Abstract

Undang-Undang Dasar 1945 secara normatif menganut ajaran negara hukum kesejahteraan. Indonesia diadakan untuk melindungi segenap bangsa Indonesia, memajukan kesejahteraan umum, mencerdaskan kehidupan bangsa serta mewujudkan keadilan sosial bagi seluruh rakyat Indonesia. Kewajiban pelaksanaan secara fundamental dilakukan pemerintah dan pemerintah daerah. Permasalahan bagaimana penyelenggaraan pemerintahan daerah dan implikasinya terhadap pembangunan dan peningkatan kesejahteraan umum di daerah. Melalui penelitian hukum normative-empiris kualitatif menunjukkan hasil, penyelenggaraan pemerintahan daerah dilakukan dalam rangka mencapai tujuan bernegara, termasuk menjamin pemenuhan hak-hak serta kebutuhan hidup masyarakat melalui proses normatif menurut UUD 1945, UU No. 23 Tahun 2014 dan peraturan hukum lain. Implikasi penyelenggaraan pemerintahan daerah bernilai normatif, indikatornya dapat terukur dari dan  dapat dipertanggungjawabkan menurut UUD 1945 untuk melindungi, memajukan kesejahteraan umum, mencerdasakan kehidupan bangsa serta mewujudkan keadilan sosial. Suatu kesimpulan, bahwa kewajiban Pemerintah Daerah merupakan hak daerah diakui dalam UUD 1945 untuk mencapai tujuan bernegara bagi pembangunan dan peningkatan kesejahteraan umum di daerah sebagai bagian dari pelaksanaan tujuan negara secara umum.Kata Kunci, Konstitusi Normatif, Daerah, Pembangunan Kesejahteraan Umum.

Abstract

It is not easy to build understanding of poverty because it involves various dimensions. Understanding poverty is very diverse, ranging from the inability to meet basic consumption needs and improve conditions to a broader understanding that includes social and moral components. According to Presidential Regulation of the Republic of Indonesia Number 131 Year 2015 concerning Determination of Underdeveloped Regions in 2015 - 2019. Pandeglang Regency and Lebak Regency are included in the category of disadvantaged areas. Pandeglang Regency has a poverty rate of 9.74 percent, followed by Lebak Regency 8.64 percent, Tangerang Regency 5.39 percent, Serang Regency 4.63 percent, Tangerang City 4.95 percent, Cilegon City 3.52 percent, Serang City 5, 57 percent, and South Tangerang City 1.76 percent. For the Solidarity Line in Pandeglang District the latest data is in the range of 267,752 rupiah / capita / month, the sixth lowest after Lebak Regency (246,389) and Serang Regency (256,660). This research was conducted to analyze the causal factors and explore the potential for poverty alleviation in Pandeglang Regency, Banten Province. In this study using quantitative methods and supported by qualitative. Quantitative methods have the advantage of validating natural science: explicit, standardized procedures; precise numerical measurement; and replication. (Neuman, 2006). While the qualitative approach used as a support is a process of research and understanding based on a methodology that investigates a social phenomenon and human problems in which this approach, the researcher makes a complex picture, examines words, detailed reports from the viewpoint of respondents and conducts studies on situations which is natural (Creswell 1998). Research Results Show that the regional gap index represented by the Gini Ratio in Pandeglang District obtained an average Gini Ratio of 0.20 which can be categorized as Low Inequality, below the 2017 Province Gini Ratio in Banten which is 0.380 and the National Gini Ratio of 0.320. With Low Inequality indicates that most households have income that does not differ greatly from one another. However, other data obtained from observations and data collection in the field, critical area 1 is much lower Gini Rationya (0.15) compared to critical area 3 represented by Karangtanjung District (0.32). This means that in Sobang District the income gap between communities is relatively lower than in Karangtanjung District. Furthermore, a concerted effort is needed so that the gap does not get worse so that it triggers social jealousy among the community. The factors causing poverty gap in Pandeglang Regency, Banten Province are: a) Low Level of Education; b) Community life patterns; c) Skill limitations; d) Low population mobility; e) Number of family dependents. Keywords: Potential, Poverty Alleviation.

