Abstract

Growth in tourist arrivals at ecotourism mangrove in Blanakan can cause a threat to the preservation of conservation areas and tourist attraction. This happens when the utilization of the region exceeds its carrying capacity. The aims of This study  to identify the carrying capacity of ecotourism mangrove in Blanakan as conservation areas are used for tourism activities. The results showed that the carrying capacity the ecotourism mangrove in Blanakan is 425 visitors per day. Pollution load simulation results showed that ecotourism mangrove Blanakan  had suffered pollution by phosphate, ammonia pollution carrying capacity will be passed  in 2019 and organic waste in the year 2011 to 2013, while nitrate and garbage until the year 2032 has not been exceeded.   Key words: ecotourism, mangrove, carrying capacity

Abstract

The Indonesian government has realized the importance of decentralized systems of forest resource management including the management of conservation areas by issuing Government Regulation No. 28/2011 on the Management of Sanctuary Reserve and Nature Conservation Area. The regulation is aimed at providing access to local communities to utilize resources within national parks. This paper aims to: 1) analyze  result of the decentralization of the management of national parks by examining the dimensions of property rights devolved to the local community based on the government regulation No. 28/2011; 2) the proportion  of  power transferred by central government to local communities and 3)learn  the decentralization of resource use within conservation areas in India and Nepal that possibly useful for Indonesia to adopt. This study shows that  traditional use in a national parks' traditional zone can be considered as a form of decentralization.  The level of rights that can be devolved into local communities in the traditional utilization zone is the proprietory rights. Lessons that can be learned from the implementation of decentralization in India and Nepal is that the delegation of limited rights does not produce enough change in either the condition of the resource or the relationship between the government and the local community.

Abstract

Pesut mahakam (Orcaella brevirostris Gray, 1866) berstatus kritis, sehingga mendapat prioritas konservasi.

Abstract

Abstract

Abstract

Conflicts between government and local peoples over national park resources have been occurring in Indonesia, for instance in the Halimun-Salak Mountain National Park (TNGHS).  The research were directed to describe the opinion, relationship, access, and rights of the peoples in term of the TNGHS resources utilization.  Further objectives were to identify the causes of the settlement problems at the TNGHS and to formulate the alternative solutions of the problems.  The results showed that conflicts at Halimun-Salak areas have been occurring since the Dutch colonization period. The policy of the TNGHS area expanding (from 40.000 to 113.357 ha) in 2003 and different perception between the government and the peoples regarding to the values to the forest had made the conflicts extended.  Choosing the most appropriate solution from 3 alternative solutions namely: solving the problems of resettlement and law enforcement, revising the policy of TNGHS extension, and accommodating settlement in the special zone were strongly recommended.

Abstract

White rumped shama are commonly traded and raised by people due the bird’s attractive voice (The Best Song Birds). In nature, the birds is easily captured due to its possession of narrow habitat preference and strong territorial behavior. As a result, although its distribution is categorized as wide, in general, its population density is low, particularly in low land forests of Java island. Undeniably, within a not too long period, murai batu could only be found within conservation areas. Therefore, research on ecological aspects of this bird in conservation areas is very important for the purpose of conserving the bird. Ecological aspects of white rurped shara studied in this research were distribution, population density, home range, and territory. The methods used were spot mapping, tracer method, and play back method. Research results showed that distribution was in tourism forest of Pananjung Pangandaran were in places with complete strata (upper, middle and upper) and dense canopy coverage. Activities of producing sound and resting were conducted more in middle strata, while food searching was frequently conducted in upper strata. Most of the daily schedule is used for producing sound. Population density of was Pananjung Pangandaran tourism forest was 6 pairs per 10 hectares, with sizes of home range and territory were respectively 1.87 hectares and 0.79 hectares. Keywords : conservation area, habitat, home range, territory, spot mapping, tracer method, play back method.

Abstract

Mangrove utilization as raw material for charcoal by the people ofBatu Ampar was classified as illegal action, since the raw materials were taken from protected forests. Conversely, the existence of production forest and Community-based Plantation Forest (HTR) schemes have not become a solution to these problems. The aim of the research is to determine the history of utilization permit of mangrove forests as a source of raw material for charcoal by community and to analyze the constraints of the HTR policy implementation in Batu Ampar. This research was using quantitative and qualitative approaches. The results showed that the efforts to legalize business by community had been undertaken several times, but often collide with policies related to the dynamics of change in the status and functions offorest area in Kubu Raya District. Barriers to implementation ofthe HTR were: (1) mangrove forest which have potential for mangrove utilization as charcoal's raw material was still constrained with its status and function as Protection Forest; (2) lack ofcommunity knowledge on the regulations; (3) low quality human resources and the absence ofstrict sanctions; and (4) most ofthe tasks and functions ofgovernment agencies have not been implemented.
