Abstract

This research aims to determine how the collaboration process between stakeholders in response to traffic accidents in Kota Tanjungpinang. In Kota Tanjungpinang accident numbers are still quite high from year to year. In response to traffic accidents in Kota Tanjungpinang some stakeholders such as Polres Tanjungpinang, Dinas Perhubungan Kota Tanjungpinang, PT. Jasa Raharja (Persero) Perwakilan Tanjungpinang, Dinas Pekerjaan Umum dan Penataan Ruang Kota Tanjungpinang, Dinas Perumahan Rakyat, Kawasan Permukiman, Kebersihan dan Pertamanan Kota Tanjungpinang collaborate. Data collection methods in the form of interviews that are conducted to the informant interested in the implementation of Collaborative governance process. The analysis of data obtained is carried out through data collection, data verification, data presentation, and withdrawal of conclusions. The results obtained from this research are Collaborative governance in response to this traffic accident has fulfilled several factors of 5 factors in collaboration according to the Ansell and Gash Theory (2007), a factor that is fulfilled by collaboration This is (1). Comitment to process in the collaboration of countermeasures traffic accidents see the commitment of each stakeholder and confidence in providing the best service for the countermeasures of traffic accidents. (2). The Trust building in the collaboration in response to the trust building traffic accidents between stakeholders has already run well in carrying out their roles.

Abstract

This study aims to evaluate the implementation of Community Based Drinking Water and Sanitation Provision III in Cihara Village, Cihara District, Lebak Regency. The theory used is the evaluation theory by Dunn (2003: 610), namely effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The method used is descriptive with a qualitative approach. The result of this research is that the implementation of the PAMSIMAS III program in Cihara Village, Cihara District, Lebak Regency has not run optimally. Suggestions that become recommendations for supervision from related agencies after the construction of facilities is complete and there are efforts from related agencies to provide awareness to the community about the importance of PHBS, community self-help groups have strategies so that people can participate in the form of in-cash contributions and in deliberations, and the existence of cross subsidies for infrastructure maintenance fees for people who are economically underprivileged.

Abstract

On 27 September 2019, the Mayor of Batam officially became the ex officio Head of Batam Indonesia Free Zone Authority (BP Batam). The ex-officio term of the Head of BP Batam is the same as the term of office of the Mayor of Batam. The ex-officio position of the Head of BP. Batam is a new position in Indonesia. This position combines a political position, namely the mayor of Batam with a professional position in the Concession Board. ex-officio Head of BP Batam was formed as a means to reduce the conflict of leadership dualism in Batam City. The ex-officio position of the Head of BP Batam spans political relations that are full of interests so that potential obstacles in developing performance can occur. This study aims to analyze the ex-officio performance of the Head of BP Batam and analyze the political relations in the ex-officio position of the Head of BP Batam and see its performance in the first year during the covid 19 pandemics. This study uses a qualitative method. Data collection techniques in this study used documentation studies and field studies. The results of this study explain that the ex.officio leadership function of the Head of BP Batam in the early years has gone according to plan, although there are some.

Abstract

The purpose of this study is to analyze and describe the National Health Insurance program in terms of the budget deficit problem and its implications for health insurance for Covid-19 patients. This study uses a qualitative method oriented to library research (library research) using secondary data sources and William N. Dunn's analytical approach. The results of this study indicate that the National Health Insurance (JKN) program has not found a bright spot in dealing with the budget deficit after the JKN rate increase through Presidential Decree Number 75 of 2019 was canceled by the Supreme Court because it was considered to have violated the provisions of the 1945 Law article 28 H paragraph 1. The handling of covid-19 patients as the health insurance is instructed to be borne by the BPJS also has legal regulatory constraints, which is contrary to Presidential Decree Number 82 of 2018 article 52 paragraph 1 letter O. Even though the efforts to service covid-19 patients, the budget comes from injecting APBN and APBD funds as effort prevention of a larger deficit, but operationally violates applicable legal provisions. For this reason, it is necessary to make new rules and revise related regulations in order to accelerate the handling of policies in accordance with applicable legal provisions.

Abstract

This study aims to explain the impact of implementing open selection on the amount of corruption in local government JPT in Indonesia. Using the difference-in-differences-in-differences (DDD) approach, this study analyzes panel data on JPT corruption in Indonesia that have been inkracht handled by the Corruption Eradication Commission (KPK) in the period 2009-2019. The results of theoretical studies and previous research have given rise to the hypothesis that the implementation of open selection has a positive impact on reducing JPT corruption cases in local governments in Indonesia. This study found that the implementation of open selection can reduce the number of corruption cases by -0.892% and significantly at the 10% alpha level in regions with high total capital expenditures. This finding demonstrates the positive impact of open selection on JPT corruption cases and thus supports previous studies on the positive impact of implementing a merit system, in particular open selection on the number of JPT corruption cases in regions with high total spending. In addition, to strengthen the research results by adding case studies and in-depth interviews with KASN and ICW. It was found that it greatly influenced the implementation of open selection. It is the high political costs in the regions that are the main cause that causes corruption of governors, mayors, and regents followed by regional officials to continue to occur.

