Abstract

The increasing issue of occupational land conflict in Tesso Nilo National Park (TNTN) should be addressed objectively by various stakeholders. One of the important things that can be done to support these efforts is to conduct careful and thorough research on the orientation of stakeholders for the implementation of ecotourism development in TNTN. The stakeholders focussed on this research consist of eight groups of respondents, namely land claiming communities, landowners, landless communities, TNTN centers, local government, forestry services, private companies and non - overnmental organizations. Data collected then analyzed by using One Score One Criteria System. The result of this study indicates that stakeholder perceptions related to various aspects of the TNTN development concept are "somewhat good" (score 5). This provides an interpretation that TNTN's development concept is "somewhat effective and efficient" to be implemented in the development of forest ecosystems in TNTN.Keywords: ecotourism, stakeholders, TNTN

Abstract

This study aimed to analyze the chain posture, substantial content and time span of ecotourism laws and policies in Indonesia. The instrumentused in this research was closed ended questionare, which was then analyzed using One Score One Criteria System. In various criteria, the subtantialcontent of all ecotourism laws and policies in Indonesia showed a score of 5 or a rather good meaning. This non-optimal value can be said to have noclarity of comprehensive and structured objectives so that the dynamics of the substantial content in the law is still partial. Above that, it must beunderstood that ecotourism should not be interpreted as a journey to the natural in remote area only, but it must be enforced in every space oftourism destinations. Based on the research results on the legislation documents including (Laws, Government Regulations, Presidential Regulations,Presidential Decrees, Ministerial Regulations) it was found that between mandatory rules and implementing regulations were not set within a periodof about 2 years accordingly. Therefore, it is necessary for the integration of stakeholders to revise the various ecotourism laws and policies inIndonesia comprehensively, systematically and objectively so that in the dynamics of its implementation can optimize the seven pillars of ecotourismdevelopment. Keywords: analysis, criteria, law and policy

Abstract

Generally, all the society’s elements in Mappi Region recognize the existence of folklor which is rich with the value of life philosophy. Data analysis method used was one score one criteria scoring system which was followed by using SWOT analysis as the basic consideration in statingoptimization strategy of the eco-cultural tourism development. The result of the study revealed that various potential of folklore with material andimmaterial heritage had good meanings and reasonable to be fostered in all aspects of tourism development. The high motivation of the society alsoindicated the great enthusiasm of eco-cultural tourism development in mappi region. It was different in terms of preference and participation in whichscore was far from the optimum value. This indicated the local society’s low knowledge of the importance of culture and folklore utilization asecotourism resources. Therefore, the integration of stakeholders to optimize various development of eco-cultural tourism is needed in order to createmultiplier effect. The strategy of eco-cultural tourism development in mappi region which needs to be done is by optimizing perspective of regionaldevelopment, perspective of social culture, perspective of marketing and perspective of activities and ecotourism program. Keywords: ecotourism, mappi folklor, one score one criteria scoring system, Papua

Abstract

Policy implementation is the most difficult stage of the entire policy cycle. The effectiveness of a policy implementation can be measured fromthe accuracy of the implementation, the target, the environment, and the process. The purpose of this research is to analyze the condition and theproblem of implementation of granting Water Utilization Permit (IPA) policy in Gunung Halimun Salak National Park (TNGHS). This research wasconducted in TNGHS area by using closed interview method (questionnaire) followed by in depth interview to key informant which is determined bypurposive sampling, context analysis, and Edward III approach. The results of the research showed that the implementation of granting IPA policy inTNGHS was quite effective because it has been implemented in the right target, environment, and mechanism. However, not all phases have beenimplemented appropriately. Problems encountered include: (a) the use of limited communication strategies, lack of clarity, and inconsistency ofmanagers, (b) limited number of competence counterpart staff and minimal administrative compliance, (c) discretion and disincentive, and (d) tomuch bureaucratic responsibility and lack of implementation guidance or IPA policy SOP. To increase the effectiveness of implementing IPA inTNGHS, some strategies can be added: (a) developing intensive communication and facilitation for Water User Forum (FPA) groups at each resort,(b) providing capacity bulding training as well as additional incentives, (c) rewarding FPAs that implement IPA effectively, and (d) establishingSOPs related to IPA policy. Keywords: effectiveness, implementation, policy

Abstract

Flooding hit the island of Ambon in 2012 and 2013. Many analyzes has been developed to estimate the cause of the flooding. The study aims topredict optimal land management for reducing run-off. The method is simulation of CN value based on spatial analysis on watershed characteristics. The rainfall can’t be managed by watershed. The level of run-off can be determined by CN value that depends on the type of land cover. The resultshows that the land cover has changed about 90 ha, with the higher rainfall intensity is 2.118 in 2013. The result of simulation indicated that tochange of shrub and bare land, mix dryland forest, and secondary dryland forest with agroforestry. Agroforestry can decrease run-off amount 0,86%.The change of land cover and high rainfall are the main factors that caused the flooding in 2012 and 2013. It is necessary to add a rainfallobservation station so that the observation of surface flow can be done well. Keywords: curve number, land cover change, watershed

Abstract

The use of forest area (UFA) policy is a forest management policy by government to accommodate the needs for mining sector in forest area. This study aims to analyze the factors that become key drivers and influence the acceptance of UFA program and also build the agent-based modelsimulation of UFA policy. The method built in this research is using Structural Equation Modelling and Agent-Based Modelling approach. Based onthe results of confirmatory factor analysis, the factors that play a role in the acceptance of the program is the understanding and participation ofstakeholders related to UFA program and the availability of land allocation to be given license to borrow forest area. In addition, based on the ABMapproach, in order to anticipate the increased deforestation rate in available forest cover, it is necessary to accelerate and increase the rate ofmining reclamation activities by license holders. Keywords: agent-based modelling, structural equation modelling, the use of forest area
