<![CDATA[This paper is aimed to investigate the strategic collaborative partnership in managing local tourism affairs as part of Indonesian decentralization schemes. The qualitative method is applied in order to describe the critical analysis about the existence of government strategic collaborations in Malang and Batu cities of Indonesia. The main finding is that the formal government partnership has not been established yet between the two cities. However, the strategic informal collaboration of tourism management culturally exist in both cities. In addition, Malang city government has made one step ahead by conducting feasibility study about the formal collaborative partnership in tourism affairs. There are several limitations on this study regarding the recent practice of decentralized tourism management affairs in both cities, also limited secondary data on legal documents about partnership progresses. The study recommends both local governments should utilize the cultural concept of Arek as their common cultural identity in order to make the formal government partnership possible. Hence the possible model of collaborative partnership which are Cooperative Construction and Joint Services models could be established. As a result, both policies and information could be exchanged integrally in term of tourism management affairs. The research value proposes utilizing the cultural identity of Arek, it means common identity for young people in Batu and Malang cities as the starting point towards the formal partnership establishment. Since these cities are experiencing sectoral ego in term of local government implementation, but they are solid entity in terms of AREMA (Arek Malang – Malang Young People) even they use this identity to support tourism affairs collaboratively. Keywords: Tourism management, collaborative governance, government partnership and decentralization]]>

<![CDATA[Regulation is one of the important instruments in generating good governance, including the governance of residential area in order to achieve sustainable development. In Indonesia, however, the sustainability issue of residential area does not get any serious attention, especially from the perspective of policy. This article elaborates the regulation related to the issue of sustainable residential area. The results of the review show that all residential area regulations, both in the central and local governments, have not been adaptive against issues of sustainability. Detailed elaboration of the findings is discussed further in this article.]]>

<![CDATA[Communication skills are the basic skills needed by each ASN in performing its job duties. The elements of communication skills that are studied include the skills of speaking, writing, reading, listening, and using media. This study aims to: (1) describes ASN communication skills; (2) analyze the factors that are related and affect the elements of ASN communication skills; and (3) analyze the influence of the elements of communication skills to the achievement of ASN job performance. The sample used was 380 respondents, taken using random proportional stratified sample method. This study uses quantitative approach and is strengthened by qualitative through interview result, focus group discussion, and field observation. The results show that ASN communication skills are in sufficient category, with the order of the highest being the skills in using media, listening, speaking, reading, and writing. Factors that have a positive and significant effect on all elements of communication skills are individual characteristics of employees and work motivation. Communication skills proved to have a positive and significant impact on ASN job performance, with the strongest predictor being skills in using media.]]>

<![CDATA[This research aims to compare the advocacy model of Children Living with HIV/AIDS (CLWH) informal-- non-professional and formal--non-professional network, represented by Lentera Anak Surakarta (LAS) and Lentera Anak Pelangi Jakarta (LAP) respectively. The characterization of the network was adapted from Lhawang Ugyel conceptual framework on four types of social network based on their personnel types and formality. Meanwhile, the comparison was made under the metric of 3 advocacy channels; legislation, political and mobilization process. This research found out that LAS informal—non-professional advocacy model reflected a more dominant usage of law and political channel compared to LAP formal—non-professional model since LAS was rising from marginalized society hence they need well lobbying politically and involving in legal drafting. Meanwhile, LAP had shown a more systematic maneuver on the socialization and mobilization channel of advocacy. This was because LAP was formally driven by academia spectrum that could establish methodical movements of CLWH advocacy; thus the engagement with policymaker was less prioritized, even though it was still an essential element of its advocacy.]]>

<![CDATA[By using quantitative research approach, this study discloses that education and training activities for ASN competence development has a positive influence on ASN employees performance, in which ASN in the area of Banggai District government has a good skill and knowledge in performing his/her duties and obligations as an ASN including: Firstly, ASN employees act consistently and transparently in accordance with the condition of local government organization. Secondly, ASN employee acts on the applicable laws and regulations. Thirdly, ASN employees are able to put forward an adaptive leadership in every situation and condition of the government. Fourthly, ASN employees have innovation in performing their duties and obligations as an ASN. Fifthly, ASN employees have motivation in executing duties and functions of local government organization. Thus, education and training activities of ASN employees’ competence development has to continuously perform focused on the development of knowledge and the reinforcement of ASN’s skill.  ]]>

<![CDATA[This study analyzes the implementation of the Program of Health Insurance for the Poor in Indonesia, focusing at the advantages and constraints faced by the beneficiaries, through a case study in Purbalingga District. By applying the approach of entitlement within the framework of healthcare access, it is found that the program brings positive impacts in increasing financial abilities of the beneficiaries, and creating good treatment from the medical workers. Yet, low supply side readiness of health infrastructure and service system dilutes the benefits of the program in poverty alleviation. The government of Indonesia is recommended to involve communities and local officers in the enumeration of the beneficiaries, to increase the participation of private healthcare providers in the program, and to establish clear rewards and punishment system for the health workers.]]>
