Abstract

Election as a means of popular sovereignty is a vehicle for every citizen who has the right to choose to use his political rights and voice in choosing a leader. Without exception, based on the provisions in the legislation, every citizen can use this right.  In the implementation of the 2019 Election, the KPU strives maximally to accommodate all citizens who have the right to vote in the DPT. Repairs made many times are as an effort to increase voter involvement in elections.  One voter group that is a public concern and discourse is mental accessibility or more commonly referred to as People with Mental Disorder (ODGJ) who voted in the 2019 election. Outside the context that these mentally ill people are under forgiveness according to civil law, the constitution itself basically gives the same rights to people who have mental illness to choose. Even in the Election Law itself there is no prohibition explicitly governing this. This means that mentally ill people also have the right to exercise their right to vote. Not all mentally ill people have the awareness to choose. Of course, if there are certain conditions that are allowed to choose.  But how is the implementation of the business and rules in the field as an effort to increase voter participation by the organizers? And what is important is whether the application of direct, general, free, confidential and fair election principles can also be felt by ODGJ voters. Can their rights be used, but only choose formalities without secrecy. Don't let the voting rights of citizens with certain conditions be given an opportunity to commit fraud in the election. Fraud is detrimental to the voting rights of people who have mental disorders because it is considered easy to be cheated.

Abstract

The increasing number of Divorce each year In Hulu Sungai Utara Regency, this data is obtained based on surveys or direct observations in the Amuntai Religious Court. The number of divorce cases from 2014 was 651 cases, in 2015 it increased to 654 cases, although in 2016 and 2017 it decreased by around 601 and 622 but in 2018 this was only in September as many as 662 cases of this number, so there was an increase in divorce rates.           The purpose of this study is to identify and analyze the implementation of Regional Regulations and analyze the obstacles in implementing Regional Regulation No. 3 of 2016 concerning the Protection of Women and Children in the North Hulu Sungai Regency.  The research method is qualitative descriptive, type and source of data, namely primary data through observation, interviews while secondary data through data available at the Office of Protection and Empowerment of Women and Children in Hulu Sungai Utara Regency, the technique used in sampling is purposive sampling technique is withdrawal of samples in purpose or can be determined in accordance with the requirements (characteristics, characteristics, characteristics, criteria).           The results of the study show that in the implementation of Regional Regulation No. 3 of 2016 concerning the Implementation of Protection of Women and Children in Hulu Sungai Utara Regency, it is still not fully implemented. This can be seen where the handling of these cases has not been fully implemented, then people who are victims of domestic violence or the impact of their divorce is not all that they know about the local regulations, so they have not run properly, efficiently and effectively. So that the firmness in handling the case also cannot be implemented because the sanctions are not mentioned and the contents of the policy need to be renewed.           The suggestions given for input include, among other things, providing a place for counseling and complaints about domestic violence issues, especially for the protection of women and children, there must be attention and support from the Hulu Sungai Utara District Head regarding the issue of funding in terms of supporting treatment women's protection case.

Abstract

A leader must have a good competence to successfully bring the organization for its intended purpose. If a led organization is engaged in education field, of course a leader must also have a competence that qualified both skill, science, and experience in the field of education. However, related to that, it also found some problems about leadership, namely the leader is less exemplary discipline, less competent in the field, less provide guidance, less coordination and unable to make their own decisions. Based on the above things, this study aims to find out how the leadership in the field of basic education (DIKDAS) is, what factors affect the leadership in the field of basic education (DIKDAS), and what effort are being made to improve the leadership in the field of basic education (DIKDAS) at Dinas Pendidikan Balangan district. The location of research is at the office of Dinas Pendidikan Balangan district. The approach used is a qualitative approach with a qualitative description type. Data collection technique used are interviews, observation, and documentation. The source of data is amounted to 14 people. After the data collected, then analyzed through 3 stages, namely data editing, data presentation, and verification or drawing conclusion. The result of the research indicate that the leadership in the field of basic education (DIKDAS) has not been entirely good. This can be seen from the side of responsibility that is less independent as a leader and does not have the desire to excel. On the other hand, the leader in the field of basic education (DIKDAS) is considered to have capacity in the from of intelligence, speech and judgment ability. From the aspect of achievement is an appropriate bachelor degree and a quite estensive knowledge. From the aspect of responsibility is a quite good initiative, diligent, tenacious, and confident. From the aspect of participation, that is active, have high sociability, cooperative, and able to adjust. The factors that influence leadership are the expertise and employee loyalty to leader, education and training experience, and the leader’s intelligence. Then, the effort to improve the leadership is delegation of tasks to subordinates, the approach by the leadership to subordinates and training as well as discussion. The suggestions to improve the leadership in the field of basic education (DIKDAS) are the leaders need to be a motivator for subordinates, have the attitude of independence, one of them is able to make their own decisions that precarious, and have the desire to excel in order to spur achievement.

