Abstract

The analysis of oranization performance of Local Staffing Agency of Distric of Kendal is effected by an existence of the lack of discipline around there. For example there is a employee who come late to office and sometime there are also some employees who do not stay in their room during working hours. This research uses qualitatif method that means all the data are explained by description. The place of research is in Local Staffing Agency of Distric of Kendal. The data is gathered from doing some interviewes. The primary data gathers from some informants. Another data are gathered from some documentations. The choosing of informant is done by using purposive sampling. To ensure the quality of data the researcher uses triangulation technique. Based on Dwiyanto (2002) there are five phenomenons that affect the organization performance, that are productivity, the quality of service, responsivity, responsibility and acuntability. Whereas there are two factors that affect the organization performance of Local Staffing Agency of District of Kendal that are human resourches factor and facility and also infrastructur factor. The performance of organization of Local Staffing Agency of Distric of Kendal basically is good, but there are some things that need to be grown up. The factors that affect the performance are; there are some employees who are lazy and there are also some employees who do not fluent yet in using the computer. The recomendation that given by writer are (1) all of employees have to keep the teamwork; (2) all of employees have to increase the dicipline toward working hors; (3) the leader of local staffing agency have to minimalize in giving the task suddenly; (4) the local staffing agency of district kendal have to give the employee a computer training; (5) the employee have to keep the motivation in working.

Abstract

Income Standards Policy for rural government institution in Banyumas Regency refers to Government Regulation No. 43 Year 2014 concerning the Implementation Regulations of Law No. 6 In 2014 about the village. Purpose of establishing the Income Standards Policy for rural government institution is to improve the equity and justice for all the Head of the Village and the Village, and the orderly administration of the village good governance relating to rural finance. Effectiveness of policy implementation is measured using “five right”, ie appropriateness of the policy, the accuracy of the implementation, the target accuracy, precision environment, and the accuracy of the process. In the policy, also used the theory of Edwards III consisting of communication, resources, disposition, and organizational structure, and to identify factors supporting and policy implementation. The results of the study is the emergence of a legal product in the form of Fixed Income, Benefits, and Income Supplement Village Head and the Village in Banyumas as income equalization step for village officials in Banyumas. The author recommends the following suggestions: Open communication pattern between the Government 2 of the village with the Municipality by optimizing net Asmara, Provision of Work Motivation and Discipline of apparatus, and optimize public participation in policy formulation in the area.

Abstract

Quality is a condition that shows conformity between expected with the reality both in the individual and group .Health services is any effort that held in its own or together in an organization to maintain and improve health, prevent and treat disease and restore the health of individual and group.Puskesmas ngaliyan is one of the organizers of the organization of the government health service in semarang city. This research aims to know about the quality of health services at puskesmas ngaliyan semarang city as well as the bottleneck supporters and the quality of health services at puskesmas Ngaliyan. Based on research results can be concluded that the quality of health services in puskesmas ngaliyan not yet done well .This can be seen from five dimensions the quality of service , namely: Tangibles , realibility , responsivness, Assurance and emphaty .Faktor that inhibits and support the quality of service; customers , the strategy , the sistem , human resources .Based on the results of research , the researchers recommend to the officers puskesmas ngaliyan semarang city to fix some indicators and the factors considered still not optimal.

Abstract

Increasing the quality of human resources is a reasonable process of change experienced by the middle of the nation growing. The attitude of the community began to grow a critical moment among others by presenting the demands of the employee's performance will be mainly on public organizations both STATE-OWNED ENTERPRISES or Government agencies. Both STATE-OWNED COMPANIES and Government agencies are already supposed to have employees with good performance. Pertamina is one of Indonesia's largest STATE-OWNED companies have, in fact, has a capacity of employees with a quality performance, but that there is still a lot of current related problems thus optimizing the performance of employees. But as the economic powerhouse of the nation of Pertamina which are State-owned enterprises in the fields of energy, oil and gas would largely determine the life of the people. Based on the above, the study will analyse the performance of the employees who performed on subsidiary Pertamina in Office JOB Pertamina-Talisman Jambi Merang and aware of the factors that hampered the optimization of the performance of the employees. This research uses the theory of employee performance measurement instrument on corporate indicator of where his judgement is the work achievement, skills, behavior and leadership. Data collection techniques used through observation, interview, documentation and library studies with informant in JOB Pertamina-Talisman Jambi Merang Office. The results showed the performance of employees in an Office JOB Pertamina-Talisman Jambi Merang yet arguably optimal. There are still some factors restricting in optimizing the conditions of performance of employees. These factors is factor of personnal, factor of team and factor of system. In overcoming barriers these there were some suggestions that can be done such as give a clear dissemination of any related work deadline and officials in the Division of tasks outside the Office, should have also held training in order to improve the quality of human resources, absent a more modern system is also not less important to enhance discipline employees, increased assertiveness in leadership style applied

Abstract

The implementation of policies on the management of coastal in the area of general used and conservation at semarang is planning coordination, utilization, monitoring, and control of coastal resources of the Government and Local Government, between sectors, between terrestrial and marine ecosystems, as well as between science and management to improve the welfare of the people. The purpose of this research is to analyze Policy For Coastal Management Policy Implementation in the region common Utilization and Conservation Semarang with 5 indicators that can be used to assess the quality of policy output, namely Access, Coverage, Frequency, Service Delivery and Accountability. Researchers analyzed factors that support and hinder the implementation of coastal zone management policy with 4 factors was found in the field. 4 factors are environmental, Technology, program plan and Socio economic Conditions. The results of this research is that the implementation of policies on the management of coastal in the area of general used and conservation at semarang is good enough but still not optimal, because there are 3 indicators are encountering many obstacles for the Implementation. Still need for improvement in indicators Access, Coverage and Frequency.

