Abstract

The objectives of this research are: 1) to analyze factors effecting labor marketperformance; 2) to analyze factors effecting migration in Indonesia. The research used poolingdata and be analyzed using simultaneous equation with 2 SLS technique. The result showed thatlabor force is influenced by productive-age population in both urban and rural area. In ruralarea, rural-urban migration also influenced labor force. Demand for labor is influenced by GrossDomestic Product, Labor Intensive Program in urban area, and Infrastructure DevelopmentProgram for Developing Village in rural area. Labor productivity is influenced by sectoral realwage, calorie consumption and Social Safety Net Program for health sector. Sectoral real wageis influenced by Sectoral Minimum Wage and rate of inflation. The result also showed thatsectoral real wage is not the important factor on labor market in Indonesia economic crisis.

Abstract

Food is the most fundamental need for household, directly related to the quality ofhuman resources. The objective of this paper is to analyze the pattern of household foodconsumption in West Java province after economic crisis. Data are from SUSENAS year1996,1999 and 2002. The results are : 1) Prosperity level of households after economiccrisis is getting better, but it still lower than condition before crisis, 2) When theeconomic crisis happened, energy and protein consumptions of household decreased andthe slope of it in West Java province was higher than national level. After economiccrisis, consumption level of both nutrients then increase again, 3) Consumption of ricedecrease after crisis, but consumption of instant noodle increase. The pattern of staplefood consumption also change from rice pattern to rice-noodle pattern based of bothregion and income group. The implications of the policy is developing program of fooddiversification in the future must be implemented in more accurate way, supported bydeeper research about consumer behavior. Besides, efforts to increase purchasing powerand availability of some commodities such as animal foods, vegetables and fruits must bedone. In accordance with that, people awareness of food, nutrition and health must beincrease too. Political will and political power of governments are the success deciders.

Abstract

To implement gender mainstreaming activity in relation to regional development,mainly for coastal development, a study on gender mainstreaming had been carried intwo districts, namely Buton in Southeast Sulawesi and Cirebon in West Java out fromJune to December 2003. Data and information were collected using Focused GroupDiscussion approach as well as village level profiles and monograph. Gender analysisusing Harvard Framework was implemented, covering profiles of participation, access,control and influencing factors. The study results showed that in Buton, labor divisionbetween man and woman in sea weed farming was relatively balanced. Participation rateof the household members, both in domestic, public and social sector in both studiedlocations was relatively similar. The role of Women Empowerment Division of TheAgency for Society Empowerment (ASE) in Cirebon has not been optimal and stilllearning to find out suitable activities to meet its mandates. In Buton District, there was acoordination problem in implementing gender mainstreaming program, because therewere two institutions both claimed responsible in implementing gender mainstreamingprogram. One important thing that has never been conducted in the two districts was tocreate collaboration among institutions responsible for the gender mainstreamingimplementation. In the future, The District Level Marine and Fishery Service Officeshould work in collaboration with the ASE and they have to discuss how to incorporategender aspects in coastal development including in Economic Empowerment for CoastalCommunity.

Abstract

In the aspect of sugarcane farming system, increasing productivity and sucrose content ofsugar cane (rendemen) are exactly needed to increase the productivity of sugar and farmerincomes. The objective of the research is to analyze competitiveness of farmer’s sugarcanefarming system, which is measured by Policy Analysis Matrix (PAM). The research was held onsugar factories in East Java (Pesantren Baru in Kediri, Krebet Baru in Malang, Semboro inJember, and Pagotan in Madiun). The data are collected by interviewing farmers, 20 farmers ineach sugar factory. The results show that farmer’s sugarcane farming systems are financiallyprofitable with average advantage about 2.5-8 million per hectare. Farmer’s advantage in Madiunand Kediri districts are lower than it is in Malang and Jember districts. Although financiallysugarcane farming system is profitable, economically it is contrary. Farmer’s financial loss infrom 2.0 to 4.0 million per hectare. Sugarcane farming system in Madiun dan Kediri districts arenot having comparative advantage (DRCR<1), different from they are in Malang, Jemberdistricts. Sugarcane farming system in Madiun and Kediri districts will have comparativeadvantage if the productivity is increased by 20 percent or the international sugar price isincreased to 220 US$/ton.

Abstract

Economic crisis was decreasing farmer income. At the end, its would be difficult for thefertilizer producers to stabilized production for domestic supply. For stabilizing fertilizerproduction and price, it is necessary to government to subsidized fertilizer. This objective of thisassessment was calculated the fertilizer subsidy through the distribution cost subsidy calculationmethod for 2004 compare to government fertilizer subsidy budget for 2004, Rap. 1.3 trillion. Theresult showed in 2004 the government had to budgeted about Rp. 1.64 trillion for fertilizersubsidy. In the other calculation using 2004 distribution cost and fee for distributor, the fertilizersubsidy increased to Rp. 1.875 trillion. This calculation bigger than the government fertilizersubsidy budget for 2004. It is necessary to reallocate the government budget for fertilizer subsidyand stabilized exchange rate for stabilizing fertilizer production and price at farmer level.
