Abstract

This research aims to analyze the effectiveness of the Sukorambi Village Government's performance in providing Family Card services in Jember Regency. This research uses a qualitative approach with a case study method. The object of the research is the service process for making Family Cards at the Sukorambi Village Government. Data was collected through observation, interviews with service personnel, and documentation studies. Data analysis was carried out using data reduction, data display and data verification techniques. The results of the research show that the Sukorambi Village Government has made various efforts to increase the effectiveness of the Family Card making service. Some of the steps taken include improving service quality, training for service personnel, and implementing information technology. However, there are several obstacles faced by the Village Government in improving the effectiveness of the performance of Family Card making services, such as limited human resources and limited technology. This research concludes that although there have been efforts made by the Sukorambi Village Government, further steps are still needed to improve the effectiveness of the performance of Family Card making services in order to provide more efficient and quality services to the community.

Abstract

The concept of "digital village" refers to the use of ICT to drive digital transformation at the village or township level. The goal is to use technology to provide access, improve quality of life, and strengthen community empowerment in rural areas. The aim of this research is to explain and analyze how the implementation of the Digital Village Program policy improves public services in Sidomulyo Village, Silo District, Jember Regency. This research was conducted using a qualitative methodology combined with a descriptive approach. Observations, interviews and documentation were used to collect data. The village head, village officials and the community were the five research informants. George Edward III's theory of policy implementation is the one I use. First, the research results show that clear communication minimizes errors because there is no bias in conveying information. The aims and objectives of implementing the digital village program in Sidomulyo Village are very clear so that consistency can be created in building and developing the program from 2021 to 2023. Second, the resources needed to run the digital village program are already available because there are staff and all implementers who competent who can solve problems optimally. Third, the framework for implementing the digital village program in Sidomulyo Village is still limited to the village government and the Media Center team, so there is a lack of understanding of its implementation. Fourth, the bureaucratic structure involved in implementing the digital village program in Sidomulyo Village. This is caused by the lack of implementation and implementation of standard operating procedures (SOP) in each program that will be implemented. As a result, this process has not achieved maximum results.

Abstract

This research aims to describe and analyze the implementation of the Adminduk Task Force policy in improving administrative services in Lojejer Village, Jember Regency. The research method used is a qualitative method with a descriptive approach. Data collection was carried out using observation, interviews and documentation techniques. The Lojejer Village Government through the Lojejer Village Head Decree Number: 141/10/35.09.11.01/2021 established a population administration service through the Population Administration Task Force to answer every public complaint regarding population documents. Lojejer Village is working on a population administration service to provide solutions to all population administration problems complained about by the community by creating a population administration service with a pick-up-ball concept through the Population Administration Task Force. Based on the research results, the implementation of the Adminduk Task Force's policy in improving services in Lojejer Village with four variables including communication, resources, disposition and organizational structure is going well, but it is necessary to carry out socialization regarding the Adminduk Task Force so that the community is able to understand things related to administrative services. And the Chair of the Adminduk Task Force must consider the small honorarium for members of the Adminduk Task Force so that the Adminduk Task Force's services run well.

Abstract

Digital transformation is largely seen as a cultural shift that changes the way governments work, communicate, and deliver services, but can also have far-reaching implications, including changing organizational structures and cultures. One of the efforts made by the Jember Regency Government to innovate in digital transformation is by launching the SIMPEDA (Village Service Management System) application for villages in Jember Regency, one of which is Balung Lor Village. This research aims to describe the service transformation process before and after the existence of SIMPEDA in Balung Lor Village. This research uses a qualitative descriptive research method by collecting data through interviews, observation and documentation. The results of the research show that the implementation of the SIMPEDA innovation has gone very well in Bakung Lor Village and they have benefited from this innovation even though there are also negative impacts. Apart from that, according to the study findings, researchers found weaknesses. The theory put forward by Rogers does not cover innovation culture. Rogers' theory does not explain how innovation culture also requires changes in behavior in providing services from manual to digital-based.

Abstract

Improving the performance of village officials is very important, because recently the performance of many village officials in providing services in the village requires quite a long time. This has an impact on existing services in the village. This research looks at the phenomenon of the stages of human resource development in improving the performance of village officials in terms of administrative services. This research aims to analyze improving the quality of human resource performance of apparatus through administrative services in Kemiri Village, Panti District, Jember Regency. The research method used was descriptive qualitative with data collected through interviews, observation, and documentation from various sources, including the Village Head, Village Secretary, Head of Services, Hamlet Head, and the local community. The research results show that there are three important indicators in developing human resources for officials which are related to improving the quality of performance of village officials, namely determining needs, determining program content, and program implementation. To increase the capacity of village officials, there is training held by the sub-district government every month. However, this training is still less effective because the needs and desires of village officials themselves have not been fully met. In order to improve the quality of human resource performance in Kemiri Village, further action needs to be taken, such as providing rewards for village officials who excel, fixing technical problems in launching online administration services, and optimizing training programs by taking into account the needs and desires of village officials. With these steps, it is hoped that improving the quality of HR performance of Kemiri village officials will be better and more effective.
