriate places. This research is able to become input and reference for researchers and BPD can better understand order to achieve a goal. Keywords : Democracy, Village Development, Village Consultative Boar

Abstract

This study aims to examine the supervision of Foreign Workers (TKA) by the Central and Regional Governments in South Solok Regency. This research was conducted at the Department of Manpower and Transmigration, West Sumatra Province, UPTD Labor Inspection Region III West Sumatra Province and the Immigration Office Class I TPI Padang. The method used in this research is to use a qualitative method with a descriptive approach through interview techniques and documentation in data collection. The results showed that the supervision of Foreign Workers (TKA) by the central and regional governments in South Solok Regency had not been running optimally because there were many obstacles that had to be faced by relevant institutions and agencies tasked with overseeing this TKA. Human resources are still lacking, the limited budget provided for supervision activities as well as the lack of facilities and infrastructure needed, especially operational vehicles. This needs to get the attention of the central government so that this monitoring activity can run more optimally.

Abstract

According to Police Chief Regulation No. 13 of 2015 performance allowance is allowance given as a tribute to the achievements that have been achieved by employees in the National Police in carrying out their duties in order to realize bureaucratic reform. therefore the performance allowance is expected to increase the work productivity of the Indonesian National Police, especially for the Traffic Police. This study aims to determine the effectiveness of the provision of performance allowances in the performance of traffic police duties (POLANTAS) and the factors that influence the implementation of the tasks of the Traffic Police (POLANTAS) in the North Padang Sector Police. This research is a qualitative research with a descriptive approach. in this study the data sources used are primary data and secondary data. data collection by observation, interview, then documentation. Data validity test uses source triangulation techniques. the results of the study indicate that the provision of performance allowances has been effective but has not yet been maximized in the implementation of its duties.

Abstract

ABSTRACT Indonesia is one of the disaster-prone countries, where the city of Padang is included. Padang City's topography which has very varied characteristics makes Padang City vulnerable to disasters. Based on data from the Central Statistics Agency of the City of Padang the number of Sub-districts in the City of Padang is as much as 11 Sub-districts and the number of village in the City of Padang is as many as 104 village. From the Padang City RPB data, the level of disasters in the city of Padang varies. One of the villages that are prone to disasters is the Bungo Pasang Village, so to improve the preparedness of the Bungo Pasang Village in the form of a Disaster Preparedness Group (KSB) of the Bungo Pasang Village in 2011. However, currently the function of the Bungo Pasang Village KSB has not run optimally. , where there are still some obstacles faced by members of the KSB village Bungo Pasang. This study aims to determine the effectiveness of the implementation of the function of the Disaster Preparedness Group (KSB) of Bungo Pasang Village in improving preparedness to deal with disasters. This type of research is descriptive qualitative, where sources of data are taken through secondary data and primary data. Abstract

Upaya Pemerintah untuk memperbaiki kualitas pelayanan publik tidak pernah berhenti, hingga diundangkanya UU nomor 25 tahun 2009 tentang Pelayanan publik sebagai tonggaknya segala upaya untuk mempercepat terwujudnya pelayanan publik yang prima di Indonesia. Salah satu terobosan dan inovasi untuk mewujudkan pelayanan yang prima adalah diundangkannya Permenpan RB nomor 23 tahun 2017 tentang penyelenggaraan Mal Pelayanan Publik (MPP). Penyelenggaraan MPP di Kota Padang berdasarkan Peraturan Walikota Padang No. 54 tahun 2018 tentang Mal Pelayanan Publik di Kota Padang yang dipimpin oleh Kepala Dinas Penanaman Modal Satu Pintu Kota Padang. Penyelenggaraan mal pelayanan publik ini bertujuan memberikan kemudahan pelayanan terhadap masyarakat yang ada di Kota Padang dengan cepat dan mudah serta mendapatkan sarana dan prasarana yang nyaman bagi penerima layanan. Hasil penelitian menunjukan bahwa, pertama masih rendahnya kualitas sumber daya manusia yang ada di Mal pelayanan publik, belum tersedianya sarana dan prasarana yang nyaman bagi penerima layanan dan masih kurangnya sosialisasi oleh pemerintah tentang keberadaan mal pelayanan publik di Kota Padang.
