Abstract

One of the problems in Kubu Raya mangrove forest area is forest loss every year, this is due to conversion of mangrove forest land to settlements and illegal logging. The goal of this study is to obtain information about the role of mangrove forests and forest management policies. Plots were made at three places, each had ten sample of 10x10 m size for the inventory of trees with distance between plots of 50 m; sub plot in the plot were made, with the size  of 5x5 m for the inventory to sapling and 2x2 m  for the inventory of seedling.  The results showed that in the mangrove forests found 20 species with four dominant species Rhizophora apiculata, Bruguiera gymnorhyza, Sonneratia alba and Xylocarpus moluccensis that have great potential in mitigating global warming because mangroves are able to absorb large amount of CO,2 that is Rhizophora apiculata, Bruguiera gymnorhyza, Sonneratia alba and 2, that is Xylocarpus moluccensis. Total biomass of study sites was 438.79 tons/ha (equivalent to 219.53 tons C/ha or 805.68 tons CO/ha). Mangrove conservation needs to be done  holistically and cooperation  among the parties, including the Ministry of   2 Environment and Forestry, Ministry of Maritime and Fisheries Affairs and Local Government, in order to avoid overlapping policies.

Abstract

Population growth will affect landuse changes drastically, particularly in watersheds (DAS) and coastal zone. Something similar happened to the Tallo watershed estuaries, Makassar Urban. This study aimed to (1) analyze the sustainable management of Tallo watershed estuaries, (2) driven factors analysis on sustainability of Tallo watershed estuaries, and (3) the alternative of policy development on sustainable management of Tallo watershed estuaries. MDS analysis with Rapest results showed the status of Tallo watershed estuaries were less sustainable (49.20%), consist of;  ecological dimension (46.51%), economic dimension (42.22%), social dimension (43.90%), technology dimension (45.99%), and institutional dimension (46.83%). The driven factors on sustainability management of Tallo watershed estuaries, consists of five (5) attributes i.e; institutional facilities property right population density, resource technology and aquaculture technology. The policy development direction on sustainable management of Tallo watershed estuaries, consist of; alternative I is strengthening institutional management, and the second alternative was using resources in the sustainable ways.

Abstract

The designation of forest area for the purposes of non-forestry sector has to be done through the mechanism of exchange and lease forest areas. The policies regarding these mechanism changed dinamically. This study examined changes in the policy of the mechanism, factors driving these changes and their implications. The results showed that the changes of forest areas used by expanding to the commercial interests, the criteria exchanged forest areas, lease license validity period, the criteria of replacement land / land compensation, the ratio of replacement land, and monitoring-evaluating activities. The factors driving these changes include economic factors, political and social. The effective monitoring and evaluation activities become one of the keys to overcoming the problem of policy implementation in the exchange or lease of forest areas.

Abstract

East Kalimantan has coal deposits of 37.5 billion tons and its coal business is very complex with numerous conflicts happened in the field. The objectives of the study were as follows: (i) to review the progress of coal mining business, (ii) to analyse the legal license of coal mining, (iii) to  identify overlapping policies on coal mining, and (iv) to  formulate policies on conflict resolution of coal mining in the forest areas. The results of study showed that annual coal production and export achieved 192.97 million tons and 145.82 million tons, respectively. At present, the number of coal mining business in the forest achieved 159 units which cover forest areas of 362,061 ha. However, the number of unprocedural coal companies reached 223 units with an area of 774,519 ha, or twice the legal business unit.  Conflict cases of coal mining in the forest areas are mainly due to poor  governance licensing, that trigger the conflict between mining companies and forest companies in the field due to overlapping operational area. Five recommended actions should be considered in order to resolve conflicts of coal mining in the forest areas, namely, implementation of monitoring, controlling and law enforcement, regulation harmonization, implementation of good mining governance, implementation of good communication and coordination, and implementation of one map policy.

Abstract

Mangrove forests in Jakarta Bay have been degraded and deforested, resulting in flooding, intrusion, abrasion, and reduced fishery production. Mangrove forests have the characteristics of common property resources that tend to be damaged because their rights difficult to enforces. The parties involved in carrying out their role are not optimal so that conditions remain degraded. This study was conducted to find  a form of the arrangement of the party's role in the mangrove forest management. Research conducted at Muara Angke, North Jakarta and Muara Gembong, Bekasi Regency. The results showed that key players have not made a comprehensive plan of mangrove forest management. In order to realize sustainable mangrove, it's required to increase the role of the people who originally only  as Subjects to become Key Players through community development activities. NGOs and Research Institutions need to increase the role from Crowds into Context Setters which have great impact in policy making. It is needed to form the Coordinating Team of Mangrove Ecosystem Management Strategy at the provincial and regent levels to synergize the policy and management program of mangrove ecosystems. Empowerment activities need to be carried out intensively to promote changes in the role of mangrove management.
