Abstract

This study aimed to evaluate the implementation of school based management in SD Negeri Genuk 01 District West Ungaran in terms of context, input, process and product. This study was qualitative evaluative research using CIPP (Context, Input, Process, Product) model of evaluation developed by Stufflebeam. Data collection techniques used were interviews, observation and documentation. Test validity of data using triangulation technique. The results showed that: 1) from the context evaluation, school based management is needed by all stakeholders of the school to improve the quality of education; 2) from the input evaluation, human resources, curriculum, facilities, and funds were sufficient and ready to be used for the implementation of the school based management in primary School Genuk 01; 3) from the process evaluation, the implementation of school based management was not fully in accordance with the plan, especially in the decision making process and the learning process; 4) from the product evaluation, product (output) produced has not been as expected. It is therefore recommended that the school based management program continued with improvements in program implementation process.

Abstract

The problem in this research was related to the effectiveness of supervision programs implemented by the school superintendent and formulated by: 1) What were the steps supervision was conducted by a school supervisor? 2) How were the results of supervision for teachers in improving the quality of education? 3) What were the constraints and any supporting factors faced by school inspectors in carrying out its duties and functions? This study used a study document on the results of previous studies. The data collected by searching through Google Scholar journal. From the search results obtained by 26 then selected to obtain 9 journals which fill in criteria needed. From these 9 journals then conducted a meta-analysis. The results related to measures of supervision performed by school inspectors programmed, structured attention to the vision, mission and goals of partner schools and their regulations: include academic supervision carried out by applying the techniques of individuals and groups. Evaluation results were obtained surveillance program varies, ranging from moderate to attribute positive results. Evaluation of the implementation of supervision was ranged from the low category to very well performance. The evaluations toward the result supervision were also varying from low category, moderate to perform effectively. Constraints faced by school inspectors in carrying out their duties and functions to be involved in external conditions and internal inspectors concerned.

Abstract

This study aimed to evaluate the achievement of Minimum Service Standards according to Minister of Education and Culture Act, Number 23/2013 based on the principles of Good Governance in SD Negeri 4 Kaliaman Jepara through discrepancy evaluation model. This study was evaluation research consisted of the definition phase, the instalation, process, and product. This research subject was the principal, teachers and students of six grade. Data source was obtained from 12 teachers including Principal and 35 students through interviews, questionnaires, and study of documents. Data collection techniques used were interviews, questionnaires, and observations. Data processing techniques performed by data classification, data  presentation, and data verification. The data validity used triangulation of data. The results of this study indicated that the definition phase of the school had a vision in line with the objective of Minimum Service Standards program, supported by adequate human resources in terms of number of educators and educational qualifications as well as the infrastructure that supported understanding of the principles of Good Governance. In addition, the installation phase, had been carried out by looking at the expectations and activities that made the School Work Plan and saw the challenges facing schools with the implementation of the principles of Good Governance which was held on the activities of each type of service in the Minimum Service Standards. At the process phase, School Work Plan was already implemented based on the principles of Good Governance Implementation. At the product phase, it was seen from the Minimum Service Standards data achievement and implementation of the principles of good governance were equally obtained good category. The Minimum Service Standards attainment of the six types of services was 87.4%, gained good criteria (B) and the implementation of the principle of good governance to the implementation was 87.5% with good criteria (B). The program is still feasible to proceed because the Minimum Service Standards program that has been made reached and acquired good categories.

Abstract

The study aimed to evaluate certified teachers performance in Temanggung regency district of Gugus Mangga. This study was evalitative research using qualitative dessciptive approach. Subject of this research are teachers, principals and supervisors. Data were collected through interview, observation and documentation. The results of the study showed that performance of certified teachers in planning aspect of learning and evaluation is in good category. While the performance of certified teachers in presentation and capacity building is in the less than good category. The recommendation given for teachers in preparing lesson plan (RPP) should included aspect of communication and information technologies and also followed by the development of activities. Recommendation for schools is organizing textbooks procurement so that students can have a good process of learning. Recommendation for regional government is to provide assistance of textbooks procurement for schools which has not enough textbook. Besides that the education office recommended to make self-development program for teachers in order to develop and improve the quality of education.

Abstract

Collaboration and synergy among institutions in enhancing principal’s competence is very essential. This may cover many areas, from recruitment-including the system of selection-, until certification for principal, principal candidate’s training, and capacity building for principal. Optimizing role of each institutions and the parties which are involved in a collaborative and synergistic way in accordance with the systems and mechanisms, will determine the competence of the principal. This collaboration and synergy will create qualified principal according the demands and needs of autonomy in MEA era.