Abstract

The purpose of this research is to identify changes in the company organization of PT Karya Persada, specifically 1) Examine how the organization of PT Karya Persada has changed since the acquisition. 2. Describe the changes that have occurred. 3. ) Analyzing the relationship between changing organizational aspects at PT. Persada's work. 4). Identifying the anticipation or management strategy used by PT Karya Persada in the face of this change. This research can also academically deepen knowledge about change management, organizational culture, leadership style, and learning organizational, as well as see the extent of its application, supporting factors, and constraints that arise in its application. The descriptive qualitative research methods were used in this study. The data in this study were obtained by conducting interviews with former employees of PT. Karya Persada will go directly to take data at PT. Persada's work that has been obtained from the interview data is processed using NVivo 12 Plus Qualitative Software. According to the findings of this study, there is a change in organizational culture, such as a family-like spirit that becomes more procedural and full of control. Less discipline became much more disciplined from the start. Furthermore, a previously opaque culture has become more transparent, with clearer rewards and punishments, including at higher levels of promotion and career advancement.

Abstract

The main problem with the Indonesian government is the behavior of deviant acts of corruption that harm the nation and state. This research is shown to prevent acts of corruption by implementing the principles of public administration in state officials. The research method used, namely the type of quantitative research is comparative experimental. There are various policies taken by the government to prevent corrupt behavior, namely the application of the principles of public administration in state officials, ethical development and bureaucratic governance through the development of good governance, enforcement and application of public administration law, public awareness, and participation, efforts to improve the system. more effective and efficient public services, and the establishment of an independent institution to prevent corruption. However, this study found irregularities in the efforts to strengthen the KPK institution by re-doing the national insight test on employees.

Abstract

Since independence, agriculture has been the backbone of Tanzania's economy. Factors like good climatical condition, arable land, and manpower give the advantage to do well in agriculture as a tool for economic growth and self-sustaining. Despite having a good agriculture policy (Kilimo Kwanza), the country is not doing well in utilizing its full potential in the agriculture sector. This is due to several challenges like the political economy of agriculture, budget bias (constraints) against agriculture, and market bias against agriculture. To solve those problems and make this policy and agriculture more sustainable in achieving economic growth, industrialization (Tanzania ya Viwanda), and self-sustaining, this study is recommending the government to make some adjustments in the policy to match with the annual budget trends to avoid deficits. Moreover, the government should provide education to increase perceptions to the decision-makers about the importance of agriculture in the economy to reduce the biases on agriculture in their decision-making processes.

Abstract

This study aims to determine the emergence of a single pair in the regional head election of Ngawi Regency in 2020. The research uses descriptive qualitative methods to describe the facts of existing symptoms or phenomena. Data collection is carried out by tracing scientific journals, government reports, regulations, mass media news, and other articles relevant to the emergence of a single candidate in the head of the local election. Data analysis was carried out by reducing, presenting data, and drawing conclusions. The study results show that the large coalition of political parties supporting the pair Ony Anwar Harsono and Dwi Rianto Jatmiko with the tagline "OK Win Together" has a pragmatic and victory-oriented tendency to gain power. This pair is supported by the majority of parties in the Ngawi Regency DPRD, with 45 seats. There are ten supporting political parties, including PDIP, Golkar, PKS, Gerindra, PKB, Nasdem, Democrat, Hanura, PAN, and PPP. This large and majority coalition's built-in support of the pair Ony Anwar Harsono and Dwi Rianto Jatmiko shows the tendency of the party to ignore its ideological platform and desire to win to present a single pair in the 2020 regional head election in Ngawi Regency

Abstract

This study aims to determine the analysis of large-scale social restrictions (PSBB) policies for the community in various efforts to prevent the impact of Coronavirus disease transmission or known COVID-19. The wider the range of transmission of the COVID-19 pandemic, including in Indonesia, the government has taken decisions or steps to immediately break the chain of transmission of the COVID-19 pandemic by making policies, one of which is the large-scale social restriction (PSBB) policy. Government policy N0. 21 of 2020 concerning large-scale social restrictions in the context of accelerating the handling of the COVID-19. The research method is qualitative research with an empirical literature approach. This study uses the library method, namely browsing documents, reports such as journals, post office, books, articles, mass media, or news. The results of this study analyze government policies regarding large-scale social restrictions (PSBB) which have a major impact on people's lives, especially the difficulty of the economy to meet the needs of daily life, especially the lower middle class. PSBB direct impact is devastating for the people who rely on daily income, such as itinerant traders, hawkers, motorcycle taxi operators, drivers and public transportation has. This is one of the impacts of the enactment of the large-scale social restriction (PSBB) policy in Indonesia. From the results of the researchers, it can be concluded that the impact of the virus COVID-19 has resulted in an economic crisis, Learning activities previously carried out in schools today so learn at home online, difficulty to access basic health services, the implementation of the work patterns works from home.
