Abstract

In its implementation, the Banjar Regency Government, in particular the Education and Culture Office, has not fully implemented the policy of the Minister of Education and Culture regarding Distance Learning, so it is interesting to examine some of the obstacles to its implementation, including in the context of the economic condition of the community. For this reason, it is essential to do this research, especially in high school (SMA), where many students already have a means of communication in the form of mobile phones. The main objective of the study is to describe the policy implementation model owned by the Education Office in Banjar Regency based on the economic conditions of the people in Banjar Regency and a description of the implementation of distance learning policies in terms of communication aspects, sources of resources, tendencies, and implementing bureaucracy. This study uses a qualitative research approach, namely research that seeks to understand and present the phenomena around teaching and learning activities in senior high schools in Banjar Regency, selected based on each school's public and private categories. The schools selected were High School 2 Martapura and High School Darul Hijrah Cindai Alus, Banjar Regency. To obtain accurate data and information, the selected research informants are the Head of the Banjar Regency Education Office, the Principal or his representative at SMA 2 Martapura, and SMA Darul Hijrah Cindai Alus Banjar. The school students are represented by five people from each school and the student's parents. The projected results of this study are expected to help enrich public policy knowledge, especially regarding policy implementation by the latest developments and conditions of technology development, information especially the Covid-19 pandemic era, and submitting criticism and suggestions, especially for the development of education in Banjar Regency.

Abstract

This study aims to describe the strategy of improving the State Civil Apparatus (SCA) performance in preparing Employee Performance Targets (EPT) within the Tanah Bumbu Regency Government. This research is motivated by the low ability of SCT in the practice of EPT in the Tanah Bumbu Regency Government. Through this research, it is hoped that strategies that have been carried out can be identified, evaluated, and provide recommendations for systems that can be used. The theory used to answer the problem is the theory of employee performance improvement strategies in EPT preparation. This research method uses a qualitative approach with a descriptive research type. The research subject is the Head of Human Resources Agency of Tanah Bumbu Regency. The research locus, namely Human Resources Agency as the best agency in preparing EPT, and the Health Office as the lowest agency to prepare EP. The data collection type is primary and secondary data, and data collection techniques are carried out through interviews, documentation, and observation. This study indicates that the Human Resources Agency applies a strategy to create a harmonious organizational climate and effective leadership. In contrast, the Health Office involves a pleasant organizational environment, effective leadership, and career development. Based on the comparisons made, the Department of Health needs to optimize the strategies that have been carried out. The suggestions that can be given to the Tanah Bumbu Regency Government are to improve the performance of SCT in the preparation of EPT by optimizing the strategy of creating a harmonious organizational climate, maximizing the role of effective leadership, and developing ASN careers

Abstract

The critical role of the police in a pandemic situation, of course, makes the vaccine implementation program at Bhayangkara Hospital very crucial. The National Police is one of the spearheads in dealing with COVID-19. The protection of the apparatus is an important thing that needs to be considered, including implementing the vaccination policy at Bhayangkara Hospital Banjarmasin. The purpose of this study was to determine the implementation of the COVID-19 vaccination policy. The research focuses on the effectiveness and obstacles faced in implementing vaccinations to handle the COVID-19 Pandemic in South Kalimantan. This research uses a qualitative approach, with the basis of case study research, namely research that is carried out intensively, in detail, and in-depth on a problem that is the object of research. This research is a case study of the COVID-19 vaccination policy, including policy formulation and vaccination implementation. The qualitative approach was carried out using the desk study method, active observation participation, semi-structured interviews, and documentation. This study uses Weimer and Vining's theory because this theory can briefly summarize the various factors that influence policy implementation. These factors include the characteristics of the policy itself, its resources, and the policy environment. The theory can provide an overview for the government in formulating policies so that the established policies can be implemented because the implementation (implementation) of policies is an activity to generate results (output), impact (outcome), benefits (benefits), and impact (impact) that can be enjoyed. By the target group. Implementation of policies vaccines in RS Bhayangkara Banjarmasin already performing well. Even so, keep in mind that vaccines do not automatically mean that COVID-19 will disappear quickly. It takes time to vaccinate the entire population, and The realization of vaccine distribution will have its challenges with the geographical conditions of South Kalimantan, which have various typographical areas. The availability of the vaccine itself is also one of the keys related to its production capacity, affecting the timing of vaccine production for several residents in South Kalimantan

