Abstract

The political reforms that emerged in 1998 brought a new round of the democratic life in Indonesia, including on aspects of bu- reaucracy. Political reform demands the birth of the professional bureaucracy and free of pragmatism and political co-option by the authorities as it did in the New Order regime. The challenge to build a bureaucracy that is neutral and free from political coopta- tion getting stronger after the advent of Law No. 34 Year 2004 on the Principles of Local Government which stipulates that the local elections conducted directly.

Abstract

One interesting political phenomenon today is the figure of the Kiai, who has a strong influence, both in communication and policy formulation. This study aims to analyze the relationship between pesantren Kiai and public officials in formulating Islamic education policies from the perspective of Michel Foucault. The method used in this research is qualitative by using naturalistic interpretative. Data collection techniques using interviews, observation, and capture literature. The results of this study reveal the relationship between pesantren Kiai and public officials are; 1) Patriarch. This relationship is a form of leadership that is based on relationships and leadership that is led. In social structure, Kiai is categorized as an elite structure. The Kiai has a strong formal and informal authority; 2) Collegial. This relationship is a bond or relationship like a partner or colleague (colleague). A collegial relationship occurs where several places can influence each other with different strengths. Both forms of relations in the Foucault’s opinion occur because the Kiai has the power of science and public power that has political power. Relations between the occur in the formality of the Madurese community.

Abstract

In decentralization era, local government has been always aiming to serve an effective and efficient public policy. Effectiveness and efficiency of a public policy is considered by not solely by its policy formulation, but mainly by its implementation. An effective and efficient public policy is a course that can be implemented well and right, thus the expected purpose can be achieved at its maximum potency. Provincial government of East Java has been widely-known after their public policies related to development of Madrasah Diniyah, therefore this research focused on matters as followed: (1) What is the form of East Java provincial government policy on Madrasah Diniyah development? (2) How is the implementation of East Java provincial government policy on Madrasah Diniyah development? (3) What is the implementation model of East Java provincial government policy on Madrasah Diniyah development? Like most qualitative research, this research applies the methods of interview, observation and documentation in collecting research data. Then the analysis is carried out through data reduction, data presentation, and drawing conclusions. This study obtained several findings such as: (1) The form of East Java provincial government policy on Madrasah Diniyah development, including: (a) Madrasah Diniyah teachers quality enhancement programme, and (b) Implementation Funding Programme for Diniyah Education and Private Teachers; (2) The implementation of East Java provincial government policy on Madrasah Diniyah development involved policy stakeholders of both bureau and non-bureau, and (3) The implementation model of East Java provincial government policy on Madrasah Diniyah development was Hybrid Society Endorsement.

Abstract

This research is proposed an empirical phenomenon of local community opposition to the policy of land acquisition of Mandalika Resort Lombok Tengah area. This study aims to examine the involvement and power of the actors in the process of the birth of the policy. The design of this study using qualitative methods with the techniques of determining informants using snow ball. The results of this study revealed that the birth of the policy of land acquisition Mandalika Resort area is the result of political compromise between the Regional Government which relies on its power and PT. LTDC with its capital strength without the involvement of actors from local community elements. This research concludes that the close relationship between state and capital owners in policy formulation will be the reduction of public power as the actor of policy formulation, so the policy decision is less legitimacy

Abstract

The dynamics of the Islamic dynasty  take a serious attention of Muslim Thinkers in the past, and they tried to formulate the concept of leadership in accordance with the Islamic idealism. The research looked at how leadership has a great significance for muslims and Islam. According to Islam, the point of urgency lies in realities that leadership is an important factor to achieve the goal of community live. Although the socio-political background of different Muslim Thinkers, this study found the red thread, that in leadership,  people realize that the society can exist with values based on Islam. Leadership has a sacred values closely related to how to impose religious values in society and state.

Abstract

This study aims to unravel the cycle of student’s violence by tracing the roots of violence and describe the anatomy of student violence in Makassar. Understanding the anatomy of student’s violence can contribute in breaking the chain of student’s violence. This study uses qualitative research method. The paradigm was rooted in cultural anthropology and sociology. The paradigm is a process of investigation to understanding sosial phenomena by differentiating, comparing, cataloging, and classifying research subjects those who related with student violencein Makassar. The findings of this study indicate a violence is an act of affirmation of student identity. Source reference related to the assumption that students are agents of changes and have social and political responsibility to the country.

Abstract

Islam and other major narrative can be a positive force, negative, aggressive, and destructive. In term of politics, Islam could be one of the strengths of democratization or vice versa. This article explains how the pattern of Islamic political thought in the pre-independence and post-independence. This study showed that at the independence era, the problem of Islam consisted three categories, namely worship, social, and politics. In the old order, Soekarno supported the idea of separation of religion and state. In the new order era, all of variants of Islam and politics supported Pancasila as the sole basis. In the reform period, all components of religions founds its momentum to express their aspirations openly,  freely, and concretly.

Abstract

This articlehas been written based on the research about political atti­tudes of the salafi members of majelis taklim Raudlatul Amin in Ketapang Daya, Sampang on democracy and elections in Indonesia. Using qualita­tive approach the study aims to answer two main questions, are; first, how are the perceptions of the Salafi group about elections in Indonesia? Second, how do the salafi members perceive the mechanism of electing the leaders? The study has resulted in two main conclusions are: first, to the salafi members of majelis taklim Raudlatul Amin Ketapang, democratic system,in which leaders are elected through elections wherethe winner is decided based on the majority vote, is incompatiblewith the Islamis teachings. Second, this group argues that the mechanism of electing leaders should conform with that of mechanism exemplified by Salaf as-Salih, namely the models of nomination or hereditary.

Abstract

This paper focuses on the challenges and strategies of Islamic education in Indonesia facing ASEAN Com­munity in 2015. Using qualitative approach the writer finds that Islamic education in Indon­e­sia has encountered a serious number of problems. The majority of Islamic boarding schools (pesantren) are still run in traditional ways (salafi). In addition, the majority of  the school leaders do not posses higher education background. Similarly, higher education level has also dealt with another problematic matter in whichunder graduate­students are dominant with 93% compare to graduate students with only 7%. These phenomena would be serious problem for Islamic education in Indonesia facing 2015 ASEAN Com­munity. The question is whether Indonesian Muslims are able to compete with other ASEAN member countries, such as Singapore, Malaysia, and Thailand. Another challenge is that the shifting paradigm from the traditional society to the secular-materialistic one. In this context, therefore, the Islamic education in Indonesia is urged to play its pivotal role.
