Abstract

In the last three decades the forestry sector has given important contributi on to the government revenues, among others are recieved from forest royalty (PSDH) and reforestation fund (DR). To determine the impact of implementation of PSDH and DR policy on welf are the nelasticity of supply and demand of roundwood market and wood products market were determined, and use from previous study. Data use din this study was time series from year 1995 to year 2009. This study was concluded that increasing PSDH and DR separately will increase the price of roundwood, except the price of pulp wood of HTI, and will increase the price of wood products. An increased DR and PSDH at the sametime will increase the price of roundwood and wood products. Increased PSDH will encourage higher production of roundwood and wood products, except of plywood which was not much influenced by increased market prices. Increased DR will increase roundwood production, except the pulp wood of HTI. Increased DR will increase production of sawn timber. While increased DR and PSDH will simultaneously increase the production of roundwood from natural forest, construction wood and pulp wood from HTI as well as sawn timber and pulp product. Abstract

Kutai National Park (TNK) area has been defragmented and degraded due to illegal logging, forest fire,  and land occupation. Collaborative management of TNK has been exists with the establishment of Mitra Kutai However various problems occur in TNK as indication that the collaborative management has not yet effective. This paper aims to describe information regarding the institutional effectiveness of collaborative management in TNK. This research was conducted by : 1) identification of related policies; 2) policy content analysis; 3) identific.ation of stakeholders' perception and roles, 4) qualitative analysis on stakeholders'perception and roles, 5) SWOT analysis, and 6) formulation of recommendation on improvement steps of collaborative management of TNK. It was concluded that collaborative management of TNK was ineffective in solving various problems occurred, and thereforeit is necessary to make improvement by the following steps: 1) Study the potential and current conditions of TNK; 2) Publish research results and raise issues on the problems and important values of TNK; 3) Streng then networking with funding organizations; 4) Establish zonation area; 5)  Reconfigure collaboration management organization and arrange programmes and scheme on budget agreed by all stakeholders; 6) Make collaboration on the development of model of conservation village; and 7) Collaboration in the economic utilization programmes in TNK, such as development of agro-tourism area, the environmental education center, safari-park and eco-tourism areas and research area.

Abstract

Economic growth and development in urban area tend to reduce green open space that has impact on the disruption of ecosystem balance, such as temperature increase, air and waterpollution, soil surface decrease and flood risk. Efforts to eliminate those negative impact can be conducted by the development of urban forest by using potential tree species. This study was aimed to investigate, how far the PP No.63/2002 on urban forest has been accommodated by local gaverment. Location for this study was the City of Bandung, that has issued local regulation (Perda) No.25/2009 on urban forest that identifies nine urban forests in Bandung namely. Taman Tegalega, Taman Pramuka, Taman Lantas, Taman Cilaki, Taman Maluku, TPA Pasir Impun, Kebun Binatang Tamansari, and PT Pindad urban Forest. Census method was applied in this study in order to identify urban forest coverage, tree structure,tree population,tree dimension (diameter,total height, branch-free height, canopy height and width) and tree identification (genus, species, and family). This study indicatedthatall urban forests, except PT Pindad urban Forest, were utilized as sport and recreation facilites. PT Pindad urban forest was restricted as it is located inside the army industry. The highest tree diversity was at the Kebun Binatang Tamansari while the lowest was at TPA Pasir Impun. Largest tree population was found at PT Pindad forest, while the lowest one was found at TPA Pasir Impun. Almost all of tree population composing urban forests in Bandung wereexotic species. Results of this study were used to program tree species suitability matrix based on tree description (characteristics and functions) of all suitable tree species for urban forest. This potential tree matrix is, there fore recommended be used by stakeholders as a reference to determine particular tree species for urban forest development. However, selection of tree species should consider the balance with endemic, rare and endanger species.

Abstract

One critical element for the success of REDD+implementation is its governance. The study aims to identify and analyze the existing REDD+ institutions from good governance point of view. The study are located in Central Lombok and Berau Districts, where REDD+ Demontration Activities already existed. In general, the study used qualitative methods, supported with scoring methode. The results show that REDD+ institutions have not fully reflected the three pillars of good governance, that there are still lack of community representation. Indicator of professionalism is at the highest score, while the indicator of participation is at the lowestscore. The institutions also have notapplied the principles of good governance yet. Allexisting REDD+ institutions are still temporary, that didn't represent a learning organization and tends overlapping functions. The research suggests several things: (i) Strengthening forest governance on the existing REDD+ institution carried out through strengthening the pillars of society and strengthening the principles of participation, (ii) Involvement of the communities should be enhanced in the institutional structure of REDD, (iii) Comprehensive assessment of the principles of good governance in the REDD+ institution at implementation stage that include payment distribution mechanism for emission reduction activities already undertaken, (iv) The function of the facilitate needs to be strengthened and (v) The structure institutions follow a REDD + strategies.

Abstract

Problems of deforestation in the upstream watershed site can not be stopped or slowed down by current policies and programs, therefore other approaches are still required in accordance with the dynamics of socioeconomics condition of local communities. This study was intended to answer questions about how to start a forest landscape management in upland areas, through case study in the Pagaralam, South Sumatra. Researchis done by a survey of stakeholders who have interests and power on the forested landscape in Pagaralam. Data were analyzed with nonparametric statistics, and then discussed with the parties through FGD. The results showed that the actors in the goverment and land users have different perceptions and attitudes in assesing forested landscape. In addition to the importance of awareness-raising for land users through the media that raise enviromental issues, program priorities to initiate the management of forest landscapes in the upper basin include replanting and protecting springs and along side of the river.
