Abstract

The guidance carried out by the Department of Trade and Industry of Siak Regency on the Belantik Market which is included in the Indonesian National Standard (SNI) People's Market is one of the government's efforts to realize good governance. This study aims to determine and analyze the application of good governance in the arrangement of the Belantik Raya People's Market in Siak Regency. This research method is descriptive qualitative. Data analysis technique using triangulation technique. The results of this study explain that the implementation of good governance in the arrangement of the Belantik Raya People's Market in Siak Regency has been running for 2 (two) years in accordance with the rules that apply as an SNI Market. If it is associated with the theory of good governance, according to Sedarmayanti, the indicators are: Accountability, Transparency, Openness, Legal Certainty/Rule of Law that the application of the Belantik Raya People's SNI in Siak Regency not only benefits traders, but also benefits consumers. This is because SNI Pasar Rakyat emphasizes the factors of cleanliness, health, safety and comfort. The market manager is currently monitoring all the requirements that must be met by Belantik Raya Market as an SNI People's Market which is under the auspices of the Siak Regency Trade and Industry Office. it must be improved as a whole, this is of course the need for coordination and communication between traders and the government, because to maintain this SNI is the cooperation of all of us in Siak Regency.

Abstract

This paper describes the suffering experienced by a woman as a double victim of revenge porn. Indeed, revenge porn is a crime in the Pornography Law which has criminal sanctions in accordance with Article 4 paragraph (1) jo. Article 29, with the threat of imprisonment for a minimum of 6 months and a maximum of 12 years and a fine of between 250 million and/or 1 billion. By using an exploratory qualitative approach to the main subject, Bunga (21 years old) is not her real name, as a student at one of the universities in Pekanbaru, this study also uses the Feminism and Victim theory approach as the analytical knife. From the research findings, it can be concluded that the victim experiences multiple and varied sufferings from the revenge porn she experienced. Personally, the victim experienced sexual violence and extortion. In other cases, the legal process as a victim's right which can actually be taken to ensnare the perpetrator is not supported by the family with the aim that the perpetrator and victim can be united in the marriage bond. Meanwhile, socially, the victim gets a negative image and stigma in the form of reproach (cheap and immoral women) from the circle of friends and the environment where the victim lives, regardless of the perpetrator as the main actor in the revenge porn case.

Abstract

The problem with this research is the lack of capacity building for the sub-district head in coaching village heads so that there are still some village heads who do not understand how to carry out their duties. The purpose of this study was to find out how the quality of the Camat's Capacity Building in Conducting Village Head Coaching in Kerinci Kanan District, Siak Regency. This study used qualitative research methods. The indicators in this study are human resources, organization and institutional reform. The use of this qualitative method aims to support the level of results so that they can be accounted for and easy to understand. This research data collection instrument prioritizes interviews as a means of obtaining the main raw materials to obtain appropriate results. The key informants of this research were the Kerinci Kanan Sub-district Head, Kerinci Kanan Village Head, Kerinci Kiri Village Head, Bukit Agung Village Head, and one of the people from each village. Based on the results of the discussion, it can be concluded that capacity building is not a process that starts from scratch but starts from building existing potential and then processed to further improve the quality of self, groups, organizations, and systems in order to survive in an environment that undergoes continuous change by utilizing cooperation between sub-district apparatus with village apparatus.

Abstract

This article analyzes forestry conflicts between communities and forestry companies that occurred in Pelalawan Regency, Riau Province. Grinde's (1980) policy implementation theory is a theory that we consider appropriate for analyzing conflicts. Content of Policy includes: Interest affected, type of benefits, Extend of change envisioned, Site of decision making, Program Implementor, Resources Committed, and Context of Implementation, includes: Power, Interest, and strategies of actors involves, Institution and regime characteristics, Compliance and responsiveness we think we can analyze this conflict comprehensively. This study found that the conflict initially arose because of the centralization policy in the New Order era, which caused many forestry permits to be issued by the government without any discussion with the community. Then, the conflict intensified when the community lost a lot of economic resources that they used to get from forest resources. It is hoped that this conflict can be resolved soon so that the private sector and the community can get a win-win solution.

Abstract

The Village Building Index in its application is used to map village development and independence based on the implementation of village laws. The index of developing villages is measured through three indicators, namely indicators of economic resilience, indicators of environmental resilience and indicators of social resilience. Identification of problems related to the effectiveness of using village funds based on the developing village index (IDM) in Kuantan Singingi Regency has not been effective, besides that the village government has obstacles in the use of village funds. The purpose of this study was to determine how effective the use of village funds was in improving village status based on the developing village index (IDM) in Kuantan Singingi Regency. Data collection techniques used in this study are through observation, interviews and documentation. Based on the results of the study, it shows that the effectiveness of using village funds in improving village status based on the developing village index (IDM) in Kuantan Singingi Regency is assessed according to the principle of using village funds according to village laws, namely to create villages with independent qualifications.

Abstract

This research examines Shadows state in Management of shock Market. Marpoyan Damai District, Pekanbaru City (Study in the Shock Market Heroes Work, Marpoyan Damai District). This study aims to determine the Shadow Statein the Management of the Shock Market in Marpoyan Damai District, Pekanbaru City (Study in the Shock Market in Heroes of Work, Marpoyan Damai District). This type of research, which is located in the shock market of Work Heroes,Marpoyan Peace districts, is descriptive with a qualitative method, namely research that seeks to describe the object or subject under study in accordance with what it is, and to explain variables and indicators. The results of the research on Shadow Government in the Management of the Shock Market in Marpoyan Peace District, Pekanbaru City (Study in the Shock Market Hero of Work, Marpoyan Damai District) were analyzed through three indicator indicators. the first is Social Control or social control of the Pekanbaru City Government, the Marpoyan Damai District Government, and the Maharatu Village Government have carried out social control through curbing the management of the shock market but for the management of the shock market itself, the actors involved are local strongmen who have influential authority in the environment. people who do have the land to establish or organize the shocked market. Both Defense Strategies found that the market shock persisted even though it did not have an official permit because the market was able to meet the basic needs that were really needed by the community so that people prefer to make buying and selling transactionsin the shock market rather than the official market managed by the Pekanbaru City Government. Third Development of Local Existence, it is found that the local government is inferior to the existence of a local strongman, it can be seen through the ongoing market activity even though it does not have an official license or is included in an illegal market.

Abstract

Village administration has a very important role in the implementation of development. One of the functions of government is the function of development. The importance of leadership style applied to subordinates in accordance with the maturity/maturity of subordinates is an absolute requirement for leadership effectiveness in organizational success. This research is about the village head's leadership in development in Tanjung Pisang Village, Kuantan Hilir Seberang District, Kuantan Singingi Regency in implementing village development. The problem that occurs is that the implementation of development does not involve community participation. In this study using qualitative research methods in order to find solutions to all problems. The results of the study show that there is no good cooperation between the village head and the community. so that community participation does not materialize. In addition, the delegation of tasks is not accompanied by the provision of understanding to subordinates so that the work is not completed according to the allotted time.
