Abstract

Pesut mahakam (Orcaella brevirostris Gray, 1866) berstatus kritis, sehingga mendapat prioritas konservasi. Untuk mendukung upaya konservasinya diperlukan data dan informasi tentang populasinya. Penelitian ini bertujuan untuk mendapatkan informasi tentang jumlah individu, angka kematian dan kelahiran pesut mahakam; pemetaan sebaran serta memperoleh informasi jarak jelajah hariannya. Pendugaan jumlah individu pesut mahakam dilakukan dengan menggunakan metode capture-mark-and recapture berdasarkan identifikasi foto sirip punggung.  Angka kematian dan kelahiran pesut dikumpulkan melalui pengamatan langsung di lapangan dan wawacara.  Jarak jelajah harian pesut dihitung berdasarkan trayek pergerakan focal group yang diikuti selama 8-11 jam.  Hasil penelitian yaitu jumlah individu pesut pada tahun 2012 sebanyak 92 individu.Jumlah kematian sebesar enam individu, sedangkan jumlah kelahirannya adalah lima individu.  Jarak jelajah rata-rata harian pesut adalah 27,3 km.  Penelitian ini juga menemukan bahwa telah terjadi perubahan sebaran pesut di Sungai Mahakam. Pesut mahakam tidak lagi mendiami wilayah Muara Pahu-Penyinggahan yang sebelumnya merupakan habitat intinya.  Saat ini, pesut-pesut terkonsentrasi di lokasi lain yakni Pela-Muara Kaman.

Abstract

Pemerintah Indonesia telah menyadari pentingnya sistem desentralisasi pengeloaan sumber daya hutan termasuk pengeloaan hutan konservasi. Sejalan dengan perubahan lingkungan strategis, baik nasional maupun internasional, pemerintah mengeluarkan PP No. 28 tahun 2011 tentang Pengelolaan KSA dan KPA. Dalam PP ini di antaranya diatur tentang pemberian akses kepada masyarakat setempat untuk memanfaatkan sumber daya Taman Nasional (TN). Kajian ini bertujuan untuk : 1) analisis desentralisasi pengelolaan TN dengan mencermati dimensi hak kepemilikan yang diberikan kepada masyarakat setempat yang diatur dalam PP No. 28 tahun 2011; 2) porsi kekuasaan yang diberikan dari pemerintah pusat kepada masyarakat setempat dan 3)mengetahui desentralisasi pemanfaatan sumber daya kawasan konservasi di India dan Nepal yang berguna bagi langkah-langkah Indonesia ke depan. Pemanfaatan tradisional di zona tradisional disebut sebagai bentuk desentralisasi, sedangkan tingkatan hak yang dapat diberikan kepada masyarakat setempat di zona tradisional adalah “proprietors”. Pelajaran yang dapat dipetik dari pelaksanaan desentralisasi di India dan Nepal adalah bahwa pemberian hak yang terbatas yaitu access dan withdrawal saja tidak dapat memperbaiki kondisi sumber daya dan juga tidak dapat memperbaiki hubungan antara pemerintah dengan masyarakat setempat.

Abstract

Kebijakan konservasi penyu dilakukan dengan menetapkan beberapa habitat peneluran penyu sebagai kawasan konservasi. Kawasan konservasi penyu Pangumbahan merupakan salah satu kawasan konservasi penyu di Pulau Jawa. Tingginya tingkat ancaman yang dihadapi oleh konservasi penyu memerlukan peran multistakeholders yang terpadu. Oleh karena itu, kegiatan konservasi penyu memerlukan analisis stakeholders untuk mengetahui kepentingan, nilai penting, pengaruh, dan hubungan berbagai pihak yang berkepentingan dalam pengelolaan konservasi penyu. Penelitian ini bertujuan untuk mengidentifikasi, mengkategorisasi dan menyelidiki hubungan diantara stakeholders, serta merumuskan strategi untuk meningkatkan peran stakeholders. Pemilihan responden dilakukan dengan metode snowball sampling. Pada umumnya stakeholders lebih banyak terlibat pada kegiatan pemanfaatan, yaitu sebanyak 17 stakeholders, sedangkan keterlibatan stakeholders terendah terjadi pada kegiatan pengawetan, yaitu 8 stakeholders. Adapun kegiatan perlindungan melibatkan 14 stakeholders. Hubungan stakeholders yang terjadi meliputi hubungan konflik dan komunikasi. Untuk meningkatkan tujuan pengelolaan konservasi penyu, keterlibatan stakeholders perlu ditingkatkan melalui pemberdayaan masyarakat, peningkatan kegiatan kerjasama dan peningkatan peran serta masyarakat