Abstract

This study analyses the framework model cooperation of the sister city that the Banjarmasin city government will carry out in wetland environmental governance (wetland governance). The model of sister city cooperation design that will be carried out is through the bottom-up model cooperation. This cooperation model focuses on the active participation of the community (citizen diplomacy) and community collaboration as transnational actors in managing the wetland environment (wetland governance) in Banjarmasin. Community participation (citizen diplomacy) and the active collaboration of the community with the city government as a transnational actor has become a fascinating new study in government and international relations, so it is crucial to study further. The wetland environmental management model in this model is integrated wetland environmental management. So far, the integrated wetland environmental management planning methodology has paid little attention to aspects that integrate institutions, technology, and funding. This model also describes ideally that wetland environmental management accommodates various interests of development activities, such as agricultural development, industrial interests, and environmental carrying capacity (ecological demands). The operationalisation of the integrated wetland environment concept as a planning unit in development has been limited to rehabilitating and conserving soil and water. At the same time, the organisation is still ad hoc, and the intact institutions regarding the management of the wetland environment have not been patterned. For wetland environmental management to be carried out optimally, it must involve all stakeholders and plan in an integrated, comprehensive, sustainable, and environmentally friendly manner with wetlands as a management unit. The bottom-up sister, the city cooperation model, was then made based on these problems. This collaboration is an effort to involve all parties, especially the community, so that every decision taken in planning is a collective decision and encourages mutual involvement and commitment to implement it.

Abstract

Watershed Management is the process of formulating and implementing a series of activities involving natural and human resources in a watershed, taking into account social, political, economic, and institutional factors in the watershed and surrounding areas to achieve specific social goals. This study analyzes the local government's strategy in managing the affected sub-watersheds (DAS) flood- in Banjar Regency, South Kalimantan. The background of the research is the occurrence of floods in the sub-watershed in Banjar Regency. In a follow-up review, the provincial government has the authority to manage watersheds within the province. On the power of the government, and the existing conditions, an in-depth analysis of the local government's strategy in managing the sub-watershed in Banjar Regency is needed. To answer the research problem, a descriptive qualitative research method was used. The location of this research is in Banjar Regency. The key informants of the research are elements of the South Kalimantan provincial government, especially those authorized in the management of the Martapura Sub-watershed, namely the Kayu Tangi Forest Management Unit (KPH) Organization and the Head of the South Kalimantan Province Environmental Service. This study indicates that local governments in carrying out local government strategies in managing flood-affected watersheds apply reforestation strategies, and the construction of a dam, namely Riam Kanan Dam, and still in planning is the construction of Riam Kiwa Dam. The watershed management strategy has not been maximized in flood prevention because the Riam Kiwa Dam program and waterway maintenance have not been realized.

Abstract

The COVID-19 pandemic situation, leadership succession, and changes in the RPJMD certainly provide challenges and opportunities for local governments to maintain the existence and sustainability of economic growth. Short-term solutions are needed to help leading sectors continue to have an impact on economic growth. Identification and specific strategies in determining leading sectors are essential in a pandemic condition where the economic situation is uncertain. The purpose of this study was to determine the sector that has the potential to be a leading, competitive, and fast-growing sector in regional development in Banjar Regency during and after the Covid 19 pandemic. This study used research methods and designs starting from the Quantitative-Qualitative Research Methods. Based on the study results, the determination of the leading sector based on the calculation ranking of LQ, Shift Share, and I - O uses slices and sees the most considerable contribution to GRDP and the workforce absorbed in that sector. 3 The main sectors that excel are Wholesale and Retail Trade, Repair of Cars and Motorcycles; Provision of Accommodation and Food and Drink; Agriculture, Forestry and Fisheries. Based on the results of the AHP analysis of the respondents, it shows that the priority policy criteria are prioritized on the development of the leading economic sector in Banjar Regency, with the priority being infrastructure development, the second being institutional improvement, while the investment aspect is the third priority. The aspect of market expansion becomes the fourth priority, and the fifth and sixth priorities are the development of Special Economic Zones and aspects of sustainability. Meanwhile, the farmer or the community, the actor or party that has the most crucial role in developing the leading sector in Banjar Regency based on the respondent's choice. The Government is considered the second most crucial actor in implementing leading sector activities due to the lack of basic facilities supporting economic and trade activities. Abstract