Abstract

The problems faced by the Hulu Sungai Utara Regency General Election Commission (KPU) problems in terms of the implementation of the General Election Commission's (APK) Campaign Props only allow for the installation of a maximum of 5 (five) billboards, limitation of the location of billboards and APK Designs. not in accordance with the provisions made by the Candidate. The purpose of this study was to identify and analyze the implementation of PKPU 23, 28 and 33 of 2018 regarding the installation of campaign props in the Hulu Sungai Utara Regency and the factors that hindered the implementation. The research method is qualitative descriptive, type and source of data, namely primary data through observation, interviews while secondary data through data that is on the General Election Commission and related services in Hulu Sungai Utara Regency, the technique used in sampling is the purposive sampling technique is withdrawal of samples in purpose or can be determined in accordance with the requirements (characteristics, characteristics, characteristics, criteria). The results of the study show that in the Implementation of PKPU 23, 28 and 33 regarding the installation of Campaign Teaching Devices in the Upper Sungai Utara District it has been going well, where one indicator is the coordination that is always carried out by election organizers, communicating all related matters Terms of installation of Campaign Teaching Devices. This is evidenced by the lack of cases of alleged violations which were only 29 cases. And the factors that influence are factors of Communication, Human Resources, Attitudes and Bureaucracy. The suggestions given for input include the need for socialization, the implementers of election oversight in the field must also understand the rules correctly, and the authors hope that election organizers, both KPU and Bawaslu, have the same understanding of PKPU's provisions on campaign props.

Abstract

Mental disorders are a collection of abnormal conditions, both those related to physical and mental. Local governments are responsible for fulfilling the rights of people with mental disorders, the right to get treatment and care and rehabilitation in order to obtain complete recovery. Abstract

Implementation of Regional Regulation Number 17 Year 2015 on Efforts to Overcome Problems of Villagers and Beggars (Case Study in Banjang Sub-District Hulu Sungai Utara). The increasing number of homeless and beggars in Amuntai City of Hulu Sungai Utara Regency is 119 people, and the addition is due to other areas coming from 23 people, that is from Banjarbaru, Tenggarong, Banjarmasin, Malang and Barabai so that the total is all 142. The number will disturb the name of the smooth development of the region, for example, the problem of security and public order. The purpose of this research is to identify and analyze the implementation of Local Regulation and to analyze the obstacles in implementing Local Regulation Number 17 year 2015 on Efforts to Overcome Problems of Villagers and Beggars in Amuntai City of Hulu Sungai Utara Regency. The research method is descriptive qualitative, type and source of data that is primary data through observation, interview while secondary data through existing data at Social Service and Satpol PP of Hulu Sungai Utara Regency, technique used in sampling that is Snow-Ball sampling technique snowball sampling).  From the results of the research shows that In the implementation of Regional Regulation Number 17 year 2015 on the Prevention of Problems of Beggars and Beggars in Amuntai City of Hulu Sungai Utara Regency, still not fully implemented, it is seen that shelter houses for street children and homeless shelters are not built when this is an effort in tackling the widespread problem of the Homeless and the Beggar. However, persuasive guidance has been done by the Social Service and Satpol PP at the time of capturing or patrolling for controlling the street children.  The suggestions provided for the input materials include Building Homes for the shelter of homeless and beggars who have no home, and can provide guidance on skills training to be more independent, Must have the attention and support from the Regent of Hulu Sungai Utara related problems the provision of budget funds in terms of supporting efforts to overcome the problems of homeless and beggars in Amuntai City so that security and order be better and achievement of regional development goals.