Abstract

Increasing aquaculture is not accompanied by the sustainability of mangrove forests which are ecosystems along the coast of Indramayu. This research aims to estimate the extent of existing mangrove forest, to identify of mangrove forest utilization, to analyze the interests and influence of stakeholders involved in the management and utilization of mangrove forest in Indramayu Regency. The methods used are desk study, observation, and interview. Primary data were obtained from interviews with semi-structured interviews. The data were analyzed using stakeholders analysis methods. The primary data also obtined is Landsat 8 OLI image data recorded in June 2017. Secondary data is obtained from OPD in several maps type, regulation documents and main task of OPD. Spatial analysis compares the existing land cover with forest area maps and Spatial Plan. The result of the research shows that the area of mangrove vegetation cover is 2,228,79 Ha. There are 27 stakeholders involved in mangrove forest management in Indramayu Regency. The results of stakeholder mapping indicate that there are six stakeholders in the quadrant subject (high interest, low influence), eight stakeholders in the key player quadrant (high interest, high influence), eleven in the crowd quadrant (low interest, low influence), and one stakeholder in the quadrant context setters (low interest, high influence).Keyword: interest, mangrove, utilization, influence, stakeholders

Abstract

Growth in tourist arrivals at ecotourism mangrove in Blanakan can cause a threat to the preservation of conservation areas and tourist attraction. This happens when the utilization of the region exceeds its carrying capacity. The aims of This study  to identify the carrying capacity of ecotourism mangrove in Blanakan as conservation areas are used for tourism activities. The results showed that the carrying capacity the ecotourism mangrove in Blanakan is 425 visitors per day. Pollution load simulation results showed that ecotourism mangrove Blanakan  had suffered pollution by phosphate, ammonia pollution carrying capacity will be passed  in 2019 and organic waste in the year 2011 to 2013, while nitrate and garbage until the year 2032 has not been exceeded.   Key words: ecotourism, mangrove, carrying capacity

Abstract

Situ Gunung Natural Tourism area as part of Gunung Gede Pangrango Natural Park utilization zone is a popular natural tourism destination. Therefore, the assessment on objects and attraction natural tourism attraction of Situ Gunung (ODTWASG) based on the satisfaction of management as the supply and visitors as the demand is essential to identify object and nature attraction that ecologically, socially, and economically need to be improved or maintained by the managers. The assessment results data were then processed and analyzed by using conformity scale method and Importance Performance Analysis (IPA). The results showed that there was one unsatisfying attribute on both parties in economic scale, i.e., the making of suspension bridge. Besides, there were two attributes of economic ODTWASG that have not been managed optimally. Thus, it has not contributed to customer satisfaction, which were food and beverages prices at the food court as well as water tourism object entrance fee. Therefore, ODTWASG supply optimization could focus on these two economic attributes; first, setting and adjusting the attribute of food and beverages prices, and second, improving water tourism quality. Abstract