Abstract

This research describes and then to analyze how the development of E-Government program in Tamgerang of city government . This research uses descriptive qualitative research method. Based on the results of research, the development of E-Government program has not been well, because in the elements successful E-Government on capacity, where capacity it consists of the resources , human resources and technology .Three point that is still lacking if you really want to make E-Government in Tangerang be successful. Conclusion in this research is the lack of human resources so that the government Tangerang still need third party services. In addition, in gap also is weak, so that the availability of adequate technology could not yet be in achieving well. Based on conclusions, researchers recommended the government tangerang to do training to employees who handles E-Government program so that it creates employees are reliable.

Abstract

This study aimed to explore alternative strategies for coaching athletes in Pati regency. The research process begins with identifying and analyzing strategic value, internal and external environment as well as enabling factors and inhibitors. The next process is to establish strategic issues using SWOT analysis and formulate development strategies. This is a descriptive qualitative research. Researchers will describe the situation on the ground and propose a development strategy as a recommendation to the government. Data collection techniques used were interviews and documentation. Determination of informants also obtained by purposive sampling technique, such as interviews with the Head of Department, Head of Section, KONI, coaches and athletes involved. Strategy coaching athletes obtained from the SWOT analysis there are four, Utilizing conformity the vision and mission with fostering the current condition as a foundation in early coaching ages, promote the welfare of athletes by utilizing the commitment of stakeholders, Improving the quality and quantity of human resources by utilizing the methods of competition and a stable political conditions, and Improving the quality of sports facilities and infrastructure in accordance with the standards by working with a third party.

Abstract

Employee performance is a way to achieve the goal state agency. In connection with the performance, capacity and discipline employees can directly degrade the performance or improve the performance of an employee. Employees with high ability and discipline that will either make more optimal performance of employees so that they can have an impact on the overall performance of employees. However, on the contrary, if the ability of poor and working discipline is not good enough, employee performance can be optimized and bring harm to the company. This research was conducted in Central Java province TRAINING Agency. The purpose of this research was to determine the effect of ability and discipline to employee performance in TRAINING Agency Central Java province with the research method used is quantitative research. The data obtained in this study through the questioner. Analysis of the data used is the correlation coefficient Kendall and Kendall concordance coefficient. Processing the data using SPSS 16.0.

Abstract

Public services can be defined as any form of fulfillment, either in the form of public goods and public services are in principle the responsibility of and implemented by government agencies in an effort to meet the needs of society as well as in the implementation of the provisions of the legislation. PHC is a Technical Implementation Unit Medical Officer / District (UPTD) which is responsible for the implementation of the health sector in the region. The purpose of this study is to determine and analyze the quality of service Healthy Centre Prohibition Harjamukti District of Cirebon seen from Tangibles dimension, Realibility, Responsiveness, Assurance, and Empathy as well as provide recommendations for improvement of service quality. The method used is descriptive qualitative. The results showed that the quality of PHC services Prohibition of visits of 5 (five) dimensions Zeithaml Tangibles, Realibility, Responsiveness, Assurance, and Empathy is not good, because of the 5 (five) dimensions, there are two (2) dimensions are still poorly namely Tangible and Assurance while the other three dimensions, namely Reliability, Responsiveness and Empathy has been running well. So it can be said not meet the health center services Prohibition of 5 (five) dimension of service by Zeithaml.

Abstract

In a country that is implementing a democratic system such as in Indonesia, Election is implementation of popular sovereignty which aims to bring a democratic government elected by the people. To perform their duties in administration of Elections, the Commissions established as one of the organizers of Election. This study will analyze the performance of Election Commission of Semarang and the dimensions that support and hinder the performance of Election Commission of Semarang in the National Election of 2014. This study uses the theory of organization and performance of the five dimensions they are productivity, service orientation, responsiveness, responsibility, and accountability with qualitative descriptive approach. To collect the data use the technique of observation, interviews, documentation, and literature study from informant’s employees of Election Commission of Semarang. The results show the performance of Election Commission of Semarang in National Election of 2014 is not optimal yet, they found several obstacles on the dimensions of the problem of productivity such as human resources, limited budget and the socialization has not optimal yet. While the dimensions that support performance Election Commission of Semarang other already performing optimally, they are service orientation, responsiveness, responsibility, and accountability. To overcome the obstacles found, there are some suggestions that can be carried out by the Election Commission of Semarang to optimize its performance, such as education, training, and skills to improve the quality of human resources, increasing the number of human resources through the recruitment of government employees or increase the number of temporary employees, proposesincreasingthe number of budget in accordance with the needs required and improving the socialization to public intensively and regularly, not only at Election time is getting closer, but by applying democracy in everyday life.
