Abstract

The concept of the balanced scorecard (BSC) which is substantially intended to improve customer service performance (community), adopted particularly relevant in the development of local financial management in the future. Conceptually BSC is in line with the policy direction of the current financial management, namely in order to achieve good governance performance, Expenditure and Budget (APBD) must be arranged with the budget performance. Budgeting and Expenditure (APBD) must be done to achieve the outputs, outcomes, benefits, and impact, in accordance with the vision and mission that has been set. Abstract

Compensation is very important for employees, because of the size of compensation would affect motivation and performance (performance) of employees. Inside there is a compensation incentive system linking compensation to performance. Compensation is also important for the organization itself, because compensation is a reflection of how the organization's efforts to defend human resources. Motivation is one factor that determines the individual's performance, the improved performance of the workers/ employees will improve the performance of the organization. Abstract

Employment (job) is a department that deals with a series of tasks that can be combined into a unit employees and can be done by an officer. Position shows the assignment of a person in the organization. Thus, the three officers briefly unsettled the market could have the same job, but with mutually different position. Abstract

Services are all actions or activities that can be offered by one party to the other is intangible and does not cause any ownership. Characteristics of services, namely intangible or invisible. Inseparable, among the services provided by the service provider. Then varied, in this case is the standard value of a service to the customers is different. And the last is easily lost, because the service only when the transaction process between the service provider and the customer takes place. After that services will be lost, quality of service or service is the level of the gap between the expectations or desires of customers with the perception or the performance they have felt.