Abstract

This study aimed to evaluate semester credit system program in SMA Negeri 1 Salatiga. This study was as evaluation research by using CIPP models (Context, Input, Process, and Product) along with qualitative descriptive approach. This data collected by interviews, documentations and observation. The data were analyzed by applying Miles and Huberman theory in Sugiyono (2013:95) that consisted of data collection; data reduction; data display; and conclusions. This study use triangulation technique to test the validity of data. The result showed that: 1) SMAN 1 Salatiga Semester Credit System Program implementation in context evaluation based on the needs of learners possess special smart categories; 2) SMAN 1 Salatiga Semester Credit System Program implementation in input evauation include the plan, mechanism implementation, teachers, learners, finance, infrastructure, and schedule are valued as sufficient; 3) SMAN 1 Salatiga Semester Credit System Program implementation in process evaluation have been carried out as planned program although there are still some obstacles, but have been already handled well; 4) SMAN 1 Salatiga Semester Credit System Program implementation in terms of the results were in accordance with the original purpose of the program, that was to facilitate learners with smart category Outstanding in order to complete their high school studies only for 2 years.

Abstract

This study aimed to describe the degree of servant leadership in Salatiga private high schools. This study used descriptive method in which the object of the research are three private schools in Salatiga. Data collection techniques used by spreading questionnaires to the three principals, teachers and employees at those shools and also with interview. Researched indicators arranged based on six characteristics of servant leadership: values people, develop people, build community, display authenticity, provide leadership, dan share leadership. The results of this study showed that the overall degree of servant leadership implementation in the  high category. However, there are some indicators that lead to the medium category. School principals are advised to be willing to improve some of these characteristics by first tried to listen to others. The results of this study can be used as a reference on servant leadership in secondary education.

Abstract

This study aimed to evaluate the level of achievement of teachers’ professional allowance goal in SMP Negeri 1 Pageruyung Kendal. This study useds a goal-oriented evaluation models developed by Ralph Winfred Tyler. Data were collected through interviews, questionnaires, observation, documentation and triangulation to ensure the validity of the data. Source of data was from the principal, teachers and students. Data were analyzed using qualitative analysis. The results showed that teachers’ professional allowance in SMP Negeri 1 Pageruyung: 1) has been able to raise the dignity of teachers, although the elements of scientific research has not been done by all teachers, and done only by one teacher. 2) has been able to improve the competence of teachers, although the elements of time management in the classroom has not been effective; the element of teachers questioning skill was not maximum; and the elements of evaluation, assessment tools have not been developed in accordance with the purpose of learning. 3) have not been able to advance the teachers professional because the teachers thoughts has not been communicated yet in the environment of the school and scientific forums. 4) has been able to improve the quality of learning, although in the assessment, teachers have not provided written comments on the test results, and has not given an assignment to write or read the related materials that have been learned. 5) has been able to improve the quality education services for learners.

Abstract

This study aimed to evaluate the context, input, process, and product of Guidance and Counseling Teachers Deliberation Program (MGBK) at SMP / MTs Salatiga year of 2012-2015. This study was evaluation research using CIPP model (Context, Input, Process, Product) developed by Stufflebeam. Data collection techniques used in this study were interviews, observation, study of documentation and FGD (focus group discussion). The validity test used data triangulation. The results of this study showed that 1) the context evaluation of the objective set by MGBK program was in the unfavorable category, while the analysis of the needs was in the sufficient category; 2) the input  evaluation indicated that the human resources namely committee and speakers of MGBK was in the very good category, while the MGBK members was in the good category. Furthermore, sources of funding and supporting infrastructure of MGBK program implementation was in the good categoriy; 3) the process evaluation was in the sufficient category although not all the programmed activities can be implemented; 4) the  product of the implementation of the MGBK program was in the sufficient category.

Abstract

This research aims to analyze the work performance of elementary schools in Salatiga in achieving the target of MDGs. This research is done with descriptive quantitative method, and measured with the target achievement of 9 year compulsory learning. The analysis is based on the work performance in percentage. The data collection was done in documents studies of the report from the educational report of Salatiga City and Central Java Province, and also through FGD. The result showed that the government of Salatiga City had been successful in executing the 9 year compulsory learning for children of 7-12 years old. In 2015, the APM of the elementary schools was 99,58%,TheAPK was 115,89%. The APM in middle school was 94,22%, and the APK was 129,01%. The number of literate people in 2015 was 99,97%. The gender equity reached the balance point in every grade of education. In order to improve quality, the city has been doing the certification and qualification program for the teachers. The problems that need priority for solution are operational support increase from Revenue and Expenditure Budget, the need to increase the number and the quality of elementary teachers, and equal distribution of inclusive education. This research recommends the Salatiga City government to plan for a quality-based elementary education program, and support sustainable development goals( (SDGs).
