Abstract

Makalah ini membahas kasus tata kelola imigrasi menanggapi kebijakan migrasi Indonesia selama wabah Covid-19. Hal ini mengindikasikan kebijakan imigrasi di Indonesia yang dengan cepat berubah setiap bulannya menjadi isu yang serius, misalnya tentang tumpang tindih kewenangan di perbatasan, kebijakan yang terfragmentasi, sengketa penegakan hukum di perbatasan, dan kebingungan tentang kebijakan visa dan izin tinggal. Makalah ini menerapkan metodologi penelitian kualitatif studi kasus tunggal dengan pendekatan kerangka teori. Studi ini menemukan bahwa kebijakan dan tata kelola migrasi di Indonesia dalam pandemi Covid-19 telah memasukkan teori tata kelola dengan lima proposisi seperti yang dijelaskan dalam Stoker (1998). Namun, tanggung jawab penutupan stasiun lintas batas kabur yang mengindikasikan tidak adanya koordinasi antar lembaga perbatasan, dan ini bisa mengarah pada menyalahkan dan mengkambinghitamkan. Kebijakan imigrasi di perbatasan Indonesia menggambarkan proses pembuatan kebijakan yang ketat namun tidak konsisten dimana instrumen kebijakan direvisi dan diperpanjang setiap bulan. Kebijakan tersebut belum dirancang untuk situasi setelah krisis Covid-19 di Indonesia dinyatakan selesai oleh otoritas yang berwenang.

Abstract

It has been a long debate that politicians should not be involved in any organizations which has a primary purpose to educate civil society. Indonesia student regiment (Menwa) is an example of the organization which functions as a vessel for Indonesian students to encourage engagement in the field of national defense and tri-dharma, a responsibility to give contributions while students in university. However, for over 6 years, Menwa has been led by a politician who also becomes an active board in a political party. Considering the basic function of Menwa, ethically Menwa should be led by a professional without any political interest to keep maintaining the purity of the purpose. Despite its negative impact, there is also a positive consequence. Politician who becomes a leader in the organization can share political knowledge and value to the members to become active citizens, particularly enhance the political participation of its members. This study aims to identify a relationship between supporting politician as the leader and three aspects of psychological orientation towards politics (POTP). Result shows that members who support the leader (politician) tend to have higher scores in political efficacy (PE) and political interest (PK), two fundamental variables which are needed in democratic country than the other groups.

Abstract

Organisasi Kesehatan Dunia (WHO) menetapkan COVID-19 sebagai pandemi bencana internasional. Strategi pencegahan COVID-19 membutuhkan peran pemerintah internasional, pemerintah nasional, dan juga pemerintah daerah. Kepulauan Riau yang strategis lebih dekat dengan negara tetangga, yang akan membuat pemerintah lebih waspada terhadap penanggulangan bencana saat ini dan di masa depan, yang akan memungkinkannya menghadapi fase normal baru setelah COVID-19. Penulisan ini difokuskan pada opini analisis peramalan (Dunn, 2018) yang mengidentifikasi perkembangan masa depan. Studi yang digunakan untuk studi literatur yang mengulas pasca-COVID-19 yang terjadi di Kepulauan Riau (analisis konten). Peneliti menyarankan dua skenario yang mungkin, untuk skenario pertama yang melibatkan gelombang COVID-19 kedua karena kelemahan dalam penanggulangan bencana. Lalu yang kedua, skenario normal baru akan berlanjut dengan menerapkan prakiraan kebijakan. Peneliti juga telah memberikan alternatif model peramalan kebijakan dengan pendekatan analisis peramalan: the Potential Future,Konsep Masa Depan yang Masuk Akal,  dan Masa Depan Normatif . Model kebijakan peramalan ini diharapkan dapat menjadi pedoman penanggulangan bencana oleh pemerintah daerah di Indonesia.

Abstract

The World Health Organization (WHO) designated COVID-19 as an international pandemic of disaster. The COVID-19 prevention strategy requires the role of international governments, national governments, and also local governments. The Riau Islands is strategic closer to the neighboring countries, which will make the government more aware of the current and future disaster management, which will enable it to face the new normal phase afterCOVID19. This writing focused on forecasting analysis opinion (Dunn, 2018) identifying future developments. The study used for literature studies reviewed postcode-19 happening in the Riau Islands (content analysis). The researcher suggests two possible scenarios, for the first scene involving a second COVID-19 wave due to a weakness in disaster management. Then the second, new normal scenario will continue with applying policy forecasting. Researchers have also provided an alternative policy forecasting model with approach forecasting analysis: the Potential Future, Plausible Future, and Normative Future concept. This forecasting policy model is expected to be a disaster management guide by local governments in Indonesia.

Abstract

This paper utilizes NVivo 12 Plus, a type of qualitative data analysis software, for qualitative document content analysis as a means of understanding informal fiscal policymaking practices, including bribery, corruption, collusion, lobbying, negotiation, and transactional politics. Use of NVivo 12 Plus for qualitative document content analysis facilitated the management, analysis, and visualization of data on informal fiscal policymaking. More specifically, qualitative content analysis of decisions of the Supreme Court of Indonesia revealed that informal fiscal policymaking in Malang City, Malang Regency, and Batu City, Indonesia, involved the practices of bribery, corruption, collusion, lobbying, negotiation, and transactional politics between regional leaders, bureaucrats, private actors, and political brokers. This paper contributes a qualitative research design that can be used to explain informal practices in fiscal policymaking and budget management.

Abstract

Since its first announcement in March 2020, the number of positive confirmed patients as well as patients under surveillance has increased exponentially. Recognizing the impact of Covid-19 on the poor, the government reallocated expenditure budget by increasing the amount of aid to the community. This paper focuses on social safety net policies, mainly in two programs: the Hope Family Program and the Sembako Program. Both of these aids are actually not any new programs, as they have been around since 2017, but the Covid-19 pandemic is adding to the economic burden of the household so that both of these aids are then increased in amount. Specifically, this paper focuses on two things. First, how the social safety net policy must be implemented according to the rules. Second, mapping the potential impasse that arises from the complexity of the policy itself. It is undeniable that the problem of bureaucratization always comes up more in every policy, with no exception for this social aid policy. By mapping out potential obstacles, this paper can provide a number of key solutions for resolving obstacles in the field.
