Abstract

This research attempts to analyze the implementation of regional autonomy to the financial performance in newly-formed district government of North Sumatra. It focuses on the performance of original regional income after fiscal decentralization and the regional financial independency. The result shows that regional autonomy has a positive impact on the growth of original regional income. However, the share of those incomes to regional budget is still small. The newly-formed districts in North Sumatra are unready to face the regional autonomy policy. Most of the newly-formed regencies/municipalities are very dependent to balanced fund through General Allocation Fund and Special Allocation Fund.Keywords: regional autonomy, original regional income, fiscal decentralization.

Abstract

The economic growth of Indonesian eastern zone has lower than that of Indonesian western area relatively. Within pushing economic growth, poor region will faster than rich region, income disparity among region in Indonesian Eastern Region will converge. The phenomena also could be seen from comparing among coastal region in the area. The research was aimed to know of technological contribution in converging of economic growth among coastal region in Indonesian eastern area. Data were panel data from period 1975-2002 which were analyzed using Total Factor Productivity (TFP) catch-up model and Technological transferring model. The results show that within TFP model, the difference of technological level among coastal region in Indonesian Eastern Area brought of difference of catching TFP significantly. If the difference of technological level was gone, catching of TFP would show at the faster level and pushing converge at the income level among coastal region in Indonesian Eastern area. Within technological transferring model, most of the convergence come from technological transfer with the difference of technological level among coastal region are widest. If the difference was gone, the technological transfer would be faster and more pushing of income converging among coastal region in Indonesian eastern zone. Abstract

The purpose of this research is to analyze the role of onion price policy that is regulated by regional Government of Bantul regency, Yogyakarta Special Region Province. The Aim of policy is to improve the empowerment of onion farmer in this region. This Study was conducted using the simple random sampling to intake sample of population. The result showed that from 2002-2005 period, peak season of onion production is from April to May. During this period the production has been fluctuating with price range at Rp1.000,-/kg until Rp 1.800,-/kg. The government price policy is higher than the break event point price of onion in Bantul. It means that this policy in this region is effective to increase the onion price market, so that farmers can develop this farm, and finally it could improve the empowerment of onion farmer.Key words: empowerment, farmer, onion, price policy

Abstract

This paper tries to analyse the role of Islamic banks in the transmission of monetary policy and business cycle. This study will only analyse the Islamic banking in Malaysia. The changes in the monetary policy channel give an idea to regulate and strengthen the banking industry. Thus, several questions can be highlighted: how do the changes in the monetary policy tools affect the bank lending? If bank lending plays as monetary policy channel, do they affect the other portfolio? Do the current regulations (such as capital requirement) af-fect the Islamic bank lending? Furthermore, Generalize Least Squares approach will be us-ing to estimate the monetary changes towards Islamic banks portfolio. Annual data will be used from the year 1997 until 2004. The number of observations is based on the combination of time series and cross-sectional data, which is known as pooled data. Instead of that, we will use an unbalanced bank-level panel data set for Islamic banks (i.e., two full-pledged Islamic banks and thirteen Islamic windows).JEL Classification numbers: E51, E52, E58Keywords: Transmission Mechanism; Monetary Policy; Lending Channel

Abstract

Causality is an important concept in applied econometrics. It helps us to identify the direction which variable is a cause (policy) and which one is an impact. This paper applied the technique of Granger causality to determine the causal relationship between total government expenditures, total tax revenues, and regional income in the case of regencies’/ rmunicipalities’ local government in Indonesia over the period of 1988-2003.Unlike other researchers, this study breaks down the total local government expenditures into operating and capital expenditures. Similarly, the total local government revenues are specified further into local own revenues and intergovernmental transfers (tax & non tax revenue sharing and grant). Using annual panel data, the analysis discovers a firm bidirectional effect from expenditure to revenue. Meanwhile, we found a unidirectional between regional income and grant. It suggests that the preference of controlling either the spending or revenue decisions is conducted both central and local governments to synchronize fiscal performance. Policy implication that could be drawn is that local governments may increase regional economic performance without depending on grants from central government.Keywords: local government, revenue, expenditure and causality

Abstract

The Millennium Development Goals (MDGs) describes that there exist the inter¬dependent relationship between sanitation and poverty rate. In fact, developing and improv¬ing in sanitation aspect will reduce indirectly poverty. The goal of this study is to investigate the relationship between sanitation and poverty in the case of all regencies/municipalities in the central Java Provinces.The results find that the factors affecting sanitation are the gross regional domestic product (GRDP) per capita, income distribution, and the cultural awareness of household on health related to sanitation.  In other hand, sanitation accessibility of household could affect economic and social aspect such as poverty rate and the gross regional domestic product per capita. This study also shows that Banyumas, Purbalingga, Banjarnegara, Purworejo, Wonosobo, Rembang, Demak, Pekalongan, Pemalang, and Tegal are some regen¬cies/municipalites in Central Java province which their sanitation access is less condusive.Keywords:    Human Development Indexes, Sanitation, Millennium Development Goals, Poverty, GRDP per capita