Abstract

Pendidikan merupakan hak setiap warga negara. Jenjang pendidikan yang dirancang sejak tingkat dasar hingga perguruan tinggi, sejatinya adalah suatu upaya pemenuhan hak atas warga negara yang berkorelasi terhadap pembangunan suatu bangsa. Melalui pengembangan sumber daya manusia dan sarana prasarana pendidikan, layanan pendidikan diprogramkan di berbagai kawasan, dari perkotaan hingga pedesaan, mulai tingkat dasar hingga perguruan tinggi. Melalui pendekatan kualitatif, penelitian ini ditempuh guna menjelaskan secara deskriptif kualitas layanan pendidikan di sejumlah SD Kecil di kawasan terpencil di Kecamatan Halong Kabupaten Balangan dengan peneliti sebagai key instrument. Data yang dikumpulkan dalam penelitian terdiri atas data primer dan data sekunder. Data-data tersebut diperoleh melalui teknik triangulasi dengan jalan menggabungkan teknik observasi, wawancara secara purposive sampling, dan studi dokumentasi. Untuk menganalisa data kualitatif, dilakukan secara interaktif dan berlangsung secara terus-menerus sehingga datanya jenuh meliputi teknik data reduction, data display, dan conclusion drawing/verification. Di sejumlah SD Kecil di Kecamatan Halong, Kabupaten Balangan ditemui kondisi layanan pendidikan yang masih kurang baik. Pertama, dari aspek bukti fisik terdapat sarana dan prasarana yang terbatas dan penampilan guru/staf yang terkesan kurang memadai. Kedua, dari aspek kehandalan di mana sumber daya manusia guru/staf yang minim baik dalam hal jumlah, tingkat pendidikan, dan tingkat kompetensinya namun ditopang dengan perlakuan yang manusiawi, tidak diskriminatif terhadap siswa. Ketiga, dari aspek daya tanggap diketahui para guru/staf masih sering datang terlambat ke sekolah. Keempat, dari aspek jaminan di mana dalam hal menimbulkan keyakinan terhadap masyarakat masih tergolong kurang baik sebab rendahnya tingkat pendidikan guru sedangkan sikap sopan santun para guru/staf sudah cukup baik dalam interaksi di lingkungan sekolah. Kelima, dari aspek empati ditemui sikap ramah para guru/staf yang tergolong sudah baik dalam interaksi di lingkungan sekolah serta memfasilitasi sejumlah hal yang dibutuhkan oleh para siswa. Guna peningkatan kualitas layanan pendidikan dasar di kawasan terpencil di Kecamatan Halong Kabupaten Balangan, seyogyanya Kepala Dinas Pendidikan Kabupaten Balangan dapat melakukan peningkatan dan pemeliharaan sarana dan prasarana pendidikan secara berkala disertai koordinasi dengan pihak terkait menyangkut akses jalan menuju lokasi sejumlah SD Kecil dan memperluas jangkauan sosialisasi pendidikan terhadap masyarakat. Para Kepala SD Kecil di Kecamatan Halong diharapkan dapat memberikan keteladanan di samping arahan, teguran/sanksi kepada para guru/staf yang terlambat ke sekolah dibarengi upaya para guru untuk studi lanjut di perguruan tinggi/penyetaraan pendidikan/mengikuti pelatihan/kursus komputer. Orang tua siswa hendaknya turut memperhatikan pendidikan anak-anaknya sewaktu di rumah agar pendidikan yang diperoleh anak seimbang.

Abstract

 Based on Basic Health Research (RisKesDas) and Operation Weigh of Balita Kabupaten Hulu Sungai Utara, nutritional problem less increase during last three year, that is in 2015 Prevalence of less nutrition equal to 17,32%, 2016 Prevalence of less nutrition equal to 20,54% and in 2017 less nutrition Prevalence of 24% Prevalence of malnutrition less Hulu Sungai Utara District enter the categorization of public health problem because of the prevalence of nutrition less than 20%. Based on the mapping of malnutrition areas less malang river village 537 under-fives with less nutrition and South Amuntai 454 toddlers with less nutritional status.  Based on the result of the research that the implementation of the policy of nutrition improvement program of Hulu Sungai Utara Regency for under-five children category in Malang River Urban Village and South Amuntai Sub-district of Hulu Sungai Utara Regency has been running quite well, but in the implementation of this program there are still some obstacles between: 1. Lack of public knowledge about the importance of balanced nutrition for toddlers, 2. Patterns of Family Care, 3. Social Condition of the Community, and 4. Abstract

