Based on data from The Minister of Villages, underdeveloped Regions and Transmigration, in 2021 there were 15,768 Village Owned Enterprises affected by pandemic. Also, the number of inactive Village Owned Enterprises in Indonesia was 12,040. This research was conducted at Rukun Makmur Village Owned Enterprises which has developed status since 2019. In addition, they achieved an award as runner-up of Village Owned Enterprises Award 2020 in a profit category during Covid-19 period. However, they also had several problems that must be resolved on its progress. Thus, this research aims to examine the development of Rukun Makmur Village Owned Enterprises before and during Covid-19 to find out their strategies in overcoming problems, so it can be used as a reference by other Village Owned Enterprises which are less active on their growth and to improve Village Owned Enterprises development in the following years. The research method is a mix method using descriptive analysis techniques and Hierarchy Analysis Process (AHP).

The unemployment rate in Lumajang Regency is still relatively high because of the large population and low quality of education. This is because the existence of a small banana chip industry in Lumajang Regency can contribute to absorbing labor and reducing unemployment. This study aims to determine the effect of the variables of capital, amount of production, education level, and wages on labor absorption variables in the small banana chip industry in Lumajang Regency. This study uses secondary data from the Central Statistics Agency (BPS) and the Lumajang Regency Trade Office to determine the number of small banana chip industries in Lumajang Regency. The role of the Government in improving the quality of human development isfrom the fiscal capacity provided, one of which is from the per capita APBD. Thehighpercapita APBD anticipates human development expectations. Inaddition,ef icient regional characteristics are also measured using cluster analysis and scoring. Theresults of the SFA and cluster analysis show that there are 25 districts/cities withhigh-ef iciency levels that have performed ef iciently for at least 2-3 years. The resultsof thecluster analysis show that regions with high ef iciency have conditions of growthandincreased economic activity, and are orderly in budget management and planning. Abstract

Good governance for public services and government that delegate some of its function through decentralization is reflected in the welfare of its citizens. Using path analysis with the variable of economic growth, this study finds that the good governance performed by the government reflected from the local government’s score in the Local Government’s Administration Report (LPPD) does not reduce poverty in 32 Indonesian provinces. This finding supports the research of Kwon dan Kim (2014) that good governance is not significant for poverty reduction and that direct policies related to poverty is required, not through indirect instrument such as good governance. Furthermore, fiscal decentralization from income side reduces poverty because the budget has been allocated to productive expenditures such as poverty eradication programs. In addition, this study also finds that economic growth mediates the effects of public governance and decentralization on poverty.

Abstract

The COVID-19 pandemic that occurred in various countries affected almost all aspects of life, one of which was community activities. The existence of social restriction policies has a direct impact on the decline of economic activity, which has the opportunity to change people's consumption behavior. Consumption behavior is the activity of spending income to maximize utility. This study aims to determine changes in consumption behavior in the people of East Java during the COVID-19 pandemic. The method used is a classy typology model to see changes in consumption in 2019 and 2020. Then, it was analyzed using the COVID-19 risk index in each region. The results showed that the changes in consumption that occurred in East Java were influenced by the COVID-19 risk index, areas that have a high risk index tend to experience changes in consumption and vice versa. The changes in behavior that occur due to covid-19 risk factors vary in each region so that changes occur in the proportion of consumption of goods/services and changes in savings rates. This research can assist the government in taking economic recovery policies after the COVID-19 pandemic in each region by looking at the COVID-19 risk index.