Conflicts of interest have occurred in the management of the area and natural resources of Teluk Cenderawasih National Park (TNTC) in Teluk Wondama Regency, West Papua Province. The implications of the park zoning system resulted in pro-and-contra situations that might create conflicts. With this context, the research aimed to formulate-resolution concepts that were considered suitable to resolve the conflicts for managing the park. The research showed that most stakeholders can be mapped out as key players and subject of conflict, just one as crowd and ones as context setter. The research also revelaed that the zoning system has accomodated the needs and aspirations of all stakeholder. Based on the finding it can be said that the existing conflict models were categorized as no conflict among most stakeholders, latent conflict (between BBTNTC with WWF, BBTNTC with Dinpar, DKP with Waprak, and DKP with Yende), and emerging conflict (between DKP with BBTNTC). The research concluded that the conflict of the park management can be resolved through collaborative management approach that can be developed with shared control by other stakeholders. Collaborative management should be implemented as “step by step process”: (1) strengthening the capacity of BBTNTC, (2) consolidation of BBTNTC with NGO (WWF) and local government (DKP and Dinpar), and (3) establishment collaboration with local community and the other stakeholders.

Abstract

Conflicts between government and local peoples over national park resources have been occurring in Indonesia, for instance in the Halimun-Salak Mountain National Park (TNGHS).  The research were directed to describe the opinion, relationship, access, and rights of the peoples in term of the TNGHS resources utilization.  Further objectives were to identify the causes of the settlement problems at the TNGHS and to formulate the alternative solutions of the problems.  The results showed that conflicts at Halimun-Salak areas have been occurring since the Dutch colonization period. The policy of the TNGHS area expanding (from 40.000 to 113.357 ha) in 2003 and different perception between the government and the peoples regarding to the values to the forest had made the conflicts extended.  Choosing the most appropriate solution from 3 alternative solutions namely: solving the problems of resettlement and law enforcement, revising the policy of TNGHS extension, and accommodating settlement in the special zone were strongly recommended.

Abstract

The establishment of national park in customary region had aroused conflic since it had not incorporate traditional management system in its management system. The objectives of this research is to develop such policies for national park zonation that amalgamating the national-global interests for conservation on the one side and the customary community interests on the other side. Result shows that adaptation was needed toward the prevailing science-based ecologically-oriented regulation on zoning plan, so it would incorporate the community's custom in order to achieve effective management of national park. Appropriate and applicable zoning can be achieved through implementation of management mindset with customary people livelihood perspectives, zone establishment which give priority to the achievement of national park functions rather than the fulfillment of zone requirements, and adaptation of zone formation and criteria toward traditional land use as efforts to accommodate the interest of biodiversity conservation and customary people livelihood.

Abstract

Siberut is one of the islands in the Mentawai group, located off the West Coast of Sumatera in Indonesia. The community of Siberut is well known for their traditional wisdom in utilizing the forest resources and unique biodiversity of their island home. For this reason, Siberut has been officially declared as biosphere reserve. One of the aims the biosphere reserve concept is to enable traditional communities to use their forest resources in a sustainable manner. Unwise activities in the utilization of forest resources have implications for the whole community and for the management of biosphere reserves. This study aimed to compile and analyse first-hand information about current usage of forest resources on Siberut and to identify particular community behavior having implications for the implementation of the Siberut Island biosphere reserve policy. The study was conducted in 3 villages of Siberut traditional communities in Mentawai Islands Regency, that are Matotonan, Saibi Samukop, and Sagulubbek villages. The study applied a qualitative approach, where data were collected through a study of relevant literatures, interviews, and direct observation. Then the data were analyzed to develop an understanding of the current forest utilization and its implications for the policy in accurately. The results showed that the Siberut traditional communities are still dependent on forest resources, even though their utilization practices have been changing in recent times. For example in this research they adopted some new technologies, which it can be destructive to forest resources in the future. For that reason, the reseach suggest the management of Siberut Island Biosphere Reserve to restore those particular aspects of the traditional wisdom which have beneficial for the sustainability of forest resources utilization. In this case involving of local community starting from centre of planning to implementation process will be benefit for a better management of the reserve.