 Desa merupakan pemerintah yang berada di tingkat bawah, namun memiliki peranan yang sangat penting dalam perubahan perbaikan ekonomi masyarakat. Ekonomi masyarakat yang lemah akan memberikan dampak negatif terhadap pembangunan nasional. Untuk menata perekonomian masyarakat desa secara baik dan benar Pemerintah Kabupaten Tapin membuat Program Pengelolaan Badan Usaha Milik Desa (BUMDes). Program ini bertujuan untuk meningkatkan kualitas ekonomi dan pemberdayaan masyarakat yang berfokus pada dampak perubahan ekonomi yang positif terhadap masyarakat. Desa Ayunan Papan merupakan salah satu dari 9 desa di Kecamatan Lokpaikat yang menggunakan Program Pengelolaan BUMDes serta dinobatkan sebagai desa terbaik nomor satu pelaksanaan Program Pengelolan BUMDes di Kabupaten Tapin. Metode penelitian ini yaitu deskriptif dengan pendekatan kuantitatif. Teori yang digunakan yaitu efektivitas program menurut Sutrisno (2007) terdiri dari 5 (lima) indikator antara lain: pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan, dan perubahan nyata. Teknik analisis data menurut Sugiyono (2013) yang terdiri dari 3 (tiga) tahap yaitu pengolahan, pengorganisasian, dan penemuan hasil.  Hasil penelitian ini menjelaskan bahwa pelaksanaan Program Pengelolaan Badan Usaha Milik Desa (BUMDes) di Desa Ayunan Papan Kecamatan Lokpaikat Kabupaten Tapin sudah  berjalan efektif. Nilai presentasi skor jawaban dari kuesioner Efektivitas Program Pengelolaan  Badan Usaha Milik Desa (BUMDes) di Desa Ayunan Papan Kecamatan Lokpaikat Kabupaten Tapin sebesar 77,13 % yang termasuk ke dalam kriteria efektif. Dapat dikatakan bahwa secara keselurahan pelaksanaan Program Pengelolaan Badan Usaha Milik Desa (BUMDes) di Desa Ayunan Papan Kecamatan Lokpaikat Kabupaten Tapin sudah berjalan secara efektif. Pada indikator pemahaman program nilai presentasi skor jawaban sebesar 77,45%, presentasi ini berada pada kelas interval 60,6%-80,5 % dengan kriteria efektif. Indikator tepat sasaran jumlah presentase sebanyak 82,88 % yang berada pada kelas interval 80,6%-100 % dengan kriteria sangat efektif. Indikator tepat waktu jumlah presentase sebanyak 82,60% yang berada pada kelas interval 80,6%-100% dengan kriteria sangat efektif. Indikator tercapainya tujuan jumlah presentase sebanyak 81,43% yang berada pada kelas interval 80,6%-100% dengan kriteria sangat efektif..Indikator perubahan nyata jumlah presentase sebanyak 81,40% yang berada pada kelas interval 80,6%-100% dengan kriteria sangat efektif.

Abstract

Along with the changing strategic environment and motivated by the improvement of legislation in particular in the field of personnel Duties and Authority of the State Personnel Board. The duties BKN that as the body charged with overseeing the development of staffing at this time, as for the development of these employees are divided into two, namely the development of the quality of employees and employee career development. In terms of the development of the State Civil Service Agency (BKN), the agency has the authority to regulate the displacement between functional and structural positions. In this case the State Civil Service Agency (BKN) has the task to resolve the problems concerning the development of career civil servants, particularly temporary employees. the State Civil Service Agency along with government or lemaga State involved must work together in any case related employment particularly temporary employees. This research is normative; The results showed that the State Personnel Agency must have a high commitment to employee development, both in improving the quality of employees and employee career development and the State Civil Service Agency also have to pay attention and oversee the transfer of class between the positions of structural and functional positions that should be regulated in a legislation.