Micro, Small, and Medium Enterprises (MSMEs) have a contribution to the economy and safety net, especially for low-income people to productive economic activities. MSMEs are faced with several problems, namely the low quality of resources, capital, and product results. The pattern of the partnership between the business world and Micro, Small, and Medium Enterprises (MSMEs) conducted by the Investment Office and One Door Integrated Service of South Kalimantan Province is a form of government responsibility to empower and business development by facilitating business partnerships and MSMEs. This study aims to analyze the partnership strategy and the inhibiting factors of partnership based on a SWOT analysis conducted at the Office of Investment and One-Stop Integrated Services, Kalimantan Province. South. The research method is descriptive qualitative and the data sources used are primary data and secondary data. Data collection techniques are observation, interviews, and documentation, while the analytical tool used is the SWOT analysis. The results of the study show that the partnership pattern strategy has been running optimally with the principles of partnership, namely equality, transparency, and mutual benefit. The obstacles faced are the low quality of human resources, capital, and MSME products themselves. After using the SWOT analysis, the researcher proposes that the partnership budget be a priority scale for the budget for official activities, collaborate with other Regional Apparatus Organizations (OPD) and investment companies so that partnership programs are sustainable, and provide training to improve the quality of people and MSME products.

Abstract

In Banjar Regency, South Kalimantan, Indonesia, there has been a reduction in the forest area of ​​32,209.24 hectares over the last 10 years. The area experiencing deforestation is on the east side of Banjar Regency which is one of the production forest areas. Environmental change does not occur naturally but is an implication of the socio-political aspects that surround it. This study aims to explain the model of environmental politics in the context of deforestation in the Banjar Regency. The theory used is the theory of political systems from Gabriel Almond and the concept of environmental politicization. The research method used is descriptive qualitative. The type of data is in the form of secondary data related to legal documents on forest management authority, and primary data in the form of findings on the characteristics of actors and the motives of the interests of the actors involved in them. The informants of this research include elements of the South Kalimantan provincial government, the district government, the Environmental Care Community, and local community groups. The results show that the environmental politics model in the context of deforestation in Banjar Regency is centralized. The centralized political environment model is a model that shows the alternating political currents that ultimately refer to the interests of the central government. This interest is oriented towards forest management to support the acceleration of national economic growth.

Abstract

Banjarmasin City in 2020 became the area with the most COVID-19 distribution in South Kalimantan. Under these conditions, RSKIA Annisa Banjarmasin is required to continue to work professionally in providing health services. The COVID-19 pandemic has limited service activities and become an obstacle, thus disrupting the optimization of employee performance. In this context, an appropriate employee performance improvement strategy is needed, to develop employee performance, namely in addition to achieving organizational goals, employee performance remains optimal, employee safety is also maintained. Therefore, during the COVID-19 pandemic, it is important to review strategies for improving employee performance during COVID-19 pandemic. The results of the study describe that the strategy for improving employee performance at RSKIA Annisa Banjarmasin City during the Covid-19 Pandemic was carried out through program steps aimed at maintaining the stability of employee performance during difficult and uncertain conditions. The steps taken include giving awards for performance that has been carried out during the Covid-19 Pandemic. This is intended to provide a motivational boost to performance to produce better work.

Abstract

This article aims to determine the implementation of government policies on applying discipline and health protocol law enforcement in the North Banjarmasin District. This study uses a qualitative approach and the type of descriptive research. Data was collected through observation, interviews, and documentation, with the Banjarmasin City Health Office, the COVID-19 Task Force, and the North Banjarmasin District as research informants. The research focuses on Van Meter and Van Horn's theory, namely, basic measures and policy objectives, policy sources, implementation activities and communication between organizations, characteristics of implementers, economic, social, and political conditions, and trends. The study results indicated that the implementation of policies on the application of discipline and law enforcement of health protocols in the District of North Banjarmasin has not yet been achieved. This can be seen from the indicators of Basic Measures and Policy Objectives that have not gone well because many still do not comply with the health protocol policy, and the officers are less strict in giving sanctions because this policy is only at the Mayoral Regulation level. Sourcespolicy this health protocol is supported by funds charged to the Banjarmasin City Budget, but infrastructure facilities are still sometimes fulfilled. Economic, Social, and Political conditions have a very negative impact on every level of society. However, judging from the indicators that the Implementation activities and Inter-Organizational Communications are appropriate, each party involved in the health protocol policy in the District of North Banjarmasin coordinates with each other. The characteristics of the implementers have a good working relationship because each activity is coordinated first, then carries out their respective duties and functions. Furthermore, the tendency of the implementers towards this health protocol policy was approved to be implemented because it has a goal that is following the current state of the COVID-19 pandemic.
