Abstract

This study aims to determine the effectiveness of stunting prevention programs in Cirebon Regency conducted by the Health Office. This program is based on rules and regulations regulated by local and central governments, and involves various stakeholders and available resources. A qualitative approach was used in this study, with a descriptive method to describe the phenomena that occur. Program effectiveness is evaluated based on Richard M. Steers' theory identifying three indicators of effectiveness, namely goal achievement, integration, and adaptation. The findings show that the program has made progress in reducing stunting, although there are still some challenges faced, such as lack of coordination and limited resources. Therefore, this study concludes that stunting prevention efforts need to be continuously improved by improving coordination between agencies, strengthening program integration, and adapting to changing environmental conditions.

Abstract

Crucial issues related to the protection and supervision of Indonesian migrant workers (PMI) working abroad. In the context of the Indonesian economy, PMI has an important role in generating economic contributions to the country and providing economic benefits for their families in Indonesia. Constitutional foundations, such as Article 27 paragraph (2) and Article 28D paragraph (2) of the 1945 Constitution, as well as the Indonesian Migrant Manpower Law No. 18 of 2017, have provided a clear legal framework on the obligations of local governments in regulating, fostering, implementing, and protecting the rights of migrant workers. However, there are still obstacles and violations that often occur in sending workers abroad, such as unsettled wage payments and contract problems. This study aims to analyze local government supervision of labor supply companies in Cirebon Regency and identify common violations in sending workers abroad along with the necessary solutions. The research findings highlight the importance of increased supervision, stricter law enforcement, and cross-border collaboration to protect and improve migrant workers' working conditions, and make it the basis for recommending further measures for the welfare of Indonesian migrant workers.

Abstract

The legal basis for assessing a default case is Article 1238 of the Civil Code which explains that a default occurs when the debtor does not fulfill its obligations according to the agreement. A tort lawsuit is a civil lawsuit that refers to default in an agreement and is submitted through a lawsuit letter, where letter evidence has an important role in proving the claim. In the decision of this case, the court considers the evidence and suitability between the claim and the relevant legal basis for making a decision in the case. Factors such as the location of the collateral object, differences in the name of the landowner, and the clarity of the goods auctioned are the main considerations in determining the granting of the lawsuit and the rejection of the application for auction of collateral. The results showed that the Source District Court used Article 1238 of the Civil Code as a legal basis in assessing cases of default in the sale and purchase agreement of agricultural facilities, with a letter of agreement as the main evidence. The factors that caused some of the Plaintiff's claims to be granted and some of the Defendants' requests for auction of debt collateral were the discrepancy between the description of the lawsuit and the evidence of the letter submitted, especially regarding the location of the collateral object, differences in the name of the landowner, and the vagueness of the goods to be auctioned.

Abstract

This research discusses the shift in global political dynamics from the European Union (EU) to the Shanghai Coopertation Organization (SCO) as a result of the Russia-Ukraine conflict. Over the years, the EU has been a significant global power, however, the Ukraine conflict has weakened its influence. This event became an important driver of the shift in political power, with the SCO emerging as one of the main players in response. A mixed research method is used, involving a multidisciplinary approach and critical analysis covering geopolitics, security, and international politics. The Regional Security Complex and Structural Power theories provide the theoretical foundation for this analysis. The results show that the Ukraine conflict has weakened the EU's global influence by exposing internal divisions in response to the conflict. The EU imposed economic sanctions on Russia in response to its annexation of Crimea and support for the insurgency in eastern Ukraine. However, the EU has also been active in diplomacy and mediation to find a political solution. Meanwhile, the SCO is emerging as a new force in global politics with a regional cooperation platform that is increasingly visible at the international level. The shift to the SCO could have a major impact on global political and security dynamics. This potential is driven by the SCO's large member population and the EU's internal problems. If the focus shifts to the SCO, it could shift the center of policy and diplomacy from Europe to Asia, creating a new paradigm in international relations. The SCO's growing influence could give Asian countries, especially SCO members, more of a role in shaping global policy.

Abstract

Cyber ??operations began to attract attention in international law in the late 1990s, in 1999 the United States Naval War College held the first major legal conference on this issue. In the aftermath of the attacks of September 11, 2001, transnational terrorism and subsequent armed conflict shifted attention from topics to large-scale cyber attacks. Operations occurred in Estonia in 2007 and against Georgia during its war with the Russian Federation in 2008, as well as cyber incidents such as the targeting of Iran's nuclear facilities with the Stuxnet Worm in 2010. Cyber ??warfare is included in organized crime and terrorism as one of the level one threats. The United States National Security Strategy itself calls cyberwarfare one of the most serious national security, public safety and economic challenges that we face as a nation and state. There is a need for clear and concrete international and national legal regulations so that cyber warfare can be prevented and does not cause unnecessary casualties in accordance with the principles of international humanitarian law. Apart from clear regulations, support is needed in the defense sector to form human resources and at the military defense level.