Abstract

Many people believe that they only have Land and Building Tax (SPPT-PBB) Tax Returns and that their land is legally enforceable. SPPT-PBB is a substitute form for Girik which is no longer recognized after the birth of the Basic Agrarian Law (UUPA). Therefore some of the problems that have been explained do indeed require the activities of making land certificates in order to have land rights with legal force. However, the community considered that to obtain the land certificate was very difficult, took a long time and required very expensive fees. Therefore, the writer wants to follow up on the problem and test it using theory and analyze it quantitatively with the aim of finding the influence of "Community Attitudes and Perceptions About Apparatus Behavior Towards Interest in Making Land Deed in Serang District, Serang City, Banten Province". In this research, attitude theory (Azwar 2013), apparatus behavior theory (Siagian 1994), and interest theory (Ajzen 2005). The samples in this study were 279 respondents who were selected by systematic random sampling based on the 2018 land deed register data in Serang District. The questionnaire was distributed by visiting the respondent's house as the owner of the registered land rights in Serang District. The results of this study are the variable community attitudes (X1) to the interest in making a land deed (Y) obtained a significance value of 0.048 < level 0.05 = Ho rejected, meaning that the variable X1 has a significant influence on the variable Y. Perceptual variable (apparatus) ) to the interest in making a land deed (Y) obtained a significance value of 0.118 > level 0.05 = Ho accepted, meaning that the variable X2 does not have a significant effect on the variable Y. Together variables of community attitudes (X1) and perceptions of apparatus behavior (X2) to the interest in making land deed (Y) obtained a significance value of 0.035 < level 0.05 = Ho rejected, meaning that the variables X1 and X2 have a significant effect on the variable Y

Abstract

According to some experts, Indonesia in addition to using the New Public Service paradigm also uses the dynamic governance paradigm in the delivery of its public services, for the sake of achieving better quality public services and public welfare. For this reason, a strategy is needed to prepare the implementation of dynamic governance properly, especially in the service of the Lebak Regency BPJS. There are several problems in BPJS services in Lebak Regency, first, supporting facilities for registration of BPJS health staff in Lebak Regency are still very minimal in supporting services for inputting data for prospective BPJS candidates, second, the online BPJS registration system often experiences obstacles in data verification because it always invalid, so prospective participants must come to the BPJS health office directly to register; third, the facilities and infrastructure provided in the waiting room for the BPJS health office are still very minimal, the number of seats available for potential participants is still inadequate, toilets are available available is only used for employees, and parking spaces provided for potential participants are very small and insufficient for many vehicles while BPJS participants who register online or directly must all do activation or exchange e-IDs with BPJS health card members to health offices nan BPJS health. And finally, the absence of Human Resources (HR) in accordance with expertise to provide services to answer and assist prospective participants by explaining information on filling in the health BPJS form, health BPJS registration requirements, and information regarding BPJS health membership in the BPJS health office. , it can be seen from the security officers who are supposed to be in charge of guarding the security, helping the prospective participants fill out the registration form. HR in the BPJS office is still very inadequate. The approach used is qualitative with the research method used is descriptive analytic, which seeks to describe and provide an explanation of the readiness of implementing "dynamic governance" in the implementation of BPJS in Lebak Regency. The results showed that the community felt the benefits of the Health BPJS even though there were still obstacles in their implementation. The limited access and range of services of the Health BPJS Lebak Regency is important to be an evaluation material so that it can be used as a strategy to improve BPJS services in the Lebak Regency in the context of readiness to face "dynamic governance".

Abstract

Artikel ini bertujuan untuk menganalisis efektivitas pelaksanaan kebijakan program Kartu KUSUKA di wilayah barat Provinsi Jawa Barat. Pendekatan penelitian kualitatif dengan lokasi di wilayah barat provinsi Bandung. Sumber data berasal dari data primer dan data sekunder, yang dikumpulkan dengan teknik wawancara, observasi, dan dokumentasi. Analisis data menggunakan model analisis kualitatif model dai Miles dan Huberman yang terdiri dari reduksi data, penyajuian data, dan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan kebijakan program kartu kusuka dalam distribusinya di wilayah barat provinsi Jawa Barat belum sesuai harapan,. Kualitas manfaat kartu kusuka belum sama sekali dirasakan oleh pelaku usaha. Waktu pemrosesan terbitnya kartu kusuka hampir membuat pelaku usaha putus asa karena seringnya diminta data oleh para pemangku kepentingan. Kepastian beroperasinya manfaat kartu kusuka sangat dinantikan oleh pelaku usaha. KKP melalui Penyuluh harus menjadwal ulang pendataan kartu kusuka terhadap pelaku usaha yang belum mendapatkan kartu tanpa harus meminta data atau mengisi formulir kembali. Agar kualitas manfaat kartu kusuka segera dirasakan oleh pelaku usaha maka pihak Bank dimohon meningkatkan keberpihakannya secara serius kepada pelaku usaha. Menjajaki kerjasama kartu kusuka dengan pihak bank lokal seperti BJB. Akan tetapi, Kartu KUSUKA efektif sebagai media pendataan kepada pelaku usaha sehingga terekam kuantitas pelaku usaha di seluruh Indonesia. Disimpulkan bahwa kebijakan program kartu KUSUKA dalam distribusi di wilayah barat provinsi Jawa Barat efektivitas belum tercapai. Kata kunci: Efektivitas,  Program Kartu KUSUKA

Abstract

Kualitas pelayanan merupakan suatu fenomena yang unik, sebab dimensi dan indikatornya dapat berbeda diantara orang-orang yang terlibat dalam pelayanan. Kualitas pelayanan seringkali digunakan untuk melihat bagaimana kinerja pelayanan  organisasi  publik.  Pelayanan  umum  di  Polres Halmahera Utara  urusan pembuatan SPKT, SIM dan SKCK merupakan salah satu fungsi tugas pokok, oleh karena itu penelitian ini bertujuan untuk menganalisis Kualitas Pelayanan Publik di Polres Halmahera Utara. Pendekatan teori yang digunakan dalam penelitian ini adalah menurut Stemvelt  (2004) yang terdiri dari 5 pendekatan yaitu: Bukti  Fisik  (Tangible), Kehandalan (reliability), Daya Tanggap (responsive), Jaminan (assurance), Empati (emphaty) untuk mendapatkan gambaran yang jelas permasalahan yang ada di Polres Halmahera Utara dengan pendekatan kuantitatif  yang bersifat deskriptif dan cenderung menggunakan analisis dengan menggunakan pendekatan deduktif-induktif pengumpulan data menggunakan kuesioner (angket) dan instrumen penelitian. Hasil penelitian menunjukkan bahwa Bukti  Fisik  (Tangible), mempengaruhi kualitas pelayanan publik yang dimana hubungannya sebesar 50 % Kehandalan (reliability), mempengaruhi kualitas pelayanan publik yang dimana hubungannya sebesar 74 %. Daya Tanggap (responsive), mempengaruhi kualitas pelayanan publik yang dimana hubungannya sebesar 57 %. Jaminan (assurance), mempengaruhi kualitas pelayanan publik yang dimana hubungannya sebesar 78 % dan  Empati (emphaty) mempengaruhi kualitas pelayanan publik yang dimana hubungannya sebesar 63 % sangat kualitas pelayanan di Polres Halmahera Utara.Kata Kunci : Kualitas Layanan, Pelayanan Publik, Kebutuhan Masyarakat

Abstract

AbstrakUpaya menekan laju pertumbuhan penduduk yang selama ini dilakukan oleh pemerintah Indonesia adalah dengan menggalakkan penggunaan alat kontrasepsi Keluarga Berencana. Dengan slogan “dua anak cukup”. Saat ini sasaran program Keluarga Berencana lebih dominan pada perempuan. Alat-alat kontrasepsi yang ditawarkan oleh pemerintah lebih banyak digunakan oleh perempuan. Padahal sebenarnya upaya untuk mengurangi angka kelahiran, bukan semata tanggung jawab perempuan, melainkan tanggung jawab kedua belah pihak yaitu suami dan istri. Penelitian ini bertujuan untuk mengetahui bagaimana hubungan karakteristik geografi keluarga terhadap pemilihan alat kontrasepsi bagi perempuan di Kota Serang. Metode yang digunakan dalam penelitian ini adalah kuantitatif dengan pendekatan korelasi. Hasil temuan  dan uji statistic menghasilkan Seluruh variabel kondisi keluarga (suami) tersebut tidak memilki korelasi dengan keputusan pemakaian alat KB atau cara tradisional untuk menunda kehamilan, karena ternyata seluruh variabel tersebut memiliki nilai yang lebih kecil dari 0,25. Kondisi istri ternyata tidak mempengaruhi atau tidak berkorelasi dengan keputusan pemakaian alat KB atau cara tradisional untuk menunda atau mencegah kehamilan, karena seluruh nilai korelasi Pearson dari faktor-faktor kondisi istri seluruhnya lebih kecil dari 0,25, yang paling berperan dalam pemakaian alat KB adalah bidan. Rekomendasi dalam penelitian ini adalah keputusan pemilihan alat kontrasepsi bagi perempuan sebaiknya atas kesepakatan bersama dengan pasangan, dan pemakaian alat kontrasepsi diarahkan untuk suami atau laki-laki.  Kata kunci : karakteristik geografi  alat kontrasepsi KB, perempuan
